We are excited that the 16th annual Forum is co-located with the Navy League’s Sea-Air-Space Exposition at the Gaylord National Convention Center – the Department of the Navy’s largest small business technology showcase and the world’s largest maritime exposition all in one location. There is a lot to offer with this year’s event. We are showcasing over 100 SBIR/STTR topics, presented by 97 small businesses. On Monday and Tuesday, each one will discuss their technology in one of five technology-themed presentation rooms. Follow up by stopping by their booth to meet them first-hand or, better yet, schedule a one-on-one meeting with them in one of the Chesapeake Conference Rooms. Visit our Information Booth in the lobby area outside the Maryland Ballroom and search for companies, technologies or Topic Numbers using one of our Virtual Transition Marketplace (VTM) kiosks. Whichever way you get to meet them, we’re sure you will see why we say… SMALL COMPANIES – BIG IMPACT! 3 ABOUT THE FORUM Now in its sixteenth year, the Forum for SBIR/STTR Transition (FST) is focused on highlighting the technologies and small businesses that participated in the Department of the Navy’s SBIR/STTR Transition Program (STP). This 10-month program is designed to promote the transition of DoN-funded Phase II SBIR/STTR technologies to military systems and defense industry programs of record. Known simply as the “Forum”, this event is centered on four key aspects to facilitate that transition: » Seeing the Small Businesses on the Exhibit Floor (Maryland Ballroom) » Hearing the Small Businesses present their technology and company (Maryland 1-5) » Meeting the Small Businesses in a one-on-one setting (Chesapeake Conference Rooms) » Understanding the processes and challenges from Keynotes/Panels (Maryland Ballroom) Use this program book to guide your exploration of the Forum and the opportunities present. On the following pages you will find a detailed floor plan of the Gaylord Convention Center and the Forum areas, a three-day comprehensive schedule of events, and information about how to meet and listen to the 97 small businesses discussing 105 projects funded by SBIR/STTR. INFORMATION DESK If you have questions, cannot find a resource or need directions to your next event, please visit the Information Desk located in the main hallway across from the Maryland Ballroom. The FST staff is on hand to help answer your questions and point you in the right direction. New this year: we have three computer kiosks available for your use to search technologies on the Virtual Transition Marketplace (VTM) or make on-the-spot requests for a one-on-one meeting with one of the small businesses. 4 EXHIBIT FLOOR Browse each aisle of the exhibit floor to ensure you see all the technology areas presented by the 97 small businesses participating in the Forum. Are you looking for a specific company or technology? Use the exhibit floor and small business guides found on pages 12-15 to locate the companies or technology areas you are looking for. The same information is available online – visit our kiosks at the Information Desk or view it online at NavyFSTcom/exhibits. Don’t forget to visit our government booths located across from the Maryland meeting rooms! Representatives from Naval Air Systems Command (NAVAIR), the Missile Defense Agency and the Navy’s Technology Transfer (T2) ORTAs are available to answer small business integration questions or highlight opportunities for technology transfer. PRESENTATIONS Each small business will be presenting a 15-minute overview of their SBIR/STTR topic. Presentations will cover the need, technology developed, defense program application, transition path and an overview of the small business. The presentations are grouped by technology focus areas – review the schedule in the center spread of this guide to find the topics which interest you. Feel free to move between rooms and presentations but please note all presentations start on time. Follow up with the small businesses following their presentations or, better yet, schedule a one-on-one meeting with them for an opportunity to meet in a quiet setting free from distractions. ONE-ON-ONE MEETINGS This year our one-on-one meeting space is just around the corner from the exhibit space in the Chesapeake Conference Rooms. We have ample space for you to sit down and discuss, in a semi-private area, opportunities and technologies with our small businesses. By utilizing our online meeting request scheduler you will instantly see time slots when the small business is available to meet with you without schedule conflicts or interruptions. VIRTUAL TRANSITION MARKETPLACE Don’t forget…the VTM is available throughout the Forum for you to search, research, and connect with the participating small businesses. It’s as easy as 1–2–3. Don’t miss the chance to see a technology that could impact a Navy or USMC Program, System, or Platform – these companies are just steps away! The Honorable Steve Chabot, Chairman of the House Small Business Committee, is invited to share his thoughts on legislation impacting Small Business concerns, including reauthorization of key programs. [Tuesday, May 17, 7:45 AM] Finally, we have invited The Honorable Steve Knight, a member of the House Armed Services, Science Space and Technology, and Small Business Committees, to address defense acquisition reform and its significance for small business. [Wednesday, May 18, 8:00 AM] All Keynote addresses are in the Maryland Ballroom. Our Panel Presentations are looking at success in transition – from interaction with industry, to DoN Program needs, and success on the contracting front. It begins on Monday afternoon as Mr. Robert L. Smith, Director of DoN SBIR/STTR Programs, moderates our Defense Industry Primes panel as they discuss aspects of partnering with small businesses developing SBIR/ STTR-funded technologies. Panelists from Lockheed Martin; Boeing Defense, Space & Security; General Dynamics Mission Systems; Raytheon Integrated Defense Systems; and BAE Electronic Systems have been invited to participate. Panelists will provide insight on how the defense industry utilizes small businesses – particularly SBIR/STTR technologies – in defense acquisition programs and advanced materials, manufacturing and processes. [Monday, 4:00 PM] On Tuesday, we look within the DoN to learn about inclusion of SBIR/STTR technologies in acquisition programs. Vice Admiral David C. Johnson, Principal Military Deputy to the Assistant Secretary of the Navy for Research, Development & Acquisition, is 10 invited to moderate our PEO Deputy Program Managers Panel. The subject of this panel is, “PEO Small Business Strategies: What Are We Doing About Small Business Participation -- and SBIR/STTR -- in our ACAT Programs?” The DPMs will discuss their compliance with 2015 and 2016 Assistant Secretary of the Navy for Research, Development & Acquisition memos about SBIR/STTR management, expanded Small Business Strategies, and how SBIR/STTR firms can increase perceived value while mitigating risk. [Tuesday, 8:20 AM] Tuesday afternoon’s panel is comprised of SYSCOM Contracting Officers and will be moderated by Mr. Elliott Branch, Deputy Assistant Secretary of the Navy (Acquisition and Procurement). The subject of this panel is, “Phase III Execution: Best Practices and Efficiencies”. The Contracting Officers will also discuss their compliance with 2015 and 2016 Assistant Secretary of the Navy for Research, Development & Acquisition memos about SBIR/STTR management, and their use of the SBIR/STTR Phase III Guidebook. Panelists are asked to address practices to improve and accelerate execution of Phase III contracts, recommendations to Deputy Program Managers and acquisition program staff to facilitate execution of Phase III contracts, and what SBIR/STTR awardees should do to commence and/or support Phase III contracting.
