A member of Fareed’s campaign attended on his behalf and issued a brief statement, reportedly saying a family matter caused the absence. Fareed’s 3 campaign and supporters have given differing accounts of why he did not attend the debate. They all agree, though, that Fareed attended a football game between UCLA and UC Berkeley at the same time as the debate.” [Cal Coast News, 11/17/15] 2014: Placed Third In The 24th Congressional District Primary, Losing To Democrat Lois Capps And Republican Chris Mitchum 2014: Placed Third In The 24th Congressional District Primary, Losing To Democrat Lois Capps And Republican Chris Mitchum. And nearly $200,000 has come from donors with ties to two of the state’s largest nursing home operators. The businessmen, Lawrence Feigen and Shlomo Rechnitz, of L.A.’s Westside, have given the maximum allowed contributions, as have members of their families and their friends and employees. Operators of skilled nursing facilities have a big stake in congressional decisions on healthcare funding and policy. Those businesses depend on funding from Medicaid and Medicare — and, in California, MediCal – and they are under constant scrutiny by government regulators and inspectors.” [Los Angeles Times, 6/02/16] Santa Barbara Independent Headline: “Fareed On The Hot Seat Over Campaign Finance.” [Santa Barbara Independent, 6/04/16] Shlomo Rechnitz Is The Chief Financial Officer Of Ramat Medical. “Ramat Medical, a company for which Rechnitz is the chief financial officer, also donated $10,000 to the PAC. New Generation has since disbanded.” [Cal Coast News, 6/03/16] Feigen Is The Co-Founder Of SnF Management. “Feigen is the cofounder of privately owned SnF Management, which manages a chain of nursing facilities. He is also the chief executive of a medical device company that sells orthotic insoles, according to his company website and LinkedIn page.” [Los Angeles Times, 6/03/16] 74% Of Fareed’s Contributions Came From Outside CA-24 According To The Center For Responsive Politics, 74% Of Fareed’s Contributions Came From Out-Of-District. [Center for Responsive Politics, accessed 6/08/16] 5 The Los Angeles Times Reported 80% Of Fareed’s Contributions Came From Outside CA-24. “In his first run for Congress two years ago, Justin Fareed, a relative newcomer to politics, relied mostly on his own money. He didn’t make it past the primary. This year, the 28-year-old Republican, a former UCLA Bruins running back, has significantly more money to work with — $1 million. Most of it — 80% — came from people living outside his Santa Barbara district.” [Los Angeles Times, 6/02/16] At Least 90 Of Fareed’s 490 Donors Live In West Los Angeles And Have Ties To The Medical Industry; Their Contributions Account For Nearly 25% Of The Money Fareed Received At Least 90 Of Fareed’s 490 Donors Live In West Los Angeles And Have Ties To The Medical Industry. “At least 90 of Fareed’s 490 donors live in West Los Angeles, in the Hancock Park, Fairfax and Mid-Wilshire neighborhoods. Supporters in the 90036 ZIP Code contributed a combined $235,000 to the candidate — nearly 25% of the money Fareed brought in since the campaign began. Many of those Westside donors have ties to the medical industry, according to donation records filed with the FEC.” [Los Angeles Times, 6/02/16] SnF Management Owner Lawrence Feigen And At Least 30 Of His Employees, Business Associates, Friends, And Family Members Contributed At Least $108,000 To Fareed’s Campaign SnF Management Owner Lawrence Feigen And At Least 30 Of His Employees, Business Associates, Friends, And Family Members Contributed At Least $108,000 To Fareed’s Congressional Campaign. “Feigen’s company SnF Management owns more than 35 long-term nursing facilities in California and Arizona under the name Windsor Healthcare. … Feigen and at least 30 of his employees, business associates, friends and family members have together contributed at least $108,000 to Fareed’s congressional campaign.” [Los Angeles Times, 6/02/16] Santa Barbara Independent Questioned Propriety Of Feigen Bundling Donations From His Employees. “In theory, the practice of bundling campaign donations is not illegal. But the Times article raises questions about rank-and-file employees giving to a campaign — in another congressional district — they apparently know nothing about. If employees were coerced into making political contributions, or were reimbursed after making donations, that would raise serious legal concerns.” [Santa Barbara Independent, 6/04/16] Feigen’s Company And Family Trust Donated $25,000 To New Generation, A Pro-Fareed Political Action Committee; Ramat