A MESSAGE FROM
THE HON. L. RYAN PINDER
MINISTER OF FINANCIAL SERVICES
On behalf of the Government of The Commonwealth of The Bahamas,
I wish to extend a heartfelt welcome to all delegates and distinguished
presenters to this STEP Caribbean Conference.
This Government considers the Society of Trust and Estate Practitioners
as a valued partner in the promotion and development of the financial services industry in The Bahamas. Additionally, this Government is
deeply committed to engaging in public-private partnerships. This collaborative approach will ensure that The Bahamas maintains its position
and reputation as a preeminent international business centre.
The Ministry of Financial Services is pleased to participate in this STEP
Caribbean Conference as the presenting sponsor under the theme “Exploring Possibilities”. The thematic focus of this conference is a timely
one given the inherent nature of the financial services industry. In order
to maintain The Bahamas’ competitiveness in this ever evolving industry,
the government must always be forward looking; gauging the existing
global marketplace and its current conditions with a view to being flexible and capable of creating policies and initiatives that will allow the
industry to address any challenges that it may face with the global financial landscape.
This Government takes a comprehensive approach to ensuring that The
Bahamas is able to take advantage of new possibilities that will enhance and further develop the Bahamas’ second most important pillar
of the economy.
The Bahamas also is constantly reviewing its regulatory regimes to ensure that it is in keeping with international standards while simultaneously giving the industry the flexibility to be innovative and one step ahead
of the competition.
I look forward to engaging with each and every one of you during the
course of this Conference. I am certain that the caliber of presenters and
the opportunity to share and learn from each other’s experience and
perspectives will forge new paths to new possibilities within the financial
services sector.
The Hon. L. Ryan Pinder
Minister of Financial Services
Dear Delegates:
After making history last year, it seems that I am doing so once again! I am not with you in Nassau this year because I am
fulfilling another commitment as STEP Chair by attending STEP South Africa which unfortunately clashes with STEP Caribbean
this year. With a full roster of STEP events around the world, it is inevitable that despite everyone’s best efforts these clashes
do occur from time to time. It is the first time that I will not attend the Caribbean Conference but I am reassured that the STEP
Executive is well represented by Deputy Chair John Lawrence.
I know that the Bahamas Committee have planned an exciting programme for you that will not only meet but exceed
the standards that we have set for the conference in the past. As trust and estate practitioners around the world face the
continuing and even burgeoning challenges of meeting new global standards on compliance, it is appropriate that many of
the conference presentations will focus on strengthening your competence in this regard. Several well-regarded international
personages will address different aspects of the challenges and offer key insights into how international finance centres
should be positioning themselves as we face the introduction of FATCA and Global Forum reporting requirements.
STEP Worldwide has set itself the mission of making the TEP brand the gold standard of the profession globally, and as part
of that mission has committed to supporting members everywhere by keeping us all well informed and better equipped to
carry out in our own jurisdictions the role of liaising with our governments as they develop national strategies for meeting their
international obligations in these matters.
It is trite but true to say that these are challenging times. The results of the STEP 2012 survey have been instructive. Globally
members want more and better education offering and more support for their careers and profession. Many are asking
that STEP become a promoter and facilitator. Many more accept that STEP may well need to become a regulator of sorts
providing more comprehensive disciplinary and enforcement mechanisms for those members of the profession who are
possibly not already regulated in some other way. None of this work is possible without many hours of volunteer service on
the part of STEP Members everywhere. In the Caribbean and Latin America we find that there are many volunteers who work
very hard to make STEP a success and commend especially the STEP Caribbean Conference Steering Committee who put on
this superb conference that always leaves us re-energised for the challenges ahead.
Have a wonderful time in Nassau! I will miss you all!

CARIBBEAN
CONFERENCE
MAY 12-14, 2014
ATLANTIS PARADISE ISLAND, BAHAMAS
It is with much pride and enthusiasm along with the Steering Committee that I welcome each and every one of you to this
our STEP Caribbean Conference’s 16th annual conference.
It was ten years ago that we as a jurisdiction welcomed STEPCC to our beautiful island nation. We are proud to say that the
STEP Caribbean’s inaugural event was held in the Bahamas in 1989, by visionaries who saw the impact and potential that
such a conference would bring to the region and globally to the industry. To them we say “Thank you” for the vision!
The chosen theme for this year’s conference “Exploring the Possibilities” allows us to share with you Solid Solutions to
sustain your business, to grow and to diversify during this demanding and ever challenging period. The cross section
of solutions that will be proposed “will bring a new view and a whole new world of possibilities for the Trust world both
regionally and globally”.
Throughout the course of the three days of this conference you will be exposed to dynamic world changers from the
Caribbean, Latin America, US, UK and Europe. Insight into the perception of the region by global bodies, challenges faced
by IFCs, the “new” transparency in doing business, reporting mandates and the solutions to wade through them will all
be covered. Technology, this quick paced giant which impacts our lives every day, will be dissected as to its effects on the
industry and on our daily interaction with clients. We will explore how we respond to real physical threats in the course of
our business! What do we do? To all of our renowned speakers and presenters, Welcome!
STEP Caribbean has built for itself a reputation of bringing together leaders in the financial world. Legal, Banking,
Accounting, Finance and of course Trust professionals come together again creating an environment for networking, which
has become as prominent a part of this conference as our dynamism. Say hello to old friends and make new ones! We say
to all our sponsors and delegates new and old Welcome!
STEP CC however is never complete without its unforgettable and entertaining social events. In The Bahamas we pride
ourselves in giving our “best” to show our guests as we say in The Bahamas “a good time”. We invite you to join us
in an evening at “Blue Lagoon” where you will be ferried away to your private island for an evening of lively calypso
entertainment ending the night with a “junkanoo” rush out. Enjoy the experience of hearing and seeing local culture on
display during an evening with the Bahamas Financial Services Board and our Association of International Banks and Trusts.
Relax and kick your shoes off after the rigors of the day! I invite you to take a few additional days and explore the family of
islands that are truly diverse and make up this archipelago known as The Bahamas.
I extend my personal “thank you” to this year’s hardworking Steering Committee and our Marketing team at Springstreet,
without whose devotion and commitment this conference would not enjoy the resounding success it continues to have. The
voluntary time and dedication of the Committee continue to make STEPCC the undisputed “conference of choice” within
the region.
To one and all WELCOME!!!

