Message from
Minister of Tourism, Malaysia
Malaysia’s tourism industry has grown tremendously
over the years, and is now one of the country’s key
economic sector and major foreign exchange earner.
Accurate and timely dissemination of information plays
an important role in ensuring the country’s good image
is continually maintained and to leverage on the influx of
tourists coming to Malaysia.
This inaugural issue of Buletin 1MOTOUR is timely as the
Ministry can fully benefits as a disseminator of
information, especially on the part played by the Ministry
in accelerating the development of our local tourism
industry.
I am also pleased to acknowledge that the Ministry of
Tourism is at the forefront in encouraging innovation and
creativity in tourism products towards achieving the
targets of 36 million in tourist arrivals and RM168
billion in receipts by the year 2020.
The tourism industry as one of the National Key
Economic Areas (NKEA) under the 10th Malaysia Plan
has initiated 12 Entry Point Projects (EPP) based on the
themes of affordable luxury, family fun, nature
adventure, business tourism, international events and
spa, and sports. Indeed, Malaysia’s achievements have
been boosted by focussed government policies related to
tourism.
Several innovative and successful tourism products have
been launched such as the Malaysian International Shoe
Festival (MISF), 1Malaysia International Tourism Night
Floral Parade (Magic of the Night), 1Malaysia
Contemporary Art Festival (1MCAT), Fabulous Food
1Malaysia and Malaysia Homestay Experience. It is
heartening to note that Kuala Lumpur has been ranked
as the second best shopping city in the Asia Pacific by
the Globe Shopper Index.
As innovation develops, Malaysia continues to uphold
tourism’s important role in conserving, preserving and
protecting the natural resources and the environment.
Malaysia as one of the 12 mega biodiversity countries in
the world has clearly shown that we are leveraging
largely on our nature to boost the tourism industry.
In celebration of the World Tourism Day 2012,
Malaysia’s tourism reiterates its commitment to address
the issues of climate change, global warming, capacity
building and environmental degradation as well as
practising sustainable tourism.
Malaysia has been blessed with a rich natural heritage,
diverse cultures and more importantly, a multi-racial
society. Our unity is the most important factor that has
drawn many tourists to the country. Our diversity is our
strength.
On that note, I would like to wish all Malaysians a Happy
Deepavali and also Merry Christmas. Let’s cherish our
tranquillity and stability.

MALAYSIA CELEBRATES WORLD TOURISM DAY 2012 :
Tourism & Sustainable Energy: Powering Sustainable Development
THE growth in international tourism, which continues to
show resilience despite concerns over the global economy,
augurs well for Malaysia which is now ranked ninth as the
most visited country in the world.
Tourism Minister Dato’ Sri Dr Ng Yen Yen said with a
record 467 million tourists travelling in the first half of this
year, international tourism remains firmly on track to reach
one billion arrivals by year end.
She said at the projected pace of growth, arrivals
worldwide is expected to hit 1.8 billion by 2030.
The World Tourism Day (WTD) was established in 1980
for such a purpose. Without plans for sustainability,
the tourism industry would face great risks, including
millions losing their sources of income and Mother Nature
threatened with degeneration.
Quality living can only be brought about by responsible
custodianship of the earth’s wellbeing.
Recognising the importance of this, the UNWTO’s has set
“Tourism & Sustainable Energy: Powering Sustainable
Development” as the theme of this year’s WTD.
Malaysia, which is part of the 155-member states in the
global organisation, has voiced its support for a national
commemoration of the WTD, which took place at the
Tourism Ministry in Putrajaya.
“Dato’ Sri Dr Ng Yen Yen said Malaysia adopts the
best practices in sustainable tourism management and
upholds the principle of tourism industry that conserves,
preserves and protects”.
She cited several examples showing Malaysia’s
commitment to the cause, including the designation of
14.3mil (or 44%) hectares of the country’s total land
area as Permanent Reserved Forest, close monitoring
of eco-tourism activities, and the careful preservation of
the nation’s status as one of the 12 mega bio-diversity
countries in the world.
An effort closer to the community includes the two-yearold 1Malaysia Green, 1Malaysia Clean campaign aimed
at inculcating an attitude to maintain a clean environment
nationwide.
The survival of this crucial industry is dependent on
present efforts to ensure a promising future.
WORLD TOURISM DAY BACKGROUND
WTD is held annually on 27 September and celebrated
bby events around the themes selected by the UNWTO
General Assembly, on the recommendation of the UNWTO

TThis year’s World Tourism Day was hosted by Spain

entertainment and shopping attractions.
According to the UNWTO, the global tourism industry is an
economic and social phenomenon hailed as:

Fastest growing economic sector in the world
Directly representing 5% of global GDP and
30% of the world’s export of services
Generating close to USD3 billion a day in
overall export income
Tourism represents 1 in every 12 jobs
making it one of the world’s top job creator.
International tourist arrivals grew by almost
4% in 2011 to 983 million.
In 2011, international tourism generated
USD1,032 billion in export earnings.
Forecasted growth for 2012 is between 3%
and 4%
By 2012, total tourists arrivals are expected
to reach 1 billion for the first time.

