& Allied Health from 2007-2011 and was the Project Director (PD) for the Tuskegee University
Center for Biomedical Research RCMI grant from 2008-2011. The Project Director oversees
preparation, submission, and implementation of the application objectives, administration of cores, evaluation and
mentoring of participating junior investigators. Dr. Fermin oversaw the preparation, submission, and logistics for
renewing the RCMI application funded in 2010 for five years. Dr. Fermin chairs the Meharry Medical College
RCMI External Advisory Board (EAC), and is a member of the Univ. of HI, MATRIX Advisory Board.
Dr. Fermin serves as the international academic & scientific advisor for Univ. Tecnológica de Santiago
(UTESA), in the Dominican Republic. Dr. Fermin is fluent in spoken & written English & Spanish &
understands other romance languages. Until Katrina (2005) Dr. Fermin served a vice-president for the
International Hospital For Children bringing relief to poor children around the world. Due to Katrina’s closure of
Tulane, Dr. Fermin worked as IT-Informatics Director for multi-million companies Stor-All and Triple Net Lease

Dr. Fermin was born in the Dominican Republic where he obtained a BS at UNPHU in Science-Education in
1974. He studied English at Florida Institute of Technology in 1975 (USA) where he also obtained a MS degree
in Cell biology in 1977 & a PhD in Biology in1981. Dr. Fermin then completed a Post Doctoral fellowship at
Baylor College of Medicine in Houston Texas in 1983 & served there as an Assistant Professor from1983-1988
when he moved to Tulane Medical School as an Associate Professor 1988. Dr. Fermin was tenured & promoted to
professor in 1991.
He served as director of Morphological Services, Ultrastructural Pathology, & Pathology Informatics until
moving to Tuskegee University in 2006. At Tulane, he counseled & advised dozens of graduate students &
fellows and began implementation of advanced bidirectional (video-audio) collaborative net-based suites. He also
introduced there the first true color-real-time video analysis system (V150). He continues building trainees’ skills
in digital imaging at Tuskegee University where he serves in the Integrative Biosciences (IBS) PhD program
Deans Council, HHMI, and other training programs.
Dr. Fermin is known internationally for high resolution TEM work of nature nanoparticles (otoconia
biological crystals), a skill that he applied to an extensive list of publications in HIV/AIDS & other retroviruses.
Dr. Fermin has a broad background/knowledge of biological systems, Neural Plasticity, Pathology, & the
vestibular system. He is an expert in electron & photon microscopy, tissue/cell analysis, digital imaging, & has
practical experience with histological, histochemical, & immunohistological applications. In addition, Dr. Fermin
has considerable experience with quality control & assurance including biosafety measures, & is equally
comfortable with Windows or Macintosh OS advanced productivity features.
The National Institute of Deafness and other Communication Disorders (NIDCD) was established in 1988 at
the time that Dr. Fermin served as a grant reviewer; a function that began in the National Institute of Neurological
Disorders and Stroke Institute that funded then hearing and vestibular research. In addition, Dr. Fermin was part
of the selected panel of scientists that produced the 1991 NIH/NIDCD National Strategic Research Plan. El Dr.
Fermin held dozens of private & federal funded projects (e.g., National Institute of Health (NIH), National
Aeronautics Space Administration (NASA), Louisiana Board of Regents (LBOR), Deafness Research Foundation
(DRF) & served in the advisory board of the National Organization for Hearing Research (NOHR).
He advised dozen of scientific projects serving as a consultant to the National Institute of Deafness &
Communicative Disorders (NIH), a member of dozens scientific Organizations, served in NIH review panels,
editorial boards of scientific journals, advisory boards, & discussion panels, reviewed manuscript for dozens of
scientific journals & directed basic & clinical projects. Dr. Fermin is the author of hundreds of published reports
in peer-review journals, symposia, book chapters, and scientific proceedings. His organizational, teaching, &
presentation skills are excellent. He serves in the editorial board of several peer-review journals.
Besides his administrative duties, Dr. Fermin continues investigating the biomarker properties of the protein
S100ß in ectodermic derived tissues, but in particular the auditory and vestibular system neural connection from
peripheral receptors to central relays.

