Mound City License Office to close
The Mound City License Office is set to close Thursday, June
5, according to Michelle Gleba,
director of communications for
the Missouri Department of Revenue. The current office manager, Connie Gordon, will be moving on to manage the Savannah,
MO, License Bureau.
“The contract for the Mound
City License Office was put up
for bid Dec. 6, 2013, with a Jan.
3, 2014, deadline. No bids were
received,” Gleba wrote to the
Mound City News. “The contract
was put up for bid a second time
on Jan. 17, 2014, with a Feb. 14,
2014, deadline. No bids were received... There are currently no
plans to re-bid that office.”
Joe Laukemper, who previously ran the Mound City License Office, released the following statement: “After a
couple of months without an office in 2005, it was apparent to
me and Laukemper Motors that
this service was extremely important to the automobile business in Mound City, as well as
for the residents of Holt County.
With Connie Gordon’s help and
knowledge of titles, I bid the
contract and was awarded it.

Mound City R-2 elementary students - Jump rope during recess on a warm spring
day on Friday, April 25.
A breath of fresh air
Amid the shouts and laughter of Mound City
R-2 elementary students on the playground Friday
afternoon, April 25, a group of girls stood off to
the side, beaded jump ropes at the ready.
“Cinderella, dressed in yellow, went upstairs to
kiss her fel—” came the chant, until the jumper
caught her tennis shoe on the swinging rope.
The students, who get 25 minutes of recess time
every day and 1.5 hours of physical education each
week, are examples of how outdoor time contributes to a well-rounded, healthy child.
“There are a lot of benefits,” Jan Seitz, principal
of the elementary school at Mound City R-2, said.
“It’s good for exercise, physical development, active movement. It helps the brain develop...It’s a
way for kids to relieve stress, [and] it improves
their ability to concentrate.”
In short, unstructured playtime outside is essential.
“Children can skip, jump, climb, roll, hide —
it’s all good for kids,” Seitz said.
The Chicago Tribune, The New York Times, Earlychildhood NEWS and Mommies Magazine also
cited that free play outside is crucial to children’s
cognitive and physical development; it sparks the
imagination and problem solving and helps combat childhood obesity.
While the students at Mound City R-2 have recess time (“You can’t beat the hands-on, sensory
experiences outside,” Seitz said), a recent Earth
Day-related study by Disney and The Nature Conservancy, based out of St. Louis, MO, shows that
children need as much time outside as possible.
“It supports healthy habits and fosters a concern
for nature,” Todd Sampsell, director of The Nature
Conservancy said. “More time outside...leads to
better learning in school.”
According to Sampsell, preschool-age children
spend the most time outside, but older children
prefer to spend their leisure time indoors. Additionally, American parents in the study cited the
discomfort of being outside a home as a major obstacle; air conditioning, central heat, video games
and television seem to take precedence.
“We tend towards comfort in our society,”
Sampsell explained. “We tend to try to shelter our
kids from what’s uncomfortable.”
Bugs and unpleasant temperatures aside, nature
offers children the opportunity to not only push
outside of their comfort zone but also to learn to
appreciate the beauty of the outdoors.
“Kids who love nature grow up to protect it,”
Dr. Beth Stevens, senior vice president, Disney
Citizenship, Environment & Conservation, said in
an article on the study.
Although schools may offer ample time outside,
parents play a critical role in prioritizing more outdoor time for their children.
“Parents are the gatekeepers,” Sampsell said.
So, what can parents do? According to Sampsell, it’s as easy as getting outside to play catch
or encouraging play with other neighborhood kids.
“Here in Missouri,” he added, “there are a variety of rivers to enjoy, hiking trails, parks, camping,
fishing, hunting and farms.”
The numbers can be staggering: only 58.7 percent of teen drivers
from the northwest Missouri area wear seat belts; 50 percent of teens
admit to texting while driving; 10 percent of alcohol-impaired driving fatalities occur with those under the age of 21; and traffic crashes
are the leading cause of death for those between the ages of 15 and
20. Based on the number crunching by various organizations, including the Missouri Coalition of Roadway Safety, the U.S. Department
of Transportation, Consumer Reports and the Missouri Department
of Transportation (MoDOT), teen drivers need to heed the statistics.
“Mile for mile, [teens] are involved in three times as many fatal
crashes as all other drivers,” Consumer Reports and the U.S. Department of Transportation noted.

