Polyethylene in Russia – 2016_
The report presents a most comprehensive research into the Russian PE market. It features
analytics offered in a new, rearranged presentation format, where the narrative recites
important points (bullets) made by our analysts, while the annex presents all the statistical
figures for the market that can ever be generated. The report reflects key trends in the PE
market by technology and sectors. It gives a great deal of attention to the analysis of
investments in PE production and processing.
The report covers analysis of PE consumption, production, exports/imports in Russia by types,
processing technologies, consumers, manufacturers and their brands, as well as business
statistics of all the major actors in the market (producers, traders, equipment suppliers and
converters) in each processing sector. All the data presented covers the period 2007 to 2015.
This being our exclusive highlight across CIS, we continue on our practice of giving ratings of
sales of the main producers of polyethylene and main PE grades. The report contains profiles
of major PE suppliers in Russia, as well as presents a rating of major PE processors. The
report will also help you to find answers to the following questions:
· PE consumption last year matched that of 2014 and was 1 mln 784 ths tonnes. Shrinking
demand for HDPE made producers to review their production plans for 2016. How will the
new plans affect the market this year?
· 2015 saw the most significant decline of demand for pipe HDPE. Who were the leaders of
production cuts? Who left the market in 2015 at all?
· The market for linear polyethylene showed minimum growth for in seven years. What factors
will drive the markets further?
· What are the main developments in the Russian polyethylene market in 2015? How will they
impact the market in the nearest feature?
· How fundamental macroeconomic factors will affect the dynamics of the PE market in 2015
and the year after? What are the trends for development of the market?
· Importance of import substitution for Russian converters: which sectors of the PE market
need it most?
· Current PE production capacities: are they adequate to accommodate present consumption
growth rate in the market or excessive?
· How strong was the growth of PE processing capacity in eqach processing sector?
· How much did each of the major Russian converters invest in PE processing? What grades
and complete production lines did they buy?
· Which sectors are expected to show PE consumption growth? Why? Which segments of the
market will generate most profits during economic crisis and help their investors/ovners to
survive?
· What were the best selling grades in 2015? Why?
· Who are TOP-20 converters in each sector? Who is on the TOP-50 converters list anyway?
· What are the specific PE grades that are most popular with producers of films, moulded
goods, pipes, cable, etc.?
· Which processing sector saw most investment inflow?
· How will the "Iranian factor" affect PE supplies to Russia? Which segment looks the most
promising for Iranian producers? What is the logistics for these possible supplies?

Polyethylene in Russia – 2016_
METHODOLOGY
General Information on the Report
·
The Annual Reports have been framed so that you could get a maximum complete and
detailed picture after you have read it. We did our utmost to present the Report as an
annual market encyclopaedia.
·
Our reports can be used for the benefit of:
§ companies that are developing business plans for their projects on polymer
processing, and they need marketing data/forecast on feedstock supply and
potential sales of finished goods,
§ investment companies and banks that analyze potential investments into
processing,
§ converters that expand production,
§ producers/traders/suppliers, and any other companies that are going to enter
the market or to increase own market share within the next year.
·
Generally, apart from analysis of prices selected from our Price Reports, statistics on
production/exports/imports selected from our Monthly Reports, our Annual Reports
contain the following data:
Market development model is founded on
forecast till 2020
§ Statistics on consumption/domestic supply/import of a certain polymer
grade/certain producer by each processing sector
§ Rating of producers in each processing sector
§ Rating of producers’ feedstock grades in each processing sector
§ Detailed analysis of trends in each processing sector
§ Rating of converters (processing volumes, investments, transportation by rail,
proceeds)
§ Analysis of the market of monomers
§ Macroeconomic data, statistics on production in specific processing industries
and in construction
§ Detailed analysis of converters’ investment projects
§ Interpretation of the most important news and expert opinions over the course
of the year.
·
All data are presented in accordance with overall annual results. All values of the year
under discussion are compared with similar periods of the eight previous years.
Separately, you will find marketing forecast till 2020.
·
All diagrams and tables in the Appendixes are made up automatically. The
methodology includes unified processing of all fragmentary data that we use to
understand activities of each converter. Data from Annual Reports fully agree with
information presented in PlastGuide.
·
PlastGuide helps form any reference in оn-line mode by each converter mentioned in
this Annual Report. This is a unique software system that includes marketing data on
20 thousand companies operating in the CIS polymers market. An individual strong
aspect of PlastGuide is the set of credit ratings by each converter that allow assessing
not only general financial performance of a converter (on the basis of Altman scoring
model), as well as to understand advisability of giving commodity credits to such
converters.
·
To prepare this Annual Report, we used statistics provided by the Federal State
Statistics Service, State Customs Service, Russian Railways, Ministry for Economic
Development, Central Bank of the Russian Federation, as well as producers’ data,

