The following information is provided to assist you in determining if the role of a Trainee Correctional Officer is suitable for you. Thank you for taking the time to read it. Some of the questions you may have about us... ABOUT DCS DCS employs more than 1700 people and is a part of the South Australian Government’s Justice system. DCS contributes to the administration of justice and community protection through management of prisoners in the prison system, and the management of offenders in the community. DCS provides for safe, secure and humane containment of prisoners, whilst providing opportunities for prisoners and offenders to rehabilitate and become law abiding citizens. DCS aims to be recognised as a leader in building a safe, just and fair society where the supervision and rehabilitation of offenders is humane and the rights of the victims are respected. WHAT THE POSITION INVOLVES (Also refer to the attached Job and Person Specification for further details and requirements) Trainee Correctional Officers work in South Australian institutions performing a range of duties related to the security, safety and welfare of prisoners. Trainee Correctional Officers interact closely and communicate directly with prisoners on a daily basis. Prisoners may be high security, medium security, low security and/or sentenced or remand. Prisoners represent a cross section of the community and have a variety of health, cultural and other special needs. Trainee Correctional Officers are expected to provide a positive role model to prisoners, and will be required to support prisoner rehabilitation efforts to reduce the risk of re-offending on return to the community. After training and achievement of required competencies, Trainee Correctional Officers will be expected to perform a range of duties directly involving prisoners including: Ensuring that each prisoner is treated professionally, humanely, with courtesy and respect Observing prisoner conduct, behaviour and activities, whilst remaining vigilant at all times Conducting strip searches of prisoners Conducting prisoner cell searches Transporting / escorting prisoners outside the prison (where required) Assisting and encouraging prisoners with their individual development programs and case reviews Assisting prisoners with matters affecting their welfare, security, behaviours and routines Responding to emergency situations, including prisoner conflicts, prisoner injury and medical crisis. Generally, the work of a Correctional Officer is based on the principles of:Case Management – individual planning of offender’s progress through the correctional system. Regime Management – managing prisoners under incentive based regimes. Team Work – communication, professional/responsible behaviour, support and co-operation between staff. Safe, Secure, Humane Containment – maintaining a safe, secure, humane environment. WHAT SORT OF PERSON DEMONSTRATES BEST POTENTIAL FOR SUCCESS IN THE JOB? Please - Honestly assess yourself. PROFESSIONAL WORK BEHAVIOUR AND PERFORMANCE Some of these qualities are mentioned above. All DCS staff are engaged under the Public Sector Act 2009 (PS Act) and are legally obligated to practise and adhere to the PS Act’s Code of Ethics for the South Australian Public Sector, the DCS Core Values and the DCS Employee Conduct Policy which describe personal, professional, and ethical employment standards of conduct and behaviour. Inappropriate and illegal conduct which will not be tolerated by DCS includes any behaviour (whether this behaviour occurs at work or outside of work), which compromises prison facility security, prisoner security and thereby staff security and safety, and any behaviour involving harassment, bullying, victimisation, intimidation, intolerance, undermining etc of other staff, managers, offenders, and the public. POSSIBLE LOCATIONS OF WORK There are 9 DCS Correctional Institutions throughout South Australia (* including one privately run prison) Each prison is a unique environment - catering for different prisoner classifications with different needs. Adelaide Remand Centre – Currie Street, Adelaide Yatala Labour Prison – Northfield, approx 20 minutes north of Adelaide CBD Adelaide Women’s Prison and Adelaide Pre-Release Centre – Northfield, approx 20 minutes north of Adelaide CBD Mobilong Prison – Murray Bridge, approx 60 minutes east of Adelaide CBD Port Augusta Prison – approx 3 ½ hours north of Adelaide CBD Port Lincoln Prison – approx 8 hours on Eyre Peninsula (north, then west of Adelaide CBD) Cadell Training Centre – Riverland, approx 2 hours and 20 minutes north east of Adelaide CBD (* Mt Gambier Prison is managed by G4S under private contract to Government - DCS does not recruit for positions at Mt Gambier Prison.) General Managers are assisted by a range of support staff including Accommodation, Security and Offender Development Managers classified at CO-7/AHP-3. These roles are designed to support prison operations including Case Management Coordinators (CO-4), Operations Supervisors (CO-4), Advanced Correctional Officers (CO-3) and Correctional Officers (CO-1 and CO-2). Correctional Industries Officers (OPS-3) supervise the prison industries/prisoner employment facilities in various prisons. WHAT DOES A CORRECTIONAL OFFICER TRAINING PROGRAM INVOLVE? You will be required to undertake the training necessary to achieve competence in the Australian Qualification Framework – Certificate III in Correctional Practice (Custodial). This qualification is recognised Australia wide. The training will involve formal classroom training covering topics such as prisoner case management, personal security, prison security, records administration, report writing, human relations, role and structures of the Department etc. rostered on-the-job training and work experience in the prison environment. formal competency, task and performance assessments at regular intervals five performance reviews regularly undertaken throughout a 12 month period. NOTE - Contents of this document are correct at date of compilation, however, they may be subject to change without notice - as at