Office to close
From the front
The revenues from the office
never covered the expenses, but
came close to breaking even
in the early years. Revenue increased under Connie’s guidance
from $26,000 per year to about
$35,500 today. Since 2005 when
we took office, the costs of security systems has increased,
utility costs have risen, copier
machine service and drums have
gone up, postage has gone up,
and about everything you deal
with has increased. Couple that
with changing rules and regulations, and it is more difficult to
complete each transaction. If we
cannot give a satisfactory level
of service, with an adequate fee,
we feel we cannot continue to
give that service. Connie Gordon
and Carol Brandon are two of the
best in the state for operating this
service, and Laukemper Motors
is proud of the efficiency and accuracy of their service. Connie,
Carol and I would be glad to help
anyone bid the local office and
help find a location to put it.”
Nearby license offices in Missouri can be found in Savannah,
Rock Port and Maryville. Laukemper also added that “some
small counties offer the service
for three days per week as an
economy measure. It could be
added to an existing business,
if it meets the criteria. Perhaps
there is a person out there who
would be willing to offer the service on a part-time basis.”

Remembering
Listening and receiving so much mail
wanting money for various veterans
and present military organizations that
need help reminds me of how it was after World War II. I know it is all justified, some soldiers need and deserve the
most. We can go back to George Washington’s army and up to the present, and
it’s the same thing. Most things that
were supposed to help and were promised either were forgotten, covered up
or not adequate to do much good and in
time were dropped. After World War II,
it was just as bad as things seem to be
today, only on a much larger scale. The
problems we had were not known to all,
and maybe a good many veterans also,
due to a lot of different reasons. Some
wouldn’t accept help anyway. I’ve heard
of late comments like, ‘You so-called
‘The Greatest Generation’ were treated
much better.” This from ones who still
don’t know that we weren’t.
Everyone was tired of the war: the
public, the military, mom and dad, tired
of losing sons and afraid of more being
killed or missing in action, tired of the
shortage of most everything, tired of the
rationing, using ration stamps for gas,
tires, cigarettes, sugar, coffee, etc. Making things do for one World War II motto
fit almost everyone: “Eat it up and wear
it out, make it do or go without.” Even
the defense workers in the factories may
have had money but were unable to buy
like normal, unless they went to the
black markets, for scarce items could
be bought for a good many times their
worth. When the war was over, shortages were still around, price controls,
factories already closing, dropping thousands off looking for jobs, the country
trying to get back like it was before the

war, it never did.
The over 16 million military personnel came back. Remember our dreams?
To survive, come back home, buy a little
farm or start our own business, raise a
family and enjoy it all again? Some were
lucky, but most weren’t. I was one of the
lucky ones, thanks to my folks.
Remember how hard it was, coming
home; the closer you got, I think most
all dragged their feet a little, being gone
for at least two to four years, no furloughs, no phone calls and very little
mail, depending on where you were, so
most were out of touch with family and
friends. Who all will be here to meet
me, or shall I just show up? What will
I do to make a living, and if the injuries
and sickness I’ve brought back will get
better? It was really hard to just pick up
where you left off. I came back from the
Pacific by boat and came into Seattle
with flags waving, bands playing, and
stood there with a large group listening
to speeches of how much they thought
of us and what all things good were
waiting for us. That was my first introduction to politicians. Going through the
discharge procedure like it was made me
wonder what they all seemed mad about,
sign this and that and move on. Later I
found out my records were incomplete,
not having any hospital or convalescent
camp or treatments listed, and I found
out later some had all their time listed
as stateside, and they’d been overseas
for several years. Most just let it go, just
were happy to be home.
The GI Bill that was passed by Congress was a blessing, if you were able
to qualify and could afford to take advantage of part of it. This let vets go to

