Pursuing an education far away from their country of origin, in a foreign language, is a difficult, but fulfilling experience which requires good organizing. The present guide was designed in order to facilitate the transition of foreign students at our faculty, by offering them all the necessary and useful information and advice. 2 WORD FROM THE DEAN Welcome to the Faculty of Economics and Business Administration The Faculty of Economics and Business Administration (FEBA) is the largest and one of the most prestigious faculties within the West University of Timisoara, being recognized both nationally, as an elite school in the Romanian economic field, as well as internationally, as partner, and high quality education and research provider. The current image and position of FEBA has been earned trough a great effort from the academic community, which has built and consolidated this faculty over the course of almost 50 years, since its foundation in 1967. This great work materialized through an institutional brand that is recognized and appreciated, means passion, expertise, professional values, wise and visionary management and also love for the profession and for working with students. The study programmes offered by FEBA are flexible, diverse and proactive, correlated with the current needs of the society and with the modern spirit of business. The diversity of the academic programmes that we offer is a result of the permanent collaboration with the socio-economic environment, but also of the close relation with the alumni community of our faculty. Dean FEBA Professor Petru ŞTEFEA PhD 3 WHY CHOOSE TIMISOARA ? A great student city : Timişoara is the greatest and most important economic, cultural and higher education center (50.000 students) in the western part of Romania. It is therefore the most important city in the most developed region in Romania. Comprising 8 universities and 42 faculties, the higher education offer in Timişoara, as well as the type of studies is very diverse: full time studies, part-time studies and distance learning, undergraduate, master and doctoral level studies. The high-quality education, a direct result of the quality of the teaching staff and of the collaborations with other institutions from Romania and abroad, attracts students both from Timişoara, and from other regions and countries. A historical and cultural city: Timişoara is a multicultural and multiethnic city, which stimulates Romanian and foreign students to live and study here. Timişoara is a very welcoming and hospitable city for foreign citizens. The rich cultural tradition has given this city a distinctive identity and the degree of civilization in Timişoara is that of a European cultural space. The colonization of the Banat region and the geographical positioning of Timisoara at the confluence of occidental and oriental civilizations determined a harmonious co-existence model between different cultural groups which has transformed Timişoara into the second cultural center in Romania, after Bucharest, in terms of cultural diversity offer. For French and German speakers there are cultural institutes in Timişoara, Le Centre culturel français and the Deutsches Kulturezentrum Temeswar which strongly contribute to the local cultural calendar. The city holds a vast historical heritage and the architecturally protected areas are the largest in the whole country. Its architectural heritage comprises 57 architectural monuments and 23 groups of buildings and architecturally protected areas. The group of buildings from the city centre and the old districts are considered historical monuments. With its heritage and manifestations of culture the city offers a rich cultural life to its citizens and the activities of 12 cultural institutes emphasize the status of the city as a national cultural center. 4 An open and dynamic city: Timişoara is one of the most privileged Romanian cities, through its history and economic situation which allows it to attract foreign investors. A cosmopolitan and dynamic city, efficient from an economic point of view, Timişoara has had a great development, with the notable presences of Italian or French companies such as Valeo or Alcatel (one of the most important local employers, with more than 800 employees, mainly informaticians). Among local productions, we have to mention the brewery, where the beer Timişoreana is produced (property of Ursus Breweries, which also produces Ursus and Pilsner Urquell, other Romaian beers). The first brewery in Timisoara was built in 1718. The city is renowned for its commercial dynamics. Apart from its old commercial centers, from the city centre (Bega commercial building) or from the immediate periphery, the city has ample recreational and commercial buildings, such as Iulius Mall or Auchan commercial building which covered, in 2007, 83.000 and 20.000 m2. About the West University of Timişoara The West University of Timişoara (W.U.T) is a higher education institution in Romania, located in Timişoara, Vasile Pârvan Boulevard, no. 4. The mission of the West University of Timişoara is that of providing and developing the necessary resources and tools for the well being of the educational process and for a high quality research. The West University of Timişoara aims at promoting education and research, by placing the university life, and indirectly other domains of knowledge, in the European and world context, by contributing to the local, regional and national “ladder” in terms of social, economic, cultural and political development, thanks to a great involvement in the community life. The West University of Timişoara (25.000 students) is one of the best higher education institutions in Romania. Its study and research programmes are rapidly developing and are in a permanent Europenization and internationalization process. About the Faculty of Economics and Business Administration The Faculty of Economics and Business