I have enjoyed the past six year serving you as your president. Through all six years you have supported me through the accomplishments and through the struggles. This association is by far one of the best groups in the nation. In my travels to different meetings and talking with different like organizations I find the PNW4WDA is looked at as a leader. I know whoever replaces me will do a great job and I ask that you give that person the same support you have given me. This is your association so don’t wait to be asked to do something, offer your help within your regions and beyond. Support your land chairman by attending the different focus groups with them. They may do a great job of representing all of us but it is nice when you have others there with you. I hope you plan on attending Winter Convention February 12th-14th in Bend, OR. Region VI has been working hard to put on a great convention. We have representatives coming from a couple of different groups to speak and I’m told we have a great selection of vendors to visit. I was just marking my 2016 calendar and boy are the weekends filling up fast. Check the calendar in the back of Tri-Power as well as on the website to see what is happening in your area. If you are hosting an event and don’t see it listed email the webmaster with your information so it can get added. The competition schedule was just published as well as several of the fun runs dates. I hope to see you at one of the events this summer. PNW4WDA PRESIDENT Speaking of events… Registration for Trail Jamboree will be open on March 1st at 8:00am. Make sure you have all your information ready so when you register you can put in passengers, rig type, license number, insurance information, etc. It will make it easier for you. In closing I want to say a special “Thank you” to several people. First and foremost, my husband Dan and our kids Cassie & Brandon. Since I married Dan and, all of our children’s lives we have been going to meetings and events. I have served as Region Director, Region VP, Association Public Relations and many other assignments as well. They have a deep appreciation for the PNW4WDA and what it stands for. Cassie currently holds an office within our club and Brandon was just elected Region II Director for 2016. I would also like to thank my club, the Spanaway Moonshiner Jeep Club. They have allowed me to miss set up during our swap meet so I could attend the March board meetings as well as helping me whenever I need it. Last but not least, is my board of directors both past and present. You are amazing and I am proud to have served with you. You spend countless hours, quietly protecting the interests of the members. You do this because you care and believe in what we stand for, not for the recognition or the glamor (lol), thank you! Again, I have enjoyed serving you and look forward to continuing to do so in other ways. Wishing you all a safe and Happy 2016. Sincerely, Angie Marek ~ 4 JAN. - FEB. 2016 www.pnw4wda.org In Memory of FRANK CHARLES REMLEY June 7th, 1953 – November 26th, 2015 We lost an extraordinary man who had a sense of humor and the gift of gab on the phone or in person. With those skills he made friends easily, especially if the subjects were hunting or 4 wheeling. He was always there to help and provide you his opinion whether you wanted it or not. With that a he was a friend who you could always count on to get things done. He helped organize many events, got others motivated without fail. I’d say every person that came in contact with Frank would have a story, memory or deal that they made with him. Frank was the last born to Florence and Frank in Everett, WA. His siblings Fred, Bebe (Jake Jeczala), Caroline (Roy Weaver) and Connie (Jim Elliott) would without a doubt say that Frank’s mindset and demeanor had come from being the much-loved baby of the family. He had an unexplained bond with Connie as they knew when one or the other was hurt or full of joy! One would think they were twins rather than the 13 years apart. The family soon moved to California and back to Everett again when Frank was in High School. Frank met his longtime friend Steve Ginnard along with his siblings of 2 other brothers and 3 sisters. Frank loved Steve’s parents John & Marianne and family like they were his own. Pretty certain this family is where Frank received his gift of helping others. While in High School Frank met Julia. They married the January after graduating from Everett’s Cascade High School. Frank’s newly acquired in laws Glenn & Delores Nichols were also a large family, with 3 brother in laws and 6 sister in laws who all eventually had spouses and families. Glenn took Frank under his wing and taught him the love of hunting. Julia and Frank had 2 children. Brian was born in June 1972 with Angela in August 1976. He loved and was devoted to his family for 15 years with many family weekends camping to various places including Whidbey Island where the in laws had a cabin, Mt Baker, fishing trips and Play Days. Frank met Pam and her 10 year old daughter Andrea in 1986. He wooed Pam into the 4 wheeling family right away. She was hooked. That