Medical, A Company Where Rechnitz Is CFO Donated $10,000 To The Super PAC Feigen’s Company And Family Trust Donated $25,000 To New Generation, A Pro-Fareed Political Action Committee; Ramat Medical, 6 A Company Where Rechnitz Is CFO Donated $10,000 To The Super PAC. “In addition, Feigen, his family’s trust and his company donated $25,000 to New Generation, a pro-Fareed political action committee that has since disbanded. Ramat Medical, where Rechnitz is chief financial officer, donated $10,000. Feigen and his wife also donated $10,000 to another PAC set up to support Fareed.” [Los Angeles Times, 6/02/16] Ramat Medical Sells Durable Medical Equipment. “Ramat Medical is the leading cost-effective Durable Medical Equipment (DME) supplier across the healthcare continuum serving the long term care industry for over 20 years. We provide complete solutions for your DME needs. Ramat Medical prides itself on offering you the highest quality programs, products and services. Not only do we provide Medicaid and Medicare but we also partner with the major managed care organizations giving us the flexibility you need to navigate in today’s demanding healthcare world.” [Ramat Medical Website, accessed 7/01/16] SnF Management Manages A Chain Of Nursing Facilities. “Feigen is the co-founder of privately owned SnF Management, which manages a chain of nursing facilities. He is also the chief executive of a medical device company that sells orthotic insoles, according to his company website and LinkedIn page.” [Los Angeles Times, 6/03/16] Many Of The Feigen-Connected Contributors Could Not Recall Making Contributions To Fareed Many Of The Feigen-Connected Contributors Could Not Recall Making Contributions To Fareed. “Asked recently about the contributions, Kogan said he could not recall donating to Fareed, adding that he had never heard of the candidate. When shown a copy of a federal record noting his contribution, Kogan, 75, said his daughter, Ksenya Kogan, arranged the donation. She also contributed, and listed one of Feigen's companies, SnF Management, as her employer. Ksenya Kogan, an attorney, declined to comment about the donations except to say she had met Fareed through friends. In nearby Hancock Park, Freda Stock gave a total of $5,400 to Fareed, but said she didn't know anything about the candidate or his campaign. Stock said Feigen has done business with her husband and has been a family friend for ‘many, many years.’ Fareed’s campaign also has received donations from outside the state, including a $2,700 contribution from Chaim Feigen, a recent graduate of New York University who works for SnF Management and is registered to vote at Lawrence Feigen’s Los Angeles home. Asked about his contribution, he declined to comment.” [Los Angeles Times, 6/02/16] Windsor Healthcare’s Nursing Facilities Were Sued In A Class Action Lawsuit For Substandard Care Windsor Healthcare’s Nursing Facilities Were Sued In A Class Action Lawsuit For Substandard Care. “A class action lawsuit for substandard 7 nursing home care was filed in Orange County Superior Court against S&F Management Company, Inc.; S&F Management Company, LLC; Windsor Healthcare Management, Inc.; and its 15 skilled nursing care facilities around the state of California. Stephen Garcia, attorney for the plaintiff, alleges in the complaint that Windsor promotes itself in a misleading way, claiming to provide superior care to the elderly, when in fact that Windsorowned facilities have a substandard track record.” [San Diego County Legal Examiner, 11/07/07; Inside Bay Area, 11/08/07; PR Newswire, 11/06/07] Shlomo Rechnitz, His Family Members, And Employees Of His Businesses Have Given Over $74,000 To Fareed’s Campaign Shlomo Rechnitz, His Family Members, And Employees Of His Businesses Have Given Over $74,000 To Fareed’s Campaign. “Rechnitz owns more than 70 facilities and has been described as the state’s largest nursing home operator. In recent years, state and federal authorities have investigated his companies on charges including elder abuse and involuntary manslaughter. … Feigen and at least 30 of his employees, business associates, friends and family members have together contributed at least $108,000 to Fareed’s congressional campaign. Rechnitz, employees of his businesses and their family members have given just over $74,000.” [Los Angeles Times, 6/02/16] Rechnitz’s Employees Have Been Charged With Involuntary Manslaughter And Elder Abuse, One Of His Nursing Homes Was Raided By The FBI In October 2015, And Three Of His Nursing Homes Have Been Decertified Rechnitz’s Employees Have Been Charged With Elder Abuse And Involuntary