Administration (FEBA) welcomes almost 1.200 students every year. FEBA’s educational offer is diverse and designed in such a way that it allows students to explore the great variety of jobs offered to economists of the contemporary world. At the end of their studies, the graduates of FEBA will have the knowledge and the necessary qualities that allow them develop a gradual professional project in accordance with their preferences and skills. The current requirements of the international labor market, which emphasize the managerial autonomy and the high professional responsibility, are especially taken into account during the educational process. The Faculty of Economics and Business Administration (6.500 students) is considered to be the most important institution in this field in the whole western part of Romania, recognized for its valuable academic community and for the quality of the study and research programmes. FEBA is ranked among the first 700 faculties of economics et business all around the world, according to a ranking made by Eduniversal in 2008 (www.eduniversal.com/business-school-ranking/country/romania/181). In 2008, FEBA was awarded 2 palmes, which certifies its position as a „good business school with strong regional influence”. The International Relations Office inside FEBA and the student unions, such as The European Students Association (AEGEE Timişoara) and AIESEC ( International Association of Students in Economic and Commercial Sciences) will facilitate the entrance of students into the academic life of the West University of Timişoara. Specific cognitive skills: 1) Understand and carry out financial management decisions in the public and private entities; 2) Ability to integrate in teams performing financial audit and control; 3) Participation in team-work to design and perform programs specific to the financial-banking sector; 4) Appling fundamental concepts, theories and methods of investigation specific to the field of study in order to express professional initiative; 5) Ability to synthesize and interpret a set of information, to solve fundamental and complex problems, to valuate the possible conclusions ; 6) Independent analysis of issues and ability to communicate and demonstrate the solutions chosen; 7) Show initiative in analyzing and solving problems; 8) Understand and apply financial management decisions; 9) Ability to use the IT equipment for specialized financial and banking projects. 3. Professional skills: 1) Performance skills shown through: - Ability to understand the task; - Customizing and particularizing between abstract and general; - Training and experience. 2) Organizational skills, which include: - Accuracy in thinking; - Spirit of order and discipline; - Timeliness, consistency and determination in performing the profession. 7 Why choose the International Corporate Finance Master’s programme? The West University of Timişoara, Faculty of Economics and Business Administration gives you the oportunity to experience the life of traditional economic school in Europe, in Timişoara, with a 2 year Master’s programme developed in partnership with the Robert Gordon University from Aberdeen, Scotland. One of the Master’s goals is to correlate theoretical and practical elements, so that one can track the decision making and implementation process at company level. Master students carry out various team projects, study cases – business simulation software for companies, capital markets transactions etc., and they also participate in work-shops and conferences. In addition, different modules are thought by professional lecturers, represented by top management business exponents (banks, investment companies, multinationals etc.) and academics from prestigious universities in Europe. The close cooperation with the socio-economic environment offers master students the chance to attend events and to carry out internships with future employment opportunities, multinational companies such as: Continental, Draxlmaier Group, Linde Gaz, Alcatel, Edy International Spedition, Porsche Inter Auto România, Coca-Cola HBC. Public institutions: top management, financial advisors, auditors, treasurers, liquidators, internal auditors; National and multinational companies: top management, tax consultants, investment analysts, insurance agents, risk capital/venture capital agents; Investment companies: top management, securities consultants, fund managers, brokers. 8 THE ROMANIAN HIGHER EDUCATION SYSTEM Legislative framework In Romania, education is a national priority, the whole education system being protected by the constitution and by special and organic laws, governmental decisions and orders of the Ministry of National Education and Scientific Research. The law of national education represents the legislative framework for the national education system in Romania: ``The citizens of Romania, as well as the citizens of the European Union member states, and the citizens of the European economic space and of the Swiss confederation have the same rights and access to education and professional formation through the national education system, regardless of their race, nationality, ethnicity, language, religion, social status, personal beliefs, gender, sexual orientation, age, handicap, noncontagious chronic illness, HIV infection, and any other criteria.`` Citizens of other countries, apart from those mentioned above, as well as apartheids, have access to education and professional formation offered by the Romanian education system, according to the law. Structure of the universities The national education system comprises public and private higher education institutions and it is organized on two levels, ensuring a continuous learning and taking into account the age and characteristics of each individual. Currently, in Romania, there are: • 56 state higher education institutions – all recognized (49 civil higher education institutions and 7 military universities); • 26 private higher education institutions – all recognized; • 6 postgraduate institutions. 