Academic regalia is a visible reminder that the process of intellectual
pursuits has historic and honorable antecedents. The dignity of scholarship in
the past remains vital in the present.
Academic costume consists of gowns, hoods and caps. Traditionally made
from black silk, gowns increasingly are the color of the institution granting the
degree. The bachelor’s gown falls in straight lines and has long pointed sleeves,
while the sleeves for the master’s gown are closed with slits for the arms at the
wrist. The doctor’s gown has a velvet facing and three velvet bars on bellshaped sleeves. The velvet is either black or of the color stipulated for the
degree held.
The colorful hoods designate the degree of the wearer, the subject in
which the degree is held, and the institution which awarded the degree. The
colors of the velvet bands on each hood and robe represent the scholar’s field of
learning, while the official colors of the school awarding the degree are always
shown in the lining of the hood. Frostburg State University’s colors are red,
black and white.
The black mortarboard type of cap is most commonly worn, and it is
usually made of the same material as the gown. Doctor’s caps may be made of
velvet and may have tassels of gold or in the color of the wearer’s degree.
Tassels of different colors are also used to indicate academic honors.

In the Middle Ages, the mace was a weapon used against armored
warriors. It evolved through the years into an ornamental staff which served as
a symbol of the authority of the ruler. Colleges and universities have adopted
the mace as a decorative staff or baton which is carried by the grand marshal
of the institution in all formal academic processions. The mace is also
displayed at other significant events.
The Frostburg State University mace was crafted from mountain walnut
which was milled in nearby Flintstone, Maryland, in 1945. The grain pattern
of the quarter-sawn wood was enhanced by laminating side sections to a
central shaft which was then turned, point-to-point, on a wood lathe. To
obtain a high-gloss finish, 10 coats of trewax were applied while the mace was
turned at high speed on the lathe. The fine detail work around the medallions
and the final coating of wax were done by hand.
The design of the Frostburg State University mace is based upon the
recorder, a woodwind musical instrument. Two die-struck replicas of the
University seal are affixed to the top.
The mace was designed and crafted in 1986 by Dustin Davis of the
Frostburg State University Department of Visual Arts.

M E D A L L I O N
The Frostburg State University medallion is a replica of the seal of the
University and is worn by the President at all formal academic convocations as
a symbol of leadership and responsibility vested in that office.
The Presidential medallion is die-struck metal with a highly polished
gold finish. The design depicts a torch and book atop a column encircled by
the name Frostburg State University and the founding date of the University,
1898, with mountains in the background. The torch and open book symbolize
the enlightenment of higher education, while banners on each side proclaim
the dual mission of the University: Scholarship and Leadership. The
mountains represent not only the location of the University, but timelessness
and endurance, and the column represents the University’s foundation in the
liberal arts and sciences. The seal’s original design was the result of a
competition among the members of the junior class of 1960. By class vote,
student Janet Beadle’s design was selected.

