When a second, e v e n l a r g e r wave of o i l r e v e n u e s ( $ 2 7 9
b i l l i o n ) reached
t h e t h i r t e e n c o u n t r i e s i n 1980,
a larger
p r o p o r t i o n (some 64% o r $ 1 7 9 b i l l i o n ) was used d i r e c t l y f o r
i m p o r t s . But t h i s t i m e a s u b s t a n t i a l p a r t of the r e m a i n d e r w a s
p l a c e d i n t o l o n g e r - t e r m a s s e t s , s u c h a s s t o c k s , b o n d s and r e a l
estate.
Two years l a t e r o i l r e v e n u e s f e l l s l i g h t l y t o a l e v e l
of
$200 m i l l i o n and t h e c u r r e n t a c c o u n t s u r p l u s a l m o s t
disappeared.
What had happened?

F i r s t , t h e r e i s an enormous d i f f e r e n c e between t h e four
low-absorbing OPEC c o u n t r i e s and t h e o t h e r nine.

b i l l i o n i n 1974, $206 b i l l i o n i n 1980 and
$104 b i l l i o n i n 1982,
w i t h more and more s p e n t on domestic consumption and i n v e s t m e n t s
(39% i n 1 9 7 4 , 68% i n 1980, a n d 86% i n 1982).
Secondly, s i n c e the "low-absorbers"
by d e f i n i t i o n a r e
u n a b l e t o consume most of t h e i r o i l revenues, t h e y t h e r e f o r e had
s u b s t a n t i a l o p p o r t u n i t i e s for i n v e s t m e n t f r o m 1 9 7 4 t o 1982.
F i g u r e 1 shows how t h e four low-absorbers h a v e t a k e n advantage of
t h i s s i t u a t i o n by l e t t i n g p e t r o l e u m i n v e s t m e n t grow from $700
m i l l i o n in 1971 t o more than $14 b i l l i o n i n 1981.
This implies a
g r o w t h r a t e o f 35% p e r y e a r , a v e r y h i g h r a t e i n c o m p a r i s o n t o
o t h e r OPEC c o u n t r i e s and t h e r e s t of t h e t h i r d world.
The p r e s e n t s t u d y w i l l i n v e s t i g a t e the a c t i v i t i e s
behind t h e s e s t a t i s t i c s .

Petroleum) and t h e Gulf O i l Company a p p l i e d f o r a concession. One
year l a t e r they formed t h e Kuwait O i l Company (KOC) which s t a r t e d
t o e x p l o r e t h e c o n c e s s i o n a r e a i n 1936.

was d i s c o v e r e d a t Raudhatain i n t h e same year, a t Bahra i n 1956,
a t S a b r i y a h i n 1957, a t M i n a g i s h i n 1959 and a t Umm G u d a i r i n
1962.
In 1974, t h e Government took o v e r 60% of t h e assets of
KOC i n c l u d i n g a r e f i n e r y and a n LPG p l a n t a t al-Ahrnadi.
The
f ol lowing year t h e Government a c q u i r e d t h e remaining 40% e q u i t y .
BP a n d G u l f O i l were g u a r a n t e e d l i f t i n g s of 5 0 0 , 0 0 0 b / d and
450,000 b / d r e s p e c t i v e l y a t a d i s c o u n t of 1 5 c e n t s / b a r r e l a n d
w i t h 60 days’ c r e d i t .

I n 1947, t h e A m e r i c a n I n d e p e n d e n t O i l CO ( A m i n o i l )
a p p l i e d for a concession i n t h e N e u t r a l Zone.
Drilling started
in 1949 and o i l w a s d i s c o v e r e d a t Wafra in 1953 and a t U r n Gudair
i n 1966.
The company w a s t a k e n o v e r by t h e G o v e r n m e n t i n 1977
and was t r a n s f e r r e d t o KOC i n 1978.
The o f f s h o r e r i g h t s of t h e Meutral Zone were o b t a i n e d
i n 1957-8 by t h e A r a b i a n O i l Company (AOC), end t h e K u w a i t i
Government o b t a i n e d 10% of t h e e q u i t y of AOC.
O i l w a s discovered
a t R h a f j i in 1960, a t Hout in 1962, a t L u l u i n 1 9 6 6 and a t D o r r a
i n 1967, I n 1974 t h e Kuwaiti Government took o v e r a n a d d i t i o n a l
202 of t h e e q u i t y of AOC.
The Kuwait N a t i o n a l
Petroleum
Company
(KNPC) was
e s t a b l i s h e d i n 1960 t o be owned j o i n t l y by t h e Government and by
private Kuwaiti interests.
It took over
t h e domestic
d i s t r i b u t i o n of p e t r o l e u m p r o d u c t s f r o m KOC, a n d i n 1975 t h e
Government g a i n e d c o m p l e t e c o n t r o l of RNPC, The company now
o p e r a t e s t h r e e r e f i n e r i e s , Mina A b d u l l a ( t a k e n o v e r from Aminoil
i n 19781, Mina al-Ahmadi ( f o r m e r l y o p e r a t e d by KOC) and Shuaiba.
In a d d i t i o n , t h e K u w a i t S h e l l P e t r o l e u m D e v e l o p m e n t

