Commissioners enjoy the children at the "My Bike" Charity Program
Greene County Commissioners Chuck Morris and Archie Trader were honored to attend the Variety, the
Children's Charity event held at the SWRMC in Waynesburg on Thursday, March 12. Commissioner Trader said,
"it was a very emotional time to see the joy in the childrens' faces when they received an adaptive bike."
Variety's "My Bike" program enables children with disabilities to live life to the fullest and to have opportunities
to discover the possibilities for their own lives, providing adaptive bikes to eligible children with disabilities so
they may have the freedom of a bike and the joy of riding alongside friends and family.
Variety's signature program is its "My Bike" Program, which
provides adaptive bikes individually customized to eligible
children with disabilities. Parents have repeatedly stated that
these bikes are creating extraordinary impact - and giving
children the joy, freedom, and belonging that comes with a
bike.
Variety's "My Bike" Program serves eligible children with
disabilities in 16 Western Pennsylvania counties (i.e.
Allegheny, Armstrong, Beaver, Blair, Butler, Cambria,
Crawford, Erie, Fayette, Greene, Indiana, Lawrence, Mercer,
Somerset, Washington, and Westmoreland) and 10 West
Virginia counties (i.e. Barbour, Doddridge, Harrison, Marion,
Marshall, Monongalia, Ohio, Preston, Taylor, and Wetzel). To

On Monday, March 2, Commissioners Blair
Zimmerman and Archie Trader enjoyed visiting New
Freeport Elementary School and reading to the
children, an enjoyable event for participants.
March 2 was proclaimed by the President of the
United States as "Read Across America Day, 2015,"
an annual event that's an initiative on reading and is
observed in the school systems for a motivational
and awareness day, calling all children and youth in
every community across our great nation.
The first “National Read Across America Day,” and
"unofficial" National holiday was held on March 2,
1998, March 2 being the birthday of Dr. Seuss.
When the day falls on a weekend, it is observed in
the school systems on the school day closest to
March 2.

Dock to Lock race set for May 9
The Greene County Department of Recreation will host the 2015 Dock to Lock 5K Run/Walk beginning
at 9 a.m. Saturday, May 9, along the Greene River Trail. Participants can sign up for the race at a preregistration rate of $18 by Friday, April 24, or pay a $20 registration fee on the day of the race.
Race-day registration and packet pick-up will begin at 7:15 a.m. at the Rices Landing Fire Hall in Rices
Landing. At 8:30 a.m., participants will be bussed to the starting line of the Greene River Trail at the
Greene Cove Yacht Club in Millsboro, Pa. The race will be timed by SERJ Racing Services of Uniontown.
Following the race, a reception will be held at the Rices Landing Fire Hall. Awards will be given for the
top three male and female runners and walkers overall, as well as the top three male and female
runners and walkers in various age categories. Refreshments and a random drawing for prizes will also
be held.
Proceeds from Dock to Lock benefit Department of Recreation programs, such as the summer Day
Camp program, which offers free activities for county children ages 5 to 15. This year, Day Camp will
be held June 15 through July 24 at various locations across the county. Sponsors of this year’s Dock to
Lock include the Greene County Commissioners, First Student, Noble Energy, Rices Landing Volunteer
Fire Department, Road ID and Wal-Mart.

Lifestyle Returns Program (March 1-October 31, 2015):
Our Greene County employees kickoff meeting for this year's Lifestyle Returns Program was held at
10:00 am on March 2, once again brought to you by our county commissioners.
Attendance to the meeting earned you a chance in a drawing for a $25 gift card and other prizes. Two (2)
stars were earned towards the year- end prize drawing for each participant that attended the kickoff
meeting! Winner of the gift card was Lynn Leathers, while Lucinda Sheaffer won the grill.
Information was emailed to those interested participants that were unable to attend the kick-off meeting.
Repeat participants will need to complete two tiers in the program, for a total of 30 points; while firsttime participants are required to complete only tier 1 with a total of 200 points. Participants can begin
the program by logging on to highmarkbcbs.com and clicking on “Rewards program.”
Highmark- covered employees and non-covered employees are eligible to participate in the program. As
in the past, first-time Highmark-covered participants will earn $250 for completing the program
requirements. Repeat highmark-covered participants and non-covered employees will receive $100 for
completing the program requirements. Participants will receive an email confirmation after completing
each Tier of the program. Any questions, contact the HR office.