Manslaughter. “Rechnitz’s facilities brought in $62 million in profits in 2013, according to a Sacramento Bee report, citing state figures. In August, California Atty. Gen. Kamala Harris filed involuntary manslaughter charges against one of Rechnitz’s nursing homes, and two of its employees were also charged with dependent adult abuse. Charges against one defendant were dismissed at a hearing last month after she agreed to testify in this case. The charges against the head of nursing and the nursing home remain, and the case is pending. At another Rechnitz-owned facility in Orange County, two former employees were charged with three counts each of elder abuse and failure to report abuse. Their trial is scheduled for July.” [Los Angeles Times, 6/02/16] Three Rechnitz-Owned Facilities Repeatedly Failed Inspections And Were Decertified By The U.S. Centers For Medicare And Medicaid Services. “In addition, three Rechnitz-owned facilities repeatedly failed inspections and were eventually decertified by the U.S. Centers for Medicare and Medicaid Services, an agency spokesman said. Regulatory violations at facilities owned by Rechnitz have led to hundreds of thousands of dollars in fines. Rechnitz’s spokesman declined to comment on those cases but said the executive brought ‘59 nursing homes out of insolvency and currently 8 provides life-saving care to thousands of Californians.’” [Los Angeles Times, 6/02/16] October 2015: One Of Rechnitz’s Nursing Homes Was Raided By The FBI. “California’s largest nursing home owner is facing a new round of government scrutiny as the FBI served search warrants last week at his Riverside facility, and two more of his former top administrators have been charged criminally by the state attorney general’s office. FBI spokeswoman Laura Eimiller confirmed Saturday that FBI agents executed search warrants ‘seeking evidence in relation to alleged criminal activity’ at a 99-bed facility in Riverside owned by nursing home magnate Shlomo Rechnitz. Eimiller said she could not comment on the exact nature of the federal probe because the affidavit in support of the warrants is under seal. However, the FBI spokeswoman said it was her understanding that agents took documents, and that ‘patients were not removed or even disturbed’ during Thursday’s raid at the Alta Vista Healthcare & Wellness Centre.” [Sacramento Bee, 10/24/15] August 2015: California’s Attorney General’s Office Charged Rechnitz’s Employees With The Involuntary Manslaughter Of A Resident In One Of Rechnitz’s Nursing Homes. “California Attorney General Kamala Harris announced last month that her office had filed involuntary manslaughter charges against Verdugo Valley Skilled Nursing & Wellness Centre LLC in suburban Los Angeles. Two registered nurses on staff also were charged with felony abuse. The charges were in line with a 2012 pledge by Harris that she would aggressively step up criminal prosecutions of nursing home operators and staff, although her promise did not materialize for two more years. Rechnitz has not been charged individually in the case. Public officials in neighboring South Pasadena continue to press Harris’ office for criminal charges against another nursing home owned until recently by Rechnitz – a facility the local police chief denounced as a ‘cesspool’ and a ‘community menace’ while under Rechnitz’s watch.” [Sacramento Bee, 9/19/15; California Department of Justice Press Release, 8/28/15] June 2015: Sacramento Bee Reported Rechnitz’s Nursing Homes Have Been Repeatedly Cited For Patterns Of Substandard Care And A “Flagrant Disregard For Human Life.” “At the top of the chain: Shlomo Rechnitz, a 43-year-old Los Angeles entrepreneur and philanthropist. Since 2006, Rechnitz and his primary company, Brius Healthcare Services, have acquired 81 nursing homes up and down the state, many of them through bankruptcy court. His chain has grown so quickly that he now controls about 1 in every 14 nursing home beds in California, giving him an outsized influence on quality of care in the state. In the past year, multiple alarms have been raised about this relative newcomer to the industry and the care provided in some of his homes. His facilities have become the target of police scrutiny, lawsuits, stiff regulatory fines and state and federal investigations that have uncovered numerous alleged violations. “What we’re seeing at the Brius locations is quite concerning,” said Molly Davies, administrator of Los Angeles’ long-term care ombudsman program, which investigates nursing home complaints. ‘We have seen patterns of poor care, 9 patterns of substandard care in some of these facilities.’ Davies said her staff has witnessed a ‘flagrant disregard for human life’ in some Brius-owned facilities.” [Sacramento Bee, 6/13/15] Three Of Rechnitz’s Nursing Facilities Were Decertified By The Federal Government And One Of Those Facilities Was Cited 24 Times And Fined $195,500 By The CA Department Of Health. “Between October and January, three of Rechnitz’s facilities, including South Pasadena, were decertified by the federal government, an economic kiss of death that is extremely rare. The punishment strips a nursing home of its crucial Medicare funding until it can demonstrate improvement, or is closed or sold. … Rechnitz’s troubles were compounded this spring, when the South Pasadena facility was hit with 24 state citations and $195,500 in fines from the Department of Public Health. Cargill’s suicide, for instance, resulted in a $20,000 fine and a Class A citation for the facility’s failure to supervise a patient with a history of schizophrenia, anxiety disorder and involuntary psychiatric holds.” [Sacramento Bee, 6/13/15] One Of His Nursing Homes Recruited Felons As Patients. “A nursing home that ran afoul of the state partly because it recruited convicted felons, probationers, rapists and robbers as patients is under new ownership, a city official said Wednesday. Instead of a median age of about 75 years old, residents at the former South Pasadena Convalescent Hospital had an average age of 37, Police Chief Arthur Miller said. He accused the former nursing home of sending recruiting teams to Los Angeles to get new patients. … Shlomo Rechnitz, California’s largest nursing home owner with at least 80 facilities in the state, operated the convalescent hospital at 904 Mission St. from 2007 until a week ago when new proprietors Elliot Zemel and Yudi Schmukler took over and renamed it South Pasadena Care Center. The nursing home was decertified on Jan. 5, and the new owners are working to get it certified, Zemel said.” [Pasadena Star-News, 8/19/15] Bought PowerBall Tickets For His Employees, And The Son Of One Of His Employees Lied About Winning. “The family of the 62-year-old woman said the nurse's son played a prank on his mother. California Lottery officials said they were skeptical after a spokesperson for nursing home owner Shlomo Rechnitz said the winner was a senior registered nurse at Park Avenue Health Care and Wellness Center in Pomona. … Rechnitz’s spokesperson said the nurse was given a ticket by her boss, who bought 18,000 tickets for his employees and residents at 80 nursing home across California. Rechnitz described the prank as ‘despicable’ and told ABC News he wants the nurse to have some fun with the situation. He said he will buy an all-expenses paid vacation for the nurse and her family to anywhere they choose.” [ABC 7 News, 1/14/16] Rechnitz Purchased $50 Meals For 400 U.S. Soldiers In An Airport In Ireland. [YouTube, 11/17/15] Rechnitz Interviewed By Larry King In His Profiles For Philanthropy Series. [YouTube, 9/25/12] 10 One Of Rechnitz’s Employees Who Contributed Said She Did Not Know Fareed, But Was Told “He Was A Good, Up-And-Coming Person To Support Our Industry” One Of Rechnitz’s Employees Who Contributed Said She Did Not Know Fareed, But Was Told “He Was A Good, Up-And-Coming Person To Support Our Industry.” “One of those is Denise Wilson, an executive at Ramat Medical, the West Los Angeles medical supply company where Rechnitz is chief executive. Wilson, who gave $2,700, said a group of people that she works with introduced her to Fareed’s campaign. ‘They said that he was a good guy,’ she said. ‘I couldn't give you a definitive answer of his issues or what he stands for. They just said that he was a good, up-andcoming person to support our industry.’” [Los Angeles Times, 6/02/16] Accepted Contributions From Uri Mandelbaum, A 78-Year-Old Los Angeles Resident Who Pleaded Guilty To Tax Evasion In 2008 Accepted Contributions From Uri Mandelbaum, A 78-Year-Old Los Angeles Resident Who Pleaded Guilty To Tax Evasion In 2008. “Four days before the June 7 primary election, 28-year-old Republican congressional candidate Justin Fareed finds himself confronting uncomfortable questions about his relationships with a number of his big donors, including Los Angeles resident Uri Mandelbaum, a convicted tax fraud, who was forced to pay $1.5 million in restitution. … As for Mandelbaum, the 78-year-old Los Angeles resident pleaded guilty in 2008 to tax evasion after he made nearly $900,000 in contributions to charities connected with Spinka — a Brooklyn-based religious group in Orthodox Judaism — but got 95 percent of the money refunded. Spinka