Today, many students are wearing cords or sashes to signify their involvement
in organizations or to recognize specific achievements. Cum. GPA stands for
cumulative grade point average on a 4.0 scale. Not all cords/sashes will be
represented at both ceremonies.
Bright yellow cords with blue tassels: Psi Chi, national psychology honorary;
achievement of 3.0 cum. GPA and 3.2 GPA in major.
Gold sash: Phi Epsilon Kappa, physical education honorary; achievement of 3.0 cum.
GPA in major.
Brown, blue and gold sash: Gamma Theta Upsilon, geography honorary;
achievement of 3.0 cum. GPA in major and 2.75 overall cum. GPA.
Red and black sash: Maryland Student Education Association; graduates entering the
teaching field who have been active MSEA members.
Gold cord with gold and green tassels: Alpha Epsilon Rho, mass communication
honorary; achievement of 3.0 cum. GPA in major.
Dark green cord: Alpha Kappa Delta, sociology honorary; achievement of 3.0 cum.
GPA in sociology; achievement of 3.0 overall cum. GPA.
Yellow and red cords: Sigma Delta Pi, Spanish honorary; achievement of 3.5 cum.
GPA in Spanish courses and 3.2 cum. GPA; active in co-curricular activities.
Red and black cords: Sigma Tau Delta, English honorary; achievement of 3.0 cum.
GPA in major, 3.0 overall cum. GPA.
Blue and gold cords: Beta Gamma Sigma, business honor society; student must be
enrolled in a program accredited by AACSB International; overall cum. GPA for juniors
within top 10% of class; for seniors, top 10%; for students with Masters, top 20%.
Gold cords: Honors in General Education; completion of 24 credit hours in honors
general education courses with a 3.0 GPA overall
Gold medallion with blue and gold lavaliere-style ribbon: Phi Alpha, Social Work
Honor Society; overall cum. GPA of 3.0; cum. GPA of 3.25 in Social Work courses.
Woven multi-colored kente cloth stole: Membership in the Black Student Alliance;
symbolizes pride in African cultural heritage.
Red, black and white cords: Membership in the Student Government Association.
Navy blue and silver cords: Student membership in the American Society of
Mechanical Engineers; accomplishment of service to the professional society.
Cord or sash with insignia of a particular country: Indication of an international or
study abroad student earning his/her degree at FSU.
Red, black and white cords: Pi Sigma Alpha, political science honorary; achievement
of 3.25 cum. GPA in major and 3.25 overall cum. GPA.
Blue and white cords: National Residence Hall Honorary; one year of living in a
residence hall, minimum cum. GPA of 3.0, record of service to and leadership in the
residence hall system.
Light blue and white cords: International Relations Club; active member for two years
with achievement of 2.5 GPA.
Red, white and gold cords: Pre-Professional Medical Society, shared interest; members
of PPMS share a common interest in practicing a branch of medicine and actively
participate in community service.
Green and red cords: Beta Beta Beta, National Biology Honor Society; full membership
requires achievement of 3.0 GPA overall and in biology courses.
Navy blue, gold and white cords: Student membership in the Student Affiliates
of the American Chemical Society; accomplishment of service to the society.
Blue, white and red: Pi Delta Phi, French National Honor Society; achievement
of 3.0 GPA.
Royal purple and old gold twisted cords/sash: Delta Sigma Pi, an international
professional business co-ed fraternity for MBA and accounting, economics, and business
administration majors.
Yellow and white cords: Order of Omega, Greek National Honor Society; achievement
of a 3.0 GPA and leadership in a Greek letter organization.
Black and gold cords: Phi Eta Sigma, freshman national honor society; achievement of
3.5 GPA as first year student.
Gold medallion with red and black ribbon: Participant in the Sloop Institute for
Excellence in Leadership.
White stole with UPE logo: Upsilon Pi Epsilon, National Honor Society for the
Computing and Information Disciplines; achievement of 3.2 cum. GPA in major at time
of induction.
Teal cords: Alpha Kappa Delta, Sociology Honor Society; achievement of 3.0 overall cum.
GPA and in sociology courses taken, minimum of 12 credit hours of sociology.
Navy blue and light gray: Membership in the FSU student chapter of the Society for
Human Resources Management (SHRM).
Red and blue with red and blue tassels: Phi Alpha Theta, national history, honorary;
achievement of 3.0 cum. GPA and 3.2 GPA in major.
Red and white cords: Lambda Pi Eta, Phi Epsilon chapter, Communication Honor
Society; achievement of 3.25 cum. GPA in the major and 3.0 overall cum. GPA.
Purple and gold cords: Kappa Pi, International Honorary Art Fraternity; achievement of
3.0 cum. GPA in major.
Purple, teal and metallic cords: The BURG Peer Education Network students must be
peer educators for four years; must have at least a 2.5 GPA and pass the national peer
education certification upon graduation; colors represent passion, leadership and
character.
Navy, red and gold cords: Gamma Sigma Epsilon, Chemistry Honor Society;
achievement of GPA of 3.0 or higher in chemistry and overall; recognition of membership in the society; encouragement of research and scholarship in the chemical sciences.
Red and white cords with tassels: Sigma Alpha Iota, International Music Fraternity;
encourages, nurtures and supports the art of music.
Purple and silver cords with tassels: Membership in the University Programming
Council Executive Board; accomplishments in service and leadership; minimum GPA of
2.3 required.
Red, black and green cords: Membership in the African Students Association; the colors
represent the blood of the ancestors, the African diaspora, and mother-continent Africa;
the ankh represents the coming together of African man and woman in the creation of
life and family.
Red, black and gold cords: Phi Mu Alpha Sinfonia, men’s social fraternity in music
founded in 1898 at the New England Conservatory of Music in Boston; membership
requires only a love of music and efforts to advance music in America.
Rose and green cords: Delta Zeta; national sorority founded in Oxford, OH in 1902;
known as the “Mother of Fraternities;” non-profit organization that supports
scholarship, leadership, philanthropy and education; minimum GPA of 2.5, 10
philanthropy hours per semester and fulfill one position within the organization for a
one-year term.
Red and black twisted cords: Bobcat Ambassadors; students actively involved on
campus; minimum cumulative GPA of 2.25, strong speaking skills, pride and
enthusiasm for Frostburg State University
Royal blue and gold cords: Alpha Phi Omega, national co-ed service fraternity;
developing leadership, promoting friendship, and providing service to humanity.
Red, white, and blue cords: Member of the United States Military, either active duty,
National Guard, reserves, selected service, or veteran.
Red, white, and blue twisted cord: Member of SALUTE the Veterans National Honor
Society; achievement of 3.0 GPA and either active duty or an honorable discharge from
service in the United States Military.
Red and silver twisted cord: Accounting Association, requirement of high involvement
with the association for a minimum of one year.
Red, blue and silver: Students who served as an AmeriCorps member with A STAR! in
Western Maryland.
Gold, black and white cords: Creative Communication Club, graduates entering the

