and
4%
of the Region’s total population
3% of the Region’s total employment
Council adopted the Growth Management Strategy (GMS) in May 2013
• 60,600 population target can be accommodated within existing settlement
areas
• The GMS study found a deficit of ~70 net ha of serviced employment land
OAK RIDGES MORAINE CONSERVATION PLAN
What is the ORM?
• 1,900 km2 feature of glacial deposition running from Niagara
Escarpment (Caledon) to Rice Lake formed ~12,000 years ago
• Southern Ontario’s “rain barrel”
• Unique land formation containing significant woodlands
and water features
• Oak Ridges Moraine is encompassed within the Greenbelt
Objectives
NATURAL
HERITAGE
GROUNDWATER
PROTECTION
HEADWATERS
FOR LAKE
SIMCOE & LAKE
ONTARIO
• Protect the Moraine’s ecological (biodiversity, wildlife
habitat, landforms) and hydrological functions
(groundwater recharge areas, water quality, aquifer
vulnerability, fish habitat, wetlands)
• Ensure only land uses that maintain, improve, or restore
the ecological and hydrological functions are permitted
HYDROLOGICAL
FUNCTIONS
DRINKING
WATER SOURCE
TOWN OF WS
Covers 78% of Town’s land area
Establishes detailed restrictions on land uses and land division
Implemented in Zoning By-law 2010-001-ZO as of March 2010
Building and development requires detailed studies called
“Natural Heritage/Hydrological Evaluations” to protect
Key Natural Heritage & Hydrologic Features (e.g. wetlands
and woodlands) from any adverse effects
