Anglers under 16 do not need a fishing license. To find out requirements for eligibility for licenses and permits, such as proof of residency, age or disability, contact an AGFC office listed on Page 2. Annual fishing licenses are valid one year from purchase date. Trout Permits In addition to a fishing license, anglers 16 and older must have a trout permit to retain trout from any Arkansas waters or to fish in the following waters: • White River, from Beaver Dam to Houseman Access • White River, from Bull Shoals Dam to Highway 58 bridge at Guion • Little Red River, from Greers Ferry Dam to Highway 305 bridge • North Fork of White River, entire stream below Norfork Dam • Spavinaw Creek (Benton County) east of Highway 59 • Little Missouri River, from 100 yards below Lake Greeson (Narrows Dam) to Highway 27 bridge Trout Permit (resident 16 and older) $5.00 Trout Permit (nonresident 16 and older) $12.00 65-Plus Lifetime Trout Permit (for holders of 65-plus fishing or combination licenses) $5.00 Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 From a dealer Trout guides Many licenses are available over the counter at sporting goods stores, hunting and fishing outfitters, some discount chains, boat docks or directly from the Arkansas Game and Fish Commission offices listed on Page 2. Any person providing guide services for pay must purchase a resident or nonresident guide license. On your computer Arkansans, with proof of at least three years current residency, may purchase the 65-plus License at any point during the calendar year of their 65th birthday. Holders of this license are eligible for the Lifetime Trout Permit. Licenses can be purchased online at www.agfc.com. You will be asked to supply personal information and a credit card number. A license receipt, valid to fish, may be printed on your home printer. Your license will be mailed to you. By phone Call (501) 223‑6349 during office hours or (800) 364-4263 (24 hours a day, seven days a week) to buy a license or permit. Please have a credit card and an identification number ready. The identification number can be a driver’s license, Social Security number, hunter education number, state ID number or passport number. Fishing privileges become effective immediately. The license will arrive in the mail in a few days. Lifetime and disability licenses are not available by phone. 65-plus Disability licenses Resident disabled anglers may purchase a 3-Year Disability Fishing License ($10.50) or a 3-Year Combination License ($35.50, includes hunting privileges). In addition to proof of one year’s Arkansas residency, proof of 100 percent disability from the Social Security Administration, Department of Veterans Affairs or the Railroad Retirement Board is required. A resident Trout Permit must be purchased annually to retain trout or to fish in certain waters. (See Page 10). Applications for disability licenses are available online and from any AGFC office. Trout length limit regulations differ between trout fisheries. Please check the specific trout area you will be fishing. If the area isn’t listed in the back of the book, statewide trout regulations apply to that area. • A trout permit is required to keep trout from any state waters or to fish in the tailwaters below Beaver Lake, Bull Shoals Lake, Lake Norfork, Greers Ferry Lake, Lake Greeson or east of Highway 59 on Spavinaw Creek. Anglers under 16 or holders of the $1,000 Lifetime Resident Hunting and Fishing Sportsman’s Permit do not need a trout permit. License requirements are on Page 10. • Trout may not be driven, harassed or pursued with noise, objects, boats or by wading to concentrate them. • A guide may not give away his or her fish if it causes the recipient to exceed his or her daily limit. • Trout that are filleted or have head or tail removed may not be in possession while fishing from the shore or from the boat, or while transporting fish by boat on trout waters. • Anglers may not cull rainbow trout. Once an angler has retained a rainbow trout on a stringer, in a livewell or in a fish basket, the rainbow trout may not be subsequently released. The only exception is that a rainbow trout longer than 16 inches may be temporarily retained in a livewell for measuring, weighing and photographing before being released when fishing Bull Shoals and Norfork tailwaters (except in catch-and-release areas). • Trout may not be used as bait. • Catch-and-release area rules: • Trout must be released immediately to the water. • Only artificial lures with one, single barbless hooking point per pole may be used. Some commercial lures may need to be modified to be legal in special regulation areas. • A barbless treble hook may be used in the Bull Shoals catch-and-release area and the Bull Shoals seasonal brown trout catchand-release area. • Natural or scented baits are not allowed. These include baits such as marshmallows, salmon eggs and moldable substances (for example, Power Bait, Power Eggs or Zeke’s Gold). Baits like these contribute to excessive mortality when the fish is unhooked. • Chumming is not allowed in trout waters designated with special regulations such as catch and release areas, artificial lures only areas and areas where natural or scented baits are prohibited. Chumming is allowed in all waters except those listed