Lake Underhill Road Roadway Reconstruction (From Alafaya Trail to Waterford Chase Pkwy) 3/28/13 Update Background Pavement distress was observed along this 1.73 mile segment. The most severely damaged areas were found in the section between Woodbury Road and Lexingdale Drive (vicinity of Discovery Middle School). The root cause of the distress was found to be a deficient base material which has lost its inherent strength over time due to disintegration at its base. The recommendation was to reconstruct selected pavement areas (12” stabilized sub-grade, 10” crushed concrete base, and 3” asphalt), which would require lane closures per an approved MOT plan. After bidding process, the selected contractor was Gibbs & Register. The approved working hours for the Lake Underhill Road Reconstruction project are M-F from 7:00 a.m. to 6:00 p.m., with allowances to work during the weekends as approved in the MOT plan. We are unable to do night work construction within this residential area, therefore partial traffic pattern modifications has been needed throughout the day, which may result in temporary inconveniences to the motoring public in this area. The scope of work requires full depth pavement reconstruction of select locations of the road down to 25" (12” stabilized sub-grade, 10” crushed concrete base, and 3” asphalt), not only milling and resurfacing. Reconstruction is on seven (7) selected areas, and the projected schedule* is as follows: o Area 1: At intersection with Bluewater Circle/Lakehaven Circle (completed) o Area 2: Between Seascape Avenue/Kellygreen Drive and Bluewater Circle (Phase I completed. Phase II is in progress. Projected schedule: 3/27/13-4/13/13) o Area 3: In the vicinity of Spring Island Way (Projected schedule: 4/15/13-5/4/13) o Area 4: Between Woodbury Rd and Lexingdale Drive (School zone. Projected schedule: 6/25/13-7/13/13) o Area 5: Between Mark Twain Bv and Woodbury Rd (Projected schedule: 6/10/13-6/24/13) o Area 6: Between Brittany Lakes Ln and Mark Twain Bv (Projected schedule: 5/6/135/25/13) o Area 7: Between Alafaya Tr and Brittany Lakes Ln (Projected schedule: 5/27/13-6/8/13) *Note: Projected schedule is subject to change. Updates to be provided as conditions change. The revised completion date for the project is July 13, 2013. Challenges and Issues: Unforeseen circumstances came up in work Area # 2 (in the vicinity of Seascape Avenue) that resulted in work delays. Unsuitable subsoils (muck and clays) were found in about 50% of the area between Seascape Avenue and Bluewater Circle requiring its replacement to ensure that the structural integrity of the pavement is not diminished. Also, there have been multiple issues with utilities (high voltage power lines and pressurized irrigation water mains and laterals) that are generally within 3-ft of the finished roadway surface, several of which are unmarked and do not show up in any as-built plans or utility locates. County staff and the Contractor have been continuously coordinating with the Waterford Lakes Community Association (Mr. Ken Zook) and Progress Energy in order to resolve these utilities conflicts in a timely manner. A survey with ground penetrating radar (GPR) was recently completed in an effort to identify the location of these unmarked utilities in the remaining work zones, and the report has been provided to both the Contractor and WLCA to continue the work coordination. *If questions, please contact Elizabeth White, Engineer II, at 407-836-7751 (Elizabeth.White@ocfl.net)*
