President’s Executive Order Drives Government
Paper Procurement Guidelines
Federal policies defining “environmentally preferable” products
have a powerful influence on paper
specifications demanded by paper
buyers large and small across the
nation. Procurement policies developed by the federal government
often become the template for state
governments and the private sector
to follow suit.
Since 1988, the Environmental
Protection Agency (EPA) has established guidelines for federal
procurement of products that contain recovered materials through
the Comprehensive Procurement
Guidelines program. The 30 percent
minimum post-consumer recycled
content requirement for uncoated
printing and reprographic paper
purchases was established by EPA
in 1998, and continues today as a
standard specification embedded
in procurement policies within and
outside the government. But the
federal procurement landscape may
be changing.
In March 2015, President Obama
issued Executive Order 13639 – Planning for Federal Sustainability in the
Next Decade, which calls for federal
agencies to increase efficiency and
improve their environmental performance. Provisions of the Executive

In addition to considering changing the minimum recycled content
for printing paper, EPA is developing a program called Guidelines
for Product Environmental Performance Standards and Ecolabels for
Voluntary Use in Federal Procurement. Last September, EPA published “Interim Recommendations”
for these guidelines, which include
product categories for wood, copy
paper and tissue products. For wood
used in construction, the only recommended standard is the Forest
Stewardship Council. The recommended standard for tissue products is certification to the Green Seal
GS-01 Standard for Tissue Paper.
For copy paper, the recommendation is that procured products meet
one or more of the Green Seal GS-07
or UL 7721 standards. While these
are considered “interim” guidelines,
they are currently in place and are
expected to be followed by government procurement offices.

Metsä Board Starts-up New 400,000 tpy
Folding Boxboard Production Line
Metsä Board recently started up a
new folding boxboard production
line at its Husum mill in Sweden. The
company is aiming the 400,000 tons
per year volume of the new line at the
Americas, as well as at food service
end-uses such as cups, plates and
trays globally.
“Thanks to the new production
line and our recent product development, we are now able to respond to
food service packaging requirements
and demand better than ever before,”
said CEO Mika Joukio.
According to the company, the folding boxboard machine, BM1, is the
most significant part of the EUR 170
million investment program carried
out at the Husum mill site. As part of
the program, enhancements have
also been made at the pulp mill and
the mill site’s own port. As a whole,
this investment program completes
the company’s transformation process to a pure paperboard company.
In November of 2015, Metsä Board
also announced it is investing an additional EUR 38 million in a new extrusion coating line and related infrastructure in Husum. Start-up for
this line is expected at the beginning
of 2017.
The Husum mill employs 780 people and has an annual capacity to
produce 400,000 tonnes of folding
boxboard; 300,000 tonnes of linerboard; 750,000 tonnes of bleached
kraft pulp.

Norkol announced the appointment
of Tyler Rehm as the company’s new
Director of Purchasing and Sheeting
Operations. Rehm has been with the
family-owned company for 10 years
and will assume all responsibilities
for paperboard procurement, as
well as oversight of sheeting operations at Norkol Converting.
Rehm represents the third generation of family under founder
Norbert Kolinski. “I feel honored to
carry the torch, both for my family
and for Jim Lindquist, who has been
a great mentor to me,” said Rehm.
Rehm noted that he’s looking
forward to the future with Norkol.

Buckman Celebrates 70 Years; Focus Began on Pulp and Paper
Buckman announced that the
year 2015 marked the company’s
70th anniversary. Buckman is a
privately held, global specialty
chemical company serving customers all over the world in the
pulp and paper, water treatment
and
leather-making
industries.
Buckman’s global headquarters is
in Memphis, Tennessee, situated on
the same spot as the original building, which opened in 1945.

a close, and industry began addressing problems closer to home,

As the company began in 1945, offices and laboratories were located
side-by-side on the first floor of a
tiny building. Manufacturing facilities were modest — a 55-gallon process vessel strategically placed in
the basement of the building would
manufacture the company’s only
product. And on October 19, 1945,
Buckman made its first sale of 200
pounds of that product to the company’s first customer, Whiting Paper
Company in Holyoke, Mass.