above. Chumming is defined as dislodging or depositing any substance not attached to a hook which may attract fish. Chumming in catch-and-release areas is prohibited because normal trout feeding behavior can be disrupted and the stream environment can be damaged. One common example of chumming is tossing canned corn into the water to stimulate feeding. The technique of dislodging material from the streambed to attract trout, known as the “San Juan Shuffle,” is also considered chumming. Length x girth x girth 680 = weight The formula for estimating the weight of a live trout 12 Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 General Requirements Registering and Insuring: Boats propelled by sail or motor must be registered when operated on public waters. Arkansas boat owners may register a boat at the office of the county revenue agent in the county where the boat is principally used or in their home county. Boats powered by over 50 hp motors must show proof of $50,000 liability insurance when registering and it must be carried on board at all times. An identification number will be assigned to each registered boat. Out-of-state boats with valid registrations may be operated for up to 90 days without registering in Arkansas. Operating a boat in excess of 5 mph in a posted no-wake zone within 100 feet of a recreation area, dock, pier, raft, float, anchored boat or dam intake or other obstruction is illegal. Lights Boats must be equipped with the described lights to be utilized during darkness. 1. On state-controlled waters, lights on boats, including those on nonpowered boats, must be sufficient to make the boat’s presence and location known to any other vessel within a reasonable distance. 2. On federally-controlled waters, nonpowered boats must have a readily accessible light source to be used in sufficient time to prevent a collision. Motorboats operating on federallycontrolled waters must have a combination red and green light on the bow and a white light aft. Fire extinguishers are required of inboard boats, open boats with built-in fuel tanks and boats with bilges where flammable gases may accumulate. Children under age 12 may not operate a boat powered by a motor over 10 horsepower except when under the direct supervision of a person over 17. Boat capacity Regulations • Boating Law Boating Law Loading a vessel beyond its stated safe carrying capacity is illegal. U. S. Army Corps of Engineers – No vessel may enter within 100 yards downstream of an Army Corps of Engineers dam. Operating a vessel in a manner contrary to signs, markers or buoys placed by the Corps controlling speed, skiing or operation of vessels is prohibited. Accidents The operator of a boat involved in an accident is required to immediately: 1. Render assistance to other persons affected by the incident to save them or minimize danger so far as he can without causing serious danger to his own boat, crew and passengers; 2. Give his or her name, address and identification of his or her boat in writing 3. Notify the Arkansas Game and Fish Commission or the local sheriff’s office of the accident so an officer can investigate the accident. To report a boating accident, call (800) 482-9262 (toll-free). Accidents involving death, injury or property damage of $500 or more must be reported. Drinking and Boating A boat operator with a blood alcohol content of .08 percent or greater is considered intoxicated and the boat operator is subject to arrest. Mandatory Boating Education Anyone born after 1985 and of legal age to operate a motorboat must have successfully completed an approved Arkansas Game and Fish Commission Boating Education Course and carry proof of completion while operating any motorboat on Arkansas waters. The Classroom Course is a minimum six hours of instruction including the examination. This option is free. Water skiing is not allowed from one-half hour after sunset to one-half hour before sunrise. Boats towing water skiers must have, in addition to the driver, an observer at least 12 years old or a wide-angle convex marine mirror to observe the person being towed. Mirrors do not apply when towing persons on PWCs. Boats under 16 feet long, canoes and kayaks must have one wearable (Type I, II or III) PFD in serviceable condition and of proper size for each person on board. Boats, 16 feet or longer, must have one wearable (Type I, II or III) PFD in serviceable condition and of proper size for each person and one Type IV (throwable) PFD on board. An inflatable PFD is a Type V PFD and may be used in place of a Type I, II or III PFD if it is worn according to instructions. Inflatable PFDs may not be used by water skiers or personal watercraft occupants. Children under 13 must wear a well-fitting PFD at all times while aboard a boat. The only exceptions are when they are within the enclosed area of a houseboat, cruiser or within the railings of a party barge while the boat is not under way. All PFDs must be Coast Guard approved. Personal watercraft (Jet-Skis, Seadoos, etc.) occupants are required to wear PFDs. Private Property Fishing on Private Property Find out who owns the land or water and get verbal or written permission from the landowner or leaseholder before hunting, fishing, trapping or releasing hunting dogs on private property. If the property is not posted, verbal permission is required. If posted, each person must carry written permission. See below for an example. They also seek slow, deep pools for shelter. Rainbows feed on aquatic and terrestrial insects as well as small fish, crayfish and snails. Although rare in Arkansas, spawning sometimes occurs in swift, gravelly riffles. Although they thrive in water cooler than 70 degrees, rainbows are somewhat tolerant of water temperature fluctuation. Most weigh about 1 pound when caught, although 3- to 5- pounders are not uncommon. The state record is 19 pounds, 1 ounce. Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 19 Of Interest • Trout Stocked in Arkansas Brown Trout Sides usually have orange or red spots with halos Golden brown to silver Abdomen usually yellow Tail slightly forked, faint or no spots Brown trout prefer water temperatures between 50 and 60 degrees. Young browns feed mostly on small aquatic invertebrates, while adults prefer crayfish and fish. Browns reproduce in the White River, below Bull Shoals Dam and in the Little Red River. Seasonal fishing closures in the early winter on the White River protect the most active spawning areas. Brown trout are more tolerant of higher temperatures. The upper limiting temperature is 80 degrees. Most brown trout weigh 2 to 4 pounds when caught, although 5- to 10-pound fish are not uncommon. The state record, also the world record, is 40 pounds, 4 ounces. They frequent undercut banks and large rocks and logs. Young fish feed mostly on plankton and insects. Adults feed on insects and small fish. Brook trout have been known to reproduce in Collins Creek. The average brook trout is between a half pound and a pound in size. The state record is 5 pounds. 20 Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 Early in 2007, the Arkansas Game and Fish Commission began work on a comprehensive management plan for the Bull Shoals and Norfork Tailwaters. The purpose of this plan is to establish clear management goals and strategies for the trout fisheries in these tailwaters. The plan will guide the management of the Bull Shoals and Norfork trout fisheries for the next five years and will aid managers in focusing management efforts and resources. An intensive public involvement process is being used during the development of the plan to help insure that the desires and expectations of the angling public are embodied in these goals. This is part of a new process that the AGFC Trout Management Program is using in which the public plays an integral role in determining the future of trout fishing in Arkansas. The services of Dynamic Solutions Group, a firm that specializes in natural resource facilitation, were contracted to assist AGFC in this endeavor. A Citizen Advisory Committee (CAC) was formed to assist AGFC throughout the management plan process. The CAC consists of approximately 30 individuals that represent a cross-section of the anglers and other stakeholders with an interest in these fisheries. The CAC will provide information and persepctives to help AGFC in plan development, implementation, and evaluation. The heart of the public involvement process consisted of a series of focus groups and public workshops held in February and May 2007. Comments heard during these meetings identified four key issues that the public wanted addressed in the management plan for Bull Shoals and Norfork Tailwaters. These were improved water quality, increased enforcement of regulations on these waters, an improvement in the average size of trout caught by anglers, and increased cooperation between AGFC and other state and federal agencies. Based on this input, AGFC developed an initial set of management options aimed at improving the average size of trout caught by anglers on these waters. These were made available to the public in Septemeber 2007. Public comments on these options were heard at a public review workshop in November. In December 2007, AGFC submitted to the public a first draft of the management plan. Again the public was given the opportunity to provide their input at a second public review workshop in Janaury 2008. A final draft of the management plan is anticipated by mid-March 2008. Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 Of Interest • Bull Shoals and Norfork Tailwaters Management Plan Bull Shoals and Norfork Tailwaters Management Plan 21 Of Interest • Rim Shoals Habitat Improvement Project Rim Shoals Habitat Improvement Project During the past year the Trout Habitat Improvement Program (THIP) personnel completed an extensive habitat improvement project in the Rim Shoals area on the Bull Shoals tailwater. The project area totaled 1.8 miles in length and is located immediately upstream of the Rim Shoals catch and release area. The objectives of the Rim Shoals project were to stabilize critical areas of eroding streambank by constructing boulder hard points, placing boulder clusters for fish cover and scouring pockets, placing large woody debris to provide habitat for fish and invertebrates, and to improve the overall quality of the fishery. Between Dec. 18, 2006, and Jan. 24, 2007, 3,500 tons of large boulders and 38 large hardwood tree structures were placed in this 1.8-mile area for aquatic habitat improvement. A selfpropelled, self-unloading barge, 