About our Chapter
Bluebonnet Chapter No. 74, is the Austin, TX, chapter of the
International Right of Way Association. Our Chapter was
founded in 1985 by professionals in the right of way field to unite
members for education, to improve service to employers and the
public, and to advance our members within the profession. We
are part of Region 2 of the International Association. Our current
membership includes professionals involved in a wide array of
projects requiring real estate and right of way services.
Board of Directors Meetings are held the first Tuesday of
each month. All are welcome. If you are interested in attending, please contact a Chapter 74 Officer.

President’s Message
Hello Chapter 74!
It is hard to believe we are already into September. It seems the weeks and
months are flying past.
Our chapter is still growing as well with 23 new members since July 1st ,
and a total membership of 243 people. This includes 24 TxDOT members,
18 affiliate members, and 12 new members from the City of Austin. We
have an all-volunteer board that has been responsive as always to chapter
business, as well as International Headquarters’ business. We were the
16th largest chapter nationwide at the beginning of the fiscal year (July 1st); these numbers are
fluid so stay tuned. Maintaining the top 20% for IRWA says a lot about our professional networking and education offerings within Chapter 74. This is thanks to all of you.
I’ve previously mentioned that the country of Mexico has been added as a member to our Region
2 this year, as we volunteered to mentor them and help grow their education programs. This is
an historical opportunity as their goal at some point is to grow their own countrywide IRWA
program. To support our newest Region 2 member, the spring forum will be held in Cancun
Mexico in March 2016 with classes on March 9-10, a networking social the evening of the 9th,
and the region meeting on Friday the 11th. Region 2 has set this up with member discounts
from March 8-11, 2016 with all-inclusive prices. Please feel welcome to join us if you can, as the
Mexican government is supporting this new professional organization in their country and will
have representatives there as well to meet us. The Region 2 website will have information on
this also.
Our board has added two new Committee Chairs this year for Legal and Pipeline representation, which we hope will help grow these two areas in addition to our existing committees of professional disciplines. Please reach out to Chapter 74 officers and committee members and share
your interest in the organization and questions at any time. Thanks so much for your ongoing
participation and support.

What is Asset Management?
This fiscal year I have taken over the Asset Management Committee chair position for the chapter. I have had
several members ask me what Asset Management is and what is done at the International Asset Management
level.
Basically, Asset Management professionals at the local and international levels examine and monitor legislative changes and methods or practices pertaining to the acquisition, operation, management or disposition of
interest in right-of-way and real property. Areas of activities include interim rental and clearance of buildings
on properties acquired for rights-of-way for public purposes; disposal of real property interests including conveyance of easements, or other interests necessary for the relocation of streets or utilities; and acquisition, development, leasing of property held by public agencies including multi-use or joint use of rights-of-way and
other real property holdings.
The IRWA offers a certification in five disciplines, which includes Asset Management for the RW/AMC. The
candidate must have a minimum of 2 years of practice experience in asset management services of right-ofway related activities involving the interpretation of real estate valuation principles, semi-legal work in preparation or review of documents and an understanding of real property law. These types of work include acquisition or negotiation of leasehold interests covering public or private owned real property; negotiation for sale
of real property; acquisition or disposal of joint-use property rights; management of properties and contract
supervision; and supervision of asset management activities of right-of-way projects.
The classroom component for the candidate includes a total of 88 credit units from four disciplines including
environment issues, asset management, law and negotiation/acquisition. Additionally, a course in either ethics
or standards of practice in the right-of-way profession and a capstone exam are part of the academic process.
I hope this discussion helps provide some added clarity regarding the Asset Management discipline of the
right-of-way profession and its position within the IRWA organization.

FACT & Eminent Domain Seminar
Most of you are aware of FACT (Foundation Appraisers Coalition of Texas). FACT is an organization started
in 1991 to provide real estate appraisers in Texas representation in the legislature. FACTPAC is FACT’s Political Action Committee and is responsible for advocating appraiser’s interests in the legislature. Our lobbyist is
Eric Woomer. This past legislative session, we saw several bills passed that may impact appraisers and entities
with the power of eminent domain. Other bills were in the ad valorem tax arena. FACT opposed all bills that
would be negative to appraisers, and none were passed. Summaries of the bills passed can be found in the

Happy 20th Anniversary!
Chapter 74 and Chapter 39 are pleased to once again announce the
2016 Eminent Domain Seminar, scheduled for September 16, 2016 in
San Marcos Texas at the Activity Center.
This year we are celebrating our 20th Anniversary. Check your emails for the
agenda and registration information. The cost is $125.00 and includes a
continental breakfast, lunch and at least 6 hours of CE credits for TREC,
TALCB, IRWA, CLE and AI.
We have interesting topics and dynamic speakers. Our subjects include outdoor
advertising signs and recent billboard legislation, utility issues in energy

Professional Development News
As of July 1, 2015, the International Professional Development Committee has
been changed into two independent work groups: The Partnership for Infrastructure Professional Education and the Credentialing Committee.
The Partnership for Infrastructure Professional Education focuses on instructor
development and curriculum design with the goal of building a world-class faculty and adult education programming for membership. The chair is Ms. Tamara
Benson, SR/WA, R/W-RAC, R/W-URAC.
The Credentialing Committee provides structure and oversight for IRWA’s industry centric SR/WA program and our speciality certifications. The chair is Mr. David Withlock, SR/WA.
At the local level, each chapter has a Professional Development Chair (PDC) who
guides members seeking to complete the SR/WA (Senior Right of Way Agent) or
speciality certifications.
The Generalist Path includes the RWA Certification, RWP Certification and the
SR/WA Designation.

