Modi-Mahinda meet likely at UN Assembly in New York

likely to meet on
the sidelines of
the 69th UN
General
Assembly
session in New
York in the third
week of
September,
Lankan officials
told Express.
“Whether Modi will meet a particular head
of government or not will depend on the
number of requests made and the
availability of time. The Indian PM is
expected to be in New York for three days
when he will be having bilateral meetings
with select Heads of Government among
other engagements, apart from
addressing the Assembly,” an official said.
While the Lankan President will address
the General Assembly on 25 September,
the Indian PM
will do so on 27
September.
Rajapaksa is
believed to be
keen on
meeting Modi
following the
latter’s muchpublicised
session with the
Tamil National
Alliance, at
which the Indian
PM had
expressed his
commitment to
the Tamil cause and to the 13th
Amendment as the basis for power
devolution to the Tamil-speaking
provinces.
He had also backed the TNA’s demand
that bilateral talks between the Lankan
Government and the TNA should be
resumed, irrespective of the fate of the
Parliamentary Select Committee (PSC).
The Rajapaksa Government is uneasy
with the TNA’s tendency to seek Indian
and other foreign help instead of joining
the PSC. In this context, President
Rajapaksa will certainly be eager to know
Modi’s mind firsthand.
Modi himself is believed to be eager to
convey to Rajapaksa his take on the
situation in Sri Lanka after his interaction
with the TNA. That the Lankan Tamil issue
has become important for the BJP is
evident in the meeting the TNA had with
the BJP’s Tamil Nadu unit at Chennai on
their way back to Lanka from New Delhi.
Japanese PM Abe
in Lanka on
Sunday
Prime Minister of Japan Shinzo Abe has
planned to undertake an official visit to Sri
Lanka from 7 to 8 September, at the
invitation of President Mahinda
Rajapaksa.
President Rajapaksa paid an official visit
to Japan in March 2013 to mark the 60th
anniversary of the establishment of
diplomatic relations between Sri Lanka
and Japan.
It is 24 years
since the last
visit of a
Japanese
Prime Minister
to Sri Lanka.
The
Government of
Sri Lanka is
confident that
this visit will
enable both
countries to
further consolidate and expand the
existing robust relations, particularly in
trade and economic cooperation.
Prime Minister Abe will be accompanied
by a high level delegation, which also
includes business leaders from several
Japanese companies, notably small and
medium sized enterprises, ranging from
infrastructure to food industries.
Japan has been a key partner in Sri
Lanka’s socio-economic development and
the forthcoming official visit of Prime
Minister Abe will be an important
milestone in further enhancing bilateral
relations.

Mum's the word when it comes to shopping for the family
For many time-poor mums shopping is a
key part of their daily lives. Undoubtedly
it's easy to feel irritated on a shopping trip
where many factors conspire against
mums to make an afternoon of shopping
seem less preferable than pulling teeth.
The heat, the queues, the children
running around and even the couple in
front, blocking up the aisle with their
trolley, as they deliberate over natural or
Greek yoghurt, can make shopping sheer
hell.
So unquestionably mums need a
supermarket that pretty much offers
everything they need in one trip and also

says mum Sangeetha Perera from
Leyton, London. “As a full-time working
mother, wife, mother to two children (ages
eight and three) and, as my husband will

is of the essence when it comes to doing
the family grocery shopping.”
Some mums have gone on to use

and budgeting. Full
time working mum to
two children, elevenyear-old boy and nine
year old girl, Damitha Tharanga from
Wembley shares how she juggles time
between her children, shopping and
giving life lessons to her children. “I think
it's good for children to see you go to a
supermarket so they learn about budgets
and so they don't think a fridge has
magically appeared with food in it. I make
sure to get my kids involved with the
shopping and make them very much part
of the decision making.”
According to Damitha, she says her
daughter loves using the self-scanning
machines and paying
for items herself. “It
gives her a sense of
independence,” she
said.
With many reports
detailing how
shopping consumes
up the bulk of mums time, with one such
study reporting that shopping took up a
massive 4,155 hours 49 minutes in the
waking lives of mums there's no wonder
there is so much prominence on
shopping.
“It sounds such a mumsy thing to say, but
anything that makes my life easier gets a
big tick in the box from me. From
everyday items like bread to milk and rice,
to snacks and even a packet of Haribo, I
shop for convenience and need my local
supermarket to have pretty much
everything I would need for my whole
family,” said Geetha Ranawana a full time
working mum of three girls from
Birmingham.