WHERE WE ARE
•
Malaysia is currently recognised by the UNWTO as the
world’s 9th most travelled destination with the tourism
industry being the country’s 3rd largest foreign income
contributor to the economy - RM58.4 billion. In 2011,
tourism was rated as the 7th largest contributor to the
Gross National Income.
During the first six months of this year, Malaysia received
11,632,483 tourists which is a 2.4 per cent increase
compared with the corresponding period last year.
Under the Malaysian Tourism Transformation Plan
(MTTP), the industry is targeted to generate RM168 billion
in tourism receipts, attracting 36 million tourists by 2020
and creating an additional 500,000 jobs.

CORPORATE STAMP
The ministry is also launching a personalised corporate
stamp depicting the country’s various tourist landmarks
such as Taman Negara, Redang Island, Malaysia Tourism
Centre and its fabulous food such as satay, roti canai, dim
sum and nasi lemak.
To achieve these targets, the 12 Entry Point Projects
(EPP), were initiated based on the themes of:

In addition, several innovative tourism products were

Special focus is also being given to tourism sectors
that have been recognised as key drivers of the industry
such as MICE, Healthcare Tourism, Eco-tourism, Golf,
Luxurious Shopping, accommodation, spa and wellness
as well as ancillary tourist activities that help increase

DOCTORATE BY THE JOSAI INTERNATIONAL

KUALA LUMPUR, SEPT 4, 2012: Tourism Minister Dato’ Sri
Dr. Ng Yen Yen was conferred Honorary Doctorate (Honoris
Causa) by the Chancellor of the Josai International
University (JIU), Noriko Mizuta in Tokyo.
The conferment of the honorary doctorate was in recognition
of Dato’ Sri Dr. Ng Yen Yen’s significant contributions in
the development of the tourism industry, nation building
and in the forging of closer relations and cooperation
between Josai International University and Malaysia.
“I receive this award not for myself alone, but for my
family who have supported my endeavours; and also for
the women and men who have worked with me to improve
areas relating to women, family and children for a better
Malaysia, better tomorrow and for 1Malaysia. I dedicate
this award to all the staff at the Ministry of Tourism,
Tourism Malaysia and the travel trade fraternity who
worked hard with me to ensure Malaysia’s success in the
tourism industry” - Dato’ Sri Dr. Ng Yen Yen, Minister of
Tourism, Malaysia.
The tourism industry has undergone rapid progress
since Dato’ Sri Dr. Ng Yen Yen was appointed Minister of
Tourism in April 2009. In 2011, tourist arrivals increased
by 137,128 to 24,714,324 compared to 24,577,196
in 2010 while receipts increased by RM1.8 billion to
RM58.3billion compared to RM56.5billion the previous
year. It was also during her stewardship at the tourism
helm that Malaysia secured the 9th spot as most visited
country in the world by UNWTO for three years in a row,
from 2009 to 2011.

This year, Malaysia welcomed 11,632,483 tourist arrivals
in the first six months of 2012, registering a growth of
2.4% compared to 11,362,862 for the same period last
year. Tourist receipts from January to June 2012 have
also risen by 4.0%, generating RM26.8 billion to the
country’s revenue compared to RM25.7 billion in 2011.
Dato’ Sri Dr. Ng Yen Yen is also recognized for fast-tracking
implementation of several innovative tourism products
such as the 1Malaysia International Shoes Festival,
Magic of the Night, 1Malaysia Contemporary Art Tourism,
Parks & Gardens Tourism, Rail Tourism and Homestay
programs, Helicopter Tourism, Fabulous Food 1Malaysia
Festival, Luxury Tourism, Tarian Cuti-Cuti 1Malaysia and
1Malaysia Green 1Malaysia Clean (1MG1MC). She was
also instrumental in leveraging Malaysia as a luxury
tourism destination with her focus on parks and gardens
tourism, an initiative that saw Malaysia win gold awards
for its garden concept at the prestigious RHS Chelsea
Flower Show in London for two years in a row.
Through the Malaysian Tourism Transformation Plan, she
spearheaded grand plans for Malaysia’s tourism industry,
that is to achieve 36 million tourists and RM168 billion
(USD56 billion) in receipts by 2020.

(MIKA 2012)
MIKA 2012 is an effort spearheaded by the Korean
Women’s Association in Malaysia that presents the
collaborative works of 31 artists; 10 from Malaysia, 10
from Iran and 11 from Korea. It is aimed to share and
cultivate the appreciation of art despite the differences
in race and nationality. Held at MaTiC Art Gallery from
October 1st to 30th 2012, there are over 62 pieces
or artworks from renown and award winning artists
featured.
Supported by Mr. Phillip Wong of Malaysia Artseni
Gallery, Mr. Asghar Yaghoubi of Iran Cube Gallery and
Mr. Lee Gin Bok, Advisor of Malaysian Tourism Authority,
this exhibition will also form a strong friendship bind
and ties between the artists of the participating country
through cultural exchange and cooperation. Finding the
common ground through the love of art that will speak
a language that surpasses any anomalies and barrier.
Most of the artworks has been previously displayed
to an array of international audiences in art exhibition
and has brought the artist accolades such as the oil on
canvas creation by Tew Nai Tong of Malaysia named
“Seaside” which received Grand Prize Asia Art Award
in Seoul (2009), a photograph by Choi Jung Sook of
Korea called “Composition 1” which received Bronze at
the Western Photographers Association in USA (2003)
and a beautiful oil on canvas creation by Gelare Lavaie
of Iran entitled “Dream” which won the 1st Pictorial Arts
Festival on Humanitarian Assistance in 2009.
This exhibition is also organized in conjunction with the
1Malaysia Contemporary Art Tourism efforts aspired by
the Honourable Minister of Tourism, Dato’ Seri Dr. Ng
Yen Yen and to promote Malaysia Tourism Centre as
a one stop tourism centre that provides a platform for
emerging contemporary Malaysian artists to showcase
their amazing artworks.

