Completion Scheduled for Q1 2013 (7/29/2011) Bali Post confirms that the new elevated toll way connecting Sanur and Nusa Dua-Benoa will commence construction following a formal groundbreaking ceremony set for August 2011. The regent of Badung, A.A. Gde Agung, commenting to the press while visiting the Badung House of Representatives (DPRD-Badung) on Friday, July 29, 2011, said the final paperwork for the project is in the hands of the provincial administration. “If the documentation for the toll way is finished, the project can commence. The plans is for an August ground breaking,” explained Gde Agung. Current estimates are that the project will require 18 months to complete. Developers are racing against the clock, hoping to have the new toll way fully operational in time for the prestigious APEC Summit in 2013. On matters connected with zoning and land use, Gde Agung is optimistic that the toll way will proceed smoothly even though the road is not contemplated in the RTRW Zoning law of 2009. Because the new road is included in a Presidential regulation its construction takes legal precedence over any regional or provincial regulation. The elevated toll way between Sanur and Nusa Dua-Benoa is only one of several solutions being pursued to overcome Bali’s worsening traffic congestion problem. Also scheduled to start construction later this year is an underpass at the Dewa Ruci Monument (Simpang Siur) in Kuta. [Source : balidiscovery.com] 4 Destination Formal Appraisal Awaited in Process to Acquire Approximately 3,000 meters of Land Needed for Dewa Ruci Underpass Project in Bali (7/17/2011) The team appointed by the government to secure the land necessary for the development of the Dewa Ruci Underpass Project in Kuta are taking a “hands off” approach to the Rp. 1,5 billion (US$170,000) per are (100 square meters) price being sought by landowners asked to surrender their land to the road project. TheCommittee for the Procurement of Land for the Development of Simpang Siur (P2T) have declared their intent to wait for the recommendations of an independent team on the correct price for the commercial lands needed by for the underpass project. As reported by NusaBali, the Chairman of the P2T, Nyoman Soka, said it was the right of the land owners to ask a Rp. 1,5 billion per are price, but his committee would wait for an independent appraisal from a separate team qualified to examine property values. Soka said the final price paid for the land would be based on a formula based on the market price of property in the affected area. The evaluation of proper property prices for the land is targeted to take place during the third week of August 2011. The underpass project will involve 6,785 square meters (67.85 are) or land comprised of State-owned land and private parties. Nine existing structures will be demolished to make way for the project. In all, some 29 separate title-holders will be affected by the land acquisition that will clear the way for the Dewa Ruci underpass. Among the 29 parcels of private land that will be vacated for the underpass are the Harley-Davidson outlet, Maharaja Karaoke, Haffeleoccupying some 1,060 square meters. In addition, 700 square meters of land at the Galeria Duty Free will be required for the roadway’s completion. Private parcels owned by Cokorda Pemecutan (580 square meters) and A.A. Made Urip Sujana (650 square meters) are also on the block. Cokorda Pemecutan has told a recent meeting that, in his opinion, the proper price for the land was Rp. 1.5 billion per square meter. Other landholders have also protested that the amount of land demanded by the underpass is excessive. On the assumption that the land acquisition process is completed beforehand, the actual construction of the underpass is scheduled to commence in October 2011. The permits for these new hotels were issued before the provincial government of Bali introduced a moratorium on new hotel projects in the island’s southernmost regions. The executive director of the BHA, Djinaldi Gosana, told the press on Friday, July 29, 2011, that the supply of so many new rooms brings with it the threat of unhealthy rate competition between hotel operators in Bali. Only if these new hotels pave the way for access to new markets for Bali will the rate situation remain commercially conducive. Djinaldi called for the creation of new markets – such as India, the Middle East and South America including Brazil. The Chief Executive of the BHA warned that the additional rooms in Bali creates complex challenges to ensure that Bali hotel rooms are not sold at rates that are too low and, in the end, economically non-viable in the long term. In the past, a study conducted by the Ministry of Culture and Tourism indicated that Bali is currently experiencing an oversupply of 9,800 rooms. In this new school year we have two projects namely, to continue our first kindergarten project that we have opened since 2005, which in this new school year we have received 62 students, 30 female and 32 male; and our second project we realized in 2010 which this year received a total of 64 students, with 34 male and 30 female. We started to prepare everything in early July 2011 and on 27 July 2011, we visited East Seraya together with some of our donors to deliver all the equipment that has been prepared for distribution to students in the new school year. The children were very enthusiastic at receiving their school supplies, and we hope with the assistance given will help them in achieving their goals.