first play day (Alder Benders) without hesitation was one to put in the book of wonders. Frank took Andrea as his own forever that weekend. They married February 12th, 1987 a night before Region 4 sponsored Winter Convention. For the next number of years, he joked to Pam that she was able to spend their anniversary in a hotel instead of camping in the dust at a Play Day or trail run! With Pam, Frank gained another mother in law Elsie and brother in law Steve. Elsie soon married Roger where he gained another father in law, 3 sister in laws (Nancy, Debbie & Roxanne) and 2 brother in laws (Ron & Keith). He always teased that he got ‘short changed’ when Elsie married Roger as his former in laws, The Nichols with his new in laws being The Penney’s. When Frank met his newest nephews he would hiss. He referred Nancy’s boys as the snake brothers since their names are King and Bo. Only Frank would think this way – Right?! Frank worked for GTE which later became Verizon as a linesman, then a splicer always dedicated to his work for nearly 30 years. Thank goodness he worked in the days before GPS’s were in trucks that produce reports of where and when that truck was. Frank could tell you what happened where and when throughout the countryside, which shopping center or neighborhood he helped install cable into. He met and trusted many coworkers through the years. Went on many callouts in the middle of the night which he didn’t see his family for several days. In good fun, many shenanigans took place in the early years. He met a few lifelong friends while working at GTE. Merle, Bobby, Dave, Dan, Leonard, Ed, Toby, and Lisa come to mind. I tell you, seeing a nice looking lady crawl out of a manhole with your husband the first time sure makes your heart drop! Then you learn to love her as much as with the entire crew. Frank retired in May 2003 with the Golden Handshake. Frank’s passion for hunting was yearlong. He was fortunate enough to have two father in laws with the same love and the patience to teach him. They were able to pass that knowledge down 2 generations. One of his favorite memories was when he helped teach his grandson Zach the difference between a legal and illegal points. Brian & Zach have the explanation! Another is when he went to Colorado with Larry and Dan. For years he went to Dubois, Wyoming. He loved 4 wheeling and play days. He belonged and supported the Pacific Northwest Four Wheel Drive Association 110% belonging to several clubs, holding numerous offices as well as volunteering thousands of hours on projects, Play Days and advocated for land rights since 1972. He met so many people who became great friends throughout the years. Seafair, Smith Island, Senior Citizen Cruise, Reiter, Operation Shore Patrol, Trail Jamboree, Rubicon Trail and Pick Up A Mountain were some of his treasured events. Frank and Pam giving a bag class at Pick Up A Mountain In 2005, Frank and his father in law Roger went on a road trip to Eastern WA to take a look at property to ‘park the motor coach’ finding a home for sale in the process. By the time he got home he already had plans with a realtor to look at the home in a few days. Within 30 days they owned a home on Chinook Pass and soon became part of a wonderful community of the Nile. Patti made sure of that! Every day, Frank would see different species of wildlife. One of his highlights was waking Pam up well before 6am on a Sunday as he called elk in. For the next 10 years he was truly in paradise with animals, 4x4 trails out the back door, Trail Jamboree a mile away, 4 season weather, and a real shop to putter in. He met wonderful neighbors and 4x4 friends that introduced him to the world of snowmobiling. Hence another passion to enjoy. Frank adding more wood to campfire Frank leaves his wife, Pam & fur friend Buddy Stubbs; Son Brian, his wife Tina & grandchildren Samantha (17) & Zachery (15); (their) daughter Andrea, son in law Chad & grandson Mason (6); daughter Angela, husband Chuck, grandchildren Abe (17) & Erykah (16); Sister Caroline; Brother in law Steve Miller and wife Susan; Brother in law Ron Penney and his son Will; Sister in law Nancy and her sons Bo & King and their families. Niece Marie and sons; Nephews Mike Elliott, wife Dee & children; Bobby Elliott, wife Alicia & daughters; Ron Pitts, wife Tina & daughters. Plus many other nieces, nephews, bonus sons and daughters, 4x4, hunting and snowmobiling friends. Frank is welcomed in heaven by his Father Frank August 1976, Mother Florence in May 1982, Sister Bebe, Sister Connie in January 2006, Brother Fred in 2001, Father in law Glenn in June 2002, Mother in law Elsie in June 2008, & Brother in law’s Keith in 2009 & Roy in November 2010. Club Report: Thanks to the Region 1 Board for hosting tonight’s meeting. Food Drive: Don’t forget to bring any canned food or blankets for the Maltby Food Bank and Maltby Women’s Shelter to a meeting or to Luke’s shop, Quality Foreign Auto on Bothell Everett Hwy, in Mill Creek. Angela Holm Region 1 Director January 20, 2016 The meeting was called to order by Angie Holm at 7:04pm. There were 8 delegates present, representing 5 clubs. We are remembering