Adjournment New River/Mount Rogers Workforce Investment Area Consortium Board MEETING MINUTES May 15, 2013 A meeting of the NR/MR WIA Consortium Board was held on May 15, 2013 at Wytheville Meeting Center in Wytheville. He told the members that Mr. Martin would keep them up-to-date on his situation. At 10:08AM, Vice-Chair Brown called the meeting to order and opened with a prayer and all present recited the Pledge of Allegiance. Vice-Chair Brown asked Ms. Holliday to call the roll. A quorum was present. Vice-Chair Brown opened the floor for public comment. Vice-Chair Brown asked for any changes or comments on the Consent Agenda. Mr. McCready made the motion to approve all Consent Agenda items. Mr. Pennington seconded the motion. The vote was called: Bland – yes, Carroll – yes, Floyd – yes, Giles – yes, Montgomery – yes, Pulaski – yes, Smyth – yes, Washington – yes, Bristol – yes, Galax - yes Vice-Chair Brown asked Ms. Samples to give a WIB update. Ms. Samples brought the Board up-to-date on WIB activities that had taken place in recent months. A brief discussion followed. 2 Vice-Chair Brown asked Mr. Martin to give an Executive Summary. Mr. Martin gave an overview of program activities, budget and funding issues. Mr. Martin also updated the Board on the sequester and how it affects WIA funding. A brief discussion followed. Vice-Chair Brown told the members that the Informational Items that had been previously sent out would not be presented unless there were specific questions the members wanted to ask about them. Mr. Martin reported in more detail on the area’s PY12 WIA performance. Ms. Rowe briefly discussed the One-Stop Operator report. Ms. Gilmer gave the Goodwill Industries presentation that was deferred from the March meeting. Mr. O’Brien gave an update on the Skills Gap Analysis findings to date. Mr. Martin reminded the members about the Travel Reimbursement request form to be completed and signed if members wanted to get reimbursed for their travel to the meeting. Vice-Chair Brown went around the room and asked members to share anything special going on in their localities. Mr. Williams told the members that Giles County was partnering with Goodwill Industries of the Valleys on a summer youth employment program. Vice-Chair Brown continued with the agenda noting that the next meeting will be on July 17, 2013 beginning at 10:00AM. Vice-Chair Brown told the board members that Chair Hutchins would like to do another cookout and may do it for the July meeting. He said a notice would be sent out to let them know for sure. With no further business to discuss the meeting was adjourned at 11:40AM. Program Operations All PY’13 contracts for service delivery have been finalized and were effective on July 1, 2013. Contract duration is through June 30, 2014. 2. PY’13 Funding PY’12 carry-over funds may be higher than initially projected. This increases in available carry-over funds combined with our PY’13 allocation should provide sufficient funding for program operations in PY’13. Additionally, notification was recently received that all workforce areas will receive additional PY’12 Dislocated Worker funds. The specific funding level for each LWIA has not yet been announced. 3. Legislative Update WIA reauthorization legislation has been passed in both the House and Senate, however, insufficient bi-partisan support has been available to insure the passage of a reauthorization bill that both the House and Senate can approve and that the President will sign. Current consensus is that WIA reauthorization will probably not occur until sometime in 2014. Executive Summary – July 17, 2013 Service Levels: Thru June 30, 2013, our Program Operators have served the following: DLW – 395 Adults – 281 Youth – 288 These service levels are the following percentage of planned PY’12 enrollment: DLW – 123% of plan Youth – Goodwill – 101% People – 105% Adult – Goodwill – 93% People – 120% Performance: Thru June 30, 2013, Program Operators have achieved the following performance levels: DLW – Placement Rate – 91.3% Average Wage at Placement - $12.11 Adults: Goodwill Industries of the Valleys Placement Rate – 86.8% Average Wage at Placement - $9.46 People, Inc. of Virginia Placement Rate – 88.9% Average Wage at Placement - $9.77 Youth: Goodwill Industries of the Valleys Placement Rate – 72.1% Literacy/Numeracy Gains – 87% Attained a Degree or Certificate – 68.6% People Inc. of Virginia Placement Rate – 82.4% Literacy/Numeracy Gains – 75.3% Attained a Degree or Certificate – 70% Operator performance is in line with contract planned performance goals as well as negotiated Common Measures. Financial Thru May 31, 2013, our Operators have expended an average of 78% of available funding with 48% of expenditures being expended on Direct to Client costs. Based on current expenditure levels, it is projected that $291,000 of Program funds will be available for carry over into PY’13 effective July 1, 2013. Our overall expenditures for all programs are good. Funding/Legislative Update Based on PY’13 allocations and projected PY’12 carry-over funds, our total available funding levels for PY’13 should be sufficient. 