IFC ECONOMIC REPORT – ISSUE 4 – SUMMER 2014
Initially created to represent the international financial services industry and to document the crucial role
played by IFCs in the global movement of wealth, the IFC Economic Report has quickly established itself as a
voice and educator for the industry.
Bringing together leading industry figures, academics, research bodies and supra nationals such as the IMF,
OECD & EU, the IFC Economic Report provides a platform for constructive debate on the major issues facing
the wealth management industry.
We develop a thorough understanding of IFCs and their place within the global financial architecture through
a series of analytical articles, incisive commentaries, practical case studies and in depth interviews. All this is
supported with detailed industry and academic research reports and comprehensive analysis of the latest best
practice structuring techniques.
With content that spans the entire spectrum of opinion on the ‘offshore industry’, the IFC Economic Report
has rapidly become a must read for all senior professionals involved in offshore finance.
Publishing date: Summer 2014
IFC CARIBBEAN 2015
Caribbean financial centres have been described as the ‘plumbing’ of the global economy, they have
been integral to the efficient flow of wealth throughout the established financial marketplace, but more
significantly have proven to be key in the development of the emerging economies.
IFC Caribbean examines the function of the offshore centres in the region, illustrating their practical
application with detailed case studies, interviews and commentary from the professionals either working
in the Caribbean or using the elite financial services available there, and the politicians and regulators
directly responsible for creating and promoting such a competitive financial environment.
Now in its fourth year, the IFC Caribbean has established itself as the region’s industry-leading
publication, with regulatory and legislative updates together with analysis on economic developments.
Jurisdictions in profile include: BVI, Cayman Islands, the Bahamas, Barbados and Bermuda.

9:55am - 10:45am Power and Politics: How Small State IFCs Should Respond to Recent G20 and OECD Initiatives
Prof. Avinash Persaud, Intelligence Capital
The G20 and OECD are clubs of big countries and rich countries that routinely come up with initiatives
that are wrapped up in the language of clamping down on tax avoidance and money laundering which
disproportionately discriminate against small states. Should small state IFCs defy and be blacklisted,
comply and be uncompetitive or is there a third way?

with relevant case studies and examples, where estate property has been contested under contentious

2 TRUSTEE AS A SHAREHOLDER
Tara Frater, Lex Caribbean
Heather Thompson, Higgs & Johnson
As Trustees we are most familiar and knowledgeable with acting as shareholder for passive
companies. Unfortunately, the role of a shareholder for an active trading company can become the
source of much anxiety, uncertainties and risk for Trustees. The presenters will provide tools and
‘know how’ to help the trustees manoeuvre these uncharted and often treacherous waters.
3 RESEARCH AND DEVELOPMENT
Vanessa Schrum, Appleby Bermuda
Trusts have long been considered as vehicles for holding passive investments and recently
have been trending as appropriate structures for holding operating companies and fulfilling
philanthropic purposes. Another use is that of inspiring and funding research and development of
new ideas and technologies, either as an intended purpose or for profit. We will look at the pros
and cons, structural and operational considerations.

Kevin Dutton was born in London in 1967. He has a Ph.D. in psychology, and is an expert on the science
of social influence. He is a research psychologist and honorary affiliated member of the Calleva Research
Centre for Evolution and Human Sciences, Magdalen College, University of Oxford.
Kevin’s first book, Flipnosis - The Art of Split Second Persuasion, first published in 2010 and since
translated into 18 languages, documents his quest - from the political genius of Winston Churchill to the
malign influence of some of the world’s top con artists - for the psychological ‘DNA’ of persuasion.
His second book, The Wisdom of Psychopaths - Lessons in Life from Saints, Spies and Serial Killers was
published in the UK (William Heinemann) in September 2012 and in the US (Farrar, Straus and Giroux) in
October 2012. In it, Kevin explores the positive side of being a psychopath, and discovers, first hand, in a
ground breaking ‘How to make a psychopath’ experiment, what it’s like to be one. The effects have since
worn off.
