Presidents Message
Unbelievably 6 yrs. has come and gone. I would like to take this last opportunity to thank all of the people of the
Community that have supported the work your Board of Trustees has done to improve Lake Waynoka. It is a lot of hard work
and time spent on the part of the Trustees. I would also like to thank the newly elected Board for being willing to take on the
responsibility and hard work they are facing.
It is imperative that the members of our community understand that when the Trustees act, it is always on the advice
or approval of the professionals in the appropriate field. The decisions that the Board makes may not always be what each of
us thinks “I want” or “I would do”, but are acting in a way they believe is in the best interest of the Community as a whole.
The Board has to live by the decisions it makes the same as you because they are members too.
Unlike some branches of government the Trustees are not exempt from the decisions they make. Remember, the
Trustees are elected by the members because they trust these candidates will handle our finances and business interests in
a professional manner with the community as a whole in mind. When I look at the New Board as a whole I see a group of
people that will work together and accomplish great things for this Community. Let's let them do it.
Lastly I want to commend Paul and his entire staff for the outstanding work they do. The Board of Trustees can pound
their chest about all the accomplishments they made happen but the fact is the Board only approves the work or project but
our employees make it happen. We have some very talented people working for this Community. Please remember them when
we are asked to throw in a few more bucks to compensate them. We cannot afford to lose them. They have families to take
care of as we all do, and their responsibility is to their family when it is time to make decisions on employment.

WRWSD Board of Trustees Meeting – Mon., February 29, 2016
President Jim Bridges called the meeting to order at 7:00 p.m.
Roll Call: Present: Beresford, Bridges, Buskey, Purdin, Redick, Mgr. Cahall and Plant Supt. Culver.
Absent: Beard and LaPlante
Minutes: A motion was made by Buskey and seconded by Purdin to approve the minutes of the February 13th Saturday
meeting as distributed via email. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey):
• Status of Capitol Plan and finalizing at a future meeting
• Question of water usage report for WPOA on 2 locations, 1 had meter replaced the other was the actual usage.
Report from the Manager (Paul Cahall) and Plant Supt. (George Culver):
• Upland Reservoir is full and lake valve is closed
• Meters are still being received and replaced, additional meter for the maintenance/marina area will need to be installed
• Intent is to open the valve around March 10th for 2 weeks for a final drain of lagoon until fall
• Discussion on increase of budget for additional testing requirements needed from April through October
• Discussion on new building lots and when WRWSD notified, along with value of joining OOOPs for assistance with
line marking
• Backup lake was not low enough for employees to check silt levels
• Copper to be installed all season in back-up lake

Give your grinder pump air!
Let it breathe!
Let it breathe!
If you are going to landscape around your grinder pump,
the grade around the pump should be
a minimum of 4” below the top of the lid
and sloped away from the unit.
Never cover or obstruct the air vent openings in your grinder pump.
In a failure situation back flow water would empty into your house
rather than on to the ground if the vents are blocked. Gross! $$$$

Minutes: A motion was made by Purdin and seconded by LaPlante to approve the minutes of the February 29th workshop
meeting as read with the following correction: The absences of Beard and LaPlante were both excused. A yea/nay vote
was taken and the motion passed unanimously.
President’s Report: none
Treasurer’s Report (Paul Cahall):
• Everyone was encouraged to come up and take a copy of February 2016 financial report.
• An adjustment will need to be made to the budget due to new EPA requirements for additional testing. An adjustment
may also need to be made to the capital budget to purchase equipment related to these requirements.
Manager’s Report (Paul Cahall):
• The valve will be opened this coming week to discharge effluent from the lagoon. It will stay open for about 7 to 14
days and the Lake will go down about an inch a day.
• The staff will begin flushing hydrants this month. Hydrant flushing may cause discolored tap water. If so, allow the
water to run for a few minutes to flush sediment from the lines.
• Another 100 water meters have been ordered.
• The attorney’s opinion concerning a piece of land will be shared and discussed at the next workshop meeting.

Kathy Sewell (Lot #4015): Sewell shared that the plant growth around a fire hydrant in the vicinity of 600 Waynoka Dr.
needs to be removed.

meeting was adjourned at 9:36 a.m.

OHIO BOATERS SAFETY COURSE APRIL 2ND
LAKE WAYNOKA LODGE
The Waynoka WaterSports Club will be teaching an Ohio Boating Education
Course at 8:00 am on Saturday, April 2nd at the Lake Waynoka Lodge. Cost of
this course is $5 and can be paid at the door. This course will consist of 8 hours of
instruction in a certified class followed by an exam. This year (2016) anybody
younger than 34 years of age needs to pass a test certified by the State of Ohio
before they can drive any type of boat powered by more than 10hp.
This class and exam will fulfill the Ohio’s Boater Education requirement that went
into effect in January of 2000 and is administered by the ODNR Division of
Watercraft. The law prohibits any person born on or after January 1, 1982,
from operating a vessel powered by more than 10HP unless the person has
successfully completed either a boating education course approved by the
National Association of State Boating Law Administrator (NASBLA) or a
proficiency examination approved by ODNR Division of Watercraft.
You can pre-register for the class by calling ODNR Watercraft at 513-734-2730.
Be sure to reference the date and location for above class. This class is open for any
age and not just for Lake Waynoka boaters.