Court approves deporting Pakistanis
SPECIAL OFFER
(colombogazette.com) The Court of Appeal today
gave permission to authorities to send back scores
of Pakistani asylum seekers, after the government
said they were a threat to the island’s security and
public health.
Deputy Solicitor General Janak de Silva asked the
Appeal court to lift an earlier suspension of
deportations, saying there was evidence
Pakistanis were committing
crimes and bringing malaria
into the country, which was
otherwise virtually free of the
disease, the Reuters news
agency reported.
“Interim relief was vacated
and the court has dismissed
the application. Now all the
asylum seekers are exposed
to deportation if government
wants,” said Lakshan Dias,
lawyer of a 38-year-old
Pakistani woman who complained after her
husband, brother and father were detained
pending deportation.
The court on Aug. 15 ordered authorities to
temporarily stop deporting the Pakistanis, after the
woman said her family was being forcibly sent
home without having their claims properly
assessed.
The United Nations refugee agency says 88
Pakistanis have been deported since Aug. 1 in
what is has called a breach of international law.
The agency has called for an end to the
deportations and demanded access to another 75
detained people who are awaiting deportation.
The Sri Lankan government says
the Pakistanis are part of an influx
of economic immigrants in the past
year who have become a burden
on the country’s resources and
potentially compromised state and
regional security.
Most of the Pakistanis are from the
Ahmadiyya Islamic sect. The
Ahmadi consider themselves
Muslims, but a 1984 Pakistani law
declared them non-Muslims and
many Pakistanis consider them
heretics.
In July, a mob killed an Ahmadi woman and two of
her granddaughters in Pakistan after another sect
member was accused of posting blasphemous
material on Facebook.

religious minorities
may need protection
and require particularly
careful examination of

Parents sell infant for Rs. 50,000;
buy house for Rs. 18,000
(dailymirror.lk) Police arrested the parents of a
week-old infant and four others for allegedly
selling the infant for Rs. 50,000 in Modera.
Police said among the arrested were a couple who
bought the baby and two other women believed to
be the brokers who arranged the deal.
Initial police investigations revealed that the
infant’s mother and father, who already have a two
year-old child, had purchased a temporally-built
shanty at Lellama in Modera for Rs.18, 000 after
selling their infant.
The mother had given birth to the infant on August
24 at the Ragama Teaching Hospital. The infant
had been sold to the new family from
Uswetikeyyawa at the hospital premises soon after
she was discharged from hospital on August 29.
Police said the man who bought the infant was a
butcher by profession.
Man sets himself on fire against Pillay
(colombogazette.com) A man set himself on fire
outside the Colpetty police station this morning in
protest against the former UN High Commissioner
for Human Rights, Navi Pillay, the police media
unit said.
The police said that the man was seated on the
payment when he suddenly set himself on fire.
Officers of the Colpetty police station rushed the
man to hospital for treatment.

has decided at the Plenary
meeting held from August
19 to the 21 to declare a
National Day of Prayer.
“The decision was

Paul II, now a Saint of the
Universal Church elevated
the Venerable Joseph Vaz,
to the status of the Blessed
on January 20, 1995 at the
Pontifical High Mass
offered in the presence of mammoth

soil, on His two Day visit to Sri Lanka. This
historical event in the annals of
contemporary Sri Lanka marks 20 years on
January 20, 2015.

Lankan Muslims call for protection
of Indonesian Buddhist site
(Xinhua) COLOMBO: Sri Lankan Muslims on
Sunday called for the protection of an ancient
and historical Buddhist site in Borobudur,
Indonesia after Islamic State of Iraq and Syria
(ISIS) extremists threatened to attack it.
In a letter to President of Indonesia, Susilo
Bambang Yudhoyono, a copy of which was
released to the local media, the Muslim Council
of Sri Lanka said that it was with great shock and
disbelief that the Sri Lankan Muslim community
received news on reports of the threat posed
by ISIS to Borobudur. “The architectural
wonder of Borobudur is not only the largest
Buddhist Temple in the world, but is aptly
declared a UNESCO heritage site for its
architectural, cultural and religious value. Its
religious and historical significance for
Buddhists around the world is unparalleled.
The threat posed by the ISIS with the sole
intention of targeting places of religious
significance is to create turmoil across the
world in the name of Islam. This is against
the Holy Quran and the teachings of our
beloved prophet Muhammad,” the Muslim
Council of Sri Lanka said. The Muslim
Council of Sri Lanka has called on the
president of Indonesia to ensure the safety
and security of the Borobudur Temple and
other Buddhist sites in Indonesia, and
protect these places of religious significance
and historical and cultural value from any
harm.
The Muslim Council noted that Islam is a
religion of peace and there is no space for
terrorism or violence in Islam. It added that
entities with political interests have
continued to arm some Muslims and create
violence in a number of countries across the
world, which is causing chaos in Muslim
countries and threatening peace in the
world.

conditional bail by the Colombo Additional
Magistrate Mohamed Sahabdeen on Wednesday.
Dr, P.A. Priyangi died after the administration of an
injection at Doctor Gamage’s cosmetic surgery
clinic situated in Bambalapitiya.
The Additional Magistrate set bail at Rs. 50,000 and
also ordered the defendant to put forward two
guarantors who must be closely related to him, for
Rs.500,000 each. Bail conditions included the
barring of foreign travel, non-harassment of
witnesses, submission of all creams
and medicines at his beauty parlour for
testing.
He was also ordered to report to the
Crimes Division of the Bambalapitiya
Police on the first Sunday of every
month.The police were ordered to
present a report regarding his
qualifications as a medical practitioner.