Dr. Kevin Peterson, professor in the Department of Psychology, has been a
member of the FSU faculty since 1992. His teaching specialties are psychological
testing and assessment, and he coordinates the undergraduate internship program.
He is licensed in Maryland as a psychologist and consults with agencies throughout
the region. He holds a bachelor’s degree from the University of Steubenville, a
master’s from Frostburg State University and his doctorate from West Virginia
University.

Alanna Hirshman graduates today with
a dual-major in economics and business
administration with a concentration in
human resource management, having
completed both major with a 4.0 GPA.
Hirshman is president of the local chapter of
the Society for Human Resource
Management, president of the Student
Business Leadership Committee, a member
of the national business honor society Beta
Gamma Sigma and a member of Frostburg’s President’s Leadership Circle.
She has studied in Uganda and Ecuador. A faculty member on one of those
journeys said, “I observed firsthand how she set an example for her peers
and served as an exemplary ‘ambassador’ of Frostburg State.” Hirshman has
attended the Sloop Institute for Excellence in Leadership Conference and
Beta Gamma Sigma’s International Leadership Forum in San Diego. She has
tutored economics, worked as a research assistant to Dr. Anthony Stair and
served as a human resource coordinator for Kimpton Hotels.
THOMAS G. SLATER ’66
Board of Regents

Regent Thomas G. Slater, a member of
the USM Board of Regents since 2007,
chaired FSU’s recent Presidential Search and
Screening Committee. Winner of FSU’s
Alumni Achievement Award in 1990, Slater
is a former member of the FSU Board of
Visitors, former president of the FSU Alumni
Association and former chair of the FSU
Foundation. Slater is founder and principal
partner of Slater & Slater, P.C., a former Frederick County Public Schools
teacher and adjunct instructor at Frederick Community College, former
member of the Maryland State Bar Association’s Board of Governors and a
Maryland State Teachers Association board member. Founder and chair of
the Western Maryland Democratic Caucus, Slater served on the Maryland
Democratic Party’s Executive Committee and belongs to numerous
professional organizations. Following his 1966 graduation from Frostburg,
Slater received an M.A. from George Washington University and J.D. from
University of Baltimore School of Law.