El Dr. Fermin sirvió como Decano Asociado en la facultad de Medicina Veterinaria,
Enfermería y Salud Integral (2007-2011) y como Director de investigación del Centro de
Investigaciones Biomédicas RCMI por premio otorgado en 2010 bajo su tutela. Sirve como Presidente de la Junta
de directores externos del programa RCMI de la Universidad de Medicina Meharry en el estado de Tennessee
EEUU, y en es miembro de la Junta de directores externos del programa MATRIX de la Universidad de Medicina
de Hawái.
También sirve como Asesor Internacional en asuntos académicos y científicos para la Universidad

Biología en 1981. El Dr. Fermin completo un Postdoctorado en Patología/Otorrinolaringología en la Universidad
de Medicina Baylor en el Centro Médico de Texas (Houston) del 1981-1983 sirviendo como Profesor Asistente
hasta 1988 cuando se traslado como Profesor Asociado a la Universidad de Medicina de Tulane en el
Departamento de Patología como director de servicios morfológicos, patología ultrastructural (TEM) e
informáticas hasta 2006.
El Dr. Fermin fue investido en la Universidad de Medicina de Tulane en el 1991 solo veinte años después de
llegar a los EEUU sin hablar Inglés. En Tulane el Dr. Fermin sirvió como asesor a estudiantes de medicina,

y ensamble de cristales nano-biológicos, experiencia que aplico a estudios retrovirales y en particular el HIV que
produce el SIDA. La preparación académica de ciencias naturales del Dr. Fermin incluye además de retrovirales,
plasticidad neurológica incluyendo balance, equilibrio, y audición al nivel celular y molecular. Su experiencia
practica incluye: microscopia de luz (fotones), microscopia electrónica, microscopia digital, y técnicas celular y
moleculares usadas en patología. Ha implementado a nivel básico y clínico medidas de seguridad, cualitativas,
cuantitativas y de precaución y protocolo. El Dr. Fermin utiliza programas en plataforma Macintosh y Microsoft
con igual facilidad y capacidad de corregir problemas de equipo y en programas.
En 1988 el Instituto Nacional de Sordera y Enfermedades de Comunicación (NIDCD) fue establecido y el Dr.
Fermin sirvió como revisador por pares, función que comenzó cuando el Instituto Nacional de Enfermedades de
Derrame Cerebral (NINDS) revisaba proyectos de audición y balance (Ambos residen en el Instituto Nacional de
Salud (NIH) de los EEUU. Parte de sus investigaciones fueron premiadas por NINDS, NIDCD, la
Administración Nacional Aeronáutica (NASA), el Departamento de Defensa (DoD) y el Instituto de Alimentos y
Nutrición (NIFA) del Departamento de Agricultura de los EEUU (USDA), el estado de Louisiana (LBOR), la

requirements. In addition, completed design and constructed forms and application
documents, designed and constructed traveling display, and designed and
constructed the GSR web page. Dr. Fermin teaches MS and PhD graduate students
cells biology, digital microscopy and image processing.
Previous Positions:
1) Associate Dean for Research and Advanced Studies

This position required complete re-organization of program guidelines for
graduate degrees offered in the College of Veterinary Medicine, Nursing
and Allied Health, including Graduate Handbook regulations, Faculty
teaching participation, advising/mentoring plus web page module
development. Updating of curricular content included design and
implementation of a structured conference-journal club-symposium series
for actualizing staff, faculty and students skills. Intramural grant
application logistic and development was updated, and faculty and
graduate student activities leading to new fundable ideas were
implemented with an increase in funded grants.

Fermin assumed full responsibility for this NIH-NCRR grant in December
2008 after which time he prepared and re-submitted a RCMI competing

five years starting September 2010. The Project Director oversaw
preparation, submission, and implementation of the application objectives,
administration of cores, evaluation and mentoring of participating
biomedical projects.

Fermin assumed full responsibility for this annual activity in February
2007 bringing to Tuskegee University top-ranked biomedical researchers
for two-days activity to update skills and knowledge of students, staff, and

4) Teaching and Training Activities
Fermin assumed full responsibility for teaching MBIOS600 and PHSI-600
course series (Graduate Seminar) required as core content for all MS of
the CVMNAH. Lectured digital microscopy and imaging processing to
visiting international fellows from Egypt and India, and IBS-REU summer
participants. Instructed CVMANH and CAENS faculty, and graduate
students in the proper use, interpretation and preparation of digital images
for grants and publication. Assisted CVMANH and CAENS faculty and
graduate students with document formatting, and automatic features of
Microsoft Office.