p r o d u c t s has been more s t a b l e , a l t h o u g h t h e r e has been a s l i g h t
d e c l i n e from a peak i n 1979.
Refinery c a p a c i t i e s were expanded a t Shuaiba i n 1973-76
and a new Isomax u n i t was introduced i n 1978 ( s e e C e n t r a l Bank of
K u w a i t , 1980, p42).
I n 1979 t h e r e w a s a r e d u c t i o n i n o u t p u t
c a p a c i t y a t Mina al-Ahmadi
l e a d i n g t o an a l m o s t maximal u s e of
r e f i n e r y c a p a c i t i e s t h a t year.
Since t h e n Kuwaiti usage of i t s
r e f i n e r y c a p a c i t y h a s d e c l i n e d t o a l e v e l of 0.57 i n 1981.
In s p i t e of t h i s low u s e ,
Kuwait h a s d e c i d e d t o
m o d e r n i s e and e x p a n d t h e p l a n t s in Mina a l - A h m a d i and i n Mina
Abdul l a h .
KPC's
c a p i t a l was i n c r e a s e d by KD 1.5 b i l l i o n (=$5.4
b i l l i o n ) , t o c o v e r t h e o u t l a y (see MEED, May 1983, p9). For Mina
al-Ahmadi,
Japan Gasol i n e obtained a c o n t r a c t w o r t h between $500-
700 m i l l i o n f o r t h e i n s t a l l a t i o n of 11 new u n i t s by 1984.

u p g r a d i n g of e x i s t i n g u n i t s a n d t h e i n s t a l l a t i o n o f new
p r o c e s s i n g u n i t s ( f o r d e t a i l s , s e e Arab O i l & Gas D i r e c t o r y , 1983
~162). The aim i s t o e x p a n d r e f i n e r y o u t p u t by 93,000 b / d of
naphtha, 50,000 b/d of g a s o l i n e , 118,000 b/d of ATK,

In 1980 a M e l a m i n e p l a n t a t S h u a i b a w e n t i n t o
p r o d u c t i o n w i t h a c a p a c i t y of 15,000 t o n n e s / y e a r and at a c o s t of
KD 1 0 m i l l i o n .
The p r o j e c t i s owned by t h e K u w a i t M e l a m i n e
Industries Company (KMIC).
A p l a n t t o produce 420,000 t o n n e s l y e a r of a r o m a t i c s and
350,000 t o n n e s l y e a r of o l e f i n s was s c h e d u l e d for Shuaiba i n 1984.

t o n n e s l y e a r (about 110,000 b/d i n terms of o u t p u t ) .
However,
the
o p e r a t i o n i s f a r below c a p a c i t y , mainly because a s u b s t a n t i a l
amount o f t h e gas i s “ a s s o c i a t e d ’ ’ ( w i t h t h e p r o d u c t i o n of c r u d e
oil).
Over t h e l a s t 1 5 y e a r s , Kuwait O i l T a n k e r s Company
(KOTC),
a KPC s u b s i d i a r y , h a s g r e a t l y expanded its t a n k e r f l e e t .
I n 1981 i t owned 1 7 o i l t a n k e r s w i t h a c a p a c i t y of 2,408,000 dwt
and four
LPG c a r r i e r s of 71,650~11~
each. Furthermore, o r d e r s have
b e e n p l a c e d for two l a r g e c r u d e c a r r i e r s (each o f 290,000 d w t )
and t h r e e p r o d u c t c a r r i e r s ( e a c h o f 65,000 dwt
1983). T h e K u w a i t i Government h a s f o r c e d

Funds h a v e a l s o b e e n a l l o c a t e d for i n d u s t r i a l
development.