Ten Tips to a Great Plate
Making food choices for a healthy lifestyle can be as simple as using these 10 Tips.
Use the ideas in this list to balance your calories, to choose foods to eat more often, and to cut back on foods toeat less often.
1. Balance calories: Find out how many calories YOU need for a day as a first step in managing your weight. Go to
www.ChooseMyPlate.gov to find your calorie level. Being physically active also helps you balance calories.
2. Enjoy your food, but eat less: Take the time to fully enjoy your food as you eat it. Eating too fast or when your attention
is elsewhere may lead to eating too many calories. Pay attention to hunger and fullness cues before, during, and after meals.
Use them to recognize when to eat and when you’ve had enough.
3. Avoid oversized portions: Use a smaller plate, bowl, and glass. Portion out foods before you eat. When eating out,
choose a smaller size option, share a dish, or take home part of your meal.
4. Foods to eat more often: Eat more vegetables, fruits, whole grains, and fat-free or 1% milk and dairy products. These
foods have the nutrients you need for health—including potassium, calcium, vitamin D, and fiber. Make them the basis for
meals and snacks.
5. Make half your plate fruits and vegetables: Choose red, orange, and dark-green vegetables like tomatoes, sweet
potatoes, and broccoli, along with other vegetables for your meals. Add fruit to meals as part of main or side dishes or as
dessert.
6. Switch to fat-free or low-fat (1%) milk: They have the same amount of calcium and other essential nutrients as whole
milk, but fewer calories and less saturated fat.
7. Make half your grains whole grains: To eat more whole grains, substitute a whole-grain product for a refined product—
such as eating whole wheat bread instead of white bread or brown rice instead of white rice.
8. Foods to eat less often: Cut back on foods high in solid fats, added sugars, and salt. They include cakes, cookies, ice
cream, candies, sweetened drinks, pizza, and fatty meats like ribs, sausages, bacon, and hot dogs. Use these foods as
occasional treats, not everyday foods.
9. Compare sodium in foods: Use the Nutrition Facts label to choose lower sodium versions of foods like soup, bread, and
frozen meals. Select canned foods labeled “low sodium,” ”reduced sodium,” or “no salt added.”
10. Drink water instead of sugary drinks: Cut calories by drinking water or unsweetened beverages. Soda, energy drinks,
and sports drinks are a major source of added sugar, and calories, in American diets.

Landowners and groups urged to apply for grant funding in
2015
Greene County Conservation District (GCCD) continues to accept applications
for the first round of our Water Quality Mini-Grant Program. The GCCD will
award as many as five grants in 2015 of up to $5,000 each. These grants are to
fund projects that address water quality improvement through implementation
or installation of Best Management Practices (BMP). Here are some examples
of projects that would be eligible for funding:
•
Stabilization of eroded stream banks to protect land and property
•
Replanting of riparian buffer areas to reduce soil loss and create
wildlife habitat
•
Placement of physical structures to reduce erosion and enhance aquatic
habitat
•
Installation or implementation of farming conservation practices to
improve productivity and reduce pollution
Individual landowners, homeowners associations, civic groups, school- and
scouting-based organizations, sporting associations, and locally based
environmental organizations are urged to complete their application soon.
Applications must be received prior to the Conservation District Board of
Directors meeting in July to be considered for this round of grant funding.
Those who have never before received funding through this program are
particularly encouraged to apply as they will be given priority during this
round.
Landowners or groups interested in applying for funding may contact the
GCCD at 724-852-5278 to discuss a potential project or schedule a site visit.
Our staff is ready to offer technical assistance with projects and with the grant
application process. Full program and application information is also available

The Ralph K. Bell Bird Club of Greene County is pleased to
announce that they are now accepting applications for their
2015 scholarship. The Ralph K. Bell Bird Club awards a single
$1,000 scholarship each year. The Greene County Conservation
District (GCCD) is proud to provide partial funding for this
scholarship.