was at the center of an alleged conspiracy case to defraud government agencies by laundering money through a bank in Israel. He was sentenced to six months in prison. Seven others in the Mandelbaum family — associated with the nursing home SNP Pharmacy — donated at least $2,700 to Fareed’s campaign.” [Santa Barbara Independent, 6/04/16] Loaned His Campaign $200,000, Forgave The Loan, But Made Less Than $100,000 During That Period Loaned His Campaign $200,000, Forgave The Loan, But Made Less Than $100,000 During That Period. “Take, for example, the case of 27year-old congressional candidate Justin Fareed. The Republican was aged 25 when he first ran for Congress last cycle and loaned himself nearly $200,000. Fareed had only been in the workforce for a couple of years and had made less than $100,000 in total income over that period.” [Huffington Post, 6/01/16] Fareed’s Assets Would Barely Cover The Loan. “The ‘third generation rancher’ reported in 2014 that he had six assets with a minimum worth of $153,006 and a maximum value of $396,000. After loaning himself the money, Fareed reported in 2015 that his assets had appreciated to between 11 $217,006 and $581,000. This was while he was making $5,000 in all of 2014 and $25,000 as of May 2015. That may raise some questions, but within the broad ranges of financial disclosure, Fareed could come close to covering the expenses of his campaign, though his campaign told The Huffington Post that the money came from regular disbursements out of his ‘intergenerational trust fund.’ That’s presumably listed on his financial disclosure as ‘Northern Trust,’ but the disclosure doesn’t designate what exactly the trust is and Fareed doesn’t break out what investments are contained in that asset.” [Huffington Post, 6/01/16] Campaign Stated That The L.A. Times Article On Fareed’s Fundraising As “Tabloid” Material “Pushing False Narratives For A Profit,” But Did Not Identify Specific Inaccuracies In The Article Campaign Stated That The L.A. Times Article On Fareed’s Fundraising As “Tabloid” Material “Pushing False Narratives For A Profit,” But Did Not Identify Specific Inaccuracies In The Article. “Asked about the allegations, Fareed was unavailable Friday for an interview. Christiana Purves, his campaign spokesperson, dismissed the Times article as ‘tabloid’ material ‘pushing false narratives for a profit.’ She charged national Democrats ‘resorted to peddling lies in a desperate attempt to keep the seat blue.’ ‘Unlike establishment candidates in the race, Justin has operated his campaign with integrity and transparency, forcing political insiders to invent stories to save their careers,” she said in an emailed statement. “…Justin remains the frontrunner in the race for California’s 24th Congressional seat.’ When pressed to identify specific inaccuracies in the article, Fareed’s campaign declined to comment beyond its statement.” [Santa Barbara Independent, 6/04/16] A Former Scott Walker Staffer Who Worked On Fareed’s Campaign Reportedly Left After A Dispute Over Fundraising Practices A Former Scott Walker Staffer Who Worked On Fareed’s Campaign Reportedly Left After A Dispute Over Fundraising Practices. “Last year, Fareed hired two former aides to presidential candidate Governor Scott Walker, but one left Fareed’s campaign in March. Sources close to the campaign indicated there were disputes over fundraising practices. A Fareed campaign spokesperson said the manager was let go due to an internal matter.” [Santa Barbara Independent, 6/04/16] Stated, “There Is No Question Money In Politics Is A Serious Issue” Stated, “There Is No Question Money In Politics Is A Serious Issue.” In a March 3, 2016 debate at UC Santa Barbara, Fareed stated, “I think there is no question money in politics is a serious issue. It seems to benefit political insiders and people who have been in politics and made a career out of politics. It allows them the leverage, the relationships, and the inside track to win election.” [CA-24 Congressional Debate, UC Santa Barbara, 44:00, 3/03/16] 12 When Asked Where He Was Getting His Financial Support, Fareed Answered, “Through All Over The District” When Asked Where He Was Getting His Financial Support, Fareed Answered, “Through All Over The District.” In a debate with Katcho Achadjian on March 22, 2016, when asked where he received his financial support, Fareed answered, “Through all over the district, frankly. We are getting it from all over the Central Coast and the greater part of California. We are getting it from all across the country.” [CA-24 Candidate Forum, Santa Barbara County Taxpayer Association, 1:13:30, 