3. IXVESRIEHTS IB QATAR
Q a t a r i s s m a l l e r t h a n Kuwait, w i t h 230,000 i n h a b i t a n t s
in a n a r e a of 1 0 , 2 0 0 km’,
and the h i g h e s t GNP p e r c a p i t a i n t h e
world (about $27,000 i n 1981).
Qatar became independent i n 1971.
I t s o i l h i s t o r y s t a r t e d i n 1931, when t h e Anglo-Persian
O i l Company (now BP) c a r r i e d o u t a d e t a i l e d g e o l o g i c a l
i n v e s t i g a t i o n of t h e area.
The a c t u a l e x p l o r a t i o n was made by
P e t r o l e u m D e v e 1opment Company ( w h i c h I a t e r became t h e Q a t a r
P e t r o l e u r n Company)
in a s s o c i a t i o n w i t h t h e Iraq P e t r o l e u m
Company, p a r t l y owned by Anglo P e r s i a n O i l Company, O i l was found
i n Dukhan i n 1938 and p r o d u c t i o n reached a l e v e l of 40,000 b/d.
The w e l l s were s e a l e d d u r i n g t h e Second W o r l d War,
a f t e r w h i c h p r o d u c t i o n r e - s t a r t e d i n 1947.
A new t e r m i n a l was
completed i n Umm Said from which shipments commenced in 1949.
I n 1960, t h e S h e l l Company of Q a t a r found o i l o f f s h o r e
a t Idd a l - S h a r g i and a t Maydan Mahzam.
Ten years l a t e r a t h i r d
o f f s h o r e f i e l d was d i s c o v e r e d a t Bul Hanine.
In 1973, t h e Government of Qatar took o v e r 25% of Qatar
Petroleum Company and She1 1 Company of Qatar.
The Qatar General
Petroleum C o r p o r a t i o n (QGPC) was e s t a b l i s h e d i n 1974 and a c q u i r e d

between Saudi Arabia and Lebanon w i t h a c a p a c i t y of 500,000 b/d.

U p t o 1 9 7 5 i n v e s t m e n t i n t h e p e t r o l e u m s e c t o r was
dominated by oil e x t r a c t i o n .
T h i s is no l o n g e r t h e case,
e x p e n d i t u r e i s c o n c e n t r a t e d on n o n - a s s o c i a t e d

obtain a feedstock f o r c e r t a i n basic industries.

d e v e l o p m e n t of t h e Khuff f i e l d and t h e N o r t h f i e l d i n Qatar.

$12 b i l l i o n .

Ahmadi and Mina A b d u l l a h (Kuwait), i n Urn Said (Qatar) in J u b a i l ,
Yanbu and Rabigh (Saudi Arabia) and in Ruwais and Umm al-Mar (Abu
Dhabi).
An e q u a l l y s h o r t p e r i o d of t i m e i s being d e v o t e d t o t h e
expansion of LNG c a p a c i t y a t Ras L a f f a n (Qatar) and a t Das I s l a n d
(Abu D h a b i ) .
Petrochemical plants are being developed
s i n u l t a n e o u s l y a t S h u a i b a ( K u w a i t ) , a t Umm S a i d ( Q a t a r ) , a t
J u b a i l and Yanbu (Saudi Arabia) and a t R u w a i s (Abu Dhabi).
T h i s b r i n g s u s t o t h e c o n c l u s i o n t h a t K u w a i t , Qatar,
S a u d i A r a b i a a n d t h e U n i t e d Arab E m i r a t e s h a v e s i m u l t a n e o u s l y
chosen to e n t e r on a l a r g e s c a l e t h e m a r k e t s f o r r e f i n e r y
p r o d u c t s , f o r 1i q u i f i e d n a t u r a l g a s , and f o r petrochemicals.
It
is obvious t h a t t h e s e c o u n t r i e s w i l l f a c e s t r o n g c o m p e t i t i o n w i t h
e x i s t i n g producers.
However,
t h e s t r o n g e s t c o m p e t i t i o n w i l l be
b e t w e e n t h e four c o u n t r i e s t h e m s e l v e s .
To some e x t e n t such
t e n s i o n s h a v e been e l i m i n a t e d through j o i n t v e n t u r e s w i t h Western
f i r m s , where e x i s t i n g market c h a n n e l s can be used,

s t r o n g need t o i n v e s t i g a t e f u r t h e r t h e i n d u s t r i a l o r g a n i s a t i o n of

marketing of o i l products.
A systems approach i s necessary to carry o u t t h i s task.
R e f i n e r i e s and p e t r o c h e m i c a l p l a n t s a r e s o i n t e r d e p e n d e n t t h a t i t
i s o f t e n impossible t o study production separately.

i n t e r d e p e n d e n c y c o n c e r n s t h e e x t r a c t ion of o i l and a s s o c i a t e d
gas.
Production c o s t s and s a l e s p r i c e s have t o be a n a l y s e d f o r
d i f f e r e n t c o n f i g u r a t i o n s of p l a n t s .
C o s t s of t r a n s p o r t a t i o n must
b e compared i n order t o d i s c o v e r t h e c o m p a r a t i v e a d v a n t a g e of
each new p l a n t i n d i f f e r e n t markets.
The i n v e s t m e n t programme c a r r i e d out by t h e f o u r Gulf
c o u n t r i e s o v e r t h e p e r i o d 1973-82 is o u t s t a n d i n g i n modern times.
It would be e x t r e m e l y i n t e r e s t i n g t o a n a l y s e what e f f e c t it has
had and w i l l h a v e on t h e i n d u s t r i a l o r g a n i s a t i o n of t h e p e t r o l e u m
sector.