1st Quarter Adult funds will be very limited which results in limited available services to new clients, however, total funding is good. Bills have been passed in both the House and Senate to reauthorize the Workforce Investment Act, however, no action has occurred to pass any legislation with sufficient bi-partisan support to insure passage in both the House and Senate and approved by the President. WIB and One Stop Operator are working with the Virginia Employment Commission to finalize the MOU and cost sharing plan for the center. 2013 OneStop Certification measures will be completed once the MOU is finalized. 1 Center Activities Wytheville One-Stop Campus has extended hours until 6:00 pm on Tuesday and Thursday. Wytheville One-Stop Campus staff held Job Club workshops on June 12 and 28. Gary Sheffler and Matthew Dalton provided job seekers with Reemployment Services Orientation and Job Search Strategies. Next Job Club is scheduled for July 19 and will focus on “How to Manage Your Budget”. GED classes are held every Thursday 6-8 pm at Wytheville One Stop Campus during the summer. Becky Nave, Senior Business Trainer/Marketing Coordinator provided cross-training for all partners on June 5 about workshops available through People Incorporated Financial Services including: Credit Counseling; Business Basics; Customer Service; Social Media; Youth Entrepreneurship; and Core Four Business Planning Course. Ms. Nave also discussed Consumer loans; Small Business Loans; Microenterprise Loans and training and technical assistance available through the agency to assist business customers as well as job seeker customers. Business Assistance Team met on June 12 at Wytheville One-Stop Campus. Attendees included representation from Bristol, Radford and Wytheville VEC offices, Wytheville Community College, People Incorporated, New River/Mount Rogers Workforce Investment Area, Goodwill Industries of the Valleys, and Southwest Virginia Alliance for Manufacturing (SVAM). Attendees were asked to provide handouts to be incorporated into a unified folder that will highlight employer services available through the various one-stop system partners. Wytheville One-Stop Campus and Radford Workforce Center staff continues to participate in Reentry Council Meetings. Wytheville One-Stop Campus made 62 employer contacts during the month of June. 117 individuals from Southwest Virginia attended the 2013 Southwestern Employer Conference on June 21 at Hotel Roanoke. Workshops included: Top 10 OSHA Violations; The Impact of Health Care Reform on Employers and Workers’ Compensation: Risk Mitigation and Compensability. Hiring Activities: Job Fairs held or scheduled at the workforce centers: Prillman Group – June 6, 13,18, 20 and 27; Elwood Staffing – June 4, 6, 11,13,17, 21, 26 and 27; Labor Finders – June 12 and 28; At Work – June 5, 10, 17, 19, 24 and July 8; Federal Mogul – June 5; Adecco – June 3, 10; Valley Staffing – June 19; U.S Cellular – June 28 and July 12. US Solutions Group has expanded creating over 120 jobs in Bristol and Smyth County. Southwestern Virginia Mental Health Institute is hiring RN; CNA; security officer, pharmacy assistant and groundskeeper. Columbus McKinnon is hiring Electro Mechanical maintenance; and production supervisors; W-L Construction has openings for heavy equipment operators; drivers; and laborers. Life Center of Galax has immediate openings for Nursing Technicians and CNA. Volvo plans to hire 100 - 300 positions. VEC accepted applications through 07/05/2013. Overland Contracting has been selected to rebuild the boilers at the Celanese plant in Narrows. The contract is expected to last approximately 2 years and generate over 100 construction jobs for the local area. Goodwill’s Narrows office is assisting the employer by providing interview space, taking applications, and