lish a GI loan to purchase a farm, home
or business. The bad thing, not all banks
wanted involvement with the government-backed loans, and the benefits ran
out of monies too quick. To help vets
through the time of trying to re-establish
themselves, there was an unemployment
system referred to as the “52-20 Club.”
You could draw up to $20 per week for
52 weeks. That became so popular that
some began accusing the government of
“making lazy bums out of them.” Getting medical help through the VA was
hard to get due to the vast number that
needed it, for so many came back either wounded or sick with malaria. In
time, so many that were subjected to
or were part of some conflict ended up
with what at the time was referred to as
“psychoneurotic” cases. Two years after
the war’s end, half of the patients in VA
medical facilities were men suffering
from it, which in 1980 was named like
it is today, PTSD, post-traumatic stress
disorder. Broken homes, lost jobs, vets
being unable to obtain jobs were all part
of the stress. People were advised to stay
away from vets that had been trained in
killing and assault who were a potential
menace to society. Ones like me who
ended up with PTSD that had help like
Betty and Dr. Hogan were lucky, and
also having a vocation to keep busy at,
ones that I know had it, have been gone
a long time ago.
It seems like almost everyone has
this stress and depression now; they
will need a lot of help from home and
church, for the pills alone will not do it.
If you know of someone that has it, try
and be patient. I still get a spell sometimes, but I’m making it so far.

One-car accident
injures driver, passenger
A 2007 Jeep Liberty driven by Jeffry L. Behrens, 56, of Council
Bluffs, IA, was involved in a one-car accident at 4 p.m. Thursday,
April 24, two miles north of Mound City at the 86.6 mile marker of
Interstate 29.
Behrens was headed south when he ran off the west side of the
roadway and struck the end of a guardrail. The car then returned
to the road and turned over once before skidding off the right side
of the road and striking the guardrail again before sliding down an
embankment and landing upright in a ravine. Missouri State High
Patrol Trooper N.J. Griener and Corporal R.J. Helfers, as well as
the Holt County Sheriff’s Department and the Atchison-Holt Ambulance District, responded to the scene.
Behrens had moderate injuries and was treated at the scene by the
Atchison-Holt Ambulance. Both he and another passenger, Rhema
N. Anaya, 12, of Omaha, NE, decided to seek further medical treatment on their own; Anaya suffered minor injuries. Behrens’ son,
Brennen R. Behrens, 16, of Council Bluffs, was not injured in the
accident. All were wearing seat belts.

Missouri State Highway Patrol
makes drug trafficking arrest
On Monday, April 7, 2014,
at approximately 10:39 a.m., a
member of the Missouri State
Highway Patrol stopped a 2013
Nissan Frontier on Interstate
29 at the 69-mile marker north
of St. Joseph, MO. The driver
was identified as Ramon Arrendondo, 22, of San Jose, CA, and
the passenger was identified as
Eleuterio Murillo-Salgado, 34,
also of San Jose, CA.
During the course of the traffic stop, several indicators of
criminal activity were observed,
which caused the trooper to be-
come suspicious. Consent to
search the vehicle was requested
and granted, and a search revealed four packages believed to
contain cocaine. The combined
weight of the packages is approximately 10 pounds.
Murillo-Salgado was arrested for felony trafficking of
a controlled substance-cocaine.
He was transported to the Holt
County Jail in Oregon, MO,
where he is being held pending
a formal charge. Arrendondo, the
driver, was not charged and was
released.

CH-F Care Clinic in Mound City
From the front
“Growing up, I was exposed
at a very young age to family medicine in a rural area,”
Carpenter explained. “I was
able to observe the impact my
grandfather had on my community both as a physician and a
person. I can’t think of a better
person to emulate. Grandpa assures me that I don’t have to fill
his shoes, but he can’t stop me
from trying.”
Carpenter will see patients at
the Mound City Primary Care
Clinic, located at 514 State
St., starting Monday, Aug. 4,
2014. Carpenter is passionate
about family medicine and has
plans to provide the full scope
of primary care, including ob-
stetrics. As being available to
patients is one of his priorities, Carpenter plans to dedicate several appointment times
each day for acute illnesses so
his patients can be seen in the
timeliest manner possible.
Carpenter is also looking
forward to becoming a part of
the community. He is anxious
to attend sporting events and be
a sideline presence for young
athletes. He plans to take in a
few Royals games and cheer on
the Missouri Tigers and Kansas
City Chiefs as soon as he returns to Missouri, as well.
The community will have an
opportunity to welcome Carpenter at receptions held at the
hospital in Fairfax, MO, and at