Duta Teksi Pelancongan
Penglibatan Duta Teksi Pelancongan di dalam acaraacara utama ini telah menyediakan platform yang lebih
efektif untuk mereka menjalankan tugas dengan lebih
berkesan di mana Duta Teksi Pelancongan yang dilantik
bertanggungjawab untuk:
i)
Pengenalan
Program Duta Teksi Pelancongan telah diperkenalkan pada
15 Mac 2012 oleh Kementerian Pelancongan sebagai
satu usaha inovatif dan kreatif dalam mempertingkatkan
keberkesanan penyampaian perkhidmatan frontliners
khususnya Pemandu Teksi di Malaysia. Program ini telah
dilancarkan oleh YAB Perdana Menteri Malaysia pada 4
Julai 2012 di Dataran Putra, Putrajaya dan turut dihadiri
oleh 14 Menteri Kabinet lain. Pelaksanaan program
ini telah melibatkan kerjasama di antara Bahagian
Pembangunan Industri (KPL), Pusat Pelancongan
Malaysia (MaTiC), Bahagian Pelesenan Pelancongan
(KPL), Bahagian Pemasaran Domestik dan Bahagian
Sokongan Pemasaran (TM) serta SPAD, JPJ, PDRM dan
Persatuan Pemandu Teksi untuk melatih 4,000 pemandu
teksi terpilih di Lembah Klang. Sejak ia dimulakan pada
15 Mac 2012, sasaran untuk mencapai 4,000 Duta
Teksi Pelancongan telah dicapai dengan jayanya pada 2
Oktober 2012.
Objektif
Objektif pelaksanaan program ini adalah untuk:
i)
Mewujudkan kesedaran kepada pemandu teksi
dengan pengusaha teksi terhadap pentingnya
peranan mereka dalam mempromosikan negara
bagi meningkatkan kedatangan pelancong ke
Malaysia;
ii) Menjenamakan Malaysia dengan imej dan
ketrampilan mesra pemandu-pemandu teksi
kepada para pelancong; dan
iii) Mewujudkan usaha sama di antara Kementerian
Pelancongan dan penggiat industri pelancongan
dengan
pemandu-pemandu
teksi
dalam
membangunkan industri pelancongan negara.
Mempromosikan keunikan dan keindahan
Malaysia sebagai destinasi pelancongan terpilih
dan bertaraf dunia;
ii) Menjadi rujukan kepada pelancong yang
menggunakan
perkhidmatan
teksi
untuk
mendapatkan maklumat mengenai destinasi
pelancongan menarik;
iii) Meningkatkan imej negara dan first impression
para pelancongan melalui ketrampilan mesra
dan berhemah Duta Pelancongan; dan
iv) Menjadi role model kepada pemandu teksi
lain melalui perkhidmatan yang cemerlang
dan professional.
Pemilihan Duta Teksi Pelancongan
Sebelum seorang pemandu teksi terpilih menjadi
Duta Teksi, mereka akan dinilai terlebih dahulu oleh
Jawatankuasa Penilaian Duta Teksi Pelancongan yang
diwujudkan khas untuk menyaring dan mengenalpasti
setiap pemandu mematuhi kriteria yang ditetapkan.
Antara beberapa kriteria yang ditetapkan adalah:
1. Mempunyai lesen memandu Malaysia yang
sah dan sah tempoh;
2. Seorang Pemandu Teksi yang sah(PSV) dan
sepenuh masa;
3. Berumur 21 tahun - 65 tahun;
4. Bebas dari kesalahan jenayah dan trafik;
5. Tidak terlibat dengan najis dadah;
6. Berkebolehan bertutur dalam Bahasa Malaysia
dan Inggeris;
7. Berperibadi baik dan kemas;dan
8. Umur kenderaan tidak melebihi daripada 10
tahun dan berkeadaan bersih.
Sejak bermulanya program ini, Duta Teksi telah terlibat di
dalam pelbagai acara pelancongan utama termasuklah
Majlis Pelancaran (Soft Launch) Pacific Asia Travel
Association (PATA), Malaysia International Tourism
Exchange (MITE), Colours of 1Malaysia, Perarakan
Sempena Sambutan Hari Kemerdekaan Ke-55 dan lainlain lagi.