British High Commissioner visits Halo Trust
demining site in Muhamalai
(ft.lk) British High Commi-ssioner to Sri Lanka John
Rankin visited a demining site in Muhamalai during
a visit to the north yesterday. The site is operated
by the UK-based demining agency, The Halo Trust.
Commenting on the visit to the site, the British High
Commissioner said: “The UK is a long-time
supporter of demining in Sri Lanka. We have
provided 3.5 million pounds from 2010-2014. The
latest funding programme – which was announced
by our Prime Minister David Cameron during
CHOGM last year – is worth 1.6 million pounds
(Rs. 3.5 billion). It began in July this year and will
continue for 18 months.
“Funding for The HALO Trust supports the clearing
of mines and explosive ordinance focusing on
heavily-contaminated parts of the north, particularly
in the Jaffna, Kilinochchi and Mullaitivu Districts, as
well as related mine risk education activities and
capacity building with the Sri Lankan
Negombo hospital murder case,
doctor sentenced to death

doctor who was accused of sexually abusing a girl and pushing her to
death from the 6th floor of the hospital in 2007.
Dr. Indika Sudarshan Balage, was accused in connection with the rape

(infolanka.com) Turning a new chapter in the prehistoric Balangoda era, evidence of a more than
2000-year-old well developed human habitat has
been discovered by archaeologists during the
ongoing excavations in Kirimakulugolla in the
Kaltota plateau in Balangoda.
Prof. Raj Somadeva of the Faculty of Archaeology
of the Kelaniya University, who heads the team of
researchers, said the excavations had been going
on for about two weeks in a stateowned land,
which is of archaeological importance. “The most
important find is a house which has a history of
more than 2000 years. We examined the debris of
rock pillars lying at the site to find an inscription
that bared the fact that Buddhism had been
practised even before the advent of Ven. Arahath
Mahinda. We discovered tools and equipment
used by them.
The house we found is a circular building with a
grinding stone, debris of several tools and
equipment, and a place of worship. I am of the
opinion that, it would have been the residence of a
leading personality of the race. We discovered an
inscription in a rock cave and found the word
“Yakka” in the inscription, and it is a clear
indication that the area would have been inhabited
by the ‘Yaksha’ clan. Obviously a well organised
society had prevailed in the country before the
advent of Vijeya and Buddhism had been
practised even before the advent of Ven. Arahath
Mahinda,” he said.
Prof. Raj Somadewa stressed that the continuous
research will bring to light many historical facts
that would mark a turning point in the history of Sri
Lanka and open up vast new fields in
archaeological research.

Animal sacrifice can go ahead
after obtaining permit - SC

that the annual animal sacrifice ceremony at the
Munneswaram Badhrakali Temple, Chilaw can be
held after obtaining a permit, the Ada Derana
reporter confirmed. This permit could be obtained
from the Chilaw Pradeshiya Sabha.
The Supreme Court on August 29 postponed the
verdict of the Munneswaram Kovil priests appeal
against the Appeal Court judgment on animal
sacrifice for 3 September.

The trustees and Poosaries of the Kovil filed the
petition at the Supreme Court to get permission to
perform animal sacrifices under an annual

by the Appeal Court, in 2013, with respect to
animal sacrifices near religious places.
The Court of Appeal ordered the police to act
against the priests, if animal sacrifice holds within
the Kovil premises, violating the terms of the
Prevention of Cruelty to Animals Ordinance.

with the same focus and same strategy as the
physical war that was fought and finished, said Dr.

enter the Guinness Book of World Record for his
feat of writing non-stop for 12 hours, on 77 pages
of paper.
The performance took place recently in the library
of St. Joseph's College, Trincomalee, from 8 a.m.
to 8 p.m. Supervising the act from start to finish
were, Education Ministry officials of the Eastern
Provincial Council. On completion, the Mayor of
Trincomalee had greeted Jeyaraj.
The organizers of this recording breaking feat plan
to submit the 77 pages Jeyaraj scripted on, to the
committee of the Guinness Book.
On the 77 pages, Jeyaraj had written a total of
7,582 words at the average rate of 603 words
per hour.
When Jeyaraj's act enters the Guinness Book
he will be the first person in the world to have
scripted literature for 12 hours without a break.
He will also be the first person in the Eastern
Province to enter the Guinness Book.

dangerous terrorism than even Prabhakaran’s

Energy Patali Champika Ranawaka stated. He

at an emergency had been to buy electricity from
private suppliers at a higher prize. But the energy
saving program initiated in 2012 when hydro
electricity output fell due to low water levels in
reservoirs gave rich dividends, he pointed out.
Furthermore Ranawaka said that it would be
wrong to accuse only the relevant ministers for the
huge losses accrued by Central Electricity Board
and Ceylon Petroleum Corporation. The energy
mafia is a complex mechanism and has entangled
politicians of both government
and opposition, he stated. A
minister cannot do much alone,
he implied.
Ranawaka also stated that the
people have a right to know how
their electricity bills are being
calculated. Accordingly, there was
a need for a more transparent
mechanism so that people can be
aware of what is happening.If
operated correctly, Norochcholai
power plant has the capacity to
supply a significant amount of electricity
requirement, Ranawaka states. Therefore, he
argued that the power plant should not be handed
over to another party. His comments came amidst
speculations that the government is planning to
hand over the management of the Norochcholai
power plant to China.
Harin to launch death fast if police are biased
(dailymirror.lk) United National Party (UNP) chief
ministerial candidate Harin Fernando today
threatened to launch a death fast if the police and
the other authorities continued to act biased in
favour of the Government when maintaining law
and order in the Uva Province.
He told a media briefing that he would fast to
death if the authorities attempted to remove his
party’s propaganda material while permitting the
ruling party to continue with its propaganda
material.
“We will put up cutouts of our leaders just like the
ruling party which is putting up cutouts of their
leaders and will launch a death fast if they are
removed,” he said.
Mr. Fernando said he had been asked to remove
posters which had his name with the ‘right’ mark
with Sinhala spellings.
He accused the police of being biased in favour of
the Government when it came to granting
permission to ruling party candidates to open
election offices while being reluctant to grant