making referrals to the company’s HR staff. Commonwealth Assisted Living in Hillsville is hiring for several positions at various levels in the organization. Federal Mogul and BAE are hiring for production positions. Food Lion has approximately 50 different positions open in the New River Valley. TPG Staffing and B&H Computers (US Cellular) held job fairs at the Galax Virginia Workforce Center. The SW VA Training Center held a job fair on their Hillsville campus on June 19 for multiple positions available at this time. 2 Significant Layoff Activity: Merillat was approved for Trade Adjustment Assistance (TAA) which will provide former employees with extended benefits while enrolled in training. People Incorporated staff provided program information to 158 individuals during the TAA mass claims sessions held on June 25 & 26. Parkway Knitting laid off 4 individuals and the company is TRA eligible. Cobham in Blacksburg, manufacturer of state of the art defense systems for the government. closed in July resulting in the layoff of 30 employees. Goodwill staff attended the Rapid Response session on July 1 and presented information on WIA programs. Galax office staff continues to enroll individuals who were laid off in North Carolina but are Virginia Trade-qualified residents. Goodwill enrolled fifteen individuals in June. Staff Activities: People Incorporated submitted success stories on Jason Collin (WIA Adult) and Travis Rife (DLW) which were printed in the Spring 2013 edition of the Virginia Workforce Connection newsletter. WIA dislocated worker, adult and youth program staff attended the Crossroads Employer Network meeting. Department of Aging and Rehabilitative Services (DARS) presented information on services available through DARS. Kia Parsons conducted Federal Bonding training for One-Stop partner staff at People Incorporated facility in Abingdon (One-Stop satellite site). WIA and Department of Juvenile Justice staff attended joint cross-training on June 11, 2013. The training was sponsored by New River/Mount Rogers and Southwest Virginia Workforce Investment Boards. Staff from People Incorporated and Goodwill presented on the WIA Adult and Youth programs as well as provided explanation of WIA information contained in the toolkit. Youth participants attended one week Career Academies held at VHCC, Crossroads and Radford University during June. Youth learned about careers in the Science, Technology, Engineering, Math and Health (STEM + H) fields through hands-on activities, guest speakers and tours of businesses. At the direction of the WIB, WIA Adult program operators have instituted a freeze on enrollments due to lack of projected funding for program year beginning July 1. CUSTOMER SUCCESS STORY Chelsey is a single parent of two children ages 5 and 2. Chelsey worked part time at Advance Auto Parts and received TANF and SNAP assistance through the local Department of Social Service. Chelsey decided to pursue a career in nursing to insure a stable future for her children. Chelsey was referred to People Incorporated’s WIA Adult Program by the VIEW case worker due to lack of financial aid to complete her final year of training. After enrolling in the WIA Adult Program, Chelsey received assessments, career guidance, planning, and staff assisted job search. Career assessments indicated Chelsey possessed a high aptitude and interest in Nursing, Therapy & Specialized Adult Care career field. WIA staff encouraged Chelsey to continue training in the health care field. Over the course of the next year, WIA assisted Chelsey with the costs of tuition, books, technology fees, uniforms and equipment for clinical rotations as well as assistance with the cost of the NCLEX exam to obtain licensure as a registered nurse. On May 10, 2013 Chelsey successfully completed all of the requirements and graduated from VHCC with an Associates of Applied Science diploma with a major in Nursing. Chelsey recently accepted a full time position with Mountain State Health Alliance as a Nurse with a starting pay of $17.00 per hour with benefits. Chelsey received an additional $4.00 per hour upon receipt of her state nursing license in June. When asked how the adult program had impacted her life; she stated “I will be forever grateful for the services and assistance I received through the People Incorporated WIA Adult program. Without the financial assistance provided by the programs, it would have been impossible for me to complete the nursing curriculum at VHCC.