Setelah nama pemandu Teksi Pelancongan ini lulus
di peringkat saringan, mereka akan dipanggil untuk
menghadiri kursus intensif satu (1) hari yang diadakan
pada setiap Selasa dan Khamis di Pusat Pelancongan
Malaysia (MaTiC). Setiap peserta akan diberi pendedahan
mengenai Latar Belakang dan Dasar Pelancongan
Malaysia,
Produk-produk
Pelancongan
Negara,
Peranan Duta Teksi dan juga sesi Dialog Khas bersama
Suruhanjaya Pengangkutan Awam Darat (SPAD).
Ia juga telah mewujudkan satu jalinan kerjasama
antara pihak kerajaan dan rakyat terutamanya pemandu
teksi di Malaysia. Ini seterusnya menjadi pemangkin
kepada Kementerian Pelancongan untuk mencapai
kedatangan pelancongan seramai 36 juta orang dengan
pendapatan pelancongan sebanyak RM168 bilion
dalam merealisasikan visi Malaysia sebagai Negara
Berpendapatan Tinggi pada tahun 2020 selaras dengan
pelan pembangunan industri pelancongan iaitu Malaysia
Tourism Transformation Plan (MTTP 2020:36:168).
Duta Teksi Pelancongan akan menerima Kit Duta Teksi
yang lengkap dan diberi elaun hilang mata pencarian
sebanyak RM100 apabila tamat kursus pada hari tersebut.
Bagi menghargai komitmen yang diberikan, mereka turut
diberi elaun imbuhan bulanan sebanyak RM100 selama
6 bulan dan seterusnya akan disambung selama 6 bulan
lagi berdasarkan prestasi baik mereka.
Pemberian elaun imbuhan bulanan ini dilaksanakan
melalui pemeriksaan kenderaan secara bulanan di mana
setiap Duta Teksi dikehendaki untuk membawa teksi
mereka ke MaTiC untuk diperiksa dari aspek kebersihan,
penampilan diri dan sebagainya. Mekanisma yang
ditetapkan ini memberi impak yang positif terhadap imej
dan disiplin pemandu teksi kerana mereka perlu berpakaian
kemas dan mematuhi prosedur yang ditetapkan sebelum
menerima elaun. Selain itu, prestasi Duta Teksi juga
akan dipantau menerusi Kad Maklumbalas Penumpang
(Customer Feedback Form) dan Mystery Shopping oleh
pegawai Kementerian dan Tourism Malaysia.
Pelaksanaan Program Duta Teksi Pelancongan ini telah
memberikan impak yang positif terhadap pembangunan
kapasiti pemandu teksi di mana mereka diberi pendedahan
dan pengetahuan khusus mengenai kepentingan kerjaya
mereka kepada negara. Usaha ini juga dapat memberi
penghargaan kepada golongan pemandu teksi yang telah
banyak menyumbang kepada industri pelancongan.

Deputy Prime Minister, Tan Sri Dato’ Muhyiddin Haji Mohd
Yassin, officially opened the Ministry of Tourism, Malaysia
(MOTOUR) Art Gallery at the lobby of the Tourism Ministry
office, on September 13, 2012.
The event was graced by the Tourism Minister, YB Dato’
Sri Dr. Ng Yen Yen and a number of senior officers from
various government departments, foreign ambassadors,
local artists and representatives from the tourism industry.
The MOTOUR Art Gallery grand opening exhibition features
a stellar collection of large creative artworks by various
talented local artists.
Dato’ Sri Dr. Ng Yen Yen in her speech said that the art
gallery was set up to support the 1Malaysia Contemporary
Art Tourism event and to complement the Malaysian
artists’ creative efforts.
“I believe that the MOTOUR Art Gallery can be
used as a platform to promote the very best in
contemporary Malaysian artworks to the public,
especially to the local and foreign visitors that
the Ministry receives daily,” said Dato’ Sri Dr. Ng,
adding that the opening of the art gallery would
help expose the local artist artworks to a wider
audience.
The MOTOUR Art Gallery currently features an exhibition of
the international award winning masterpieces by Suhaimi
Fadzir, who recently won the Dublin Biennial 2012 Award
of Excellence, the first major award won by a Malaysian in
any biennials to date. In Suhaimi’s sculptures, installations
and mixed media works, the viewer will be able to identify
common items and icons that they, too, can relate and
thus form a bond of understanding with the artist.
Another outstanding collection at the art gallery is the
artworks by Ahmad Shukri. This award-winning Malaysian
contemporary artist (Philip Morris, Young Contemporary
and ASEAN Art Awards) is one of the co-founders of
leading non-conformist art group, MATAHATI. Through
MATAHATI, Ahmad Shukri contributes towards shaping the
future of Malaysian art, using it as a platform to guide and
mentor aspiring artists.
On display too are “The Malaysian Rice Plates Project”
organised by Wei-Ling Gallery which brings together 60
Malaysian artists who have created individual artworks
inspired by the Malaysian currency, not on canvas, but
on rice plates. Rice, being the staple food of Asians, is as
necessary to sustenance as money. It is also an important
symbol of unity as all Malaysians eat their rice from plates.
The exhibition today also features Malaysia’s young
creative talents in “Reflections of 1 MALAYSIA” - an
exhibition by Malaysian students organized by Institut
Kajian Etnik (KITA) of Universiti Kebangsaan Malaysia.
This art programme reaches out especially to the young
children of Malaysia. It brings together the reflections of
a group of school children of various cultures and ages
around the themes of friendship and social relationships.
“Creativity is an important value and I strongly believe that
Malaysian art offers a window to the rest of Malaysia, our
beautiful natural landscapes, our culture and tradition.”

