PROVIDING PATHWAYS OUT OF POVERTY 151 W. 40TH STREET TUCSON, AZ 85713 WWW.PRIMAVERA.ORG Annual Report 2012-2013 THANK YOU Primavera provides pathways out of poverty through safe, affordable housing, workforce development, and neighborhood revitalization. Dear Friends, For 30 years, the Primavera Foundation’s staff, board, volunteers, and donors have directed Southern Arizona’s attention to helping those whose lives haven’t turned out as they had hoped. Primavera has turned Tucson’s eye toward finding ways for all people to experience the things many of us take for granted; such as safe, stable homes and thriving children and adults; sitting down to dinner with loved ones and having spirits restored; having a job and regular income. Primavera’s program participants have responded by accomplishing thousands of milestones that continue to positively impact our community and make Tucson a better place for all. When families can count on having a place they call home, children achieve more success in school. Some of those families are elderly raising young family members, some are veterans, some are single mothers trying to rebuild their lives after living in abusive relationships, and some are people in need of education. When the neighborhood is filled with working families, the local business economy is positively impacted. When the things that really matter are a daily presence, we enjoy our lives, face the inevitable challenges with hope and creativity and become successful members of our community. It’s easy to forget that for many people living near us, the things that matter most are sadly missing. Money does not make for happiness, but living outside of poverty reduces stress, worry, and health problems. The opportunities and turns of good fortune that many have enjoyed are missing from the lives of most people being helped by Primavera to find their way on the pathway out of poverty. OUR YEAR Here are just a few of the many ways we have spent our year fulfilling our mission, engaging with our community, celebrating successes, and continuing to learn and grow as an organization. Congressman Raúl Grijalva and Tucson Mayor Jonathan Rothschild join Primavera for its 30th Anniversary Celebration Students participate in a 2012 fall Community Cleanup in the City of South Tucson With the experience of government shutdown and cuts to programs that serve those experiencing poverty, now, more than ever, it’s up to us to continue to volunteer, donate, and help create a community in which we are all proud to live, and enjoy the bounty of our lives with all of Tucson. As you read through this Annual Report, you will see the successes and impact of Primavera’s programs. You will also see the growing needs of the community. Primavera provides a sustainable pathway out of poverty for over 7,500 people every year. More than 1,600 of your fellow citizens volunteer their time and over 12,000 supporters help Primavera make Tucson a great place for all of our neighbors. We are so very grateful for your support. Primavera Works provides teams to clean the grounds at the 2013 Gem & Mineral Show John Valenzuela Youth Center interns assist in the NeighborWorks® America Community Impact Measurement neighborhood survey With profound gratitude, Primavera families celebrate the holidays with the first ever Santa’s Village Susan Tarrence President of the Board of Directors Peggy Hutchison Chief Executive Officer Our Volunteer Appreciation Party is a grand celebration for volunteers Resident Leadership graduates plant a tree at 5 Points Housing SURVIVAL Emergency Services For many men, women, and families who are homeless, the first step to getting off the streets is connecting to one of Primavera’s emergency services programs, where they will find immediate relief and shelter as they recover from economic crisis. These programs often serve as the first steppingstone out of poverty, assisting people to acquire the information and skills needed to live independently and offset future crises. At Primavera’s emergency service programs, people receive immediate relief and shelter as they recover from economic crisis. Primavera ensures that individuals and their families receive shelter, emergency rental assistance, move-in assistance, bus passes, food boxes, mail, and telephone service. Primavera’s goal is to immediately and positively impact participants’ lives while our resource specialists work one-on-one with them to develop individualized success plans. Casa Paloma Drop-In Center Greyhound Family Shelter Homeless Intervention and Prevention Men’s Emergency Shelter Project Action for Veterans Southern Arizona Health Village for the Homeless (Van of Hope) The important reprieve of a safe place to sleep at Primavera’s emergency shelters allowed 377 individuals and families to make a plan, find work or income, save, and secure a home of their own. At Primavera’s Homeless Intervention and Prevention, 2,567 people were able to address their most basic needs— a first step in any transformative journey out of poverty. Of the veterans who came to Project Action for Veterans, some were facing the impending threat of homelessness. Others were seeking permanent homes, instead of temporary shelter in washes, streets, or on a friend’s couch. 90% of those who sought our support avoided homelessness or found their way out of homelessness. DEBORAH Project Action for Veterans In 2012, Deborah was living in transitional housing while going to school through the Veterans Retraining Assistance Program. Although grateful for the housing, Deborah wanted a place of her own. Project Action for Veterans helped Deborah find and afford her own apartment. STABILITY Workforce Development Primavera helps men, women, and families who are homeless transition to a stable lifestyle by providing safe, affordable housing and preparation for steady employment. Obtaining a job and developing and improving workforce skills are key components for men and women to achieve long-term economic security. Through Primavera Works and other employment programs, participants receive one-on-one job readiness and job retention success planning. Participants also receive assistance with résumé building, job training, and are eligible to participate in ethical day labor opportunities, as well as temporary and permanent job placement. Drug Treatment Alternative