9 Higher education level There are three cycles at higher education level: a) Undergraduate studies, which have different lengths depending on the study programme: • 6 semesters (3 years) for a Bachelor degree in sciences, human sciences, economic and social sciences, political sciences. • 8 semesters (4 years) for a Bachelor degree in technological sciences and technical engineering. • 12 semesters (6 years) for a Bachelor degree in general medicine, stomathology, veterinary medicine and architecture. b) Master’s studies : 1.5-2 years. c) PH. D. studies : 3-4 years. Organization The undergraduate and master’s studies can be of different types: a) full time studies; b) evening classes; c) part time education; d) distance learning. The courses are organized according to different learning activities, with practical application and exams, in accordance to the European Credit Transfer System (ECTS): • The undergraduate studies require the minimum of 180 credits and the maximum of 240 credits (depending on the domain), which means that one year of studies corresponds to 60 credits. • The Master’s studies correspond to a number of credits ranging between 90 and 120, which means that one semester of studies requires 30 credits. The entire length of the 1st and 2nd cycle of studies corresponds to a minimum of 300 ECTS credits. • The postgraduate studies have a minimum length of 2 semesters and a minimum of 60 credits. • The lifelong education programmes can also be organized according to the ECTS. Type of Diplomas The higher education qualifications are: the diplomas, the certificates, the degrees and other official state documents, with a special regime, which certify the higher education degrees and the professional titles. Diplomă de licenţă – Bachelor’s Degree. Diplomă de master – Master’s degree. 10 ADMISSION PROCEDURE 1.ADMISSION PROCEDURES FOR EU CITIZENS Foreign citizens of European Union, of the European Economic Area and of the Swiss Confederation, have the right to apply to studies in Romania, according to Law 316/ 12.07.2006, in the same financial circumstances as Romanian citizens. The candidates who graduated high-school in European countries, other than Romania, must have their high-school diploma recognized and validated by the Romanian National Centre for the Recognition and Validation of Diplomas (C.N.R.E.D. being a department of the Romanian Ministry of National Education and Scientific Research). The documents that have to be validated by the Romanian National Centre for the Recognition and Validation of Diplomas will be sent to the Department of International Relations. The Department of International Relations will submit afterwards the documents to the Romanian National Centre for the Recognition and Validation of Diplomas. Only after receiving the Recognition of Studies Certificate the candidates will be able to register at the faculty of choice. The documents that have to be validated by the Romanian National Centre for the Recognition and Validation of Diplomas must be submitted to the Department of International Relations by the 15th of August, in order to be sent to the Ministry of Education and Scientific Research. The non EU candidates must follow the procedure presented below: 2.1 Non-European candidates must fill in the Application Form and submit the legalized documents requested on the second page of the Application Form. Language of study 1) Studies in Romanian language Foreign citizens from EU third countries will be registered for university and postgraduate studies only after graduating the Romanian language Preparatory Year or on the basis of a Certificate proving Romanian linguistic competencies; during the Preparatory Year that candidates will learn the necessary Romanian language vocabulary and the specific vocabulary needed for the future studies, if the study program is held in Romanian language. When registering for study programs that require Romanian linguistic competencies, the following categories of persons are exempt from the obligation to present the certificate of graduation of the Romanian language preparatory year: a) Persons who present Romanian study documents (diplomas and certificates) which prove at least four consecutive years of study in a pre-university school or at least three consecutive years of study in a pre-university school or at least three consecutive years of study in an accredited high education institution within the Romanian national system; b) Persons who pass the Romanian language test and obtain the Certificate of Romanian language proficiency 17 2) Studies in foreign languages For acknowledged study programmes that are carried out in foreign languages, test of the respective foreign language must be done. The persons that come from countries where the official language is the language in which the courses are run and the persons who have an internationally acknowledged language certificate will be exempt from this test. The Romanian and foreign students, from the biggest universities in Timisoara (The West University, The Polytechnic University and The University of Medicine and Pharmacy) gives a certain air to the campus, thanks to its diversity and intercultural characteristic. The campus is situated close to the city centre, only a few minutes away from Bega river and from the historical area of the city. It is also connected to different means of transport (tram, bus, trolley-bus) to all districts of the city. RENT In order to find an appartment to rent in Timişoara, it is recommended to start looking quite early on, in the months of July – August. You should take into account the fact that usually, students share a room with 1-2 other students and the majority of international students choose to rent their own appartment. The price of the rent in Timişoara is quite varied, depending on the area, the degree of comfort and sometimes the season. The places close to the faculty are more expensive and the prices usually grow at the beginning of the academic year. For a studio apartment (1 room, kitchen, bathroom): between 130 and 150 euro/month; For a 2 room apartment (bedroom and living room): between 200 and 250 euro/month; For a 3 room apartment (2 bedrooms and a living room): starting from 250 euro/month; For a hotel room or apartment: starting from 20 euro/day. If you can pay the rent for 3, 6 month or even an entire year, you can find rent at a lower price. Generally, in order to find a place to rent you will have to go through local agencies which have many accommodation offers. You can also by a newspaper with all the renting announcements and try to rent a place directly from the owner. 