1MALAYSIA CHOPPER UNVEILED
Prime Minister Dato’ Seri Mohd. Najib Tun Abdul Razak,
unveiled the 1Malaysia Chopper at the Putra World Trade
Centre (PWTC), on March 23, 2012.
Designed and to be presented by the star of the popular
Discovery Channel show American Chopper and founder
of Orange County Choppers (OCC), Paul Teutul, Sr., the
motorcycle commemorates the spirit of 1Malaysia and
the diverse Malaysian culture.
The motorcycle design features popular Malaysian icons
including the national flag, the Petronas Twin Towers,
the hibiscus and islands.
Minister of Tourism Datuk Seri Dr. Ng Yen Yen said,
“Besides representing Malaysia’s diverse society, the
chopper will be a good publicity tool for tourism and
we will use it to market Malaysia as a destination for
biking tours which has potential in attracting a niche
market.”
The 1Malaysia Chopper is the result of a smart
partnership between the Ministry of Tourism and Orange
County Choppers; and which also featured Malaysia
in several episodes of the popular show to worldwide
audiences in April and May this year.
Through American Chopper, the Malaysian Government
hopes to intensify the promotion of the country amongst
luxury travellers. It is one of the Ministry of Tourism’s
efforts towards achieving the targets of 36 million
tourists and RM168 billion tourist receipts by 2020.
This initiative reflects the industry’s innovation in its
partnerships, promotions, products and packages,
keeping Malaysia fresh as a tourist destination. The
promotion of the 5-Mountain Motorcycle Tour will
highlight Malaysia as a new must-see destination for
biking enthusiasts overseas to explore.
Tourism is among the National Key Economic Areas
identified to drive the Malaysian economy forward.
In 2011, tourist arrivals of 24.7 million brought in a
revenue of RM58.3 billion into the Malaysian economy.
Currently, tourism stands as the second largest foreign
exchange earner for Malaysia. UN World Tourism
Organisation ranked Malaysia as the ninth most-visited
country in 2009 and 2010.
Background on Paul Teutul, Sr.:
Paul Teutul, Sr. is featured in the popular Discovery
Channel show American Chopper and founder of Orange
County Choppers (OCC). Orange County Choppers (OCC)
is a customised production motorcycle manufacturer
founded in 1999 by Paul Teutul, Sr. American Chopper
is a reality television series that follows the action of OCC
in Newburgh, New York.
Teutul, Sr. was in Malaysia for the filming of his American
Chopper programme in Langkawi, Kuala Lumpur and
Putrajaya. The 1Malaysia Chopper episodes have been
featured in American Chopper: Senior vs. Junior on
Discovery Channel.

PUTRAJAYA: Malaysia has travelled a long, hard road to earn the
many accolades showered on it by the global tourism fraternity,
said Tourism Minister Datuk Seri Dr Ng Yen Yen.
She said the country’s recent achievements becoming the
ninth most visited country in the world, voted the second best
shopping destination in the Asia Pacific and the 10th friendliest
nation were the result of clear and focused government policies
aimed at making Malaysia the world’s top tourist destination.
Taking the example of Kuala Lumpur’s rank as second best
shopping city in the Asia Pacific according to the Globe Shopper
Index, Dr Ng said her ministry was well aware of the need to
make the nation’s capital stand out from among the region’s
heavyweights.
“We know to compete with Hong Kong and Shanghai we have to
have something unique,” she said.
Dr Ng said Malaysia’s niche was low prices with a good range
of products, adding that this niche in regional shopping ranks
was developed over years of hard work that began with the Mega
Sales programme in 1999.
She said all this could not have been achieved without the
support of Malaysians, who share the same drive to succeed.
“Some shopping complexes are already top rated in Asia Pacific
with FIAPC (International Real Estate Federation), and of course
the lighting up of Bukit Bintang definitely helped,” she said.
Dr Ng acknowledged that there were still areas that could be
improved on such as complaints by tourists against taxi drivers,
the lack of events in Kuala Lumpur and low air connectivity to
Malaysia compared to neighbours Singapore and Thailand.
Dr Ng added that the country had to remain alert and on the
lookout for competitors. “Hence, our call (to all Malaysians) is
to think tourism, act tourism. Everything that comes out of your
mouth, you need to think tourism, act tourism,” she said.

COUNTRY IN THE WORLD
Respondents rated Malaysia as a top destination for
expatriates, with 72 percent reporting a better quality of
life here and 39 per cent stating that they enjoyed a more
exciting social life in Malaysia compared with their home
country. More than two thirds of expatriates (69 per cent)
said they had better standards of accommodation here,
which was almost double the global average (39 per
cent).
MALAYSIA is ranked 10th in Forbes’ World’s Friendliest
Countries’ list this year, another global endorsement of the
country’s achievement after the World Bank ranked it as
the 12th most business- friendly country this year.
A third of the respondents said they had the ability to own
a private swimming pool when they could not before.
Improved financial status of households was another plus
point for the expatriates, with 42 per cent being able to
afford more domestic help.
This puts Malaysia ahead of Mexico in 11th position,
Germany (12th), Bahrain (13th), China (14th) and
Singapore (15th). It is the only Asean country in the top
10.
Ninety-two per cent of expatriates complimented Malaysia
for the ease of local travel and many also reported having
the opportunity for more luxurious holidays here.
The list, which was released on Wednesday, was based
on the results of the HSBC Expat Explorer Survey 2012. To
determine the friendliest country (http://travel.yahoo.com/
ideas/theworld-s-friendliest-countries.html), Forbes had
isolated results in four categories.
These respondents associated Malaysia with pleasant
climate and scenery as well as being culturally interesting.
The excellent experiences encountered by expatriates here
earned Malaysia fifth position in the survey with regard to
overall experience, fourth in overall setting up here, 11th
in overall integration and seventh in overall quality of life.
These categories were the ability to befriend locals,
success in learning the local language, capacity for
integrating into the community and ease in fitting into the
new culture.
The online survey, which ran from May to July, questioned
5,339 expatriates from 97 countries.
Malaysia was rated as one of the top choices for careerdriven expatriates, with 61 per cent of respondents having
moved here for job opportunities, primarily in banking,
insurance and financial services.

