Project Dates School year 2015-2016: June 2015 to May 2016 General Objective: To contribute to upgrade the education level in the slum areas of Daanbantayan to break the cycle of poverty Objectives Budget Funds granted Reporting period Specific objectives: To allow underprivileged children to access excellent secondary education thanks to the financial support provided to their families To contribute to a sustainable and successful education through an individual follow up of the children To increase the access to College thanks to a prestigious degree 320,650 PHP 339,691.19 PHP Final Report Saint Martin de Porres Academy (SMPA) Implementing partner Project summary Prestigious High-School, run by the Daughters of Charity Sister school of Colegio de la Inmaculada Concepcion (CIC-Cebu) Since 1998, Children of Asia (CoA) has been prov iding comprehensive care for children in distress on the island of Cebu. This project offered to support the education of 25 brilliant students so that they can enroll in St Martin de Porres Academy (SMPA), a prestigious high school in Daanbantayan. CoA has been prov iding them w ith the tuition fees. I n addition, every student received 2,000 pesos per year for miscellaneous feesto cover uniform, school supplies, transportation … The students can also require special help in the ev ent of an emergency CoA has been w orking with SMPA since 2009 and acts as a funding agency for the school w hich is the implementing partner. 1. Reminder: profile of the beneficiaries and previous interventions The beneficiaries of Children of Asia’s program in Daanbantayan are underprivileged households of the locality. They liv e in slum areas, in houses usually made of light material, and most of the parents are fishermen, sari-sari/food v endors or tricycle driv ers. The economic situation of these families is v ery difficult, and financial constraints lead their children to stop schooling after elementary. I ndeed, secondary education is, in theory, free in the Philippines, but in practice, entails v arious costs: uniforms, school materials, school projects etc. These costs are prohibitiv e for these poor families who can’t send their children to school. Since 2009, Children of Asia (CoA) has been w orking with two partner sister-schools run by the Daughters of Charity: Colegio de la Inmaculada Concepcion in Cebu and Saint Martin de Porres Academy (SMPA) in Daanbantayan, to support these children through secondary school. Typical makeshift shelter in Daanbantayan June 2015 Allianabelle DOBLE in her house with her mother and sister, March 2016 I n 2013, typhoon Yolanda has put ev en more pressure on the families in the area, as Daanbantayan w as seriously affected: most of the underprivileged population lost their house and their liv elihood (boats, sari-sari store …). Children of Asia supported the rebuilding of the school and purchase of new computers and printers, as w ell as the houses of the students benefitting from our support. We also prov ided them w ith emergency assistance (rice and other basic necessities) and liv elihood assistance. Furthermore, 8 students w ho graduated from SMPA in March 2014 w ere absorbed in CoA’s educational sponsorship program and w ill be supported until they graduate in March 2018. Our support is thus crucial in order to keep children into formal education, .I ndeed, the cost of education is prohibitiv e for these families w ho are not ev en to able to prov ide daily meals to their children. Access to such an excellent education as it is prov ided by SMPA w ould be impossible for those families w ithout the educational assistance program of Children of Asia and the support of the LFM for SY 2015-2016. Activities implemented and results This project is the initiativ e of Children of Asia, w ho acts as a funding partner for Colegio de la Inmaculada Concepcion (CI C-Cebu) and Saint Martin de Porres Academy (SMPA), sister school of CI C in Daanbantayan. The schools implement the project directly through their scholarship programs, and report to Children of Asia. They organized monthly meetings to discuss the program and their activ ities. Children of Asia Final Report – Lycée Français de Manille June 2016 Page 4 of 13 November 2015 Field visit #2 by CoA management and the social worker in charge Testimonies and presentations by the students to thank CoA and LFM Testimony from Mrs. Eusebia Bentulan, President of the parents ’ officers All of them are very grateful for the support of LFM Students’ updates and results for first grading The 17 new students adjusted w ell to SMPA The 11 students w ho w ere already in the CoA batch last school year continued to w ork hard The scholars performed well academically for the first grading period: Out of 26 students, 22 students hav e 80% and abov e (4 under 80, the low est being 77) January-February 2016 Exams period Collection of academic and v ocational possible choices