the Remley family due to the loss of Frank Remley who was a long time PNW member. Angie was informed later that Michael Spencer of the Wandering Willy’s died last week. She will be contacting Jennifer to have her send a sympathy card. Teddy Bears: Don’t forget to bring any stuffed animals for Grace to take to her contact at Monroe Hospital. OSP: We need a new chairperson for OSP. If you’re interested please let Angie know. Whoever volunteers will need to pick the items up from Angie’s house. Northwest Off-road Expo: The committee is taking some time off but will start planning for next year. They said it’ll be the last weekend in September. THANK YOU… THANK YOU!!! You jeepers are the greatest. I’m Home from the hospital and feeling Great. Norris Nelson New Business: Guests: Secretary Report: Theresa Taylor, Outdoor 4x4’s made a motion to accept the minutes as written in Tri-Power and distributed to Yahoo Groups, second by Ed Tenney, Timber Tamers, passed with no objection. Directors Report: Winter Convention is in a few weeks. This is Angie Holm’s last meeting. We’d like to thank her for your 7 years as being our director and also for chairing Operation Shore Patrol for the past 14 years. Treasurer’s Report: There was a written report. Land & Legislative: Walker: There is a work party every 2nd Saturday of each month. There was a lot of work done even with the snow and bad weather. They have committed to setting up a rock crawl which will be in the old. They are still logging so if you see a tree down leave it. Gary has had 330 contacts; wrote 38 warnings which we mostly due to double riders and no helmets. On April 9th Rainier Ridge Rams will be having their heft haul out even again. Timber Tamers will host lunch and the region will help with some of the food costs. Reiter: They are still doing a little construction. They have monthly work parties which rotate from Saturday’s & Sunday that begins at 9am. Grants: The M&O grant we need to complete 2000 hours. The E&E grant we need to complete 2500 hours. We’ve already completed some hours on each grant. Trail Counters: Ed pulled the counters from Reiter and in a 3 ½ month period the count was 1100 users. Counters were placed at the main entrance and the most used trails. If you have time to help Ed place and tally #’s please let him know. Competition: There is a tentative race schedule on the PNW Website, but should have a final list soon. Theresa will give the final schedule to Rich to add to the calendar. Club Power/We Did It/Quill Power: Angie has turned in a bunch of forms. Don’t forget to keep filling them out. Sunshine: If you would like a sympathy/ get well/best wishes type of card sent to another club, please contact Jennifer at jhayter14@hotmail.com with all 6 Mill area in TSF. ODF as cleared the parking at Ladee. 3 additional trails to open at Ladee. Airplane and University is closed at TSF. WASHINGTON LAND MATTERSCrystal Crowder-DNR signed the grants. The trail planning policy is not released at this time. Annell and Crystal attended the WOHVA meeting Nov 15th. Crystal obtained a position on the board. RCO Grant deadline to be moved to Nov 1st starting 2016. The Nature Conservancy spoke at the WOHVA meeting, they are nonprofit and private funded. They purchase land that may have been logged and restore the land. They don’t closed trail, but try to keep the trails open. WOHVA’s member ship is 18 clubs, 9 business and 52 individual members. WOHVA is planning the 2016 Rally on the Capital steps in Olympia, Jan 22, 2016. She attended the TAG meeting that was the first Thursday of the month. Next TAG meeting Dec. 3rd 6pm. The grant paper work is still not signed by DNR. The new trail policy should go into effect soon. Old Business: It was brought up that those that volunteered for the Parade still hasn’t seen their money to donate. We are checking into the status. Marty suggested he contact the Web Master via email and cc Angie and him. The Naches pass is now closed. COMPETITION –Kyle Wiebold-Things are quite right now. A lot of people are working on their rigs. We don’t know about the Tacoma Dome event yet. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. Guests: Several members of the Midnite Mudders (former members of Region 4 wanting to join up again were present) they are in the process of getting their paper work submitted; and Justin Harris (Dog Pound Offroad) welcome. Minutes: Gary Harting (Desert Rats) made a motion seconded by Doug Conner (Roamin Chariots) that we accept the November minutes as printed; motion carried. Treasurer’s report was given by Treasurer Sande Nettnin (Desert Rats). A written report was handed out showing all transactions for 2015. We have no outstanding bills at this time. Competition: The report we received from Competition Chairman Steve Zentner (Push & Pulls) is that he is working on putting together a schedule for 2016. We will not be participating in the Monster Truck event at the Tacoma Dome this year. Summer Convention has not been bid on yet. If your club needs insurance for an event and you want the PNW insurance, you need to submit your paper work to Carol Jensen (PNW