Knowledge, understanding and skills assist us in
communicating effectively in all settings. Verbal and
written communication, and of late, communication via
the social media enables us to extract relevant information
and present our thoughts, ideas and information
appropriately. In a tourism setting, for example, faceto-face communication in situations such as talking to
an international tourist or guiding a tour group clearly
illustrates the importance of the mastery of communication
skills in achieving set targets.
There is no denial of the fact that sharing and disseminating
the travel and tourism related information to segmented
publics is affirmatively a complex task. More so, tourism,
to my analysis, is an industry that sells intangible
experiences. As pointed out by one writer, “…tourists
are individuals who want to escape from the routines of
the mundane world…”. Aptly, such a conceptualization
of the tourism phenomenon provides a clear cue about
the effective use of communication, viz-a-viz, the type of
communication that will be appreciated by tourists - and
that is “listening”.
Unlike hearing, active listening is a conscious effort to hear
and understand what are clients are telling us. Listening is
the type of communication that facilitates understanding.
Sometimes, we are so eager to get our messages out
and we lose sight of our number one priority: listening.
With so many review sites and social networks, this task
alone can be overwhelming. Nonverbal communication,
Google and twitter can assist in this. Listen, apologize,
find a solution and follow-up can help in resolving issues.
Tourists and travellers want quick answers to questions
and resolutions to issues. Listening skills can make our
toughest clients to be our greatest advocates.
Believe it or not, listening is a 24/7 activity. Listen and
swift respond shall drive the action in tourism. In the
context of communication, listening gives rise to the
notion of empathy: an important communication concept
developed by Daniel Lerner in his research entitled, “The
Passing of the Traditional Society” among peasants in the
Middle East. Active listening, and subsequently, empathy
enables in-depth understanding of another person’s
emotion. Consequently, such a dimension eliminates
biases and distortions, thus resulting in development of
effective communication in the tourism fraternity. Listening
conveys trust, commitment, dedication and emotional
warmth – more so, in moments of crisis. The most basic
and powerful way to connect to another person is to listen.
The power of listening in winning the hearts and minds of
tourists is undisputable.
Perhaps, the most important thing we can give each other
is our attention. Yes, for service-oriented businesses such
as tourism, the old adage, “customer is the king”, is
particularly true. It is essential to listen to our clients, rather
our target publics. It gives us a way to garner feedback
- on what percentage of information disseminated has
been rightly received by them. More importantly, it is a
means to gather compliments and brickbats to be used in
managerial decision-making. Undeniably, listening makes
our target audiences feel important. It is this sense of
belonging that can lead to more creative and innovative
work and bring our tourism industry to greater heights.
When listening, wait and watch for non-verbal
communication. Gestures, facial expressions, and eyemovements can all be important. Research has shown
that only 7% of effective communication is comprised
of words. The balance 93% is attributed to non-verbal
communication (listening included). In conclusion,
always remember that good listening skills are just as
important, if not more important than good speaking skills
in becoming a champion communicator. The tourism
sector is aware of this reality! As aptly put forward by
Marcela Castello (Media Relations Officer at the United
Nations World Tourism Organisation),
“… you don’t need to talk about tourism… to
talk about tourism..”

The global youth travel industry is now estimated to
represent almost 190 million international trips a year,
and the youth travel industry has grown faster than global
travel overall.
By 2020 there will be almost 300 million international
youth trips per year, according to UNWTO forecasts. As a
result the youth market signifies a key opening for future
growth in the travel industry. Innovative initiatives can
enhance the potential of the youth market.
Malaysia can offer various experiences for the youth
tourism industry. Additionally we should also remember
there are many young tourist and foreigners are in
Malaysia to study, work and other purposes not solely
travelling. Another point to remember, youths have power
to influence others especially their friends and families.
These younger youths will also grow up and be a part of
the valuable tourism market in future. Generally it explains
the need to develop innovative approaches that will cater
and maximize the potential of youth travel in the Malaysia
tourism industry.

