day care – all become more difficult without reliable
transportation. There are several options to help you
plan your transportation needs locally, as well as service

Passenger Assistance
Our service is a door-to-door service. Door-to-door
service means that the driver will assist (escort) the
passenger from the main entrance door of the origin
to the main entrance door of the destination.
Pickaway Area Rural Transit has a one-step policy.
Walkways, pathways and ramps must be clean and
clear of hazards, ice and snow. Drivers will not provide
assistance if there is more than one step
(i.e. a curb) to be maneuvered.
Drivers are strictly prohibited from entering the
passenger’s home or any private residence, under any
circumstances.
Personal Care Attendants (PCAs)
Personal care attendants ride at no charge. A personal
care attendant is someone who is designated or
employed to assist a passenger. The scheduler/
dispatcher must be advised that a PCA will be riding
with the passenger.
Seatbelts & Restraints
SEATBELTS
Ohio law requires seatbelts to be worn only by
front seat passengers. In this regard, Pickaway
Area Rural Transit’s policy is that all drivers and
passengers, regardless of age or disability, wear
seatbelts when in a PART vehicle.
MOBILITY AID SECUREMENT
All wheelchairs/scooters will be secured using a
four-point securement system.
CHILD-RESTRAINT SEATS
Infants and children who are either or both under
the age of four (4) and weighing less than fourty
(40) pounds must be in an approved, properlyused child safety seat while being transported
in PART vehicles. (An approved seat is one that
meets federal motor vehicle safety requirements.)
The child safety seat shall be secured in accordance with the manufacturer’s instructions in a
child restraint system that meets federal motor
vehicle requirements. The passenger must furnish
the child restraint system and secure the child in a
forward facing seat, excluding the front seat in the
vehicle. Drivers may assist the passengers.
Service Animal Policy
PART permits service animals to accompany
individuals with disabilities in vehicles and transit
facilities. When a trip reservation is made, passengers must notify the scheduler/dispatcher that a
service animal will accompany the individual.
Unruly Passengers
Disruptive, abusive or argumentative passengers
will not be tolerated on Pickaway Area Rural
Transit vehicles. This type of behavior is unfair to
other passengers and distracting to the driver.
Without placing themselves or the passengers
in danger, drivers shall request the problem
passenger to discontinue the behavior immedi-
ately. Passengers who continue objectionable
activity shall be reported to the dispatcher, who
may determine to contact law enforcement
officials. The offender will then be taken to
the nearest public place and asked to leave
the vehicle. A refund of any fare paid will be
returned, by check, to the passenger.
Continued or repeated misbehavior shall result
in a Suspension of Service Review. If warranted,
the suspension of service will be from one (1)
week to one (1) year.
Complaints
For comments (including TITLE VI and ADA
complaints) please contact the Employee
Services Coordinator Monday through Friday,
8:00a.m. to 4:00p.m. at 740-477-1655 ext. 305.
Adverse Weather Conditions
The safety of our passengers, drivers and the
public are our primary concern. During adverse
weather conditions, every effort will be made
to maintain operations. However, Pickaway Area
Rural Transit reserves the right to delay and/or
cancel operations as necessary. Announcements
concerning weather delays or cancellations will
be made on 94.3 WKKJ Chillicothe Radio.
Cancellations & No Shows
All cancellations must be made at least 30
minutes prior to the pick-up time.
No shows cause service delays and denials of
service to other passengers.
After a no show for one leg of the trip, any
return trip will be cancelled. PART charges no
show passengers as if the full trip had been
taken. PART has a progressive corrective policy
on no shows. One (1) no show in a 30 day period
will result in a verbal warning, two (2) in a 30 day
period will result in a written warning, and three
(3) within a 30 day period and failure to pay for
the no shows results in denial of service.