5) Tenured Professor of Pathology and Laboratory Medicine and Director
of Morphological Services. Tulane Health Sciences Center Medical
School. Upon arrival to Tulane from Baylor College of Medicine in 1988,
Dr. Fermin remodeled, and re-equipped the ultrastructural unit to support
basic research and clinical diagnostic work. Dr. Fermin administered two
electron microscopes and all ancillary equipment needed for operation,
including quality control, quality assurance, biosafety measures, and
online presence till 2005 when Katrina forced him to relocate. In
collaboration with Dr. RF Garry, Dr. Fermin supported productive
research program that lead to dozens of publications, several patents, and
acquisition of the only True-Color-Real-Time analysis video imaging
system in the region at the time. With support from the Department of
Pathology, Microbiology (RF Garry, the LA Board of Regents, and grant
money from NIH, NASA and other agencies, Dr. Fermin established the
Centralized Tulane Imaging Center (CTIC) aiding hundreds of students,
faculty and staff with digital microscopy needs. Dr. Fermin was fully
responsible for imparting the digital required component to Pathology
Residency training, and oversaw staff informatics implementation,
including effective presentation of digital didactic materials as staff and
trainees transitioned from film-chemical processing to digital format.
6) Following the closure of Tulane Medical School due to Katrina in 2005,
Fermin full professor tenured position was eliminated. Fermin-HandyWorks, LLC was formed to work in several New Orleans Reconstruction
projects (see Nature Vol. 442|24 August 2006). AAUP asked to join
lawsuit against Tulane for dismissing a tenured professor, but Fermin
declined per his Catholic believes.
7) Concurrently with LLC functions, Fermin served as IT-Informatics
Director for Stor-All of New Orleans. CEO M. McGuire. 19335 North 9th
Street. Covington, LA 70433. Ph. 895-892-611. Responsibilities of this
transitional non-academic position included digital media web-ready
preparation, web page development, deployment, administration, and
updating. Evaluated and oversaw closed circuit Video-over-IP and analog
monitoring system for headquarter building in Covington, and ancillary
buildings in New Orleans, Louisiana. In collaboration with local New
Orleans IT services oversaw implementation of online billing and payment,
troubleshoot Windows XP corruption issues, removed viruses, and finetuned OS. Developed guidelines for browser and email client preventive
measures required for avoiding infection by common Internet threats.
8) Up to Katrina, Fermin served as Vice President for the non-profit
organization International Hospital for Children [http://www.theihc.org/].
IHC assistance made possible transportation of a van by Dr. Fermin to the
Catholic Sisters of Our Lady of Perpertual Help in the Dominican
Republic to carry retired sisters to the hospital. Also, with the IHC and the
Universidad Tecnológica de Santiago (UTESA), plans were underway to
assist citizens in Ouanaminthe, Haiti via health services offered by
UTESA at the Hospital Ramon Matías Mella located in Dajabón at the
Border of the Dominican Republic and Haiti.

Introduction to CV content:
A.1 Teaching: Dr. Fermin teaches “team-courses” in molecular and cellular biology to Integrative Biosciences
(IBS) doctoral students at Tuskegee. Dr. Fermin started teaching while attending college toward a BS degree in
Education of Biological and Natural Sciences at Universidad Nacional Pedro Henriquez Ureña in the Dominican
Republic. Upon arrival to the US to study English and a MS, Dr. Fermin taught at Florida Institute of Technology
Department of Biology where he modified the testing paradigm for identifying biological structures before the
advent of digital technology. Course development with modern techniques and web module development continues
in the current Dean for Graduate Studies and Research position at Tuskegee University (www.tuskegee.edu/gsr).
Current responsibilities lead to successful organization of graduate courses, handbook, and web offering, grant
application development, and other aspects of graduate studies administration. ITunes U courses were developed
and deployed through Apple iTunes. A.2 Research: Dr. Fermin maintained an active research laboratory and
mentored dozens trainees (Europe Asia, Americas) in neuroanatomy of vestibular systems and retrovirus research
with long time collaborator Robert Garry from Tulane. Katrina derailed research efforts to evaluate nuclear
localization of the CBP S100ß, a research that was funded by DoD in 2014 with emphasis in nanotechnology and
biosensors. A.2 Service: Dr. Fermin directed in the Department of Pathology and Laboratory Medicine, portions of
the anatomic pathology clinical services for the Tulane Hospital, where he also served as director of Morphological
Services, Ultrastructural Pathology, & Pathology Informatics until moving to Tuskegee University in 2006. Dr.
Fermin has a broad background/knowledge of biological systems, neural plasticity, pathology, & the vestibular
system. He is an expert in electron & photon microscopy, tissue/cell interpretation, & digital imaging, & has
extensive practical experience in histological, histochemical, & immunohistological applications. Dr. Fermin is
equally comfortable with Windows and Macintosh systems/utilities, is fluent in spoken and written English and
Spanish, and has advanced knowledge of distance learning technology and applications for domestic and
international settings.
Other Academic Positions:
2000-Present
International advisor on Science and Health. Universidad Tecnológica de Santiago (UTESA), The
Dominican Republic. UTESA educates over 40,000 students on 13 different campuses.
Activities under this function included design, development and implementation of an eight weeks
rotation for senior medical students from Tulane Medical School to hospitals and a cancer institute
offering palliative care for terminally ill cancer patients. Moreover, a 500 participants conference
with invited speakers from major US universities was designed and implement by Fermin for
updating UTESA medical school curriculum and update biomedical research skills of faculty,
students and staff. With the assistance of the IHC, several 40 ft containers with donations were
delivered to the region.
2004-2005
Director of Ultrastructural Pathology & Pathology Informatics, Department of Pathology &
Laboratory Medicine, Tulane Health Sciences Center, New Orleans, LA 70112.
Responsibilities under this function included coordination, management and direction of
microscopy services (histology and electron microscopy) to Tulane Medical School faculty,
students and trainees, plus training to Pathology residents on these required components for board
exam content. In collaboration with Dr. B. Bowdish began implementation at Tulane of advanced
bidirectional (video-audio) collaborative net-based suites, a project that was funded to Fermin at
Tuskegee in 2010 by USDA-NIFA.
1998-2005
Director of the Centralized Tulane Imaging Center (CTIC). Department of Pathology & Laboratory
Medicine, Tulane Health Sciences Center, New Orleans, LA 70112.
Responsibility under this function included the acquisition of extramural funds to establish a digital
multi-users unit capable of providing digital deconvolution and computerized morphometry to
students, staff and faculty. Implemented and oversaw secured and HIPPA compliant intranet file
transfer from work stations to staff, faculty and students desktops. The CTIC was in operation until
Tulane University, Medical School and Hospital were closed due to hurricane Katrina. The CTIC