Innovation is the key to transforming the tourism industry
to maximise its potential to support the new economic
model.
1MYT - International Annual Conference
There are many youth associations, federations and
organizations around the world. Perhaps Malaysia could
host an annual youth tourism conference here in Malaysia.
The last we had one was in 2007 in conjuction with VMY.
It should be organized every year and in each of the state.
It will be a great medium for youths all over the world to
visit Malaysia and explore the speciality in each state.
The first one canbe organized during Visit Malaysia Year
2013-14.
1MYT - Homegrown events to attract young people
We should organize more events that attracts youths
such as gaming championships, toastmasters and youth
gathering. We should encourage more events involving
regional participation for scouts, girl guides and st.john
associations. Ministry of Tourism could work with Ministry
of Education and Ministry of Higher Education to develop
new events. Instead of spending lavishly on international
artist concerts to attract foreign youths, we could create
new homegrown events that will attract them to make trips
here. The dragon boat competitions kite festival, Mount
Kinabalu climbathon are some evident hint that creative
homegrown events.

Promotions on youth tourism should be aggressive
especially via social network, websites and by developing
new application androids. Conventional marketing
strategies may not attract youths. It could be linked to
ministry, tourism Malaysia, state tourism offices and local
online travel associations. New communication technology
is the most effective ways of doing viral marketing where
a number of leading youth brands have used viral games
and similar techniques to create a buzz about their
products. The site should enable youths to customize
their trip and get travel information through user-generated
content.
1MYT - Reviving the ASEAN Linkages
We should revive and boost all the youth events we used
to have within ASEAN such as the games and sports
competitions. This will definitely enhance the network
and youths travelling within the region to Malaysia.
Furthermore it will encourage them to make trip again with
friends or family several times. This will add value to the
existing strong networking linkages between Malaysia &
ASEAN countries.

1MYT - Travel Card
The airlines and public transportation agencies could
introduce all in one travel card that can be utilized by
youths travelling to Malaysia for discounted price and
other privilliges. They can also earn points or win holidays
to Malaysia. AirAsia and MAS could use their existing
travel card concept but it will be integrated with other
public transporatation as well such as KTMB, Rapid, Nadi
Putra, ERL, Putra or Star. Hence one card can be used for
all the travelling purposes. This can be further enhanced
by collaborating with hotels (asia rooms.com), youth
hostels and shopping centres.

Growing Youth Tourism

In recent years, the proliferation of youth tourism in the
travel market segment has flourished rapidly, offering
significant potential for long-term growth and economic
impact. The value of youth tourism has prompted many
countries to conduct studies to understand the global
phenomenon of youth tourism and identify its trends and
approaches.
Travelling is another form of education process for youth,
that serves a purpose in shaping the identity and perception
beyond walls of a classroom. Major development in social
networking has forced the increase of youth tourism. The
unprecedented growth of global communications had
manifested a world without borders through the internet.
This has ignited the desire to travel among the youth
around the world.
In making names in being a leading youth tourism
destination, Malaysia needs to paddle forward in
capturing the youth market by tackling the key aspects
to encourage youth tourism by making our destinations
exciting, accessible and affordable to the youth.
Malaysia offers the most diverse tourism destinations in
Asia thus offering a wide extend of tourism experiences
that will appeal to the youth and in meeting the traveler’s
expectation no matter how complex it may be.
The usage of social networking sites, information services
and web portal to market our Malaysian attractions and
to keep in touch with the market is an essential move in
tapping the youth tourism market.
We also need to attract niche market such as in sports and
adventure with specific youth travel marketing campaigns
and policies. The recently bike tourism is a commendable
effort in promoting this. The hosting of groundbreaking
events, festivals, concerts and shows in music and
entertainment both local and international like the Future
Music Festival also introduce Malaysia as one of the most
exciting entertainment hub in the world.
Tourism facilities owners, travel agencies and industry
players should provide youth budget accommodations,
cultural routes, tour packages, and discount programs
dedicated for youth.
Respective agencies, NGOs and government bodies or
even the private tourism sector must encourage more
youthful travelers to travel and study Malaysia. Since this
specific youth travelers will require a longer period of stay,
the government may consider easing the visa restriction
on working holidays for student travelers and offers
services and facilities to ensure their safety and comfort
during their stay.
Another key feature of the youth travel demand is the high
mobility level. Young people are eager to reach remote
destinations to carry out unique activities during their
stay, which also must be as varied and as physical as
possible. The steps in improving the rural infrastructures
under the Government Transformation Plan will provide
the connection between cities and provinces in Malaysia
for these young travelers to traverse.
Youth travelers are defining the direction of our world on
the move. With a billion people traveling the globe, all
types of travelers and travel choices are needed to ensure
that the power of the tourism economy is leveraged across
all segments and regions.

Pelancongan atau tourism yang dalam bahasa Latin
bermaksud tornare dan dalam bahasa Greek disebut
sebagai tornos membawa maksud pergerakan dalam
satu bulatan. Manakala edisi kedua Kamus Edisi Pelajar
Dewan Bahasa dan Pustaka mendefinisikan pelancongan
sebagai hal-hal mengenai urusan melancong, perbuatan
melancong, perjalanan untuk bersenang-senang atau
untuk melihat-lihat. World Tourism Organisation (WTO)
pula, mendefinisikan pelancongan sebagai aktiviti
pengembaraan seseorang individu ke suatu tempat keluar
daripada persekitaran asalnya dan menetap di situ tidak
lebih daripada setahun bagi tujuan rehat, perniagaan dan
sebagainya.
Di Malaysia, hal–hal berkaitan dengan pelancongan
diuruskan oleh Kementerian Pelancongan Malaysia
dan Lembaga Penggalakan Malaysia yang ditubuhkan
di bawah Akta Lembaga Penggalakan Pelancongan
Malaysia 1992 (Akta 481).
Bagi tujuan pemantauan aktiviti Pelancongan, Akta
Industri Pelancongan 1992 (Akta 482) (kemudian
daripada ini disebut sebagai “Akta ini”) diwujudkan
untuk mengadakan peruntukan mengenai pelesenan
dan
pengawalseliaan
pengusahaan-pengusahaan
pelancongan dan mengenai perkara-perkara yang
bersampingan atau berkaitan dengannya. Akta ini mula