expert opinions, information of world and Russian analytical companies, and own
Market Report Company’s data.
Classification of Products
·
The basic classification of products analyzed in the Report included the world generally
accepted classification of PE grades:
§ LDPE – low-density polyethylene (high pressure), density is up to 0.94g/cm3;
§ HDPE – high-density polyethylene (low pressure), density is more than
0.94g/cm3;
§ LLDPEП – linear low-density polyethylene (high pressure), density is up to
0.94g/см3;
§ EVA – ethylene copolymer with vinyl acetate;
§ Other ethylene copolymers;
§ 0ther (masterbatches on the basis of PE-matrix, additives, etc.).
·
We adhered to general Foreign Trade Codes just partially, since actual imports of PE
grades do not correspond to commodity items indicated in importers in customs
declarations. Use of just Foreign Trade Codes could have led to serious distortions in
research results. Therefore, we applied our own, more precise correlation of sold
products with PE grades by producers’ brands.
·
For example, Hipten 22003 of Petrohemija is LDPE, though buyers may be inaccurate
and indicate it as HDPE or even LLDPE.
Data Directories
·
The Annual Report contains data processed in general reference guides:
§ 15 principal (directly affect consumption volumes), as well as five auxiliary
(affect consumption volumes indirectly), polymer processing technologies;
§ 64 polymer processing sectors – from BOPS-containers to fittings;
·
The general data tree in all Annual Reports has a three-level structure: Processing
Technology, Processing Sector and Type of Finished Goods.

12 benefits of our Annual Report
· The Report includes general data on PE imports from Belarus. The common error of
many researchers is that overall PE consumption in Russia is often calculated without
LDPE imports from Belarus. Indeed, Russian customs authorities do not register importsexports of PE from/to Belarus recording them as domestic transportation.
·
If you take statistics of production of finished goods made of PE as a basis, then,
unfortunately, your assessments of individual processing sectors are going to be incorrect
in principle. The Federal State Statistics Service of the Russian Federation does not take
into account production of PE films by many large producers. There is a similar situation
with production of polymer pipes. The Federal State Statistics Service takes into account
processing volumes of only 128 film producers and 42 polymer pipes producers. At the
same time, the Federal State Statistics Service does not take account of production
figures of the largest producers (particularly, there are no data on production of PE pipes
by Eurotrubplast Holding in 2007; official statistics do not provide any information on
production of packaging at P&G or WBD, either; and there is a long list of such
examples). The situation with official statistics on the injection molding market is simply
catastrophic. They record output volumes of only one tenth of producers. Taking into

account the aforesaid, our data on PE consumption by processing sectors essentially
differ from all those published on the market.
· Indeed, in accordance with commonly used reports, about 24% in the structure of overall
PE supply belong to the packaging sector, 22% refer to the sector of films, and nearly
21% are covered by the mysterious sector of cultural and house hold goods. Can this
structure be used to define PE processing technologies applied in the market? No,
inasmuch as films can equally be includedin to the sector “Packaging and Wrapping
Materials” as well as into the sector “Cultural and Household Goods”.Thesame,
forexample, refers to molded boxes or caps for PET bottles or to cosmetic bottles made
with the help of EBM technology. Can this classification be used to tell PE suppliers which
grades and for which sectors (or, at least, with which MFR) should be offered to the
market?
No,

consumedpolyethylene cannot be unambiguously referred to either one or another PE
processing technology generally accepted in the world..
· Not to delude players in the Russian polyethylene market, we collected detailed statistics
on PE supplies by all producers, operating in the Russian market, by each PE grade. We
analyzed sales of all 976 PE grades available in the Russian market over the course of
the recent nine years. If data on imported grades can theoretically be collected, then the
product mix of Russian polyethylene producers can be found only in our Report.
· Having collected summarized data on sales of specific PE grades, we were able to
assess PE consumption volumes in each processing sector with greater accuracy. The
data we obtained on production of films in Russia differ nearly two times from official
statistics.
· Our estimations of the PE pipes market turned out to be higher than had been considered
to be the case before our Report. Indeed, very often analysts of the pipe market
didnottakeaccountoftheundyed 273-83 HDPE grade produced in Kazan and Budennovsk,
since in accordance with operating State Standards this grade cannot be used in
production of water-, gas- and heat supply pipes at all. However, according to our data, all
the same Russian producers use this grade (about 50 kt in overall consumption): they
other dye it by means of masterbatches, or add it as blends, or use it as an inner layer in
multi-layer pipes.
· We studied PE traders’ sales and focused on end polyethylene converters. For that we
used more than a dozen of different sources of information, including detailed statistics on

