Housekeeping and Certificates of Participation USF – Ron Menard 2 Welcome House Bill 1355 Phase 2 Implementation: As a result of HB 1355, Protection of Vulnerable Persons, on October 1 2012, the Florida Abuse Hotline is required to electronically disseminate allegations of Non Caregiver Abuse to the local Sheriff’s Office. To accomplish this, the Hotline generates a Florida Administrative Message, with the subject line “Florida Abuse Hotline Notification” to pass on the information received by our Hotline Abuse Counselor. The Department of Children and Families does not investigate allegations of Non Caregiver abuse. DCF Jurisdiction The Department of Children and Families investigates allegations of abuse neglect and exploitation for children and vulnerable adults. In order to accept an allegation for investigation, the Hotline must have reasonable cause to suspect that abuse or neglect has occurred. Please make sure this suspicion is clear in all of your reports made to the Hotline. 4 Florida Safe Families Network (FSFN) FSFN is the Florida Department of Children and Families system of record. Upon receiving a call, the Hotline Counselor assesses for allegations of abuse and neglect and documents accordingly in FSFN. 5 CJNET – FSFN Access The FSFN link is located on the home page of CJNET. After connecting to http://www.flcjn.net/, located in the lower right corner is a link “Florida Department of Children and Families – Florida Safe Families Network” 6 DCF FSFN Subpage The link will route you to the DCF hosted page where a link to FSFN is located. “FSFN Production” will open up the FSFN log in screen. In order to log in, a user must complete the process for User Access. 7 Access to FSFN Users must complete the following steps to obtain access to FSFN: http://fsfn-dcf.flcjn.net/ • • • • • Contact your DCF Point of contact in your county to receive the proper access forms. Complete the DCF Security Awareness Training Complete the FSFN Access request form LE Point of contact for the user agency must sign for approval Submit to the local point of contact 8 Local Point of Contact Click on the “Points of Contact” in the left side menu bar to access your local point of contact. Find the county in which the user is located, and email the forms to the email address provided. Please make sure your contact information is included in the email. The point of contact must verify the user access eligibility. Once completed, the local Security officer will create FSFN ID and password. 9 FSFN – Security FSFN information is protected by Florida Statute 39. Users may not access FSFN information for any unauthorized purposes. 39.205 (6)A person who knowingly and willfully makes public or discloses any confidential information contained in the central abuse hotline or in the records of any child abuse, abandonment, or neglect case, except as provided in this chapter, commits a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083. 10 Technical Downloads for FSFN Users must download technical components for FSFN use. Please view the options under the “FSFN Technical Documents” link on the left side menu bar. If you need assistance, please contact your IT person to assist you. 11 Options Active X Control • Option 1: Use this option if you have administrative rights to your computer. – Access the FSFN login page and follow the prompts provided. • Option 2: Login to computer as Administrator. – Access the FSFN login page and follow the prompts provided. • Option 3: Use this option to run executable without accessing FSFN Login page. Login as Administrator. – Save and run the .exe to download and install the Active X Controls Manually 12 Additional Technical Requirements 1. Must use Internet Explorer 2. Must turn off pop-up blockers or add "fsfndcf.flcjn.net" to the allowed list in the PopUp blocker settings 3. Must have administrator of the computer to install the required software 13 Authorized use of FSFN Law Enforcement personnel may access FSFN for the following reasons: • Florida Administrative Message Follow up • Child Abuse/Neglect Investigations • Missing Children 14 FSFN Log In Screen Once users have obtained their log in IDs and passwords, proceed to click on the “FSFN Production” Link to enter this information. 15 FSFN Profile Page 16 FSFN Desktop 17 FSFN Search 18 FSFN Search Options • Intake Number (FAM Reference Number) • Person • Provider 19 FSFN Reference (Intake) Number From the “Case” tab, insert the intake number 20 FSFN Person Search From the “Person” tab, enter the Last Name, First Name, and any other demographic information known. Last Name is the only required field. *Required fields are highlighted in blue 21 FSFN Provider/Institutional Search From the “Provider/Organization” tab, enter the Provider name and other known information to search. 