Prasad Kariyawasam responds to
‘New York Times’ editorial
Ambassador of Sri Lanka to the United States,
Prasad Kariyawasam, has written to the editor
of the 'New York Times' saying its editorial
published under the title 'Sri Lanka's
Intransigence' on 23 August has made
insensitive assertions about the island nation.
Following is the letter and below that is the
article that appeared in the NYTimes.
To the Editor:
Your Aug. 23 editorial “Sri Lanka’s
Intransigence,” about the
government’s refusal to
cooperate with the United
Nations investigation into
suspected human rights
abuses during the country’s
civil war, makes insensitive
assertions about my country.
Sri Lanka has enjoyed
uninterrupted democracy since
1931. Last September we held the first election
to the Northern Provincial Council, delayed by
more than two decades because of the refusal
of the Liberation Tigers of Tamil Eelam to
politically empower people in the North. Now,
the Tamil National Alliance is in control of
provincial administration. To compare Sri Lanka
to human rights and humanitarian emergencies
elsewhere in the world is unjust.
We reject the United Nations investigation
because its intrusive nature exceeds its
mandate. It challenges the sovereignty of our
country; violates basic principles of
international law; vitiates the atmosphere
needed for reconciliation; and ignores
substantial and progressive socioeconomic and
political progress already achieved, including
the resettlement of 300,000 displaced people
and the reintegration of 11,000 armed cadres.
The three-decade-long conflict with many failed
attempts at peace because of L.T.T.E.
intransigence affected the whole country. Local
accountability mechanisms, now strengthened
with international experts, are respectful of
inherent social, cultural and ethnic
susceptibilities, unlike the United Nationsdriven process, which serves externally
motivated interests and will destabilize the
intricate balance of the national reconciliation
process.

Sri Lanka’s Intransigence

(nytimes.com) Sri Lanka’s president, Mahinda
Rajapaksa, said Tuesday that his government
would not cooperate with the United Nations
investigation begun last month into suspected
human rights abuses, including possible war
crimes, committed during Sri Lanka’s civil war.
Mr. Rajapaksa’s intransigence puts Sri Lanka
in the company of North Korea
and Syria, two countries that
also barred access to United
Nations human rights
investigators.
Mr. Rajapaksa claims Sri
Lanka can handle the inquiry
on its own. This is doubtful. It
was the Sri Lankan
government’s failure over
several years to prosecute and
punish perpetrators of abuses during the civil
war that prompted the United Nations Human
Rights Council in March to request a
comprehensive investigation.
Both the rebels of the Liberation Tigers of Tamil
Eelam, or L.T.T.E., and the Sri Lankan military
are thought to have committed war crimes. The
United Nations estimates that 40,000 Tamils died
during the final weeks of the conflict. Hundreds
of thousands of people were interned in camps
under military guard after the war ended in 2009.
People suspected of being linked to the L.T.T.E.
were tortured. Thousands simply disappeared.
The safety of witnesses is a major concern.
People demanding accountability for those who
disappeared have faced threats and arrest. Sri
Lanka’s Prevention of Terrorism Act is being
used to detain people without trial. After the
United Nations high commissioner for human
rights, Navi Pillay, visited Sri Lanka last year, she
reported that she had never seen such a “level
of uncontrollable grief” as that of families of the
disappeared in Sri Lanka, and that people with
whom she met were promptly visited by security
forces.
Ms. Pillay has said that the United Nations
investigation would go forward despite Mr.
Rajapaksa’s denial of access. If Mr. Rajapaksa’s
goal is truly, as he claims, truth, justice and
reconciliation, he should cooperate with the
investigation. Failing to do so will only feed
international suspicions that his government
has much to hide.

The Tamil National Alliance (TNA) said it

TNA parliamentarian M.A. Sumanthiran
was quoted as saying the party did not
have a hidden agenda and it was strongly
committed to finding a solution to the
political question, the report said.
“We have no intention of dividing Sri Lanka.
We strongly believe a solution to the issue
in a united country and we do not want a
separate state,” Sumanthiran was quoted
as saying in the report.
He said the allegation leveled by the
government against them that they were
cronies of the Tamil rebel Liberation Tigers
of Tamil Eelam (LTTE) was incorrect.
The TNA this week visited India and held
talks with Indian Prime Minister Narendra
Modi and External Affairs Minister Sushma
Swaraj. During the meeting, Modi stressed
on the need for a political solution that
addressed the aspirations of the Tamil
community for equality, dignity, justice and
self-respect within the framework of a
united Sri Lanka.

SL's Deputy HC in London to be replaced?

