At the heart of it has always been the
value of community, the belief that we
are not merely individuals struggling in
isolation from each other, but members
of a community who depend on each
other, who benefit from each other's
help, who owe obligations to each
other, from that everything else stems.
Message from the CBBCA Sandhills Project Co-chairs
The CBBCA represents
the largest population in
West Carleton.
The
volunteers
of
the
association manage and
maintain the 11,000
square foot community
centre,
including
a
branch of the Ottawa
Public Library, the Rural
Root Theatre Company,
25 km of ski trails, programs, services and
athletics for all ages, from youth employment to
seniors ride sharing.
In our growing city, the
demand
for
new
community centres and
new space significantly
exceeds the city’s fiscal
capacity. While there are
many worthy projects,
occasionally we receive
proposals which are
more than worthy: they
are compelling, and they
are urgent.
Such a case was presented to staff in March of
2012.
The Community Centre was visited by West
Carleton residents over 50,000 times in 2011. In
2012 and 2013 visitors have increased
significantly. Between September and June the
centre is open every day delivering over 100
hours of activities each week, excluding sports.
As we continue to fill our last remaining off-peak
hours utilization continues to climb.
The Sandhills proposal described an efficient,
community-managed community centre that is
operating at capacity, a successful library
experiencing overcrowding and accessibility
issues, seniors leaving their lifelong home to be
closer to services, and a serious gap in
programming for the child, youth, and teen
populations. This proposal was reviewed by city
staff who recognized the urgency and prioritized
the project for construction.
There are many elements to our $750,000
Sandhills fundraising drive, including concerts,
silent auctions, dinners, golf tournaments, a
walkathon etc.. As part of our collaboration with
the City donations will receive tax receipts and
we are able to claim trade and construction inkind contributions.
The project has the overwhelming support of the
community but our financial challenge is
substantial. Our success depends on the
generosity of the major donors in our area. On

OUR COMMUNITY CENTRE
In 1978 the 7,800
sq ft centre opened
behind the existing
hall. Population
800
For many years the centre served everyone
and as our population grew so did it. Long
time residents will tell you the Community
Centre, and the Casino before it, is where
our community lived.
In 1992 an
additional 2,700
sq ft is built.

At 11,000 square feet It
serves the 5,000 people in
our communities: hosting
events, carnivals, dinners &
dances and as a home to
fitness programs, sports,
clubs, groups and more. It includes a branch of the
Ottawa Public Library,
as well as the Rural Root
Theatre Company. Members also enjoy the
25kms of ski trails in the

The community centre was built to serve the township of
Torbolton and it has done a remarkable job. But for the
past several years, it’s been operating at capacity.
Since reaching it’s peak-time capacity in 2003 the number of people the centre
isn’t serving has continued to grow; by 2011 only 26% felt the facilities were
adequate:
  70% of seniors said they needed a place and only 30% thought we offered
enough programs
  77% of parents said youth needed a place and only 18% thought we
offered enough programs
  58% wanted a fitness centre
  90% said the Library was important and 2/3 said it needed to expand.
With nearly 3/4 of the population’s needs not being met, and with rapidly
growing young family and senior populations the time for the centre to catch up
is over-due.

The library is overcrowded and faces accessibility
issues; there’s a serious gap in programming for the
child, youth and teen populations; and our seniors’
services aren’t meeting the needs of local residents. In
short, there’s more demand than we can keep up with.
That’s where Project Sandhills comes in.
The new leisure centre will continue to serve our
thriving region, and build on popular programs,
like theatre, tae kwon do and playgroup.
It will also give us the space to provide a range of
exciting new programs for people of all ages, such
as cooking & art classes, seminars for seniors and
gymnastics for children.
Project Sandhills will allow us to grow to fulfill our
community’s needs, while continuing to offer each
member the same high-quality experience we’ve
been delivering since 1978.

Project Sandhills is vital to the future of our community. Its
new programs and services will directly benefit people of
all ages, offering them a safe, enjoyable place to relax,
exercise, learn and socialize.
More than that, Project Sandhills will provide a nurturing,
stimulating environment in which youth can take part in
constructive pastimes and seniors can participate in
rewarding activities. The result? A healthy, productive,
engaged population across all ages.