Insurance Chairman), by Winter Convention February 13, 2016. Membership: A membership packet has been sent to Lance Greenwood about forming a club. The Midnite Mudders are in the process of submitting their application for membership. Also Justin Harris has requested a membership packet, he lives in Selah now and wants to form a club here in Region 4. Club Power/We Did It Chairman Gary Harting said please get your paper work to him following your activity so he can submit it to the PNW Club Power/We Did It Chairman, so we can be included in the special drawings that take place at Winter Convention. This paper work is also vital to helping prove volunteer hours when grants are applied for. Justin Linton (Midnite 4-Wheelin’ News Mudders) asked if their clean-up activity they had last year at Juniper Dunes would qualify - answer yes. He said they are planning to do it again this April too. Discussion followed it looks like this activity may become a yearly clean-up. More information will be coming but save the date April 9, 2016. Jr. Jeepers advisor Teia Ireland (Individual Member) was not present and did not have a report. Trail Jamboree: We have new CoChairman - Adrian & Melissa Valliere (The Hombres) have volunteered to take this on. FYI we will not have our annual April Clean-up at Jim Sprick Park; the new governing body has determined they don’t need our services anymore. After negations took place it was determined our trail leaders and camp hosts would be allowed into the park on Sunday prior to our event in July. Pick Up Mountain (PUAM) Chairman Alicia Palachuk (Shindig Wheelers) was not present . A written financial report was handed out; we did not end up in the red. PUAM for this year will be September 16 - 18, 2016. The Columbia Basin Sand Commandos have volunteered to handle the Sunday breakfast again. Soon Alicia will have a list of the help she needs to put on the event. Land Matters: Doug Conner (Roamin’ Chariots) reported on Juniper Dunes - Doug got a call last week from the Franklin County Engineer wanting to know if he could attend a meeting today with him and the Bureau of Land Management (BLM) on access to Juniper. The commissioners and BLM seem to be on board to get the road done. They are working on obtaining the right of way, so they can move forward with the new road. Doug asked for a time line; but was not given one. Doug said grants are available to help with projects out there; we just need to go after them. Video Meeting with Congressman Dan Newhouse on January 8, 2016 was attended by Dave Walters (Peak Putters) and Earl and Sande Nettnin. This was a 20 minute video conference meeting in Newhouse’s office in Richland. We were able to share with the congressman our concerns on several issues the 4X4 community faces. We stressed to him that we need to be heard, we are not happy with being placed on the back burner. As a user group we are being pretty much ignored at the federal level; while other groups (with money) seem to be getting more than their share of the pie. We also stressed to him that there seems to be a lack of accountability and coordination with the Forest Service, Travel Management, and Blue Mountain Forest Plan in Washington as well as Oregon. We also asked him to vote against the president creating more monuments and wilderness. We felt it was a good meeting; at least we were able to bring some of our concerns to him and make him aware of some of the issues we are facing. We reminded him that we are volunteers not paid like most of the other groups who are working to keep us out. We need to educate ourselves on what other groups like the Washington Wild, Oregon Wild, Wild Earth Guardians, Conservation Northwest etc. are all about; they all have an agenda that wants to shut us out. We have WOHVA and Blue Ribbon working with us. Dave posts things on Face Book all the time, he encouraged everyone to read the posts and be informed. Lots of discussion followed. Travel Management Plan is still on hold. Trail Management Partners - a new program started in the Naches Ranger District seems to be working well. Jeff Leisy (Naches Ranger District) is in charge of this program, he has divided the area up with 6 volunteer coordinators whose job is to run that area and let him know what maintenance needs to happen so it can be scheduled. The Forest Service has found out that using mechanized equipment on trails makes some maintenance along with the volunteer labor go much easier and faster. They intend to put in a grant to purchase an excavator. There are several work parties scheduled: June 4 & 5, 2016 on the Naches Trail in the Rabbit holes, June 24 & 25, 2016 to replace a puncheon on the Naches Trail and September 24 & 25, 2016 at Lilly Pond; more information will be coming on where to camp etc. March 10, 2016 a Trail Management Partner’s meeting will be held at the Naches Ranger Station - time to be announced later. TWIG (Trails Wilderness Interest Group) meeting was January 5, 2016. Earl and Doug were not able to attend the meeting because of the freezing rain. New signage for the trails is being made out of wood in a shop class at one of our local