20 BY PLANE The regular and charter flights belonging to Romanian airlines (notably TAROM, the national airline) and the foreign airlines with headquarters in Romania’s neighboring countries are connected to the main airports around the world. The international airport in Timişoara - Traian Vuia (code IATA: TSR), is the third largest airport in Romania, after Henri Coandă and Aurel Vlaicu (both in Bucharest). More than 1 million travelers have passed through the Traian Vuia airport in Timişoara, which made it the second busiest airport after Henri Coandă airport in Bucharest. Today, Timişoara ensures 63 daily flights towards 24 destinations, mainly in Western Europe (Germany, Italy, France, Great-Britain, Spain, Austria), and more internal flights – towards Cernăuţi and Odessa in Ukraine. The international express trains connect Timişoara to the main central European capital cities, Romania being a member of the international railway system. All the roads are signaled according to the international rules. You will use the right side of the road to drive and the left side to overtake a car. If you come to Romania by car, you must have with you the driving licence, the car documents and the Green Card. 22 COSTS OF LIVING Life in Timişoara is less expensive compared to other Romanian cities, but the living costs depend also on the lifestyle and personal needs. Accommodation: The rent is between 100 and 300 euro/month (depending on the area and comfort), with utilities around 50 – 70 euro/month for a 2 room apartment shared with another person. The standard costs are around 220 euro/month for a furnished room in a good area (15-20 minutes away from the city centre). In the student campus, the rent is around 150 euro (utilities included) for a double room. Food: The student campus has a lot of restaurants, coffeehouses and cafeterias where you can find good food at an affordable price, the price for a lunch being around 3-4 euro. For those who prefer supermarkets, the offer is very diverse with supermarkets such as BILLA, KAUFLAND, PROFI, PENNI, LIDL. Transport: Public transport in Timişoara is very diverse, with means of transport such as : trams, trolleys and buses. The price for a ticket, regardless of the mean of transport is 0,5 euro and the price for a monthly pass is 12 euro. If you prefer to travel by taxi, the price is 0,28/km. When you attend an exam make sure you have the student card with you (the stay permit or passport is not enough), otherwise you might not be able to attend the exam. The non-EU students enrolled at the Faculty of Economics and Business Administration have the right to interrupt their studies for a maximum of one year. They cannot interrupt their studies for 2 years, consecutive or not. If the students decide to interrupt their studies before the beginning of the academic year (end of September), they don’t have to pay the study fee in advance for the respective academic year. If the student decides to interrupt his/her studies during the course of the academic year, he/she must pay the whole study fee, 1980 Euros, as mentioned in the Letter of Acceptance to studies “The monthly fee must be paid in advance for a period of 9 (nine) months.” The student who is expelled from the Faculty of Economics and Business Administration has the possibility to reenroll only based on a new Letter of Acceptance to studies, obtained after going through a new admission session. The student who is in the final year of studies and wishes to reenroll in order to finalize the study programme, but who has not been expelled for not paying the tuition fee, or for not gathering the necessary number of credits to pass the year, has the right to reenroll only once, in the academic year following the year in which he/she was supposed to finish the studies. 24 AT THE END OF YOUR STUDIES After finishing your studies here is a list of things you must do: • Go to the student Infocenter and take the clearance form; • With the clearance form, go to the Central University Library “Eugen Todoran” (Vasile Pârvan Boulevard, no. 4) and obtain the signature and the stamp from the library, proving that you have no debts to the library. This is mandatory for all students, even if they didn’t own a library card. • After going to the Central University Library, you will have to go to the student dormitory no. 17, and obtain a signature and a stamp from there, proving that you have no debts to the student dormitories. This is mandatory for all students, even if they did not live in one of FEBA’s student dormitories. • After obtaining the signatures from both the library and the student dormitory no. 17, you can go to the secretary of your study programme to get your certificate of graduation and the original papers from your file (baccalaureate/ Bachelor diploma, transcript of records etc.). The certificate of graduation is issued approximately one week after the presentation of the graduation thesis and it is the proof that you have finished your studies. It is only valid until the release of the diploma (usually one year after graduation). IMPORTANT!