Marissa Howk graduates today with a
bachelor’s degree in athletic training, with
plans to pursue a graduate degree at
California University of Pennsylvania.
According to Tony Zaloga, director of the
athletic training education program, Howk
“exemplifies the qualities and dispositions of
an outstanding student. She has been a
pleasure to have in class because of her
attentiveness and willingness to learn. In her
clinical educational experience she has done equally well.” She also
possesses excellent interpersonal skills, he said. Howk has regularly appeared
on the Dean’s List, is a member of the National Athletic Trainers’ Association
and twice received The Michaels Organization’s Scholarship of Excellence.
She played four years of Bobcat Lacrosse – three as team captain – and
appeared on the Intercollegiate Women’s Lacrosse Coaches Association’s
Academic Honor Roll in 2014 and 2015. She was also named to the Capital
Athletic Conference’s All-Academic Team in 2013, 2014 and 2015.
Award Recipient
Lois Hobbs is an independent
educational consultant who serves on the
board of trustees of Delaware State
University, a historically black university,
and is a founding member of the Board of
Directors for DSU’s Early College Charter
High School. Her career in education
began in 1966 as an elementary school
teacher for Prince George’s County Public
Schools. After several years in the classroom, Hobbs rose first to instructional
supervisor and curriculum specialist before serving as principal of several
Prince George’s County schools. She left Prince George’s County in 1994 after
serving as assistant superintendent for the district. Hobbs retired in 2006
from her position as superintendent of Delaware’s Indian River School
District. She has received nearly 30 local, state and national honors and
awards for her teaching or for schools she supervised during her career.
Hobbs holds a master’s in elementary school administration from the
University of Northern Colorado and a bachelor’s from FSU.

At this Commencement, degrees are conferred upon persons who
completed requirements in January and May 2016. As final action cannot
always be taken by the time this program is printed, the list of candidates
here is tentative only. The transcript of the University, signed and sealed by
its proper officer, remains the official testimony to the possession of a degree.
The designation of honors is based on the grade point average at the
end of the intersession semester. The final grade point average will
determine honor ranking.
This commencement program lists the primary major for each
candidate.
If an undergraduate student has completed at least 50 credits at
Frostburg State University with a high cumulative grade point average, the
scholastic achievement is recognized in the honors degree, awarded as
follows: Cum Laude 3.400 - 3.649, Magna Cum Laude 3.650 - 3.899, and
Summa Cum Laude 3.900 and above.
A number of candidates for graduation who will complete their studies
over the summer will be participating in this ceremony. These students have
been given permission to participate as outlined in the University catalog.

THE GRAND MARSHAL
Dr. Kevin Peterson, professor in the Department of Psychology, has
been a member of the FSU faculty since 1992. His teaching specialties are
psychological testing and assessment, and he coordinates the
undergraduate internship program. He is licensed in Maryland as a
psychologist and consults with agencies throughout the region. He holds
a bachelor’s degree from the University of Steubenville, a master’s from
Frostburg State University and his doctorate from West Virginia University.

Caitlin Taylor graduates today with a
bachelor’s degree in political science,
having completed the Honors Program with
a 4.0 GPA. She served as a member of the Pi
Sigma Alpha Honor Society, as a reporter for
The Bottom Line, as director of marketing
for the History Club and in several executive
roles for Residence Hall Council. In 2014,
she attended Frostburg’s Sloop Institute for
Excellence in Leadership Conference, and
she has presented her research with Dr. Stephen Hartlaub on Plato’s Gorgias
at the 2015 Northeastern Political Science Association Conference, as well as
presented to Frostburg’s Undergraduate Research Symposium and English
Colloquium. A professor said she possesses a “keen and engaged analytical
mind.” Taylor held two campus jobs, working in Artist Hospitality for the
Cultural Events Series and as an individual content tutor/peer-assisted
learning leader for the Tutoring Center and Programs Advancing Student
Success Office.