provided vital service to junior and senior faculty and trainees who used data from the center for
justifying funding.
1995-2005
Professor of Pathology and Otolaryngology. Department of Otolaryngology, Tulane Health
Sciences Center, New Orleans, LA 70112.
Responsibility under this function included reorganization, remodeling, and integration of light and
electron microscopy services in the Department of Pathology and Laboratory Medicine (recruited
by the late Michael Gerber, MD). Additional responsibility included: -Implementation of Biosafety
measures, -quality control and quality assurance, -HIPPA compliance, and acquisition of high-end
instrumentation.
1988-1995
Associate Professor of Pathology (tenured granted in 1991). Director of Morphological Services,
Department of Pathology, TMC. Clinical Associate Professor of Otolaryngology. Department of
Otolaryngology, Tulane Health Sciences Center, New Orleans, LA 70112. Fermin was recruited to
Tulane Medical School from Baylor College of Medicine in the capacity above to remodel,
organize, and direct clinical ultrastructural portion of Anatomic Pathology in the Department.
Fermin participated in the team responsible for design of the Tulane Hospital unit that eventually
housed all Diagnostic Services including Histology, Immunohistology, and Electron Microscopy.
1983-1998
Assistant Professor, Department of Otorhinolaryngology and Communicative Sciences, Baylor

Developed Vestibular Research Program including evaluation of biological nanocrystal formation,
turnover and maintenance funded by NIH, NASA, and foundations. During this time, Dr. Fermin
mentored (supported by extramural grants to his laboratory research) many students from the
Houston Health Profession Schools in collaboration with then coordinator Ms. Sue Donchatz).

of Bobby R. Alford, MD, and Makoto Igarashi, MD through a NIH P60 center grant evaluating
anatomical, physiological and behavioral responses of primates before, and after labyrinthectomy;
a clinical procedure required for patients with debilitating dizziness, disorientation, vertigo, etc.

Adjunct Faculty (Lecturer) in the Department of Biological Sciences at Florida Institute of
Technology, responsible for electron microscopy projects by faculty and staff, and serving as a
Teaching Assistant for Developmental Biology Laboratories.
Upon arrival to the US to study English and a MS, Fermin taught at Florida Institute of Technology
Department of Biology where he modified the testing paradigm for identifying biological structures
under a microscope in an embryology laboratory course. There Dr. Fermin prepared three
identical sets of Kodakchromes (before the advent of digital technology) with all materials used in
the Developmental Biology classroom and laboratory course. One set was put on reserved in the
FIT library one set was kept in the Department, and one set used by the instructors. Identifying test
structures was no longer a problem as it was often case due to moving or simply refocusing
microscopes needed to accommodate different eyes conditions. Most importantly however was the
fairness introduced in testing procedures through clearly defined objectives leading to measurable
outcomes.

while taking courses toward a BS degree in Education of Biological and Natural Sciences that he
completed in 1974.

Relationships that may exist between the development of the epithelia and gelatinous membranes of the
inner ear
Effects of microgravity and zero gravity environment on the development of the inner ear (space station

Cytodifferentiation of the sensory epithelia of the inner ear, with special interest in relation of synapse
formation and morphologic refinement to onset of hearing function

NOTE ON SUPPORT: Just before Katrina in 2005, a Center Grant was funded to Dr. Prokop at the
Tulane Health Sciences Center for Gene Therapy in which Dr. Fermin had support for an imaging core.
Funding remained with Gene Therapy Center when Dr. Fermin moved to Tuskegee. In addition during the
same time, NIH R01-DC006443-01 by S. Jones was funded and Dr. Fermin role had to be changed from