3/22/16] San Luis Obispo Tribune LTE: “Ask Tough Questions Of Justin Fareed, A Candidate With Excess Outside Money” San Luis Obispo Tribune LTE: “Ask Tough Questions Of Justin Fareed, A Candidate With Excess Outside Money.” “Now more than ever, it is important for voters to do their own research when it comes to choosing your next representative. However, research does not stop at what the candidates just say, but also what is not being said — whom they are raising money from. “After hearing Bill Ostrander, one of the candidates in the 24th District congressional race, speak about the importance of campaign finance reform, I decided to look into the candidates running for Lois Capps’ seat. From all the 24th District congressional candidates, one stood out like a sore thumb: Justin Fareed. An article in the Santa Maria Times by Kenny Lindberg reported over 69.2 percent of Justin’s fundraising totals accounted for money outside of the district. “I am not a rocket scientist, but something does not add up when over twothirds of your donations are from outside interests. As a voter in the 24th District, I will not let outsiders decide what is best for my family and me. Who are these contributors, and why do they care so much about a candidate who will not even represent them in Congress? I have asked these tough questions, and you should, too.” [San Luis Obispo Tribune, Letter to the Editor, 5/25/16] His Former Boss, Rep. Ed Whitfield, Endorsed Him And Donated To His Campaigns Whitfield Endorsed Fareed And Campaigned For Him In 2014. “‘Justin Fareed is an exceptional young man,’ enthused Congressman Ed Whitfield. ‘During the one and a half years, I worked with him on legislative and constituent issues in Washington, I found him particularly gifted at listening to difficult, complex, politically charged issues and devising a plan to solve the issue. We need more people in politics who have the commitment, vision, enthusiasm, intellect and character to develop an agenda to provide opportunities for the American people. Justin Fareed has those qualities and I 13 know he wants to help reform Congress to make it a more effective institution.’” [Justin Fareed For Congress, 5/28/14] Whitfield’s Thoroughbred PAC, Donated $10,000 To Fareed’s Campaign Between November 2013 And March 2015. Now, with its checkered past and financially lucrative connections to former and current county supervisors laid bare, all eyes-including the national media-are on Greka. But even as everyone works to make sure this type of chronic polluting doesn’t happen again, one can’t help but wonder, in a community that so rightly and righteously hangs its hat on a celebrated environmental legacy, what took us so long to wake up?” [Santa Barbara Independent, 4/17/08] 15 Carbajal Attempted To Begin A Discussion During A Santa Barbara County Board Of Supervisors Meeting To Address The Oil Spills Caused By Greka. “Alarmed by the size of the spill and already chewing on Greka’s less-than-stellar track record due to her role on the Air Pollution Control District (APCD) board, 2nd District County Supervisor Janet Wolf considered the incident both an ‘environmental emergency’ and a ‘very, very serious health and safety issue.’ Four days later at the next Board of Supervisors’ meeting, Wolf, with the support of 1st District Supervisor Salud Carbajal, did the bureaucratic equivalent of a 911 call by requesting an impromptu discussion of the accident.” [Santa Barbara Independent, 4/17/08] March 2011: Greka Paid $2 Million In Fines To Santa Barbara County For The 2007 – 2008 Oil Spills. “After more than two years of often contentious negotiations, Santa Barbara County officials announced this week that they had reached a settlement with Greka Energy following the latter’s epic string of oil spills and assorted other mishaps in late 2007 and early 2008. As per the terms of the deal, Greka — which spilled some 150,000 gallons of crude in the aforementioned two-month period and was cited with more than 1,700 violations in the months immediately following — has agreed to pay the county $2 million between now and 2014, starting with an initial payment of $400,000 on April 14.” [Santa Barbara Independent, 3/19/11] June 2011: The Federal Government And State Of California Sued Greka For $2.4 Million For The Oil Spills Violating The Clean Water Act. “The fallout from a rash of old oil spills continued for Greka Energy last week as the Department of Justice, working on behalf of several state and federal regulatory agencies, filed a lawsuit on Friday alleging Greka’s violation of water quality laws during 21 separate spills