foreign-economic activity, production, financial indicators and inland transportation in the
Russian Federation.
· Major difficulties arose when we analyzed supply of equipment to each PE processing
sector. It was especially difficult to distribute molding machines since they can also be
used to process PP, PVC, HIPS, GPPS, ABS, etc. Distributing molding machines by
polymers, we adhered to several criteria: converter’s sphere of business, brand of a
molding machine and producers’ application instructions. As a result, each molding
machine was identified to each producer related to either one or another processing
sector, which, in its turn, was related to either one or another PE grade. Separately, we
made up the rating of the most significant investments made by converters. Accordingly,
dynamics of capita linvestments into equipment demonstrate possibilities of further growth
of each PE processing sector in the Russian Federation..
·
Each processing sector contains ratings of converters, made up on the basis of our own
assessments of PE consumption, as well as ratings ofsales of each PE grade by each
technology, and, when needed, by processing sectors. That was done to define, which PE
grades are in great demand in the Russian market in each business segment today, as
well as to understand how to form your grade mix in each segment in the most efficient
way.
· Reasoning from data on investments into PE processing, as well as using statistics on
inland transportation in Russia, we made up a complex picture of PE processing
development in eachregion of the Russian Federation.
· We have also described general PE market development trends both in the world and in
each region using assessments of the leading world analytical companies such as CMAI,
Nexant and Townsend. Furthermore, weanalyzed price dynamics over the course of
2007-2015, using data of ICIS, as well as our own data from Price Reports.
· One of the results of the unbiased analysis is our own forecast of potential projects on
expansion of PE production capacities in Russia till 2015, as well as assessment of
projects that are most likely to remain on paper.

Processing Technology
We analyzed processing technology for which each polyethylene grade is meant. We
included the following PE processing technologies that are generally accepted in the world:
· Film Extrusion (Blown, Cast). By types, films are divided into general-purpose films,
hothouse and dairy films. As a rule, with MFI at about 2 (hereinafter on default MFI is
indicated at 190 °C/2.16 kg). As well, multi-layer (MFI from 1.5 up to 4), shrinkable (MFI
from 0.2 up to 0.7) and stretch films on the basis of LLDPE (MFI from 1 up to 2).
· Injection Molding. Depending on finished goods (boxes, caps for PET bottles, etc.),
they use grades MFI from 6 up to 120. The main volumes of PE injection molding
grades belong to MFI 10-12.
· Extrusion Blow Molding (EBM). In our Report we tried to divide processed PE products
into finished goods with the capacity up to 0.5 l (flasks, bottles for cosmetic industry
and for dairy products); for them they use brands with MFI 0.3-0.8, as well as into
large-capacity EBM goods (canisters for oils, barrels, fuel tanks) – brands with MFI 0.70.9 are good for them.
· Pipe Extrusion. As a rule, this HDPE processing technology refers to brands dyed in
black, grey or orange colours with MFI 0.2-0.6. Among pipe grades we tried to mark out
separately PE 63, PE 80 and PE 100.
· Cable Extrusion. There are special cable brands for this technology (as a rule, in the
form of compounds on the basis of LDPE) with MFI about 2.
· Extrusion Coating (Pipe, Packaging). In our Report, we marked out brands (as a rule,
LDPE, MDPE) for extrusion coating of steel pipes with big diameters (MFI from 0.4 up
to 0.8) or for multi-layer paper packaging (MFI from 3 up to 10).
· The Report contains information on grades (these are LDPE and MDPE, as a rule)
intended for extrusion coating of big-diameter pipes (MFI from 0.4 to 0.8) or multi-layer
paper packaging (MFI from 3 to 10).
· Other. We separately singled out production of tubes made of HDPE, as well as
injection molding goods (soles for footwear) made of EVA.
The accurate identification of consumption by markets was impeded by the fact that
manufacturers from the CIS have brands that can be used in several markets
simultaneously. For instance, the 15803-020 LDPE grade is used by processors in
absolutely different processing sectors (from film extrusion to blends in injection molding and
ЕВМ). Therefore, the distribution, for example, of this brand, which is manufactured by
Kazanorgsyntez, Polymir, Tomskneftechem, Angarks Polymer Plant, SNOS and EthylenePolyethylene (Sumgait), was carried out on the basis of experts’ assessments.
Technology implies the primary polymer processing method, which directly affects its
consumption volumes. For example, molding, cutting of bags or re-granulation could also be
considered a polymer processing technology; however, they affect polymer consumption
volumes indirectly; therefore, we did not include them into general analysis of production
capacities. Our conclusions, for example, as to PE bags cutting were based production
capacities, the so-called primary PE processing, i.e. in accordance with the film extrusion
technology.

