Request
Summary: Main St. Bistro & Coffee, a Silverton business since December 2013,
has outgrown their existing location and is relocating in order to expand their
business that will include a meeting and event space for up to 140 people. They
are requesting funding to relocate their business from 204 East Main Street to 201
East Main Street (Wolfe Building).
Recommendation: Staff recommends the Silverton Urban Renewal Agency
discuss the grant request and either approve or deny funding.

RECOMMENDED MOTION:
Staff recommends Silverton Urban Renewal Agency (SURA) discuss the grant request and either
approve or deny funding.
BACKGROUND:
Main St. Bistro & Coffee, a Silverton business since December 2013, is requesting SURA
funding to relocate their business from 204 East Main Street to 201 East Main Street (Wolfe
Building). Main St Bistro has outgrown their existing location and is relocating in order to
expand their business that will include a meeting and event space for up to 140 people.

Mybusinessiscurrentlylocatedacrossthestreetat204E.MainSt. Sinceopeningday,January10,
2014, our business hasexpanded rapidly, andbeenreferenced toasthe "hub"ofSilverton. Silverton's
economy hasbeenchallenging inrecentyears. However, I havebeensuccessful atcapturing clientele
notonlyfromSilverton, butalso,thesurroundingcitiestoincreaserevenueandvisibilitytothisfinecity.
Often, tourists make myestablishment theirfirststopastheytravel to SilverFallsState Parkorthe
Oregon Gardens.
Wearewelcoming,andhavesupportedthecity'seffortstoreachourcommunity,includingtheGive A
MealProgramwithSACA,CoffeewiththeMayoreachMondaymorningaswellascountlessBibleStudy,
YouthGroupsandMentoring Groupsthatcallourbusinesstheirhomefora meeting.
I haveemployedatleast8 employeessinceI openedmydoors. I amatmybusinessdaily,andyethave
a needto increase mystaff,floorspaceandequipment duetothe rapidexpansion ofthefood, 'retail.
catering andevents andthefloral shop. Branchesand Blooms LLCthatarewithin mybusiness.
MybusinesseshavegrownrapidlybecauseI havefilleda gapthatformerlyonlySalemareabusinesses
could fill forfloral andcatering needsforfuneral services forlocal, prominent funeral homethat I now
haveanexclusivecontracttoserve. Mycurrentspacedoesnotadequatelyallowmetofullyservice
their extensive needs.
TheWolfe Buildingisthe most recognizable historical building inthemaintrafficareaofSilverton's
downtownhistoricdistrict. However,andsadly,thisbuildinghasbeenvacantformorethantwoyears.
Myintention isto revitalize thisbuilding, theshopping district andtheappearance ofthe historiccoreof
this city.
WewMbeopeninganeventlocationwithinourbuildingthatwillhostmeetingandeventspaceforup
to 140people. Wewillhavea fullkitchenandhospitalitystafftosupporttheeventspace. Thisis
needed byourcity, anditwillserve manycivic, non-profit andfor-profit groupsandindividuals with a
spaceoptionthatisclose,andwill increase businessrevenueto theentireSilverton downtown.
I anticipatethatI willneedtoimproveandincreasemyelectricalservicewithinmynewintended;
at the Wolfe Building.
OtheritemsthatI anticipate improving orneedtoacquirethatareinlinewiththeGrantProgramare:
Improved signage, renovating the upper floor areato support the needsofthe newevent center.
renovating the kitchen to support the newevent center and increase infood service forthe bistro. and

necessarysmall construction to supportthe increasein businessforthe Branchesand Bloomsflower
shop.
Weintendto maketenantimprovements withinthe buildingandto increasethevalueofthisbuilding
and the surrounding businesses while increasing the growth and viability of the downtown historic core
businesses.
In summary, I am pleased to submit this request for the revolving small grant program. I feel that I am a
worthy candidate, andthat I will proudly represent the investment thatthe citywill allow me to utilize
at mygrowing businessto better serve Silverton, the surrounding communities andthe manytourists
who enjoy returning to our fine city

Vitamin Nutrition Store with 2 locations, however over the last 50 years in Business we have had 5 locations at
the same time in the Willamette Valley. Out of those 50 years Cyndi Hickman has worked for me over 20 of
them. Many of those years as my General Manager with the duties of: All aspects of our Retail operations.
Shewas our Accounts Payable/Receivable Manager, Office Manager, Buyer, Hr Dept, Advertising, NewStore
Build outs and Development, Negotiating Leases, and Negotiating Contracts with all Venders. She handled
Scheduling and training our Managers and Staff at Store level. Let's face it she wore a lot of hats for us. She
currently still is involved with many operations of my company, and I consult with her often.
There are many things I appreciate about Cyndi. She is very hard working and dedicated. Cyndi is trustworthy
and always a team player. I have trusted her with every aspect of my business, and she has proven to deserve
that trust. At one point she managed my staff of 33 employees with great success. She has always had great
relationship with both our staff and our venders.
I am excited as I have watched Cyndi build her business. I have personally seen the community embrace her
businesses. I come to Silverton to have meetings with her and it is always buzzingat the bistro when I get
there. I believe with her many years of management and retail experience; she will excel. We at Salem Health