Here’s what you have to look forward to at the new
leisure centre
•  An additional 6,000 square feet of space
•  An upgraded library, moved to the front of the leisure centre,
which will be three times as big as the current library, not to
mention brighter, safer, and more peaceful and accessible
•  A more welcoming main-floor entrance and lobby, and an
expanded foyer on the second floor, offering excellent venues for
wedding receptions, holiday parties and other events
•  A fitness centre featuring equipment and programs that make it
easy to stay healthy and active year-round
•  A drop-in area where people of all ages can hold club
meetings, catch up on homework, visit with friends or enjoy a
coffee
•  The space and opportunity to improve the visibility of local
organizations, including Ottawa Public Health, West Ottawa
Community Resource Centre (WOCRC) and other essential

The expanded library will allow for greater capacity of materials,
reading clubs, children's programs, and enable more of our
residents to have access to computers.
A Nurse Practitioner clinic working with ADMH or WCFHC is the
opportunity for local follow-ups, assessments, referrals, homecare & prescriptions.
A home for our various clubs and regular programs including: seniors
club, girl guides, scouts and art classes
An upgraded and more efficient service area will help the canteen
volunteers provide a broader range of products to our community

Programs, Reading Space, Book Clubs & Computer Access
We love our Library and we know it can be much more than just about books, it can
be a place to meet, study, research, attend seminars, host children’s events, and to
impart a joy in life long learning.
Three things inspired the CBBCA’s push to expand the Library; public opinion,
potential, and sustainability. Although our library is one of the city’s most successful,
with consistent double digit growth, it has serious isolation, overcrowding, and
accessibility issues.
Accessibility Unlike our current library which is less than 400 sq O, the new library will be accessible to all our residents and staff. pg 9 In our 2012 Survey:
•  90% agreed it is important to retain
the library in the community including
65% strongly agree.
•  63% agreed the library should be
expanded ( up from 51% in 2005)
including 34% strongly agree, 18%
disagree.

We are creating a space that can
easily serve as a medical clinic. We
know that without this infrastructure the
medical issue will never be solved.
We have talked to a few potential
partners about establishing a Nurse
Practitioner clinic. This would address
a very significant part of the needs of
the community and the healthcare
system; prescriptions, assessments,
drop-ins, follow-ups, home-care and,
referrals.
They are the new front line of the
medical system.
Outreach Offices
The space will be utilized by volunteers
and professionals to make
organizations and services more
accessible. It will be open for regular
use by community groups, WOCRC,
Public Heath, Community Policing, and
a host of other groups who struggle to
find a local space from which to serve
and engage our community. It will also
be a welcome area for new and return
visitors and members.

The expanded kitchen will be host to cooking classes, local food
programs and will be a fully accessible area. With the expansion
to the kitchen and addition of showers in the new washrooms the
community centre will be able to act as an emergency shelter in
case of major flooding or other disasters.
With our new programs and fitness club we will be here to help all
the members of our community enjoy a health lifestyle
Actors, musicians and other performers will now have a private
area to prepare for the show.

Cooking Classes, Catering and Programs
The current kitchen is vastly under equipped for our usage. Unfortunately due to
the current configurations and equipment we have to limit the type of food and
programming in our kitchen. With the expanded kitchen space we will be able to
incorporate professional appliances and properly vent the kitchen to meet the
cities requirements, enabling full use of the facilitates for programs for all ages,
charity work, church suppers, clubs and more.

Fitness Facility
Fitness Programs, Training & Machines
4 Yoga classes, 2 aerobics classes, 20 hours of Tai Kwon Do, per week and
we still have instructors and students wanting more. Unfortunately we do not
have time slots left to hold more fitness programs. With the new fitness facility
we will have room for the classes members have been requesting; Zumba, Boot
Camp, Pilates and gymnastics for the younger set.
We have also set aside dedicated space for 10 or so machines to fulfill the
need for self paced individual workout routines.
With our new programs we will
be here to help all the members
of our community to enjoy a
health lifestyle.
Eating right and
staying active

exceptional people. Unfortunately the community centre does not currently reflect
our landscape nor does it inspire our people. Project Sandhills aims to correct this imbalance. Not only with the much
needed addition but by
creating a space of
leisure, openness
and light.

Donors are welcome to combine donations and split recognitions.
In accordance with Canada Revenue Agency guidelines all
contributions are eligible to receive an official donation receipt.
Currently, the non-refundable charitable donations tax credit is
calculated as the total of:
•  the lowest income tax rate (20.05% for 2013) multiplied by the
first $200 of charitable donations claimed by an individual; and
•  the highest income tax rate (40.16% for 2013) multiplied by the
portion of the donations claimed by the individual that exceeds
$200.
With the use of a maximum charitable donation tax credit a donation of
$10,000 would create a maximum $4,000 credit, costing only
$6,000.
All donations are held with the City in trust until the start of the project.
In the event of unforeseen circumstances and Project Sandhills is
cancelled all donations will be refunded.
