It was a phenomenally busy campaigning year but you’ll see as you get into this issue of Pipeline the past year has been pretty financially draining as well. Many non-governmental organisations (NGO’s) like SAS had a tough year in 2005 as quite rightly natural disaster relief led the way in how the public donated to good causes. We have more campaigns running now than ever before at SAS, and we want and can have, an impact so please try and maintain your membership. It costs from about 84p a month for a year’s membership – not too much really and we’re making it easier for you to keep up to date by joining through direct debit (see page 20) There are a number of other factors that could have an impact on how much we can campaign on in 2006. New licensing laws for 2006, changes in how we claim VAT and increasing infrastructure costs are all mounting up to make the SAS ball increasingly more difficult to run as a campaign fundraiser (see page 14). We’re getting round them but we’ll need your overwhelming support for this event to keep it running! If there’s one thing every member can do in 2006 is ask a friend to join. We could double our membership and our overworked campaign team could get another campaigner. There are a few incentives to help you do that (see page 15). Stop us hearing “Yep SAS are doing a great job in tackling water pollution, I must join up sometime”. Buy some SAS clothes! Our range is pretty much all organic, fairly traded or recycled so we don’t pollute the water environment by using harmful chemicals and pesticides in the manufacturing process. We stick to our principles but last year was a bad retailing year for everyone and we felt it – so if your hoodie’s getting a few holes in it get an SAS one to replace it. They’re cosy, organic and they help get us on the road to challenge the polluters! (see page 18) By doing one or all of these things you can help SAS make a difference. Remember we’re not shy of saying the things others want to, but don’t. We can’t get grant funding as easily as other NGO’s because we don’t want to compromise on our campaigning style and so our effectiveness! So that’s the personal plea over and done with, so now you can get stuck into reviewing our campaigns over the past few months – lots going on and more we want to do. Yours in clean water, RICH HARDY PIPE63.indd 3 9/2/06 10:47:24 am TURDIS VIGIL CAMPAIGN ROUND-UP AND PUT PRESSURE ON GUERNSEY’S GOVERNMENT. We’ve upped our campaign in Guernsey over the past few months with a couple of high profile actions that have put extra pressure on the States of Guernsey to fully treat the island’s sewage. All the island’s sewage is currently discharged raw to sea each day. Together with wastewater that’s at least 4 million gallons a day discharged to sea! ACTION 1: DR LOO AND THE TURDIS • A blue police box materialised on the beach at Belle Greve Bay, Guernsey on Friday 4th November 2005. Inside the time travelling ‘Tardis’ (or Turdis as we call it) was a Dr Loo, some sick surfers and some giant size viruses, which had been brought back from the future to illustrate the problems the island of Guernsey could face if a full sewage treatment system is not introduced on the island. • Taking the time travelling theme, SAS had dug around in the past and found Guernsey’s bathing water quality was better overall 10 years ago than it was in 2005. Since 1996 the water quality at Guernsey’s designated bathing waters has steadily declined with fewer beaches passing the higher EU water quality standard known as ‘Guideline’. The proportion of bathing waters reaching the guideline standard has dropped from over 90% between 1996 and 1998 to just over 50% in 2004 and 2005. This means more beaches in Guernsey are only now passing the minimum EU water quality standard, which leading world health experts recognise as being hopelessly out of date. According to World Health Organisation experts those using bathing waters for recreation face a 1 in 7 chance of contracting a sewage related illness if they bathe in water complying with this standard. Without full sewage treatment – the only solution to eradicating the harmful bacteria and viruses present in sewage recreational water users and bathers face a worsening situation. A trip to the future reveals new EU Bathing Water legislation set to get tougher from 2008 with the likely introduction of tighter water quality standards. Whilst this legislation is not binding for Guernsey it is the legislation the island’s Environment Department work to in classifying water quality at beaches. Without a significant investment in upgrading the sewerage infrastructure in Guernsey it will become harder to meet the improved standards and beaches could face the possibility of being further downgraded. Vigil ends with an action outside the Parliament Dr Loo arrives ACTION 2: 60 HOUR SEWAGE VIGIL ON GOVERNMENT Following our Turdis action, the States of Guernsey then issued a report on sewage for public consultation. We decided to run a 60-hour vigil on the Government building steps that would act as a constant reminder to Ministers that this was an issue of public concern. Despite sub-zero temperatures our protest camp maintained a constant vigil. It provided people with an opportunity to sign a petition we’ve been running that calls for full sewage treatment to be introduced and for us to lobby Ministers and civil servants working from the building. After 60 hours (1 hour for every 1000 of the 60,000 islanders) with non-stop public support and overwhelming generosity (islanders turned up to join the vigil or PIPE63.indd 5 Our Sewage Counter Moves At 46 gallons a second brought hot drinks, clothing and food to keep us