high schools. The next TWIG meeting should be February 2nd 7 PM. Blue Mountain Forest Plan seems to be going nowhere. OLD BUSINESS Frank Remley (Shindig Wheelers) passed away at Christmas time and his desire when he passed was to have a “party” and have everyone bring their Jeeps, dress in their club colors, share stories and eat. If you didn’t know Frank was a former member of Region 1 and also their Region Director for several years and he was a member of the Timber Tamers, before he and Pam moved to this side of the mountains and became members of Region 4. No one present was able to attend the gathering January 9, 2016 in Monroe, WA. Nominations for 2016 Region 4 Officers were re-opened. Nominations are as follows: Director Earl Nettnin; Vice Director Ron Rutherford, Secretary/Treasurer Sande Nettnin, and Lead Land Matters Dale Neuman. NEW BUSINESS Winter Convention February 12 - 14, 2016 is in Bend, OR hosted by Region 6. Information is on the PNW Web site as well as in Tri-Power. Make your JAN. - FEB. 2016 reservations soon, this meeting is for everyone not just your delegates. It’s an opportunity to get together with your fellow 4X4 members and hear what’s happening in our organization. ROC Grant applications for recreational trails program are due November 1, 2016. If you are interested you can join an application Webinar for all grants beginning at 9:30 AM on Wednesday February 17, 2016. You can join from your office/home using your telephone and computer. We will be notified how to register for the Webinar when the date gets closer. Check this web site www.rco.wa.gov for further information. The PNW also has a $5000 Trail Fund account available for projects; paper work is available from the Region Director. Also the Moonshiners and Timber Tamers have funds available; you will need to fill out paper work and submit your request. CLUB REPORTS Desert Rats - Gary Harting reported lots are working on their rigs, we have had some long time members exit the club and we have two new applicants. We have our after holidays party on Saturday January 16, 2016. Gary and Myrna Harting are our delegates for 2016. Columbia Basin Sand Commandos - Ed Massey said they have two members going to Winter Convention. The Moses Lake Sand Dunes cleanup is April 23, 2016. There will be a work party at Liberty over Memorial weekend and they are having a fun run at Liberty on Father’s Day weekend more information will be coming. Roamin’ Chariots - Doug Conner said they are planning camping trips and he makes an occasional trip to Juniper Dunes during the week since he can. Peak Putters - Dave Walters said they have had several snow runs including their Freeze Your Buns run after Thanksgiving. Their after holiday gathering on January 9th was at Steve & Dolly Richards house and they are deep in plans for their 50th anniversary. Midnite Mudders - Justin Linton said they are trying to get rolling with their membership application for the PNW. They have a clean-up at Juniper Dunes April 9th everyone is welcome to attend. Wenatchee Mountain Masters Skip Frans reported Lynn Kirk is their new President, Skip is Treasurer and Delegate, Justin Smith is their 2nd Delegate and Jan Gall continues as Secretary. They have had a couple snow runs and most of their people are playing on snow machines. They have a snow run planned to the Colockum for January 30. December 10, 2015. The U.S. Forest Service’s Pacific Northwest Research Station today announced a website to promote awareness of the development of a science synthesis to inform plan revision in the Northwest Forest Plan (NWFP) area. “The Forest Service is committed to making the process of developing the synthesis as transparent as possible,” said Rob Mangold, PNW Research Station Director. “We are excited to announce this website, which will help us share information about the status of the synthesis and provide a forum for members of nongovernmental organizations, other interested stakeholders, and the general public to suggest key science for consideration in the synthesis.” A main feature of the site is an interactive reference literature database, which allows stakeholders to review the scientific literature being considered by the science team in the synthesis and to submit additional peer-reviewed publications for consideration. The Pacific Northwest and Pacific Southwest Research Stations are developing the science synthesis to inform the revision of land management plans for 19 national forests within the NWFP area as part of the formal planning process for the U.S. Forest Service. The peer-reviewed publication—requested by the agency’s Pacific Northwest and Pacific Southwest Regions—will synthesize existing research on key resource management topics to provide managers with a thorough, up-to-date science foundation to be used as part of an assessment for plan revisions. A draft of the science synthesis is expected by fall 2016. The NWFP amended land management plans in 1994 to protect threatened and endangered species associated with latesuccessional and old-growth forest habitats while still contributing to social and economic sustainability.