MSHP DWI checkpoint
planned for Atchison County
Captain James E. McDonald, commanding officer of Troop H in
St. Joseph, MO, announced that sometime during the month of May
2014, Troop H will conduct a Driving While Intoxicated (DWI)
checkpoint in Atchison County. The areas selected for enforcement
are based on a high number of drinking-related crashes, a high number of contacts with drivers who have been drinking, and officers’
input as to probable contact with DWI violators.
“Intoxicated drivers pose a real danger on Missouri roadways; if
you drink and drive, you lose,” Captain McDonald said. “Please assist the Missouri State Highway Patrol in removing impaired drivers
from our roadways by contacting us toll-free at 1-800-525-5555 or
cellular *55.”
In support of “The Drive To ZERO Highway Deaths,” the Patrol
encourages motorists to protect themselves and their passengers by
making sure everyone in the vehicle is properly restrained in a seat
belt or child restraint. Watercraft operators should ensure that everyone in the vessel is wearing an approved life jacket.

WAS THIS THE KUHN CANNING FACTORY?
"Fire of unknown origin destroyed the Kuhn canning factory last Thursday night in Forest City with a
total loss to building, equipment, and some 24,000
cases of canned vegetables. A large quantity of canned
goods in a nearby building was not damaged. The
building, located west of the Burlington tracks, was
owned by the Farmers Elevator Company." (Holt County Sentinel clipping, January, 1941)
Gene Hendrix, Littleton, CO, had inquired in 2004
about the date the Forest City Cannery burned down.
Living in Forest City, he remembered well the night
that it happened, but not the exact date.

Sisters happy to call
Northwest Graphix home
For two sisters, the timing was perfect to start a new business.
Samantha Miles had planned to return to work as soon as her
children were old enough to start school, and her sister, Joey
Livengood, needed to find a new vocation due to health reasons.
So in 2011, instead of finding jobs and going to work for someone else, the pair went into business for themselves by opening
Northwest Graphix, an embroidery and graphic design shop in
Mound City. “Our business includes embroidery, sublimation and heat
transfers,” said co-owner Joey Livengood, “We can do anything
from shirts, hats, coozies, key chains, mugs [and] mouse pads. We also offer rhinestone transfers.”
For the last three years Northwest Graphix has strived to meet
the community’s needs. The business has expanded to now include vinyl lettering for trucks, windows, signs, walls, picture
frames and memorial keepsakes.
Northwest Graphix, located at 502 State St., may be contacted

myself, and I always stuck to that.”
The plans, for the Family, Career
and Community Leaders of America (FCCLA) member, started in
seventh grade, when she joined
the organization. By eighth grade,
she became “more involved,” she
said, and was elected to a regional
office: first vice-president of community service. By ninth grade,
Kunkel was chapter treasurer and
eventually first vice president of
the region.
“I [also] attended the Fall Leadership Conference in Tan-TarA,” Kunkel said of the two-day,
state-level event where she honed
her skills as an emerging FCCLA
leader. “There were smaller scale
workshops... There was a lot of
good learning.”
Now, in her sophomore year,
Kunkel’s FCCLA trajectory is
high.
“I started low, but I had a plan,”
she said.
Kunkel attended the National
Conference in Nashville, TN, over
the summer and had her first taste