going!) the vigil ended and we moved to the Parliament building to action Ministers and Deputies (the island’s MP’s) as a sewage debate was on the agenda for that day. As Ministers turned up we started a computer animation that counted up the number of gallons of raw sewage and wastewater discharged into Guernsey waters and what impact it is having for recreational water users and the island’s reputation. The sewage counter will keep running until the government agrees to bring in full sewage treatment. We feel we have now made a bit of a breakthrough following the Parliament discussion as some States members have acknowledged that Guernsey needs sewage treatment and without it the island’s reputation may be damaged. But it’s vital that this acknowledgement is fully committed to by the States otherwise the public could be left feeling disengaged and despondent as they were following similar statements made on sewage in 1997. We’ll be back on the island shortly to present our petition to the Chief Minister. The petition has over 3500 signatures so far but we need more. Y R G N A E R ’ WHEN THEY ‘Hulk’ like green campaigners from SAS spent the 3rd of December in London marching across the city with 10,000 people for an International Day of Climate Protest. Carrying surfboards with the message “Climate Changing, Embrace Renewables” we marched for a reduction of CO2 emissions and a need to embrace cleaner, safer energy options such as marine renewables. The International Day of Climate Protest took place midway through the UN “MOP” Climate Talks in Montreal. There were marches in over 30 cites around the world from London to Sydney. The demonstrations demanded that the USA and Australia ratify the Kyoto Protocol immediately and that the entire world community move as rapidly as possible to a stronger emissions reductions treaty that will be both equitable and effective in stabilising ‘greenhouse’ gases and preventing dangerous climate change. The London Climate March stopped briefly at 10 Downing Street where march organisers Campaign Against Climate Change handed in a letter demanding that the British government reaffirm its commitment to a climate treaty with legally binding targets, before finishing at the US Embassy where the marchers listened to key speakers. Taking a sustainable tube ride Inset: SAS on the march against global warming Since this action we have heard a lot of news about the possible recommissioning of nuclear power stations and some experts have gone on record as saying that nuclear is the only way we can combat climate change. Nuclear energy isn’t completely CO2 free, and it also produces radioactive waste. We have no way of storing this waste safely or containing it away from the rest of the world until it is safe (hundreds of thousands of years). A recent MORI poll found that 74% of people think nuclear energy should only be used as a last resort to combat climate change, and that all other energy options should be investigated first. Kevin Anderson, a senior research fellow at the Tyndall Centre for Climate Change Research says “We can easily deal with climate change without nuclear power.” He continues by adding that we all need to be more energy efficient and the Government should enforce this message across the board to enable this to happen. PIPELINE.ISSUE.63.PAGES.08/09 PIPE63.indd 8 9/2/06 10:48:15 am ” CAMPAIGN ROUND-UP The Labour Party Conference in Brighton was the centre for an SAS action that called on the Secretary of State for the Environment to support our calls for a full sewage treatment plant for Brighton’s 250,000 people. Our inflatable 14ft turd made an appearance in an ‘old school’ SAS action in front of the Brighton Centre, venue for the Conference. SAS have been campaigning for cleaner and safer water in Brighton for 15 years. It is the only major seaside resort in the UK to breach the EU’s Urban Wastewater Treatment Directive and continues to discharge the equivalent of 50 Olympic swimming pools of raw sewage each day to the sea off Brighton. Surfers and other recreational water users continue to run health risks in using local beaches for watersport, particularly as untreated sewage contains bacteria and viruses responsible for illnesses such as gastroenteritis, ear, nose and throat infections, Hepatitis A and Ecoli 0157. Under the Water Resources Act SAS has called on the Secretary of State for the Environment to become directly involved in Southern Water’s proposal to build a new sewage and wastewater treatment works. The current application is an improvement but is very much a middle of the road option (secondary level treatment) that fails to treat sewage fully before discharging it to sea. SAS believe the application should include virus killing UV light disinfection (tertiary) from the start of operation. This level of treatment is a cheap extra and ensures effluent is clean and safe reducing the risk of surfers falling ill while using the water. The Secretary of State for the Environment must ensure UV disinfection is added to Southern Water’s proposal. Without this the Government will be allowing a water company to waste millions of litres of potentially reusable water to sea everyday and at the same time continue to allow recreational water users to run a health gauntlet of using Brighton’s beaches for watersport. SAS will also be involved as an objector in the Public Inquiry that has been called concerning the planning applications Southern Water have lodged with Brighton and Hove City Council and East Sussex County Council. The Inquiry is set for later in the year. We were hoping for a radical overhaul of the Directive as it’s now 30 years old and doesn’t adequately protect public health in light of the new ways in which we are using Europe’s bathing and recreational waters - surfing, windsurfing, kitesurfing, diving, sailing etc. Overall it’s more like ‘come on in, the water’s a bit cleaner and safer than before - but if you’re using non designated bathing sites for recreational water activities then you might not be protected against polluted water at all!’ At present 25% of UK designated bathing waters are still failing to meet the higher EU Guideline standard on water quality. By only meeting the current lower EU mandatory standard, world health experts consider there’s a 12 to 15% chance to swimmers/surfers of contracting a sewage related illness. New proposals should see water standards being improved upon and the water testing procedure has got better by making it simpler and less costly by cutting the number of parameters used from 19 to 2 and ensuring those 2 are the best modern day indicators for measuring health risk in sewage contaminated waters. But the impact of improved standards for the minimum EU water quality standard (good) and higher EU water quality standard (excellent) have been diluted by a new category of bathing water quality called ‘sufficient’. This category pretty much mimics the old water quality standard and stops bathing waters from failing. We believe these beaches may not benefit from investment in improving water quality as ‘this get out of jail card’ stops them from failing. The ‘sufficient’ standard was a late inclusion and sits at odds with the original epidemiological science provided by the WHO (World Health Organisation) in the Commission’s original proposal for a new Directive in October 2002 and in our view should not be supported. The proposed new Directive will provide better public information provision on bathing waters. This information will be real time and make it easier for the public in making more informed decisions about where and when they use water for recreation. This is a great and much needed step forward! Our main area of concern still, is the scope of the Directive. We are disappointed that both the Council and the Parliament have moved away from an earlier recognition of ‘recreational water users’ within the Directive and because of this discrimination we will continue to work towards the protection of water users at popular recreational water user sites i.e. contest venues/training facilities/attached to a club or sporting association. 2008. Every year in South West France EuroSIMA (Europe’s Surf Industry Manufacturers Association) throw the Waterman’s Ball. EuroSIMA has an environmental fund that rewards organisations like SAS with grants to support clean water campaigns and innovative projects. Each year’s Ball helps raise money for this fund. In 2005 their Ball saw surf industry reps and pro surfers treated to presentations about some of the most innovative green projects that will affect the surfing industry over the next few years. The projects focused on reducing the waste associated with surfboard production and alternative materials and included the likes of Nev Surfboards who unveiled their new, lower impact, stronger and lighter custom boards. We got to chat with all the pros and it was fantastic to hear that surfers like Slater and the Irons brother are well aware of SAS and what we are doing and offered their support where they can. SAS would like to thank Eurosima for their £1,500 towards our campaigning for 2006. SAS REGIONAL GROUPS We’ll be making a concerted effort in 2006 to build on our grassroots presence across the UK by developing some regional groups or chapters. These will be voluntary run groups that will support SAS campaigns in that locality through campaigning, lobbying, educating and fundraising. We’ve already a fairly loose network of regional reps across the country but we need this to be more extensive and better-organised if we are to be a stronger campaigning force from 2006. We’ll be looking to get at least one group up and running in the following regions: Scotland, Wales, East Anglia, North East England, North West England, Central England, South England, South East England, Northern Ireland and the Channel Islands (Jersey and Guernsey). Four eco boards have been made to date featuring a balsa core, which is thenlaminated in hemp and a plant-based resin. Fins systems in numbers 2,3 and 4 were all FCS and we are keen for fin companies to start looking at plant based materials or at least recycled plastic. The main obstacles to turning this into an everyday reality are the weight and price both of which could be solved by a replacement for the balsa. The answer must be to blow a plant based foam blank. Is it possible - think sugar puffs, pop corn, potato starch food trays and you’re starting to get there. Obviously there is a major challenge in terms of the biochemistry needed to turn the ideas into reality. Then there is hard research and development to make sure that the product works for the board manufacturers and importantly that the boards perform. Cost must be equal to or as near as normal price as possible. Colour if anyone has a hang up that the blanks may end up being straw coloured then it’s time for some ego-popping as the last time I had a pink board I didn’t notice that it went any faster than an unsprayed board. Chris Hines OCEAN GREEN’S GREENER BOARDS SAS and Ocean Green have been working together on a research & development project into making some less harmful boards from sustainable sourced balsa, hemp cloth and resins less harmful than polyester resin. The hollow blank boards have now been shaped and are due to be tested in the water over the coming weeks, so we hope to be able to report fully on them by next Pipeline together with some rider reviews. Frequent flying produces tonnes of CO2 adding to global warming. If you do fly try offsetting your CO2 in a dedicated Carbon Emissions Scheme. If you fly to Indo why not put some cash into the installation of solar PV in an Indo village that would stop them burning kerosene or diesel. 