Sri Lanka's Deputy High Commissioner, Neville de
Silva, a veteran journalist, who has completed two
years in London, is expected to be replaced by Dr.
Chanka Thalpahewa.
However, the High Commission in London has not
been officially informed of his proposed
appointment.
When the Sunday Island asked about the two
years he spent here, de Silva said that he came to
London with "great expectations" from Bangkok,
where he was deputy chief of mission.
"I had lived here for 10 years working as a
journalist. So it was not that I did not know the
media or local politics. Initially, I did not want to
accept a diplomatic posting, but when I eventually
did, I chose to go to Southeast Asia, specifically
Bangkok, where I was able to work with two good
ambassadors and also run the mission for more
than four months until the present ambassador
arrived", he recalled.
" When I was asked to go to London after three
and a half years in Bangkok, I came here with
great expectations about what to do and what can
be done. Unfortunately, those expectations could
not be fulfilled for reasons which are better left
unsaid for the moment. Maybe, I could give a
more detailed explanation when I write my book",
de Silva said.
He served as a senior journalist at Lake House
from where he was recruited by the Hong Kong
Standard newspaper as a feature writer and
editorialist. He rose to become its diplomatic
editor, political columnist and assistant editor and
was also a political radio commentator.
He later moved to London as the Europe Editor of
the Hong Kong Standard and when that paper
changed hands, he worked for Gemini News
Service, then run by the Panos Institute. He also
edited the Commonwealth Feature Service and
wrote regular columns for the Commonwealth
Press Union for which he was also a journalism
training consultant conducting workshops for
Pacific region journalists as far away as the
Solomon Islands.
De Silva was the London correspondent for the
Sunday Times and a columnist for it when he was
appointed to the Sri Lankan Embassy in
Bangkok. He has written widely for many
newspapers abroad including the New York Times
and The Guardian in the UK.

The other panelists didn’t challenge Dr.
Vigneswaran’s assertion.
Had the LTTE surrendered after having been
evicted from the first No Fire Zone (NFZ) on the
Vanni east front, many lives could have been
saved, Dr. Vigneswaran said, blaming Western
powers for not intervening on behalf of those
civilians trapped in the war zone. According to him,
the LTTE had believed that a major humanitarian
crisis on the Vanni east area after the Kilinochchi
debacle during the first week of January 2009
would lead to international intervention. The proLTTE Tamil Diaspora too, felt the same way, he
said, asserting that the LTTE should have
surrendered in April 2009.
The SLA brought operations on the Vanni east
front to a conclusion on May 19, 2009 immediately
after troops recovered the body of Prabhakaran
with a heavy caliber gun shot through his head.
The body was found on the banks of the
Nanthikadal lagoon.
Dr. Vigneswaran alleged that the SLA strategy on
the Vanni east front (area east of the Kandy-Jaffna
A9 road) had been different to its tactics in the
area west of the same road. The politician alleged
that the change of tactics had caused heavy loss
of lives.
Faulting the UN for quitting Kilinochchi in
September 2008, Dr. Vigneswaran asserted that
the global agency should have negotiated with the
government in a bid to remain in the Vanni region
instead of withdrawing.
Dr. Vigneswaran blamed the government for not
consulting the LTTE before it declared NFZs on
the Vanni east front. Had the government
discussed NFZ with the LTTE, the UN could have
discouraged the group from forcing civilians to
accompany retreating LTTE units, he said.
The AITM leader questioned the SLA’s decision to
establish a second NFZ after the LTTE refused to
recognize the first. The official expressed the
opinion that there shouldn’t have been a second
NFZ due to the LTTE exploiting the first. Dr.
Vigneswaran accused the SLA of firing at the
NFZs believing those trapped within the area held
by the LTTE would breakout. The SLA plan never
materialized, he said. Blaming government forces
for even targeting hospitals, Dr. Vigneswaran
pointed out that the military knew what was
happening on the ground as Unmanned Aerial
Vehicles (UAVs) operated over the battlefield.
Dr. Vigneswaran also blamed the government for
not providing adequate medical supplies to
medical facilities in areas east of the A9 road,
though it was fully aware of the ground situation.
The government should have prepared for worse
case scenario, Dr. Vigneswaran said, adding that
the government expected civilians to flee areas
affected by fighting and seek refuge elsewhere.
The former MP ridiculed the LTTE for believing
that a Bharatiya Janatha Party (BJP) victory at
Indian election in May would be to its advantage.
Dr. Vigneswaran claimed that he called for the
deployment of an Indian medical team to treat
those who had been wounded on the front and
brought to Trincomalee in early 2009. He said that
the call was made after he visited the government
hospital at Trincomalee, where about 2,500
wounded civilians were accommodated.
Strongly condemning the government for not doing
enough for those who had been held at Menik
farm against their wishes, Dr. Vigneswaran
accused the SLA of deploying Tamil collaborators
to identify LTTE cadres taking refuge among
civilians.