Crime Trend Narrative
During the month of February there was an increase in the number of offense reports
filed. A number of these reports regarded mail box damage. This occurred on a weekend
sometime between the hours of 0100 and 0430. Citizens are asked to report any
suspicious activity involving mail box damage. There has been internet disruption of the
back gate which is why security staff were stationed at the back gate.

LAKE WAYNOKA BASS TOURNAMENT RULES
1. Interpretation of the following rules shall be the sole responsibility of the tournament directors.
2. Any style of boat may be used (canoe, pontoon, etc.) if the following criteria is met:
a. Owned by a member in good standing and Lake Waynoka registered for the current year with attached sticker.
b. Has an operating aerated live well. No stringers or baskets are permitted. Live wells must be checked by a
tournament official prior to tournament start time.
c. Is covered by a minimum of $100,000 liability insurance. By payment of entry fees the boat owner is certifying
they have insurance coverage.
3. The Lake Committee reserves the right at their sole discretion to exclude any angler from participation.
4. This is a Team event with a maximum of two anglers per boat. Entrants may launch anywhere, but must be at
tournament headquarters thirty (30) minutes prior to the scheduled take off time.
5. Only Largemouth, Smallmouth and Spotted bass will be eligible. A total of six (6) fish, twelve (12) inches or longer may
be weighed per boat. Weight in pounds and ounces will determine winners. In the event of ties in weight, order of finish
will be determined by (a) the boat having the most fish (b) the largest fish (c) flip of a coin.
6. Only six (6) bass can be in the team’s possession at any time. Culling must be done immediately. No undersized bass
may be kept at any time. All fish must be released after being weighed.
7. Bass must touch the 12” line with mouth closed on the official tournament measurement board. Any dead bass brought to
the scales will NOT be weighed or counted. A one (1) pound penalty will be charged for each fish less than twelve (12)
inches weighed in. Courtesy board provided.
8. All bass must be brought to the weigh in scales before the boat is removed from the lake. No bass will be weighed if
brought to the weigh in scales from a trailered boat.
9. Life jackets must be on and zipped at all times when the outboard engine is running. The boat operator must have the kill
switch cord attached to their life jacket at all times the engine is running.
10. OBEY all no wake markers—idle speed only in these areas. Safe boating conduct is a must. All WPOA Rules &
Regulations and State boating regulations will be strictly adhered to, subject to disqualification.
11. All participants are expected to exercise good sportsmanship and courtesy, including maintaining at least 50 yards
between participating boats.
12. The entire lake becomes no wake at dark (indicated by the automatic lights on the dam). Both bow and stern lights must
be in good working condition and must be turned on from sunset to sunrise.
13. No team member can depart from their boat at anytime during tournament hours unless returning to tournament
headquarters. (Marina dock).
14. Intoxication will not be tolerated. Alcoholic beverages and non-medically necessary drugs are not permitted in the boat.
15. Only artificial lures may be used during the tournament. No trolling is permitted.
16. Lake Waynoka is OFF LIMITS for fishing to all tournament participants 24 hours prior to the scheduled tournament
start time. Violation of this rule will result in automatic disqualification.
17. Team number tokens must be hung back on the display board by team members only at or before the official time has
been reached to end the competition. Late arrivals will be penalized 1 pound per minute for each minute they are late.
Five minutes late will disqualify a team’s complete weight for the tournament.
18. No underwater cameras will be permitted during the tournament.
19. All protests must be lodged with the tournament director PRIOR to any announcement of payouts.
ANY VIOLATION OF THE ABOVE RULES WILL DISQUALIFY A TEAM’S WEIGHT

GRINDER PUMP REMINDER
Your grinder pump is not a garbage disposal. The following items should never be put in your system:
*Egg shells *Fish scales *Cat litter
*Diapers, baby wipes, socks, rags or cloth of any kind
*Personal hygiene products *Oils or grease *Strong chemicals (drain cleaner)
*Glass or metal objects.
If the above items are introduced into the system it could result in premature failure of the pump and require
service.
If the red light on the electric box is on it means the pump is not working properly. Please call Security if you
see your light or your neighbors light on. Security will dispatch our mechanics. 937-446-3214.
Please remember that there is a 20 ft. easement to your grinder pump. This needs to be free from obstructions
in the event that our staff needs to repair your grinder pump. There are vents around the lid of your grinder
pump which need to be kept open and free at all times.
**DURING POWER OUTAGES WATER USAGE SHOULD BE KEPT TO A MINIMUM**