of acting as a voter rather than a
candidate, a position with which
she was already familiar.
“I’d never been on that side before,” Kunkel said. “It was a really
good learning experience. I’m really glad I did that.”
Her knowledge of the behindthe-scenes action, from both her
roles as the first vice president
of the region, which charged her
with leading the regional Students
Taking Action with Recognition
(STAR) events, and as a voting
delegate, gave her the platform she
needed to tighten her aim in the organization.
This past semester Kunkel ran
for state president at the State
Leadership Conference. Like any
position, it was one that had to be
earned. Kunkel, along with four
other candidates, took an FCCLA
knowledge test, which only three
of the five candidates passed.
Those three — including Kunkel
— then gave a 30-second speech
in the opening general session to a
crowd of 2,500.
“I never get nervous,” Kunkel
said when asked about any nerves
leading up to her addressing such
a large group. “[I figured] I can’t
mess up in 30 seconds.”
Kunkel and the other two candidates also gave a two-minute
speech to the voting delegates before being shuffled into a holding
room. The three girls, it happened,
were also roommates at the conference. Together, the trio decided
that when they heard the results,
they would open their letters together.
“We gathered and told each other,” Kunkel said. “It was a bonding
experience. We didn’t want any
harsh feelings; everyone was deserving of [the position].”
Kunkel received the second
most votes and assumed the role of
first vice president of state.
“[The installation] went pretty
smoothly, actually,” she said.
Now, Kunkel and Mound City
R-2 senior Jorden Miller are
the first FCCLA members from
Mound City in the last 20 years to
advance so far in the organization.
“She’s very willing to step up
and take a leadership role,” Harrison said of Kunkel’s character.
“It’s really, really hard for teenagers to do that. It takes a special person. She is one of the few Mound
City students to take on a leadership role at the state level while
still in high school. FCCLA is one
of the few student organizations to
allow high school students to take
on leadership roles as high up as
the national level.”
Kunkel plans to “stay actively
involved” in FCCLA for the rest
of her high school career.
“Somewhere along the way, I
fell in love with it,” she said.
Teen driving:
Be on the safe side
From the front
on smart phones — as well as
prom and graduation-related parties where alcohol may be present
— teenagers are vulnerable to accidents.
Brandon Newton, for example,
a sophomore at Nodaway-Holt
R-7, took his own crash experience to heart.
“I had a wreck,” he said.
It wasn’t serious, but it spurred
the Family, Career and Community Leaders of America (FCCLA) member to focus on teen
driving as part of Families Acting for Community Traffic Safety
(FACTS).
“I know a lot of kids who text
and drive,” Newton said. “I know
a lot of kids who don’t wear their
seat belts. I thought I could help
them.”
Among his efforts, Newton recorded informational messages
about teen driving statistics for
a local radio station, passed out
thumb bands to remind students
not to text and drive and had members of the student body dress up
in black and paint their faces to
symbolize the 10 teenagers killed
in traffic accidents every year in
Missouri.
Newton’s work is reflective of
a greater campaign by authorities
to educate and inform teen drivers
on the necessary precautions they
must take when behind the wheel.
“Always wear your seat belt,”
Sergeant Jacob Angle, public information and education officer
with the Missouri State Highway
Patrol said. “Don’t ever entertain
distracted driving, like texting and
driving; that’s the big thing with
teens. There is no text worth sending that will cost you your life.”
Angle added that all teen drivers
should obey the laws of the road,
and they should be particularly
careful when tempted to drink and
drive.
“Never operate a vehicle under
the influence of drugs or alcohol,”
he said.
To combat the trend of “buzzed
driving” — in the last three years,
there were 69 fatal crashes and
208 crashes resulting in serious
injury that involved impaired
drivers under the age of 21 — law
enforcement will be monitoring
young drivers from Thursday,
May 1, through Monday, May
12, as part of National Teen Safe
Driving Month. Missouri has a
zero tolerance policy for underage
imbibers choosing to drive.
Parents can also play a role in
ensuring teens stay safe on the
road. Consumer Reports and the
Missouri Coalition of Roadway
Safety encourage mom and dad
to talk to their children and set a
good example. Parents should also
establish ground rules and have
new drivers sign a safety pledge.
When it comes to roadway and
personal safety, information is
key, and teens need only rely on
the messages coming from their
parents and permeating the media
and their schools: buckle up; keep
eyes on the road, not on a phone;
and don’t drink and drive.

2013-2014 basketball season.
Prussman and Cox end
season with big numbers
McKenzie Prussman and Emily Cox, students at South Holt R-1
in Oregon, MO, enjoyed a record-setting basketball season this year.
Prussman was the single-season and career-assist leader; she tallied a season high of 177 assists, giving her a career total of 422.
She also tied the record for most assists in a game with 12. From
the 3-point arch, she became the career leader with 88 successful
3-pointers.
Cox was South Holt’s all-time single-season scoring leader this
year with 602 points. She claims the all-time career total with 1,502
points, as well. In addition, she set records in blocks with a seasonhigh 86 blocks and a career-high 164.
The two basketball stars first learned to play ball back in the days
of “Hoopsters” in elementary school; in these early years, they finetuned their skills by playing on traveling teams and school teams.
Now, the two players who share a history and a foundation in the
sport easily work in tandem, complementing each other on the court.
Both have also received several post-season honors for their hard
work.