The president of The Fiber Resource
Group (TFRG), Marc Cooper, has
ventured into many areas of the
paper industry during his 26 years
in business. His passion and commitment for the paper industry has
included varied and different experiences as a broker, converter, entrepreneur, inventor and manufacturer.
Cooper founded TFRG in 1996, after working for the Newark Group’s
recycling division in Salem, Mass.
for 6 years. In the early 2000’s TFRG
opened a warehousing operation in
Madawaska, Maine, to service a few
key mills in Northern Maine and
Eastern Canada.
The Fiber Resource Group of Maine
was then established and eventually
moved and expanded the operation
and scope of services it offered in
2005 to a rail-served modern facility
with converting capabilities in Van
Buren, Maine.
Some of the milestones in the history of TFRG include investing in and
helping to restart Dirigo Paper in Gilman, Vermont (formerly Simpson
Paper) in 2004. Cooper says he’s most
proud of playing a major role in putting over 120 former employees back
to work when the mill reopened.
In 2008, Cooper invested in and
helped start Lynxus LLC, a 100,000
sq. ft., full service warehouse, logistics and converting operation in Auburn, Maine.
While operating TFRG of Maine,
Cooper identified a need for a faster
and more cost effective machine to
convert small and often damaged
rolls of paper. As a result, he contacted the Advanced Manufacturing
School at the University of Maine
and spent over 5 years developing a
machine to quickly and effectively
resize rolls of paper.
Cooper established Black Bear
Manufacturing, and in 2015, after
10 years in development, he finally
received a patent for his Roll Sizing
machine and is actively seeking a
strategic customer to purchase the
first, next generation machine.
In 2010, Cooper invented an arts
and crafts product for kids, and
founded Imagination Brands, LLC,
a company that manufactures and
sells paper-based children’s arts and
crafts products, most notably the
Doodle Roll® activity kit. Made in the
USA, the Doodle Roll has been sold
in over 10,000 locations, including
national chains such as Walmart and
Rite Aid.
In 2014, TFRG moved from Maine
to its current operation in Gardner,
Mass. The Gardner facility provides a
myriad of services to mills, converters, recyclers and end users of many
different types of paper and finished
products. Some of these services include: rewinding, roll saw and salvage cutting, cutting and baling,
warehousing and storage, converting
rolls and sheets for packaging paper,
arts and crafts, stationary products
and more.
Paper2016 Luncheon on Tap for Tuesday
The Paper2016 Luncheon, sponsored by International Paper Company, will be held tomorrow, March
8. Kevin Kallaugher (Kal), an international award-winning editorial
cartoonist for The Economist and
The Baltimore Sun, will headline the
luncheon.
Over the past 36 years, Kal’s work
has appeared in more than 100
publications worldwide, including
Le Monde, The International Herald
Tribune, The New York Times, TIME,
Newsweek, U.S. News & World Report, and The Washington Post.
At the Paper2016 luncheon, Kal
will talk about the role paper has
played in his career and in political discourse. His diverse portfolio
includes more than 8,000 cartoons,
140 covers, and six books. He will
also share his unique take on current
events, politics, and the economy.
Kal has garnered international
honors and awards in seven coun-
tries and held exhibitions of his work
in 12. He was a 2015 finalist for the
Pulitzer Prize in editorial cartooning
and won the 2015 Herblock Prize
and the 2014 Grand Prix for Cartoon
of the Year in Europe. In addition to
cartoons, his work includes three
award-winning, illustrated wall calendars; acclaimed animations; and
a 2008 board game about the financial crisis entitled “Credit Crunch.”
In 2013, he published the major retrospective collection entitled Daggers Drawn: 35 Years of Kal Cartoons
in The Economist.
During the luncheon, the NPTA
Stanley O. Styles Industry Excellence Award will be presented to Bill
Koehn, vice president of printing &
publishing paper sales at Domtar.
The Paper2016 Luncheon will be
held Tuesday, March 8 from 12:00 to
2:15 p.m. in the Villard Ballroom.
The luncheon is a separately ticketed
event.

Imex Paper Recognized in Southern Florida for
its Exporting Operations
The U.S. Small Business Administration (SBA) recently recognized
Imex Paper of Miami, Florida, with
its South Florida District Small Business Exporter of the Year Award,
which was presented by Congresswoman Debbie Wasserman Schultz
to company president, Luis Tome.
Imex Paper, an international paper
trading company, has over ten years
of experience in both Latin America and North America, with steady
growth in terms of paper sales. The
company offers a differentiated service as a result of placing a specific
product at the best market price according to customers’ needs.
“Imex Paper offers the perfect
bridge between the mills and the final buyer, being accountable for the

the U.S., which gives it the ability
to convert a wide range of products
and basis weights with high productivity and competitive prices.
Besides its conversion services,
Imex works like a logistics operator,
maintaining inventory for fast shipment.