April 2015 Page 4 of 43 ON-JOB-TRAINING You will receive training, assistance, direction and guidance from qualified Correctional Officers, Accommodation Managers and functional specialists to gain experience in the safe, secure and humane control of prisoners. You will learn to use a Case Management model which assists prisoners’ care, rehabilitation, work skills, social and education development. Your work will include providing assistance to legal, medical, educational, social work, community and volunteer support agencies which assist prisoners’ welfare. You will be given practical experience and training in the preparation of incident reports, how to maintain records and operational procedures. You may also assist in interviewing, assessing and supervising prisoners concerning their development and behaviour. You will acquire skills in the use and checking of security, first aid, emergency and surveillance systems equipment, monitoring of visitors and their property, searching of prisoners and prison cells, checking of, and ensuring that prisoners maintain high accommodation standards. Under close supervision, you may organise and direct prisoners in their daily activities and oversee prisoners’ movements during escorts. When necessary, you may also be required to mediate between prisoners, and physically restrain prisoners. Work health and safety and the importance of team-work, and performing tasks in line with legislation and DCS procedures are critical aspects of the training which will ensure your own safety, the safety of your team, the security of prisoners and facilities, and thereby achieve qualifications as a Correctional Officer. EMPLOYMENT CONDITIONS AND BENEFITS You will enjoy the benefits of the SA public service with employment conditions covered by the Public Sector Act 2009 (PS Act), and the SA Public Sector Salaried Employees Interim Award and Enterprise Agreements. Hours of duty – will average 38 hrs per week rostered over 7 days - 24 hour shift roster. Shifts – you will be required to work flexible shifts; day, afternoon and night shifts. Rosters – are prepared and made available to staff well in advance. Public Holidays – you will be required to work some public holidays, (max 7 p.a.) which attract penalty payments. Recreation Leave – up to 6 weeks recreation leave each year dependent on working regular rotating shifts over 7 days per week (accrued from DCS start date). Superannuation – You will become a member of the SA State Government non-contributory Superannuation Scheme. Sick Leave – up to 12 days per year accumulative sick leave. Sick Leave is credited with 1 days sick leave for each completed month of the employee’s full-time service. Uniform – is provided and must be worn whilst on duty. Non-Smoking – DCS has a non-smoking policy in the workplace, which applies to all staff and facilities. Location / Placement – may be placed at any metropolitan or country facility, based on DCS requirements, for a period of 3 years. REMUNERATION / PAY As a Correctional Officer (CO-1) you will receive an initial remuneration of $44,374 per annum. After successful completion of the first 12 weeks of training, you will be remunerated at the base rate of the CO2 classification level of $48,367 per annum. You will be required to work rotating 24 hour shifts, weekends, public holidays for which appropriate award rates, shift penalties and overtime payments apply. Undertaking a stage of the selection process is not an indication that an applicant has passed the previous stage(s). The stages of this process may occur concurrently due to time constraints and prison operational programming. Furthermore, the Testing stage is conducted when sufficient applications are received. Success will depend on demonstrating highest merit / best potential for the job, rated against the job and person requirements, and compared with the other applicants against each stage of the selection process. BRANCH PROFILE The Custodial Services Division is responsible for delivering humane custodial services to both remand and sentenced prisoners. Custodial Services is responsible for nine prisons throughout the State, accommodating high, medium and low security male and female prisoners. Some 5000 people annually pass through prison and on any given day an average of about 1750 people are in prisons. The Division is also responsible for the Operations Security and Prison Industries. Prisoners are provided with development programs that address their behavioural and criminogenic needs and that give them the life skills they will need to integrate successfully into the wider community on release. 4. SPECIAL CONDITIONS Hours of duty are an average of thirty eight (38) per week rostered over seven (7) days. A flexible approach to working hours is required. Applicants must be prepared to work in country and metropolitan prisons within Correctional Services South Australia based on vacancies and operational requirements. Pursuant to Section 47 of the Public Sector Act 2009, the Chief Executive may direct you to perform work at the same level on an ongoing or temporary basis at another correctional facility. Applicants must be aged at least 18 years and be an Australian citizen or have Australian Permanent Residency status. All applications that are received are registered on our database and receipt of applications is acknowledged. Please allow 1 week from sending in your application to receive this acknowledgement letter. When do the applications close? There is no closing date to submit applications; it is a continual recruitment process. I have received a letter to say that you have received my application but it has been a couple of weeks and I haven’t heard or received anything? As a result of the large number of applications that are received, contact is only made with applicants when required. This is primarily done by email but if necessary, we contact applicants by phone. There is the possibility that after submitting an application, a couple of months could pass before you are contacted to advise you of the initial pre-employment testing details.