Kewujudan Akta ini memainkan peranan penting kepada
Kementerian Pelancongan Malaysia sebagai Kementerian
yang dipertanggungjawabkan bagi hal-hal yang berkaitan
dengan pelancongan. Akta ini memberi kuasa untuk
memantau aktiviti pelancongan di Malaysia. Selain
daripada itu, Akta ini juga memberikan kuasa kepada
agensi di bawah Kementerian Pelancongan Malaysia
untuk mengambil tindakan kepada pengusahaan
pelancongan atau mana-mana orang yang tidak menepati
syarat-syarat atau peruntukan-peruntukan yang telah
ditetapkan di bawah Akta ini.
Pesuruhajaya pelancongan boleh mengkompaun apaapa kesalahan di bawah Akta ini yang ditetapkan sebagai
suatu kesalahan boleh kompaun di bawah Akta ini yang
menghendaki seseorang yang dengan munasabahnya
disyaki melakukan kesalahan itu membayar kompaun
mengikut kadar yang telah ditetapkan namun jumlahnya
tidak melebihi limapuluh peratus daripada amaun
denda maksimum. Selain itu, tindakan pendakwaan di
mahkamah juga boleh diambil bagi kesalahan-kesalahan
di bawah Akta ini yang mana jika disabitkan kesalahan
boleh didenda atau dipenjarakan atau kedua-duanya
sekali.
Secara kesimpulannya, industri pelancongan memainkan
peranan penting dalam perkembangan ekonomi di
Malaysia. Kepentingan industri pelancongan dalam
perkembangan ekonomi Malaysia turut diakui oleh Yang
Amat berhormat Perdana Menteri Malaysia sepertimana
yang telah dinyatakan semasa dalam pembentangan bajet
2013 baru-baru ini. Oleh itu, sebagai Kementerian yang
dipertanggungjawabkan bagi hal-hal berkaitan dengan
pelancongan, Akta 482 memainkan peranan penting
bagi memastikan industri pelancongan di Malaysia
dikawalselia agar terus menjadi penyumbang ekonomi
terbesar kepada negara. Sehubungan itu, Akta ini perlu
dikaji secara konsisten bagi menepati perkembangan
semasa dan standard antarabangsa.

Kecemerlangan pengurusan kewangan memerlukan

menuntut perubahan minda dan tumpuan yang
dihalakan kepada budaya kualiti yang tinggi. Dalam

perakaunan Kerajaan, pengurusan bajet dan
penilaian program. Kemahiran berkenaan hanya
dapat dipertingkatkan melalui pembelajaran dan
latihan yang berterusan.
b) INTEREST - Setiap pegawai/kakitangan perlu
melaksanakan tugas yang dipertanggung jawabkan
dengan penuh minat. Minat terhadap sesuatu kerja
serta bertekad untuk menyiapkan tugas dengan
segera akan mendorong individu berusaha untuk
mempelajari dan menambahbaik mutu kerjanya.
c) KNOWLEDGE - Pengurusan kewangan perlu
diurus secara terbaik dan kos efektif.
Oleh yang demikian, setiap pegawai/kakitangan perlu
mempunyai pengetahuan yang mencukupi dalam
mengurus kewangan terutamanya arif mengenai
undang-undang dan peraturan berhubung pengurusan
kewangan serta proses kerja yang perlu diikuti. Mereka
juga perlu peka terhadap perkembangan ekonomi/
pasaran terkini.

Pegawai/kakitangan

sikap yang berasaskan nilai-nilai dan akhlak murni
seperti amanah, bersih, berintegriti, beretika,
akauntabiliti, cekap, jujur, tekun, dedikasi, berilmu
dan berdisiplin.
e) PROCEDURE - Setiap proses kerja hendaklah
mempunyai prosedur/senarai semak yang jelas dan
mudah difahami. Setiap proses kerja hendaklah
menitikberatkan wujudnya kawalan dalaman bagi
mengelak penyelewengan, pemborosan dan
pembaziran. Setiap pegawai/kakitangan perlu
mematuhi sepenuhnya setiap perkara yang
dinyatakan dalam prosedur/senarai semak tersebut.
KESIMPULAN
Semua Pegawai Pengawal/Ketua Agensi/Ketua Jabatan
hendaklah memastikan pengurusan kewangan di
Kementerian/Jabatan/Agensi Kerajaan diurus dengan
cemerlang. Pengurusan kewangan dan perakaunan
yang cemerlang boleh menghindarkan berlakunya
amalan rasuah, pembaziran, pemborosan dan
penyelewengan.