to Prison and Drug Court Enhancement Project Greater Arizona Reintegration Services Project Primavera Works Vocation for Veterans Water Harvesting Program Rental Housing MANNY Primavera Works & Vocation for Veterans Manny was laid off of work. He wanted a job to avoid gaps on his résumé and earn a living—so he sought out Primavera. He worked at the Men’s Emergency Shelter through Primavera Works, and soon after connected with Vocation for Veterans. Now a student, Manny was hired on permanently, as a full-time resource specialist at Primavera’s Men’s Emergency Shelter. Having a place to call home is vital and everyone deserves a safe, affordable home. Primavera owns and manages 11 rental housing properties with 129 units. Primavera also partners with the City of Tucson and Pima County to manage four additional transitional housing programs and properties. Primavera has expanded its efforts to enhance the quality of rental housing by building community gardens, installing greywater harvesting systems, and increasing energy efficiency. Alamo Apartments Bridges CASA and CASA 2 Casa Paloma Catalina House Five Points Las Casitas Various single-family homes Winstel Terrace Apartments Women In Transition 642 people wanted work. They came to Primavera Works. In this workforce development program, they attended classes, searched for jobs, participated in job training, and most importantly, earned money while working. Home matters. It matters for finding and gaining employment and stable income. Over 90% of the residents who successfully completed a transitional housing program moved on to other housing with income. SECURITY HomeOwnership Services Primavera provides a variety of financial education and assetbuilding services, including incentive-based savings plans, as we partner with individuals and families seeking longterm financial empowerment. Primavera provides multiple options to people who are further along on their journey out of poverty and seeking long-term financial empowerment. Individuals and families enroll in financial education, homebuyer education, and one-on-one financial counseling and coaching. In addition, Primavera offers a variety of asset-building opportunities, such as incentive-based savings plans, and partners with low-to-moderate-income families interested in purchasing and maintaining their homes. Affordable HomeOwnership Financial Education Foreclosure Intervention and Prevention Her Family HomeOwnership Education Neighborhood Revitalization Primavera works closely with our community partners to positively impact the quality of life in the City of South Tucson. Primavera replaces vacant distressed housing and develops new single family homes. These homes are sold to first-time homebuyers who have received their Certificate of Completion of Homebuyer Training through Primavera’s HomeOwnership Program. Primavera also installs water harvesting systems and sustainable landscaping for families who purchase Primavera homes in the City of South Tucson. Distressed Housing Rehabilitation/Replacement New Housing Development Water Harvesting Systems 101 families became homebuyers with the support of Primavera’s HomeOwnership Services. Over the next 10 years, those home purchases will generate $10,623,501 of benefit to the local economy, with lender revenue, fees, and home-related spending by homebuyers. 12 empty, foreclosed properties were transformed into new, affordable, energy-efficient houses. This upgraded housing stock raised the property value of the neighborhood and provided opportunities for families to purchase homes for the first time. LAURALEE AND WILLIAM Homeless Intervention and Prevention, Financial Education, & HomeOwnership In 2002, when LauraLee and William first came to Homeless Intervention and Prevention, they were experiencing homelessness. They were very motivated to change their lives. Over the years, they acquired stable housing and employment, and in 2012 came back to Primavera, this time to begin the homebuying process. They worked hard to repair and build credit. In 2013, they bought their very first home. SUSTAINABILITY Community Engagement Primavera’s commitment to social and economic justice, in the context of vibrant and revitalized neighborhoods, has challenged the organization to integrate its programs and community engagement activities. The strategy is to strengthen and organize resident leadership with multiple community partners in targeted neighborhoods. All of Primavera’s programs and properties positively impact neighborhoods through community engagement. Primavera participants, staff, board members, and community members work on a broad array of programs, projects, and activities designed to promote and sustain a healthier community. Civil Rights Restoration Community Cleanups and Festival Events Community and Resident Gardens Healthy South Tucson Task Force Resident Leadership Training Program South Tucson Revitalization Collaboration Tucson Bus Riders Union Voter Registration Community meetings, resident councils, local classes, gardens, community cleanups, board meetings, and festivals provided opportunities for 2,865 residents to connect with neighbors and strengthen their communities. As residents find stability and security, they are empowered to become agents of change in their own lives and neighborhoods. 46 Primavera residents participated in the Resident Leadership Training Program, tailored from a NeighborWorks® America Resident Leadership Development Curriculum, “Building Leaders, Building Communities.” This is a collection of the strongest leadership training resources from several NeighborWorks® network organizations across the country. RESIDENTS AT 5 POINTS & ALAMO Rental Housing & Resident Leadership Several of the residents at Primavera’s rental housing completed a Ben’s Bells beautification project for the 5 Points Housing property wall on South 6th Avenue. Residents actively engaged in the planning and execution of the project, utilizing skills honed in the Resident Leadership Training Program. Primavera Cooks! cooked up a fantastic 12th year. Apprentice chefs and diners enjoyed great meals and great times—all in support of Primavera Foundation’s mission to provide pathways out of poverty. Cox Communications and Raytheon Women’s Network continued their support for Primavera with corporate buyout dinners.