22 FAM message example (Non Caregiver/Child on Child Sexual Abuse Allegations) After entering the FAM message FSFN Reference Number, a Yellow case folder will appear in the “Cases Returned”. Click on the yellow case folder to expand to see the different modules contained within a case. 23 FSFN Case Modules • • • • • • • • • • Related People Intakes Assignment Eligibility File Cabinet Income/Eligibility Interim Child Information Investigation Narrative Planning LE Access LE Access RESTRICTED RESTRICTED LE Access RESTRICTED RESTRICTED LE Access LE Access LE Access 24 Restricted Access If a user clicks on a module that is restricted, they will receive the message: “You do not have the security access required to view this information” 25 Law Enforcement Users Law Enforcement users will not have access to complete “Worker” searches. The “Worker” tab is the fourth tab in the Search module. If a user tries to complete a worker search, they will receive the following message. 26 Modules To expand a module, click on the icon to the left 27 FSFN Related People Module After clicking on the “Related People” icon, a user will see all of the associated people to the case, person or intake. 28 FSFN Intakes Module (FAM Message Additional Information Search) Florida Abuse Hotline Notification FAMs will be found in the “Intakes Module”. The FSFN Intake Number is located at the bottom of the FAM message received by the Communications Center. NOTE: Searching an Intake number will populate all associated cases, intakes and people. Users must select the appropriate Intake number to view generated FAM information. 29 Components of a Florida Abuse Hotline Notification (FAM) • Header • Incident Location • Participant Information • Reporter Information • Allegation Narrative • Reporter Narrative • Reference Number 30 Header Header information will be found on the Intake Hyperlink. In the example above, the Intake 2013655201 is a “Non Caregiver” abuse allegation send to the Local Sheriff’s office as a FAM. Denoted as “Caregiver Statutory Guidelines not Met”. To open up the Intake, click on the hyperlink. 31 FSFN Intake The FSFN Intake consists of six tabs: • • • • Participants Relationships Allegations Victim/Child Location • Prior Intakes • Decision Each tab references back to the FAM message generated. 32 Incident Location Incident Location will be found on the “Victim/Child Location” tab. 33 Participant Information Participant Information will be found on the “Participants” tab. Also the “Roles” preceding the participant in the FAM are also found on this tab. 34 Reporter Information Reporter Information will also be found on the “Participants” tab, in the Reporter section. Users must click the [+] expando 35 Allegation Narrative The Allegation Narrative will be found on the “Allegations” tab 36 Reporter Narrative NOTE: In a future release of FSFN, the Reporter section will contain the actual phone call or fax received at the Hotline. The Reporter Narrative will be found on the “Participants” tab in the Reporter section. Users must use the scroll bar to scroll to the Reporter Narrative text box under the Reporter demographics. 37 Prior Intakes/Investigations/Referrals Priors are not included in the FAM generated by the Hotline. When viewing and intake, users may click on the “Prior” tab to view all prior intakes and investigations received on related participants. 38 FSFN Intake DEMONSTRATION 39 File Cabinet 40 Child Abuse and Neglect Criminal Investigations Modules LE may use when investigating Child Abuse and Neglect: • • • • Person Search Provider Search Reviewing Intakes Reviewing Investigations 41 Investigation Module The Investigation Module will expand when clicking on the icon to the left. Each Intake will have a corresponding investigation. Intakes may be sequenced, therefore, there will only be one investigation for the sequenced Intakes. 42 FSFN Investigation The FSFN Investigation consists of seven tabs: • • • • • • Intakes Basic Participants Allegations/Findings Contacts/Notifications Recommended Disposition • Results 43 Investigation Intakes Tab The Investigation Intakes Tab will list all of the intakes received during this investigation. Included in this tab are the commencement hyperlinks. The Commencement hyperlink indicates the time, place and participants seen during initial contact with the family. 44 Intakes Options Dropdown menu 45 Investigation Basic Tab The Basic tab includes information on the families living arrangements and other characteristics at the time of incident. 46 Investigation Participants Tab The Participants tab in the investigation will include all family members or participants that may not have been known at the time of time of intake. The initial and final roles are listed in the investigation as well. 47 Investigation Allegations/Findings Tab The Allegations/Findings tab includes the actual findings based upon the maltreatment presented during intake or observed upon commencement. A written summary of the findings are in the noted in the “Summary/Findings Implications for Child Safety” text box. 48 Investigation Contacts/Notifications Tab The Contacts/Notifications tab contains information for each visit with the family or participant. Within the tab are case notes. To view a note, click on the Note ID Hyperlink. 49 Case Notes Case note hyperlinks include: • • • • Time of contact Date of contact Participants seen Narrative The options dropdown box allows a user a printable view of the note and history. 50 Investigation Recommended Disposition Tab The Recommended Disposition tab contains the final recommendation and services recommended for participants listed as victims.