JANAHANDA FOUNDATION WORKING FOR COMMUNITY IN UK
Sri Lanka Janahanda foundation,UK (the voice of
Sri Lankans living in UK) was invited to a speech
made by Labour Party Deputy Leader, Harriet
Harman MP.
The speech was in line with the differences
between a Britain in 2020, and the better future
that Labour, under Ed Miliband's leadership after
winning the next election.
The speech promised a better and more
economical future and also as representatives of
the borough of Hounslow and Sri Lankans living in
the UK we were able to upraise questions as to the
NHS system that fails, job security and help in the
housing systems for low income families.The
Labour Future Action on the cost of living, with a
freeze on energy bills, expanded free childcare, an
increase in the minimum wage and a lower 10p
starting rate of income tax to help millions of
people on lower and middle incomes, action on the
NHS and for schools.
The speech was held at Pitzhanger Gallery &
House, Walpole Park, Mattock lane, Ealing. W5 on
26th August 2014

BOC soars with 1H pre-tax profit up 20% to Rs. 8.6b
(ft.lk) In a fitting tribute to its 75th anniversary in
August, the Bank of Ceylon (BOC) has boosted its
first half pre-tax profit by 20% to a record Rs. 8.6
billion.
BoC said yesterday it has reported an after tax
profit of Rs. 6.2 billion for 1H2014 which is a 23%
growth over 1H of the previous year. Despite the
significant interest rate pressures and slowdown
in credit growth which is common to the industry
during the period under concern, the bank was
able to cope with the declining interest margins
through upward trends in fee-based income,
investment income, and the reduction of
impairment charges on non-performing assets.
Increase in income generated from issuing
guarantees and bills acceptance has contributed
to the increase in fee income by Rs.1.3 billion
resulting in a 49% growth year on year (YoY).
Simultaneously net gain from trading of
investment securities has also contributed Rs. 2.4
billion to the income showing 54% growth YoY and
this fact shows the resilience of the bank in finding
alternative income sources in challenging times.
Meanwhile, interest expense has come down by
5% to Rs. 36 billion due to the improvement of
Current And Savings Accounts (CASA) ratio along
with the re-pricing of term deposits at lower
interest rates.

Bank of Ceylon is the market leader for deposits
and has a market share of 20%. Deposits in
foreign currency account for 26% with the
remaining 74% in local currency.
The total customer deposit base has grown from
Rs. 842 billion in December 2013 to Rs. 876
billion at the end of June 2014. Deposit growth
rate of 4% which is in line with the industry growth
rate of 5% reflects the
strong domestic franchise
of the bank.

deposit mix in a favourable

Both Return on Assets (ROA) and Return on
Equity (ROE) ratios increased to 1.40% and
20.62% respectively compared to corresponding
1H period of last year in line with the
increase of profit.
Both Tier I and Tier II capital adequacy
ratios stood at 8.49% and 12.06%
showing an increase against 7.85% and
10.88% in 1H end of 2013. The bank is
aware of the need to strengthen its Tier
I capital in view of the expected future growth and
is working with a range of possible alternatives to
improve this critical ratio and keep it always well
managed above the minimum requirement of the
Central Bank.
The bank’s domestic liquid asset ratio was 30% as
at end June 2014 while the offshore liquid asset
ratio was 27%. Both ratios have exceeded Central
Bank’s required benchmark of 20%.

inward remittances as Sri Lanka’s imperative
financial institution.
Rating agencies Moody’s and Fitch Ratings have
reaffirmed the international rating of Bank of
Ceylon during the year as “B1” and “BB-“with
stable outlook respectively which is on par with
sovereign. Local rating agencies ICRA Lanka
Limited and Fitch Ratings Lanka Limited have
awarded “(SL) AAA” and “AA+ (lka) with stable
outlook”.

has played a vital role in affirming the Bank on the
current rating floor and as a Government owned
bank, BoC always strives to drive the country
ahead. This has been evidenced by an unrivalled

Golden Key case: Directors object to seizure of
some of their assets

declined to hear the petitions. It was
earlier heard by a Bench comprising
the Chief Justice, Justice K. Sripavan
and Justice Rohini Marasinghe.

Yesterday, the Directors of the
Ceylinco Group of Companies argued
that the property they had owned
through inheritance and acquired with
their own resources should not be
seized to pay the Golden Key
Depositors.
The depositors through their counsel
replied that once the court had ordered
a seizure, it should be implemented.
Meanwhile, a group of employees has
objected to what they called a move to
seize six billion rupees belonging to
them. It was unfair as they had not yet
been heard, they have said. The
Supreme Court yesterday said that
they would be heard. The Supreme
Court also said that any seizure of
property would be done by the
Monetary Board with the approval of
the District Court.