3) Cut down on the number of boards you own – those you don’t use or don’t need could be donated to a local club to support their equipment needs. UV LIGHT The backbone of one of SAS’s main campaigns is that all sewage should be fully treated before being discharged to the environment. In order to make the effluent safe, the number of pathogens it contains must be reduced to as close to zero as possible. In this country, the most popular method of doing this is to expose the effluent to ultra violet light. SO HOW DOES UV DISINFECTION WORK? Way back in 1878, two scientists first noticed that microorganisms didn’t reproduce after they had been exposed to direct sunlight. It took over a century before scientists could explain why light had such an effect. Key to this was the discovery of DNA and subsequent research into its structure and function. DNA (full name deoxyribonucleic acid) is contained within every living cell and is essentially a code telling the cell how to function. It is made of two long strands bonded together like a zip. When cells reproduce (essentially just by splitting in half), the DNA unzips and then copies itself so that each new cell can contain the ‘code book’ it needs to survive. This is where the UV light can throw a spanner in the works. It can penetrate into the cells to where the DNA is stored. If it is of the correct frequency, it is absorbed by the DNA, causing its structure to change irreversibly. PIPE63.indd 13 The two strands of DNA, once damaged, cannot easily be separated like before, a bit like a trapped zip on a coat. If the DNA can’t separate, the cell can’t replicate and is therefore inactivated. For a pathogenic bacteria or virus to cause an infection, they need the ability to multiply profusely once inside a person. With damaged DNA, they lose this ability, so are effectively rendered harmless. For it to be effectively used to treat sewage effluent, the liquid needs to be fairly clear to allow the UV light to reach all the bacterial cells and viral particles. Suspended sediment in the liquid can have a shadowing effect, protecting the bacteria from the UV rays. This is why, in general, secondary level treatment is needed before UV disinfection, as this serves to remove the majority of suspended sediment and dissolved organic particles that can block the light. So what technological advances have there been since the first UV plants were built in places such as Jersey nearly 15 years ago? Continued development into areas such as energy efficient and self-cleaning systems means that running costs and maintenance required are falling, making systems more affordable and attractive to water companies. Let’s hope that the decision makers in places like Brighton and Guernsey ‘see the light’ soon. 9/2/06 10:48:32 am EVENTS CRUNCH YEAR FOR THE SAS FUNDRAISING BALL 2006 will be a crunch year for the future viability of the annual SAS Fundraising Ball following a routine inspection by H.M. Customs & Excise in October 2005. The inspection revealed that the amount of VAT reclaimed by SAS in relation to the Ball now exceeds the ‘deminimis limit’ allowed, and consequently, SAS was no longer able to reclaim the VAT on any cost relating to the Ball. Effectively, this resulted in an increase of 17.5% across the majority of costs incurred in staging the event, significantly reducing the net income raised. To help illustrate this we’ve broken down last year’s ticket price of £35.00 to show just how much went towards staging the event and the percentage SAS finally received. Despite the best efforts of our Production Company and suppliers to keep costs at a minimum, the overall cost of putting on the ball continues to rise each year. With increases already anticipated for 2006, plus additional costs resulting from new legislation and changes to licensing laws, the current estimate to stage the 2006 event is a record £175,000. The new legislation also means that for the first time, SAS now has to apply for both a premises licence and planning permission to hold the event. Inevitably, this will mean that ticket prices will have to increase significantly for the 2006 event to go ahead. The licence application is currently being considered and subject to it being successful we hope to hold the 2006 SAS Fundraising Ball on Friday 1st September. Look out for further details in the May edition of Pipeline where we’ll hopefully be confirming some exciting changes to the event, this year’s theme and the ticket price. The 16 - 19 year olds (pictured below) will attempt to circumnavigate the Isle of Mull on the west coast of Scotland by sea kayak. The 100 mile journey could take up to a week to complete. They will be experiencing the beautiful Scottish wilderness at first hand. Camping and cooking for themselves and carrying all their food with them, they will hope to see dolphins, seals, sea eagles, snowcapped mountains and weather permitting, the largest sea cave in Europe on the Isle of Staffa. All being frequent and keen sea goers (they also surf, windsurf and sail) the students wanted to take this opportunity to raise money for S.A.S. This year the organisers of the Atlantic College 10k, (a runnig event taking place on April 9th 2006) are donating a £1 from each entrant to SAS.The Atlantic College 10K is a well-established road race and fun run in South Wales.