Course Instructors:
Randy Williams, SR/WA, MAI, FRICS is the Managing Director for Integra Realty Resources Austin, Austin Texas. He holds the SR/WA, MAI, and FRICS designations. Mr. Williams' experience in real estate
appraisal/valuation and consulting since 1977 includes among others, appraisal and management in the real estate banking industry and appraisal, testimony, and appraisal review in private practice. Recent
experience is concentrated in major urban/suburban development and eminent domain in central Texas. Valuations have been performed on various properties including, but not limited to, neighborhood and
community shopping centers, apartments complexes, single and multi-tenanted industrial buildings, low to high rise office buildings, mixed used facilities, vacant land for different uses and condemnation and rightof-way. Clients served include accountants, investment firms, law firms, lenders, private and public agencies. Valuations and market studies have been done on proposed partially completed, renovated, and existing
structures. Eminent domain experience includes SH 130 and SH 45. Mr. Williams was the lead appraiser for Segments 3-6 on SH 130 and coordinated four Integra offices (including Austin) that worked on this
project. Mr. Williams is also a certified instructor for the IRWA and has taught IRWA courses in Beijing, China and Johannesburg, South Africa as well as in the United States. Randy was the2011-12 International
President for IRWA.
John F. Reed, SR/WA, R/W-RAC, R/W-URAC recently retired after 25 years of service with the Texas Department of Transportation, and has founded Compliant Relocation Services. LLC located in Round Rock,
Texas. Prior to his retirement, John served as the Relocation Assistance / Valuation Administrator for the Texas Department of Transportation, Right of Way Division in Austin, Texas. During his 25 years with
TxDOT, he worked in the relocation assistance and acquisition field developing and implementing policies/procedures. During this time, he also developed an in-house relocation training program for District
personnel, served as LPA coordinator to the Districts, supervised the appraisal staff and worked closely with FHWA/NHI/TTI in compliance review, and developing classes and video presentations. John is a current
member of the International Professional Development Committee past-member of the International Relocation Assistance Committee, certified as an IRWA Instructor in 2003 and the President of Chapter 74 for
2008. He is a 1976 graduate of Southwest Texas State University with a bachelor’s degree in Business Administration. In 2008, John was named Chapter 74’s Professional of the Year and, in 2009, received the
same honor from Region II.
Georgia S. Snodgrass, SR/WA, R/W-NAC, R/W-AMC, obtained her Bachelor of Science Degree in Business Education from Eastern Kentucky University, Richmond, KY. She obtained her Master of Science
Degree in School Business Administration from Pepperdine University, Malibu, CA. Until her retirement in December 2014, she was a Real Estate Representative III for the San Antonio River Authority with
responsibility for acquisition project management oversight on behalf of the River Authority and additional oversight responsibilities for the asset management program. Prior to the River Authority, Ms. Snodgrass
was the chief negotiator for the San Diego Unified School District and was responsible for their asset management program for 32 years. She is past Chair of both Regions 1 and 2 and Past Chair of the International
Membership Committee. She has been approved since 2007 to teach the 700 Series of IRWA Asset Management Courses as well as IRWA Communications Courses 205 and 213. In addition, she is a Certified
Course Coordinator for her chapter.
Randy Ward, J.D. is a Right of Way Attorney with the Acquisition/Eminent Domain Section of the Texas Department of Transportation’s Right of Way Division, in Austin, Texas. Mr. Ward holds a Juris Doctorate
(J.D.) degree from the University of Houston Law Center (1979). He has over 26 years of professional legal experience in governmental litigation, including 17 years with the Transportation Division of Texas
Attorney General’s Office representing TxDOT and other state agencies in litigating eminent domain, inverse condemnation and flood cases, injunctions and other right of way matters. Mr. Ward is a member of the
International Right of Way Association’s Austin, Texas Chapter 74.
John P. Campbell, P.E., SR/WA earned his bachelor’s degree in civil engineering from Texas A&M University in 1984. Mr. Campbell earned his master's degree in business administration from the University of
Texas, Dallas, in 1992. He is a 1999 graduate of the Governors Executive Development Program at the LBJ School of Public Affairs, University of Texas, Austin.
Cancellation Policy: All classes scheduled by IRWA are subject to cancellation. All class registrants must contact the Course
Coordinator prior to making travel arrangements, keeping in mind that the class may be cancelled at any time (for reasons
including, but not limited to, insufficient registration, Instructor emergencies or other issues beyond the control of the chapter
and/or IRWA). Fully liquidated damages for any losses incurred by a class registrant are limited solely to a refund of the
registrant¶s prepaid class tuition. IRWA and its chapters assume no other registrant liability resulting from class cancellation.
Tuition Refund Policy: Written notification of intent to cancel registration must
be received via email by both the Course Coordinator and IRWA Headquarters
Education Staff (education@irwaonline.org ) prior to the class start date in order to be eligible for a tuition refund. A full tuition
refund will be issued if notice is received 15 days or more prior to the class start date; a 75% refund will be issued if notice is
received less than 15 days prior to the class start date, and no refund will be issued for notice received on or after the class start
date.

Course Instructor:
Sheila M. Mills, SR/WA, serves as the Right of Way Project Delivery Director for the Texas Department of Transportation. Sheila oversees the statewide project
delivery program including the right of way acquisition, relocation, and utility accommodation process. Sheila has been employed with TxDOT for the past 27
years working in various positions during her career including that of a right of way agent in the San Angelo District, Right of Way Administrator for the Waco
District and served as the North Regional Right of Way Manager prior to her current position. Sheila is graduate of Angelo State University with a Bachelors
Degree in Business Administration with a major in Finance and Real Estate. Sheila was certified as an IRWA Instructor in 2014 and is a member of Chapter 74 in
Austin, Texas.