Farmland Preservation Board accepting applications for agricultural easement program
Starting April 15, the Greene County Farmland Preservation Board of Directors will accept applications
for inclusion in the county’s agricultural easement program. To be eligible, landowners must be enrolled
in an approved agricultural security area (ASA) consisting of at least 500 acres; have at least 50
contiguous acres; have at least 50 percent of the soils on the property in soil capability classes I-IV (as
defined by the Web Soil Survey) and be available for agricultural production; and contain the greater of
50 percent or 10 acres of harvested cropland, pasture or grazing land.
The application period ends June 15, although applicants are encouraged to apply early enough to allow
time for Greene County Conservation District staff to review applications. District staff can also assist
with the research and preparation of applications to ensure that all needed information is accurate and
complete. Applications meeting program requirements are then ranked and forwarded to the state
board for approval after offers have been made.
Currently in Greene County, there are seven townships with approved ASA’s: Center, Cumberland,
Greene, Jefferson, Morgan, Washington and Wayne. Franklin Township is the newest municipality that
can accept ASA’s within its community.
The Greene County Farmland Preservation Board, a seven-member board composed of local farmers,
municipal leaders and residents, has seen growth in ASA activity and Farmland Preservation
applications in recent years. During the past nine years, the Greene County Farmland Preservation
Program has acquired four farms in three townships, preserving 483 acres of farmland.
Currently, the Farmland Preservation Board is preparing to ease a 107-acre farm that was ranked and
accepted as the fifth farm to be eased. The final easement should be completed in 2015, and the farm
is located in Cumberland Township.
The Pennsylvania Farmland Preservation program was developed in 1988 to help slow the loss of prime
farmland to nonagricultural uses through easement purchases. Pennsylvania leads the nation with more
than 4,500 farms and 484,000 acres preserved. This program enables state, county and local
governments to purchase conservation easements, sometimes called development rights, from owners
of quality farmland.
According to the Pennsylvania Farmland Preservation Association, an agricultural conservation
easement is an interest in land, which represents the right to prevent development or improvement of a
parcel for any purpose other than agricultural production. The agricultural conservation easement may
be granted by a farmland owner to the Commonwealth of Pennsylvania, a county agricultural land
preservation program, a local government unit or a local land trust. Easements can be sold or donated.
After an easement is sold or donated, the conservation easement restrictions are recorded in the
recorder of deeds office in the county where the easement is located.
Selling an agricultural conservation easement can permanently protect a family's farmland from being
lost to future non-agricultural development. Landowners can receive cash for some of the equity tied up
in their land and still retain ownership of their land. This money can be used to expand or improve a
farm operation, pay off debt or be saved for retirement. Conservation easements can also be used as an
estate planning tool to help landowners successfully pass farms on to the next generation.

Greene County Sheriff elected Chairman of Association District
Note: The Pennsylvania Sheriff’s Association is an
organization that represents all Sheriffs in the
Commonwealth of Pennsylvania. The Association is
broken up into districts.
Sheriffs from District 5, which covers Southwestern
Pennsylvania, recently held a meeting in Greensburg
to elect new officers, discuss a variety of issues, and
determine how they can better coordinate and work
with each other in the future. District 5 comprises
Allegheny, Armstrong, Cambria, Fayette, Greene,
Indiana, Somerset, Washington and Westmoreland
Counties. Sheriffs who attended the meeting were:
William Mullen-Allegheny; Bill Rupert-Armstrong; Gary
Brownfield-Fayette; Brian Tennant-Greene; Robert
Fyock-Indiana; Robert Kolar-Cambria; and Jon HeldWestmoreland.
Officers elected were: Chairman: Brian TennantGreene; Vice Chairman: Jon Held-Westmoreland;
and Secretary of the Board: Bill Rupert-Armstrong.
These district meetings provide a forum to discuss
issues, problems and legislation that affect the Office

MINI STAND DOWN
Greene County Veterans Affairs
Dalene Watson, Director of Veteran Affairs of Greene County, has set in motion a plan for a MiniStand Down to help our Veterans. This would be a collection of free nonperishable food, clothing
(men, women, children and babies), shoes (men, women, children and babies), coats, household
items (anything needed to keep a household running), or monetary gift cards to local grocery stores.
These items would be distributed to of our Veterans of Greene County who have given so much.
Collection of these items will be done until September 18th, 2015. If you need a pick up please call
the Greene County Veterans Affairs office at (724) 852-5275 and we will make arrangements for
pickup of your donations.
Distribution will be Saturday, October 10th at the Greene County Fairgrounds Building #10,
Waynesburg, PA. 10:00 AM to 1:00 PM.
Veterans must bring their DD214 or VA id.
We will acknowledge any businesses, schools and churches as a partner in this much needed event.

"Fighting Hunger one Bowl at a time"
The Waynesburg University Bonner Scholars present the Empty Bowls Greene County fundraiser
event to be held at the Greene County Fairgrounds, Building #9, from 11:30 am-2:30 pm on Sunday,
April 19 (lunch will begin at 12:00 noon). So come join your neighbors for a luncheon and fundraiser
to help fight hunger in Greene County. Select from a variety of hand-crafted ceramic bowls, made by

Hammer-In, W.A. Young Foundry and Machine Shop
Come to Rices Landing on Saturday, April 18, 2015 and
enjoy the days of the past! This unique event, beginning
at 9 a.m., brings blacksmiths together for a day of
demonstrations. Also available will be tours of the
foundry and an auction, which will start at 1 p.m. The
public is welcome. Lunch will be available, and
admission is free! All proceeds benefit the W.A. Young
Foundry, the Pittsburgh Area Artist-Blacksmiths