Polyethylene in Russia – 2016_
…a part of the report …
2. The Russian market of polyethylene
2.1 The current market situation
.
· The Russian polyethylene market showed no growth in demand at the year-end 2015,
with demand for LDPE declining. Once booming LDPE market saw minimum demand
growth. Russian manufactures managed to increase PP output last year, however, the
LDPE segment operates on the limit of its capacity. Sizeable devaluation of the rouble
pushed the exports up. In 2015, PP consumption was estimated at 1783.8 ths tonnes,
matching the figure of 2014.
· At the year-end 2015, the estimated LDPE consumption in the Russian market made
576 ths tonnes, up 1% year-on-year. Russian producers succeeded in increasing the
output by 1% only. The LDPE imports fell by 14%, with the decline caused by the
devaluation of the rouble and shrinking demand in some consumption sectors.
· In January - December 2015, LDPE consumption was estimated at 971.1 ths tonnes,
matching the figure in 2014. The output went up by 11%, which fact is mostly
accounted for by stable operation of Stavrolen despite the reduction of LDPE share in
Nizhnekamskneftekhim's portfolio.
· Weaker demand in key consumption sectors and rouble devaluation contributed to a
drop in LDPE imports by 36%. Among the most affected imports were pipes (a 50%
imports reduction to 41.3 ths tonnes) and extrusion (a 51% imports reduction to 26 ths
tonnes).
· In 2015, the LDPE market grew but slightly, gaining a humble 1% to make a total of
236.7 ths tonnes. Nizhnekamskneftekhim substantially increased LDPE production,
forcing Middle Eastern producers to squeeze. In 2016, the company plans to increase
their LDPE share of their portfolio even further.
· Demand for film LLDPE went up by 1% to 208 ths tonnes, while that in the rotational
moulding sector dropped by 15% to 9 ths tonnes. Imports of LDPE for cable insulation
was up by 16% to make a total of 3.1 ths tonnes. Demand for PE for paper lamination
grew to 8.2 ths tonnes.
· In 2015, the output of PE in Russia increased by 9% year-on-year and made over
1.591 ths tonnes. The output of linear polyethylene (LLDPE) enjoyed the most
significant growth.
· At year-end 2015, the production of linear polyethylene exceeded 46 ths. tonnes,
while a year earlier this figure made 16.2 ths. tonnes. Nizhnekamskneftekhim remains
the only LDPE producer in Russia,
· In 2015, investments in polyethylene (PE) processing dropped by 30% and made
USD40 mln, with films and packaging accounting for the most of the investment cuts.
· Record high investments in PE processing in the last nine years were reported in
2013, followed by a substantial drop in investments by Russian companies. According
to the MRC data, a total of 700 complete equipment sets for PE processing were
imported for a total amount of USD184 mln, while the imports of the previous year was
900 complete production lines worth USD264 mln. Producers of films and packaging
by extrusion blow moulding, were the ones to cut the investments most.
· At the year-end 2015, 75 complete lines for making PE films were imported for a total
amount of USD22 mln, while the imports of the previous year were 196 complete uits