medical and surgical clinics and learnt of Eyes,
ENT, orthopaedics, skin and sexually
transmitted diseases. We witnessed every type
of surgical operation, having donned cap,
mask and gown whilst endeavouring to stand
upright on legs that had suddenly turned to jelly at
the site of so much blood and gut. I recall watching
a thoracic surgical operations, as the human
body was cooled to a temperature that enabled
the heart to be stopped from beating for the
shortest time possible to repair its damage. I
observed the beating human heart of one person
being held in the hands of another. During this
procedure there was to be pin drop silence in
the operating theatre allowing us the opportunity
to bow at the altar of life.
We observe patients get better and whilst others
got worse. We witness babies being born and
watched patients silently die. I soon learnt that
our grand medical knowledge, pills, portions,
skills and injections did nothing to guarantee our
control over life and death. I humbly accepted
that when doctors appoint themselves God
our instruments were often utterly y out of tune, in
a symphony that was being conducted by a
much greater power .
ONE OF A KIND
There were many in our batch, who were one of a
kind, but none more so than young Robin Andre.
He was the only Burgher boy in our batch and
was instantly recognisable as being tall and lean
of stature. He was blessed with brains, though
he masked his intelligence behind a great deal of
constant clowning. He was neither a Tamil nor a
Singhalese but had long accepted that he lacked
the correct ethno religious markings, to be
considered a first class citizen of Sri Lanka. He
had bucket loads of humour and truck loads of
charm. He endeared himself to all and sundry
from peons to professors and would speak
Singhalese to the Singhalese and Tamil to the
Tamils, helping those in our batch to emerge
from their shell of shyness. During the 5 years in
medical school he was a friend to all and an
enemy to none. There was not one of us who
had escaped being playfully bullied or made to
laugh by Robin.
THE CELEBRATIONS
The night before the banquet, was a pool side
knees up with canapés and booze galore.
Everyone was happy and relaxed and no one
really cared about what the other had taught,
cured, treated, diagnosed, done, published,
achieved or even earned. We were just so thankful
that we had survived a life time of clinical practice
or academic activity..
THE BANQUET
On entering the grand ball room we were
presented with red roses to adorn our hair or any
other part of our anatomy. Old romances that had
long died re surfaced on the dance floor. Many of
those who had paired up at university had
remained successfully in marital bliss. The
evening commenced with a two minute silence to
honour those colleagues who had died. We then
sang the faculty anthem in Sinhala and Tamil and
then stood at attention for the national anthem.
Everyone took to the floor. Some were expert at
ball room dancing while the rest of us gyrated to
anything fast and furious. We happily ignored
arthritic joint , high blood pressures, dodgy hips,
knees and hearts. Who cared if we collapsed, as
we had the entire medical profession of world
repute in attendance in the ballroom of the hotel,
who even though drunk, were expert enough to fan
us back to life!.
HOW FAR HAVE WE COME
The next morning we posed for a group
photograph. We could have set up and run and
an entire general hospital served purely by the
batch of 74.

now again contributing to the Birthday Celebration
by entering into an Essay and Public Speaking
Competition based on the Anagarika. In addition,
the Temple has commissioned a short
documentary on the history of the London Buddhist
Vihara, as a 150th Birthday Tribute to its founder.
This documentary has been devotedly produced
by Tissa Madawela, using original material from Sri
Lanka and from the Vihara's own archive. This film
will in due course be made available to watch both
in DVD form and also via the temple's website. All
these events have been initiated and nurtured by
Ven Seelawimala with the intention of honouring
the greatest Buddhist revivalist since Emperor
Ashoka and the first person to teach the Buddha
Dhamma in three continents: Asia, North America,
and Europe.

Rebecca Nirmali's alms-giving in London

Seven days after the death of
popular actress Rebecca Nirmali,
her seventh day alms-giving was
performed at Amarawathi Buddhist
Temple in London on August 18.
The event was organised by actor
and film producer Wimal
Alahakoon together with
Rebecca's close friends in
London. Veteran actress Prema
Ganegoda also attended the
ceremony.
Fifteen Buddhist Monks
participated in the alms-giving.
The speciality was those monks
were either English or Europeans.
It was a coincidence that this time
last year Rebecca was in London
together with film director Rodney
Widanapathirana to attend the
premier screening of the film Mau
Senehasa at the invitation of Mr.
and Mrs. Wimal Alahakoon.
Wimal Alahakoon told The Island
that when Rebecca was in London
last year, he had taken her to visit
most of the Buddhist temples
there and she particularly had
liked the Amarawathi temple more
than others, perhaps due to the
fact that most of the monks were
of English origin. "Therefore, we
decided to perform her seventh
day dane there."

Royal College Colombo and went on to pursue his
higher studies at the University of Ceylon (1943) and
at the University of London (1944).
Tampoe held the position of General
Secretary of the CMU for the last 66 years,
and was known to have been involved in
every major workers' struggle the country
experienced. Tampoe was known for
bringing in a militant edge to the largely
white-collar CMU union, when he took over
as the General Secretary in 1948. He
successfully challenged every political
decision of the government of the day.
In 1963, he led a strike in the Colombo Port that
escalated into an all-island general strike and defied
the government of Sirima Bandaranaike when it
invoked emergency powers.

union movement, Philips Balendra Tampoe,
popularly known as Bala Tampoe, bade
farewell to his comrades and the nation last
afternoon, thus ending a golden chapter of
trade union history in the country.
A criminal lawyer by profession, Tampoe was
still powerful as the General Secretary of the
Ceylon Mercantile Industrial and General
Workers Union (CMU) when he passed away
at the age of 92.
Tampoe, who was recognized as the first trade

Internet purchase for the refund.
However Internet ticket buyers
who have not collected their tickets
will receive their refunds to their
respective banks within the course
of the month of September 2014.
Tickets purchased from Dialog
Centers will be refunded from the
respective Dialog center on the
production of the original ticket.
The NIC of the ticket buyer is
compulsory for the refund and
ticket holders are requested to
follow the above procedure for
their refund of tickets.