I would like to take a moment to share with you what Main Street Bistro and its manager Cyndi
Hickman means to our community.
For several years now, our church has been in a process of clarifying our vision. Part of that
discussion has been centered on our community, Silverton. One of the core commitments we
have agreed upon is "becoming a faithful presence in our neighborhood. " To do that, we need
to be seen and involved on a regular basis in and around Silverton. It has become crucial that
to engage our community we need to find places where the people of Silverton meet. This is
how we began our relationship with Main Street Bistro.
Almost a year ago, I started a book study in the loft at Main Street Bistro with 10 individuals.
We are now on our third book study and have evenhosted a local author event. As well, our
Bible Quizzing teams meet at the bistro during their season, and just recently we started a
youth gathering there on Sunday morning before church and a women's gathering during the
evening.
At Silverton Friends, we often refer to Main Street Bistro as "Silverton's front room" or our
community's commons. Weekly, I come to work on sermons, do spiritual counseling, and
engage the peopie of Silverton at one oftheir tables. !V!yre'ationship with Cyndi and the rest of
the Main Street Bistro stafffeels more likejoining a team aswe collaborate on meetingthe
relational needs of Silverton. Main Street Bistro provides an ambianceand atmospherethat is
conducive tocommunity development. Since I began frequenting the bistro over a year ago,I
have regularly encountered multiple church and community groups filling their space.
Sometimes I am hard pressed to find a spot to sit, as the bistro is completely filled with
conversations and neighborhood life.
This all would not be possible if it were not for Cyndi Hickman's dedication to Silverton and her
vision for creating such a welcoming space for people to meet. I consider Cyncti not only a

Please know we are grateful for the kindness Cyndi Hickman of Main Street Bistro has extended to our
Thursday morning Men's Group. When looking for a spot to meet in Silverton, Cyndi graciously offered
her place of business for our gathering place.
Since our inception in the summer of 2014, our group has grown to right at 15 members with an average
of 8 plus on a weekly basis. Some of those who attend drive 15 miles from other communities to meet
on a weekly basis in downtown Silverton. We have always been treated extremely well by Cyndi and her
associates. The coffee is always on and they keep our cups full.
Many of our group members have made Main Street Bistro their place of community outside of
Thursday mornings, some stopping by daily for their favorite brew and conversation. The bottom line is

Main St. Bistro & Coffee SURA Grant Request
Main St. Bistro & Coffee, a Silverton business since December 2013, has requested SURA funding to relocate
their business from 204 East Main Street to 201 East Main Street (Wolfe Building). Main St Bistro has
outgrown their existing location and is relocating in order to expand their business that will include a meeting
and event space for up to 140 people. The majority of the funding request is to upgrade the Wolfe Building to
house a full commercial kitchen. One of the main hurdles in establishing a restaurant in an existing building is
the installation of a fire suppression hood. A number of the items in the proposal are not eligible for Urban
Renewal Funding.
SURA met in February and April of 2013 to discuss the policy for UR grants and loans. It was indicated at the
February meeting that SURA would prioritize loans over grants. No formal application or criteria have been
adopted which gives SURA flexibility in reviewing applications on a case-by-case basis. An adopted Council
Goal is to review and update the Urban Renewal Plan and Procedures.
The proposal to relocated Main St. Bistro & Coffee has an overall cost of $89,231.66. The total eligible for UR
funding is $73,066.12. Items that are eligible increase the value of the building, increase the usability of the
building, or expand the commercial viability of the building. The remaining items ($16,165.54) are equipment
not considered a building improvement or personal property and are not eligible.
The project would have a number of beneficial impacts to the Downtown. The project would fully occupy and
utilize the Wolfe Building, which is one of the most iconic structures in the Downtown and has sat vacant for
the past two years. Adding a commercial kitchen to the building improves the commercial viability of the
structure. With the possible exception of 200 E Main Street, there are no vacant buildings in the Downtown that
have a commercial kitchen and the costs associated with upgrading an existing building are substantial. Staff is
unaware if the kitchen at 200 E Main Street is fully compliant with current building codes for commercial
kitchens. Creating a meeting and convention space in the Downtown would increase the amount of visitors that
would visit the Downtown by a substantial amount. This would increase the exposure of the Downtown in a
way that does not rely on tourist activity. Staff levels would likely increase in the future but there is no defined
number in the application narrative. The building improvements would increase the tax base. However, even if
the value were to increase the same amount as the building improvement cost, the additional revenue to the
Agency would increase by about 1,200 a year, which equates to a 60 year pay back.
SURA has a few options in reviewing this application. The Agency could consider the eligible items and
whether or not to require a cash match and provide the funds as a grant, forgivable loan, or loan. The funding

could be a grant, forgivable loan with a SURA approved timeframe or a standard low or no interest loan with a
SURA approved timeframe. The funding could also be a combination of grant and loan. It should be noted that
the property owner is not will to accept a lien on the property to secure any type of loan or forgivable loan. Any
loan guarantee would have to be a personal guarantee.
The benefits to the Downtown are not as easily quantifiable as previous requests that included the addition of
high wage jobs due to converting warehouse space into office space or the construction of a new building that
substantially increases the taxable value of a property.