Award Recipient
Alison Combes is CEO of Cathedra
Choir, a professional ensemble under the
direction of Maestro Michael McCarthy, who
is music director of Washington National
Cathedral. Previously, she served as
executive director of the Cathedral Choral
Society, the symphonic chorus in residence
at Washington National Cathedral. After
graduating from Frostburg State University,
Combes joined the Washington Chorus, beginning as an administrative
assistant and rising to deputy director in less than a decade. She continues to
perform with the Washington Chorus, and sang on the recording for which
the group won a Grammy Award for Best Choral Performance in 2000.
Combes discovered her love of arts management while enrolled at FSU,
where she served as student director of both university choruses, founded the
Alpha Omega chapter of the American Choral Directors Association and was
the first student coordinator for the Cultural Events Series. In addition to her
bachelor’s from FSU, Combes holds a master’s degree in arts management
from American University.
Regent Thomas G. Slater, a member of
the USM Board of Regents since 2007,
chaired FSU’s recent Presidential Search
and Screening Committee. Winner of FSU’s
Alumni Achievement Award in 1990, Slater
is a former member of the FSU Board of
Visitors, former president of the FSU Alumni
Association and former chair of the FSU
Foundation. Slater is founder and principal
partner of Slater & Slater, P.C., a former Frederick County Public Schools
teacher and adjunct instructor at Frederick Community College, former
member of the Maryland State Bar Association’s Board of Governors and a
Maryland State Teachers Association board member. Founder and chair of
the Western Maryland Democratic Caucus, Slater served on the Maryland
Democratic Party’s Executive Committee and belongs to numerous
professional organizations. Following his 1966 graduation from Frostburg,
Slater received an M.A. from George Washington University and J.D. from
University of Baltimore School of Law.

At this Commencement, degrees are conferred upon persons who
completed requirements in January and May 2016. As final action cannot
always be taken by the time this program is printed, the list of candidates
here is tentative only. The transcript of the University, signed and sealed by
its proper officer, remains the official testimony to the possession of a degree.
The designation of honors is based on the grade point average at the
end of the intersession semester. The final grade point average will
determine honor ranking.
This commencement program lists the primary major for each
candidate.
If an undergraduate student has completed at least 50 credits at
Frostburg State University with a high cumulative grade point average, the
scholastic achievement is recognized in the honors degree, awarded as
follows: Cum Laude 3.400 - 3.649, Magna Cum Laude 3.650 - 3.899, and
Summa Cum Laude 3.900 and above.
A number of candidates for graduation who will complete their studies
over the summer will be participating in this ceremony. These students have
been given permission to participate as outlined in the University catalog.

Collaborative Program in Mechanical Engineering
During this Commencement, the University recognizes students who
have successfully completed the collaborative program in mechanical
engineering offered by the University of Maryland, College Park and
Frostburg State University. In this unique program, initiated in 1997 and
the first of its kind in the country, students achieve their degrees through
a combination of traditional classroom instruction and interactive video
coursework.
While these students have officially earned their degrees from the A.
James Clark School of Engineering of the University of Maryland, we
extend a special recognition of their achievements on our campus and as
FSU students in spirit.

of Frostburg State University and the institutions that preceded it:
Frostburg State College, Frostburg State Teacher’s College and State
Normal School No. 2 at Frostburg. As other alumni will attest, with the
education you have received here, the sky is the limit for you.
Your success today is a credit to you and to the friends and family
who have supported you along the way. But credit also belongs to many
who said “yes” when you may have needed assistance during your FSU
career – for the faculty and staff who guided your path, for those who
funded scholarships to help you pay your way, for those who supported
enrichment programs like the Sloop Leadership Institute, for those who
volunteered to speak to you at the Career Expo, or for those who offered
internships or other experiential learning that further enhanced your
classroom preparation.
Now is your chance to say “yes” in return. We urge you to remain
connected to your alma mater; the FSU Alumni Association can help.
The mission of the Alumni Association is “to unite graduates, former
students, and friends of Frostburg State University for mutual benefit
and to promote the welfare and advance the interests of Frostburg State

Members of the Class of 1966 are celebrating their Golden Anniversary,
having graduated 50 years ago. They join us today at Commencement to help
welcome the Class of 2016 into the alumni family and be acknowledged for their
personal and professional accomplishments. Each member has his or her own
story, but collectively they value what Frostburg State University provided them –
a great education, experiences that were life changing, and lasting friendships.
To continue their legacy at Frostburg State University, they have created
the Class of 1966 Scholarship in memory of their classmates. This scholarship
will support an aspiring sophomore, junior or senior in the Department of
Educational Professions, with a minimum GPA of 3.0, who participates in extracurricular activities and has demonstrated financial need.
Today, they wear a medallion that is engraved with the Frostburg State
University seal, as each one reflects the two main characteristics of a true Bobcat
– scholarship and leadership.