WestRock Completes Acquisition of
Cenveo Packaging
WestRock on Jan. 20 announced
that it completed the acquisition of
Cenveo Packaging, a provider of value-add folded carton and litho-laminated display packaging solutions.
The deal was initially announced on
Dec. 10, 2015.
Cenveo Packaging is a division of
Cenveo, Inc.
As a result of the transaction,
WestRock acquired seven facilities
in North America with capabilities
including MiraFoil®, cold foil and
low migration ink systems.

merchandising displays business,”

CTI Paper USA Launches New Family of Durable Substrates,
New Swatchbooks
CTI Paper USA has launched a
comprehensive new line of durable
printing papers and synthetics as
well as a new, unified swatchbook
system and new individual swatchbooks for each of the company’s five
main brands.
Co-owner and president John Kelly
said the company also continues to
expand its offering of printing and
envelope papers for laser/toner and
HP Indigo presses — and is expand-
ing its service initiatives for merchants across North America.
He said a top goal for all the activity

NPTA announced that Bill Koehn,
Vice President, Printing & Publishing Papers for Domtar, is the recipient of the 2016 Stanley O. Styles
Industry Excellence Award. Bill’s
30-plus years in the industry, dedication to supporting industry-wide
initiatives, and commitment to the
people he works with make him deserving of NPTA’s highest honor.
A graduate of the University of
Wisconsin with a BA degree in International Relations, Bill is a 35-year
veteran of the paper industry. He
began his career in sales with Consolidated Papers in 1981. He joined
Weyerhaeuser in 1986 as Special
Projects Manager, and later held
responsibilities as Market Manager-Coated Groundwood, Regional
Zone Manager-Midwest, and Vice
President Sales. He was named Vice
President of Printing and Publishing
Papers in 2000 —a title he retained
when Weyerhaeuser’s fine papers
business merged with Domtar in 2007.
Bill has been involved in several
industry associations throughout
his career, including the Book Manufacturers Institute and the Magazine Publishers Association. He has
served as Chairman of the Paper
Distribution Council along with
serving several terms on NPTA’s
Board of Directors.
Bill joined AF&PA’s Printing and
Writing Papers Committee in 2002,
where he has served as Chairman
and also as a committee member.
He has also served two terms as

The Paperboard Packaging Alliance’s (PPA) Student Design Challenge was created to promote the
use of paperboard as a preferred
packaging material, and to engage
and inspire future packaging designers. Top packaging, graphic
and industrial design schools across
North America participate in the
challenge, which offers real life
hands-on experience from concept
to execution.
PPA’s Student Design Challenge
reflects what happens when a paperboard packaging company receives a new project request. Participating student designers take
their ideas from concept to product
launch — from packaging development to packaging testing to developing a targeted marketing plan.
The annual challenge includes a
special focus on sustainability and
recyclability to reflect consumers’
increasing preference for these attributes in packaging.
The 2016 challenge asks students
to design an unconventional premium package for dry goods food
packaging. The judging panel of paperboard industry experts will look
for a strong structural component
that adds an innovative function to
the package. Students can choose to
design a package for cereal, cookies,
crackers, pasta or rice. Judges will
also look for unique features such as
(but not limited to) opening, reclosing, dispensing and measurement.
This year marks the 12th anniversary of the Student Design
Challenge. Since 2004, more than
$400,000 in scholarships and cash
awards have been distributed to
students at participating schools
and award winners. Participating
schools also receive the Paperboard
Packaging Council’s Ideas & Innovations handbook to teach students

Increasing Paper Recovery for Recycling
AF&PA’s Recovered Fiber program
helps ensure a growing domestic
supply of recovered fiber to meet
global demand, demonstrates industry leadership in a key sustainability area, and advocates for marketbased recycling policies. AF&PA’s
sustainability initiative, Better Practices, Better Planet 2020, includes an
industry goal to further increase paper recovery for recycling to exceed
70 percent by 2020. Each year since
2011, 63 percent or more of paper
used in the U.S. has been recovered
for recycling. In 2014 the paper recovery rate exceeded 65 percent.
AF&PA is engaging at many levels
to support market-based policies
and public education to increase
paper recovery to meet future demand. Increasingly, our focus has
included recovery of mill quality
material in addition to volume of
material, and identifying areas for
growth of recovered materials.
In the U.S., the paper grades
with the greatest opportunity for
increased recovery are printingwriting, corrugated containers and
paperboard, especially consumer
products packaging used in the
home and in delivery of online shopping orders. AF&PA is also working
with its members and other industry partners to explore additional

of certain types of recyclable paper
and paperboard, like food service
packaging and multi-wall Kraft bags.
In January, AF&PA convened a
strategy session in Washington,
D.C. that included AF&PA members and other major stakeholders
in the paper recovery supply chain.
Stakeholder participants included a
private sector recycling company, a
recycling ENGO and state government. This diverse group examined
key issues driving paper recovery for
recycling and proposed objectives
and strategies for AF&PA to consider
how to accelerate the paper recovery rate toward achieving the goal.
AF&PA values partnership opportunities with other organizations to
achieve our paper recovery goals,
like The Recycling Partnership. The
Recycling Partnership is a national recycling nonprofit that utilizes
public-private partnerships to help
budget-strapped local governments
get the most out of the recycling program, which helps increase resident
participation and tonnage collected.
AF&PA works with The Recycling
Partnership to help build the capacity of their partner communities’ recycling programs to increase paper
recovery.