Until there is a cure...this relay has no finish line! This 24-hour event involving
Relay teams who take turns walking, running, or strolling around the track, will be
held at the Waynesburg Central High School "Raider Field of Pride." Proceeds will
benefit the American Cancer Society's patient services, advocacy, prevention and
early detection programs and research. The opening ceremony, survivor lap, and
reception will begin at 10:00 am on Saturday, May 2, with a closing ceremony on
Sunday morning at 8:00 am, May 3. To date, the people of Greene County have
raised more than $1.7 million for the fight against cancer, in the 15 years the
event has been held in the county. The 2015 Relay for Life celebrates its 30th year

2 cups fresh strawberries
3 1/8 cups all-purpose flour
2 cups white sugar
1 tablespoon ground cinnamon
1 teaspoon salt
1 teaspoon baking soda
1 1/4 cups vegetable oil
4 eggs, beaten
1 1/4 cups chopped pecans

Preheat oven to 350° F (175° C). Butter and flour two 9 x 5-inch loaf pans.
Slice strawberries and place in medium-sized bowl. Sprinkle lightly with sugar, and set aside while preparing butter.
Combine flour, sugar, cinnamon, salt and baking soda in large bowl; mix well. Blend oil and eggs into strawberries.
Add strawberry mixture to flour mixture, blending until dry ingredients are just moistened. Stir in pecans. Divide
batter into pans.
Bake in preheated oven until a tester inserted in the center comes out clean, 45-50 minutes (test each loaf separately).
Let cool in pans on wire rack for 10 minutes; turn loaves out of pans, and allow to cool before slicing.

Inc. did not meet the specifications.
The Commissioners approved a $15,000
allocation to the Greene County Industrial
Development Authority to enter into a
contract with Langan Engineering and
Environmental Services to prepare a
grant application to DCED and conduct
phase 1 environmental site assessment
for the Mather site.




The Commissioners approved a
property damage claims release between
the County of Greene and Buccaneer
Enterprises, Inc. for damages to Greene
County Bridge #22.



The Commissioners accepted a
proposal from Widmer Engineering for
design and construction inspection for
the replacement of Greene County
Bridge #98 to be done with Act 13

Under Children and Youth Services, the
Commissioners approved the purchase of a
2015 Chevrolet Equinox from Day
Chevrolet
through
the
Central
Westmoreland Council of Governments.
PRISON BOARD:
The Commissioners also agreed to
finance $20,500 for a 2015 Chevrolet
Equinox through First National Bank at a
rate of 2.9 percent tax free.
During the Prison Board meeting on
Wednesday, March 18, it was announced
that the Prison will continue to house
inmates from Fayette and Washington
counties.
Under Economic Development, the
Commissioners approved an agreement
between the County of Greene and
Pennsylvania Economic Quarterly for
sharing the cost of an advertisement.
Under Recreation, the Commissioners
approved a contract between the County of
Greene and Altered Gas Performance
Events, LLC.
The Commissioners also approved the
following 2015 mini grants:
 Izaak Walton League for trout
stocking in Ten Mile Creek for
kids and ladies day fishing.
 Morgan Township/ JAGS Softball
for bleachers, bases/ inserts, chalk
roller and a small storage shed.

April 25- Quarter Auction. The Greene County Library System is hosting a "Quarter Auction" at 6:00 pm on

for one paddle or $5 for 3 paddles). Bids are 1-4 quarters; bring lots of quarters! Benefits will go to both the
Flenniken Library in Carmichaels and the Bowlby Library in Waynesburg.
April 26- Enlow Fork Wildflower Walk, Enlow Fork of Wheeling Creek, Pa. This event, sponsored by the
Wheeling Creek Watershed Conservancy, offers a unique opportunity to view an impressive array of plants and
wildlife. With more than 60 species of birds, Enlow Fork is listed as PA Important Bird Area-14. Birding and
botanical enthusiasts gather alongside professional environmentalists in the early morning hours to begin a daylong series of walks, discussions and identification of local plants, birds and insects. The walk begins at 8 a.m.

April 30- "Caregivers Raising Youth in the 21st Century" Training. Do you know what's in a youth's backpack?
Are the medications in your home kept in a safe place? The Greene County Human Services Department is
hosting a three-hour training for Caregivers, teaching trends in the 21st century. The training will be held on
Thursday, April 30 in the 4-H Building at the Greene County Fairgrounds, from 9:00 am to noon. A light