for next SY 2016-2017 Note : the K to 12 reform in the Philippines Since 2011, an important reform of the Filipino education system has been implemented: the K to 12. I ts main goal is to lev el up to international standards, especially the ASEAN countries, in order to facilitate integration of Filipinos on the global job market. This means increasing the number of years of compulsory schooling before graduation, and high school is div ided into tw o from June 2016 betw een: Junior HighSchool (Grade 7-10) and Senior High-School (Grade 11 and 12). Out of the 26 students supported by the LFM in 2015-2016, 3 w ere in Grade 10 and w ill proceed to Grade 11 for 2016-2017. SMPA does not offer Grade 11 yet though, so they w ill proceed to Senior HS in public schools. Opening prayer of the ceremony The Grade 10 passers getting a gift from CoA, given by their social worker 100% of the 26 scholars were promoted to the next Grade level. They performed well academically for their final grades (see annex 1): 21 students hav e 80% and abov e (5 under 80, the low est being 78); 8 are merit card holders; 1 got the first honors in his Grade 8 class; 1 “graduated” from JHS w ith honors. The 3 students proceeding to Senior High School in 2016-2017, with the sister in charge and CoA director in the Philippines April 2016 Finalization of orientation for SY 2016-2017: 13 students w ill remain in SMPA as CoA scholars ; 9 students w ill proceed to public school, after agreement betw een the student, the parents, the school and the social w orker in charge; 3 students w ill proceed to pubic Senior High-School, not offered in SMPA; 1 Grade 8 student w ill be replaced by his younger sibling in the program (Gr. 7); 1 student has been absorbed in CoA’s sponsorship program in Cebu: he was 1st honors in Grade 8, CoA scholars’ President and moved to Cebu to live with his relatives. Culminating activity: Recreation and Formation Children of Asia Final Report – Lycée Français de Manille June 2016 Page 6 of 13 After a talk by the sisters on v alues and commitments, the students and their families enjoyed a common lunch, before heading to the sea to enjoy the w aves. Although they liv e on the seaside, most of these students nev er hav e leisure time to enjoy the beach: betw een their studies, household chores, taking care of their siblings and helping their parents w ith the liv elihood, their weeks are very busy. Children of Asia Final Report – Lycée Français de Manille June 2016 Page 7 of 13 The case of Richenelle Coniconde Richenelle entered the program in June 2015 in Grade 7. I n 2013, her house w as demolished by typhoon Yolanda. Since then, she temporary liv ed in a v ery small makeshift shelter w here the family w as sleeping on the floor. Richenelle liv es in a room in SMPA as a w orking student: she participates to the chores in SMPA in exchange for the room and her food and goes home during w eek-ends. After the home v isit in June 2015, Children of Asia prov ided PHP 20, 000 to rebuild a house for her family, w hich w as finished in September 2015. The family now has a house to live in safe conditions. Fields visit to Richenelle’s new house Nov ember 2016 On December 1st 2015, Chloe Wagner, the Director of CoA in the Philippines met w ith the LFM students w ho follow the program in Daanbantayan, to giv e them updates about the students. Children of Asia Final Report – Lycée Français de Manille June 2016 Page 8 of 13 She exposed the case of Richenelle to them, and the support giv en to her family by CoA. They now hav e a safe house to liv e in, but they still need to build a comfort room in order to hav e access to all the basic commodities. Chloe explained that the funds transferred from LFM to CoA exceeded the initial budget by PHP 19,041.19, due to the exchange rate of the money donated by two schools in France. As a matter of fact, PHP 20,000.00 w as the approximate amount needed to build the CR for Richenelle and her family. Thus, her question to the LFM students w as: do you agree to use these extra funds to giv e the last lift to this family? After a little debate occurred between the students: w ould another family need the money to rebuild a roof or w alls for their house? This w ould allow to extend the support to more people? I t w as finally agreed that it made more sense to take the process to an end for Richenelle, her mother and siblings. Thanks to this generous decision, this family now has a proper CR along their house. Furthermore, giv en that the materials and labour w ere prov ided to them, they managed to improv e the dining area w ith efforts in sav ings and hard w ork. 3. Perspectives for SY 2016-2017 For 2016-2017, CoA w ill continue prov iding support to 25 students from SMPA in Junior High School: the 13 students who w ere included in the program last school year, as w ell as 12 new beneficiaries, w ho hav e already been selected by the social w orker.