Ranatunga virtually
administered the sport

powerful official, but the SLC ExCo has now decided to hand
significant amount of powers to its
CEO Ashley de Silva, a senior
official of SLC told ‘The Island’.
An official, who is aware of the
developments, stated that the
Sports Ministry refrained from
interfering with curtailing
Ranatunga’s powers after
SLC Chief Jayantha
Dharmadasa threatened to
resign.
Ranatunga is believed to be
extremely unpopular among
SLC employees and
members of the current
National cricket team as
well. Senior players Mahela
Jayawardene and Kumar
Sangakkara have openly criticised
his conduct.

2-1 win over Sri Jayewardenapura
University on penalty strokes to win the inter
university womens hockey title in the finals
played at the University Grounds,
Peradeniya. The match ended in a
scoreless draw and in keeping with the
tournament rules the penalty strokes tie
breaker system was implemented. This saw
the Colombo Ladies edge out their
opponent 2-1 in the single series. In the
final sum up the Colombo Girls played with
a lot of skill and functioned as a well knit
output. Their moves were well co-ordinated
but they were distinctively unlucky not to
reap the benefits of their play.
Jayewardenapura Girls on the other hand
did well to keep their opponents in check
and took the game into the penalty tie
breaker system only to lose by a very
narrow margins. Peradeniya University who
started the tournament in a brilliant fashion
scoring huge victories in the first two games
floundered later to win the consolation
trophy awarded to the second runner up

SLC ExCo appoints committee
to pick the national coach
(colombogazette.com) The Executive Committee
(ExCo) of Sri Lanka Cricket has appointed an 8
member committee to evaluate and short list the
applicants for the National Head Coach and to
nominate the appropriate candidate for the vacant
position.
Sri Lanka Cricket said that the ExCo decided to fill
the vacancies of the coaching department due to
the recent vacuum that was created with
experienced and qualified persons at the earliest.
The committee comprises of Asanga Seneviratne,
Mohan De Silva, Nishantha Ranatunga, Hirantha
Perera, Nuski Mohamed, Sanath Jayasuriya,
Jayananda Warnaweera, Shammi Silva, Dushan
Soyza, Ranjit Fernando, and Head of Coaching
Jerome Jayaratne.
SLC has received 17 applications for the post of
National Coach – 01 local and 16 foreign, 17
applications for the post of Fielding Coach – 2
local and 15 foreign and 15 applications for the
post of National Trainer – 02 local and 13 foreign.
The ExCo also approved the purchase of new
vehicles to replace the vehicles which are more
than 7 years old and to provide vehicles category
wise to the Managers as per a policy document
submitted by the CEO.
As per the request made by the England Cricket
Board (ECB) the ExCo has approved the England
Performance Program camp to be carried out in
Colombo from 22nd November to 10th December
2014 by assigning player to Premier Clubs at the
cost of ECB. EXCO was of the opinion that this will
provide an opportunity for the club players to gain
experience and exposure of interacting with
foreign players.
The ExCo has also approved the request made by
the Asian Cricket Council (ACC) to host the
Afghanistan, U.A.E. Nepal and Hong Kong teams
at the cost of the ACC in order to support the non
test playing countries in the region.
Sanka Ramesh steers SSC
to U-23 Division one title

clinched the Inter-club Under-23 Division One
Cricket title after their first innings win against
Nondescript Cricket Club (NCC) in the three-day
final match, which concluded at the Colts ground,
Havelock Town.

who compiled an unbeaten 125 in the first innings,
scored 59 not out in the second innings from 142
balls including eight fours.
Kavindu Kulasekara also chipped in with an
unfinished fifty (67 off 147 balls) with five fours and
a six. Resuming from the previous day, NCC’s
Sandun Weerakkody, who was unbeaten on 82
overnight, reached his 100 in 52 balls with 13
fours and a six. Lahiru Madusanka scored 48 in 62
deliveries. For SSC, Dasun Shanaka and Sanka

from August 23 to 30, wining two gold, one silver

Refurbished Upali Wijewardene Scoreboard
handed over to Royal College
(island.lk) The refurbished main scoreboard of the Royal College
Colombo 07, Reid Avenue Cricket Grounds was handed over by the
President of the Automobile Association of Ceylon, Dhammika
Attygalle, the nephew of late Upali Wijewardene to the Principal of
Royal College, Upali Gunasekera on August 21.
This scoreboard was donated by the late Upali Wijewardene,
founder Chairman Upali Group of Companies, an old boy of Royal
College and handed over to the then Principal late L.D.H. Peiris on
21st October 1978 during the time Ranjan Madugalle, former Sri
Lanka Captain and ICC Match Referee captained the Royal team
during that season of the Royal-Thomian Centenary Cricket
Encounter.
The Automobile Association undertook to refurbish the scoreboard
especially as late Upali Wijewardene was a life member of the
Automobile Association and had contributed immensely for the
betterment of the Association and was the Chief Guest of the 75th
Anniversary in the year 1979 of the Automobile Association. Late
Upali Wijewardene was the pioneer in assembling of motor vehicles
in Sri Lanka in early 70’s.