SCHOOL
Mound City senior named Area 1 Star in Agribusiness
The Missouri FFA Association recognized Thomas Shifflett
of the Mound City FFA Chapter
as Area 1 Star in Agribusiness at
the 86th Missouri FFA Convention. Shifflett is the son of Russ
and Beverly Shifflett of Mound
City, MO. His advisor is Connor
Dignan.
Area Stars in Agribusiness are
selected based on outstanding
achievement in agricultural business work experience as part of
a student’s Supervised Agricultural Experience (SAE) program
and active participation in FFA.
Area 1 includes 28 chapters in
the Northwest District.
Shifflett’s SAE began with his
performing landscape duties for
his neighbors. He provides mowing, trimming, weed control and
snow removal services. He has
since grown his business to more
than 40 yards and three cemeteries.
Shifflett also runs a wildlife
management SAE in which he
traps raccoons, coyotes, bobcats,
beavers and muskrats. He owns
more than 200 traps that he uses
over the course of every trapping
season. He processes his own fur
after catching the animals and
sells them on the North American Fur trade market.
Shifflett serves as the Mound
City Chapter FFA President. He
was awarded second place at the
area level for his Wildlife Management Proficiency last year,
and he has competed in the livestock and farm management career development events.
Finally, Shifflett has been a
member of the football, track and
basketball teams. He has also
been a class officer and a member of Future Business Leaders
of America (FBLA), Family,
Career and Community Leaders
of America (FCCLA), National
Honor Society (NHS), student
council and band. Shifflett is also
a member of the Christian Fellowship Church and Mound City
Rural Fire Department.
Shifflett plans to attend Northwest Missouri State University
to major in business management and minor in accounting.
After college he hopes to become a Missouri State Highway
Patrolman or continue running
his business.
The Missouri FFA has 25,852
members representing 334 chapters. The national organization
has more than 579,000 members
representing 7,570 local chapters
in all 50 states, Puerto Rico and
the U.S. Virgin Islands.
The FFA makes a positive difference in the lives of students
by developing their potential
for premier leadership, personal growth and career success
through agricultural education.
MFA Inc., Columbia, sponsors
the State Star in Agribusiness
award as well as the area Star in
Agribusiness awards.

Mound City student among
scholarship winners
Shifflett
Zach Kahle, a senior at Mound City
R-2, was one of six students participating in the Iowa Western Community College Construction Technology
Program who has earned a coveted
scholarship for $1,000 for handiwork
in and out of the classroom.
Joe Kueper, president of NeighborWorks Home Solutions, a nationwide infill/affordable home building
organization that provides housing
opportunities for citizens in blighted
neighborhoods, presented the scholarships at the Home Builders Scholarship Ceremony on Wednesday, April
23, at the college.
NeighborWorks Home Solutions
secures vacant lots with less than desirable homes with a goal of revitalizing the area with energy efficient
and affordable housing options. The
company, which provides $20,000 to
$30,000 move-in assistance for those
applicants who qualify, also partners
with the Council Bluffs Community
Development Department in the infill/
affordable housing program. NeighborWorks provides the Construction Technology Department at Iowa
Western with funding to build two
residential homes as service learning
projects, allowing students to apply all
the building science they receive in the
classrooms in a real-life application. In addition, the department is awarded
$6,000 annually for scholarships.
Kahle will attend Northwest Missouri State University in Maryville,
MO, next year to study business management.

MoDOT cautions motorists to be
alert for slow-moving vehicles
With planting season in full
swing, the Missouri Department of Transportation (MoDOT)wants to remind motorists to pay extra attention
to drivers of farm equipment
using and crossing state roadways.
“Spring planting time is a
busy time of the year for Missouri’s farm families, and MoDOT wants to make it a safe
time of year, too,” said MoDOT Director Dave Nichols. “Tractors, trucks and other
farm equipment are slow mov-
ing, and motorists may be
surprised when they come up
behind one on a Missouri highway.”
Missouri’s 33,000 miles of
state roadway pass alongside
the fields of more than 100,000
farms throughout the state.
Motorists are advised to
slow down when approaching
farm vehicles and be patient
as the farm vehicles travel to
their field entrances. In passing zones, drivers should wait
until it is safe and pass at a safe
distance and speed.

The Empire District Gas