worth USD56.5 mln. Such a significant drop in investments in production of films was
mainly a result of a sharp growth of equipment costs due to rouble devaluation and
increased borrowing costs. Some companies simply put their production expansion
plans on hold.
· Saturation of certain segments, in particular, that of stretch films, also contributed to
the slump in purchases of PE film production equipment. Demand for this type of films
was booming over the last seven years, but as early as the at the beginning of the last
year this market entered its saturation phase.
· Among the companies that last year imported lines for production of PE films, one
should note the following: Vikona-SP, Aleko-Polimery, Atlantis-Pak, Foliopak, Polimer
(Desnogorsk) and others.
· Last year, investments in equipment for production of PE pipes went down to USD15
mln, while the imports totalled 46 complete production lines. In 2014, companies spent
about USD22.5 mln to buy that type of equipment, with 53 complete production lines
supplied. Among the companies that pursued expansion of their production of PE
pipes, one should note the following: Polyplastic, Rosturplast, Water-Supply and
Sewage Systems, Uponor Rus, Tekhstroy and others.
· In 2015, 41 complete production lines for production of PE packaging by extrusion
blow moulding were imported for a total amount of USD14 mln, ////USD while a year
earlier, this figure was 56 units worth USD28 mln. Among other factors, the reduction
of investments in this segment of PE processing is a result of competition from PET
packaging (actively pushing PE packaging in household chemicals, dairy, auto
chemicals sectors). Among the companies that opted for expansion of their production
capacity last year, one should note the following: Serioplast, Delfin Distribution, Alpla,
Stupinsky Chemical Factory and others.

Common information
New Reports
We are happy to present a new Annual Report, which, as we believe, is unique in the world practice. We spent nearly four
years to develop a new format of our Annual Reports. We did our best to cut down the text part of the Report to save your
time, and to present the most important considerations (bullets) generated independently by our analysts.
We have begun to use hyperlinks that allow you to “travel” through the Report not being afraid of getting lost somewhere in
the great number of data and figures. You also could see the video of Russian top-managers inside of this Report.
How our reports differ from others
You probably have already got used to our Annual reports, and you remember that they differ from similar products in the
most comprehensive coverage of data. However, for the recent two years we have been observing an increasing pressure on
the part of “analysts” who have been spreading data on the CIS polymers market being fully confident that, having offered
general figures out of customs databases, they would get a comprehensive analysis of the market.
To waive any questions as to the quality of our data, MRC’s specialists developed conceptually new annual analytical reports,
which, as we believe, are unique in the world practice. We have been working hardly for four years to create a brand-new
format of annual reports. The slogan of our new annual reports is “As detailed as it can be”. The point is that this is probably
for the first time in the world practice when a polymer market of a single country is described so minutely.
Information system used to prepare our Reports
Today, we use about 120 directories that, for example, include:
- 26 polymers processing technologies and associated products
- 66 processing sectors of polymers and associated products
- 240 types of finished goods made of polymers
- 4025 grades of polymers (8 analysis aspects)
- 165 producers of polymers (5 analysis aspects)
- 2560 brands of equipment (analysis by 6 parameters, including output capacity of each line), operated by domestic
converters since 2000;
- 450 world equipment manufacturers, whose equipment has been used by domestic converters since 2000;
- all postal codes in the Russian Federation (to define postal addresses of each company in our Report);
- financial and production figures by nearly 20 thousand companies (converters, traders and other firms), working in the CIS
polymers market, by more than 20 activity categories (see also PlastGuide Project).
Data Analysis draws up reports automatically
Today, absolutely all diagrams and tables in our annual reports are being made automatically. Each analyst of MRC uses the
software product “MRC: Data Analysis”, which helps draw up data for an annual report within a few minutes. The software
has been developed by the team of MRC’s specialists under the general direction of Professor Basmanov E.A., Doctor of
Engineering Science.
Today, Data Analysis includes uniform processing of all fragmented data, which are used to understand operations of each
converter in every single market of polymers. Generally, before presenting our conclusions in the annual report, our analysts
do a lot of work in the course of the year and, nearly every day, they process the following data:
- production of polymers by each polymer grade of each domestic producer;
- production of finished goods made of polymers by each producer, as well as by type of finished goods, sector and
processing technology;
- import of finished goods made of polymers by each foreign producer, each type of finished goods, sector and processing
technology;
- export of finished goods made of polymers by each exporter, each domestic converter, by each type of finished goods,
sector and processing technology;

- import of equipment to produce finished polymer goods by each brand of equipment, each equipment producer, domestic
converter, processing technology, processing sector and (if possible) each type of finished goods;
- ownership of each converter to determine associated companies; if needed, to regard a converter as a group of companies;
- carriage by rail by each domestic producer, domestic trader, converter, type of polymer, grade of polymer, processing
technology, processing sector and type of finished goods;
- financial indicators, of both an individual converter and his affiliated structures;
- operations with key suppliers of raw materials and supplies.