40 feet in length and 14 feet wide, with 4 feet of draft was used to place these habitat materials. The large boulders and hardwood trees that were used in this project were obtained through donations and had a monetary value of $77,500.00. The project was completed for a total cost of $119,050.20 and was funded in part with Sport Fish Restoration Funds (SFR) and non-resident trout permit sales. AHIP was created in September 2001 when the Commission made a major commitment to improve the aquatic habitat in the tailwater areas of the White River Basin in Arkansas. This commitment was further enhanced by a $3 increase in the non-resident trout permit in August 2002. This particular revenue provides an estimated $180,000 annually for the habitat program initiative. From top to bottom: Woody material, an underwater log structure, a material placement barge and a boulder hard point. 22 Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 For years, the Arkansas Game and Fish Commission has sought a constant, minimum flow of water below Bull Shoals and Norfork dams on the White River to improve the state’s valuable trout fishery. Bull Shoals and Norfork lakes were built to control flooding and generate electricity. When water is not released for either purpose, flows are reduced to almost a trickle. The streambed is exposed and the water temperature may rise to lethal levels for trout. Habitat needed by insects, which are food for trout, is reduced during low flows. Minimum flow is the release of water below a dam when water is not released for flood control or electrical generation. Congress has approved minimum flows for Bull Shoals and Norfork dams. The federal government will pay the cost of minimum flow as an environmental benefit to the nation, but the AGFC will pay the cost of moving recreational facilities on Bull Shoals and Norfork lakes. The AGFC and the Corps of Engineers will determine which boating access and camping facilities require modification or relocation because of higher lake levels. Although Congress approved minimum flow, it did not allocate $5.1 million to begin the process. The AGFC is working with Arkansas’s congressional delegation to fund minimum flow, which may be realized by 2010. Arkansas Game and Fish Commission Trout Fishing Guidebook 2008 23 Of Interest • Didymo in Arkansas Tailwaters Didymo in Arkansas Tailwaters Didymo is an invasive, freshwater alga that can now be found in many Arkansas tailwaters. Didymo thrives in cool, clear, nutrient-poor water, where it tends to form thick, brown mats that can smother a streambed. Didymo attaches itself to rocks, plants and other materials in the water by stalks, which form the thick mat. Established mats form flowing streamers that turn white at the ends and look similar to tissue paper. Native to northern Europe, Canada, and other regions in the Northern Hemisphere, it appears to be gradually expanding its geographic range. Didymo is now present in the following Arkansas trout waters (the Beaver Tailwater on the White River, the Bull Shoals Tailwater on the White River, the Norfork Tailwater on the North Fork of the White River, and the Greer’s Ferry Tailwater on the Little Red River). The primary means of spreading didymo is thought to be recreational equipment such as boats, life jackets, and fishing gear (especially waders). Didymo has the potential to impact Arkansas trout fisheries in several ways. First, it is aesthetically displeasing and can foul fishing lines and hooks. Didymo can also reduce or change the available habitat for aquatic insects and fish upon which trout rely for forage. Currently there is no method for removing didymo once it has been introduced into a particular water. Preventing the spread of didymo to unaffected waters is the most effective means of control. Here are some measures that anglers can take to help prevent the spread of didymo to other waters. 1. Remove all clumps of algae and sediment from gear prior to leaving an affected water body. 2. Clean all gear that came into contact with the water with one of the following solutions (2 percent bleach, 5 percent salt solution, or dishwashing detergent). All surfaces must be in contact with the cleaning solution for at least a full minute. 3. If you cannot wash your gear, the next best thing is to let it dry for at least 48 hours before entering another water body (if possible wash and dry for 48 hours). Crimped completely, the hook is smooth and will not snag when passed through cloth. Catch-and-release Pointers • Use bronze hooks whenever possible. If the fish swallows the hook, cut the leader instead of trying to remove it. Bronze dissolves more rapidly than steel or shiny gold hooks. • If possible, avoid touching the fish with your hands. Skin contains salts and oils that may destroy the fish’s protective slime coat. If you must hold the fish, wet your hands before attempting to land it. • Use nets made of soft materials such as cotton or soft nylon and wet the netting before landing your fish. • Keep the fish out of the water only long enough to remove the hook and take a photo. • Fish can run out of energy while being caught. When releasing the fish, hold it in the water and move it gently back and forth to stimulate its gills. Allow the fish to swim away on its own.