in Santa Barbara County from 2005 through 2010. Specifically, the suit seeks just over $2.4 million for the feds to recoup response and cleanup costs as well as the possibility for millions more in civic penalties. The lawsuit, whose plaintiffs include the Environmental Protection Agency, the California Department of Fish and Game, the California Regional Water Quality Control Board, claims that when a series of Greka-owned storage tanks, pipelines, and overflow injection ponds failed in a variety of incidents and thus spilled crude and produced water into nearby creeks and seasonal streams, the terms of the Clean Water Act were violated. Moreover, the suit says that Greka, which now goes by the name HVI Cat Canyon Inc., didn’t have the proper spill-preparedness plans in place at 12 of its facilities. Besides seeking financial returns, the suit also aims to ensure Greka’s future compliance.” [Santa Barbara Independent, 6/23/11] Murray Energy Corporation Donated $100,000 To New Generation PAC, A Pro-Fareed Super PAC; Murray Energy’s PAC And Its Founder, Robert Murray, Donated $12,700 To The Fareed Campaign; Murray Energy Is One Of The Largest Coal Companies In The U.S. 16 Fareed Campaign Received $10,000 From Murray Energy PAC, A Coal Company, Between June 2014 And March 2015. The gun lobby prefers to call these weapons ‘modern sporting rifles,’ euphemistic ammo it can fire in an ongoing semantic debate. But make no mistake: What the Orlando attacker used was a weapon of war. It was designed to kill as many people as possible, as quickly as possible. Witness this harrowing audio captured by a bystander outside the Pulse nightclub in which Omar Mateen fires 24 shots in 9 seconds. According to a federal law enforcement official, the rifle Mateen used to murder and maim more than 100 people was a Sig Sauer MCX. Mateen legally purchased the weapon, similar to an AR-15, on June 4 in Port St. Lucie, Florida, near where he lived. It underestimates the diversity and the integrity of our entire nation. Every area has different economic drivers, has different industries, has different cost of living and we need to be sensitive to that. Artificially raising the minimum wage here in California even had the Democratic governor of this state say it does not make sense economically. And the reason why is that it hurts those who need it most. Those who are unemployed, looking for jobs, underemployed. It hurts small businesses and people creating jobs and employing people. We need to allow this to happen through market-driven solutions and through the local vitality of the industries and different integrity that exists within that area. I think it’s very important, and this is another thing, when you talk about reform in Congress, there’s a number of rules and regulations that are being issued from the bureaucracies within the executive branch that I believe need to come back for review and see how it’s having an economic impact on certain communities and whether it’s actually worthwhile or not, and so that’s another reform that I would approach, and so again, I believe that the best way to improve the wage gap is through those types of efforts.” [Fareed Interview, KCBX Radio, 1/25/16] Supported Full Repeal Of The Affordable Care Act 2014: Supported Full Repeal Of The Affordable Care Act. “On the Affordable Care Act: He [Fareed] thinks that issues with the Affordable Care Act are unfixable, and supports a full repeal of the bill. So the question you initially asked was what would you do to fix or replace it with? We need to make sure that we have, we are allowing people to purchase insurance across state lines, we need to increase portability of insurance. Doing so, Fareed said, presents a significant national security risk.” [San Luis Obispo Tribune, 4/09/16] Would Not Say That He Opposed Banning Muslims From The United States Would Not Say That He Opposed Banning Muslims From The United States. In a May 2016 CA-24 congressional debate held by KEYT 3, when asked whether he supported Donald Trump’s call to ban Muslims from entering the United States, Fareed responded, “First and foremost, the fact we do not have a functional legal immigration system in this country to this point is case in point that political insiders are going to give empty rhetoric on either side of the issue, and I am convinced we have insiders in Washington D.C. who have no intention of solving this problem. So, when you ask these types of question, Jerry, to me that is asking about the symptoms of the problem without addressing the source of the problem.” When asked again whether he supported banning Muslims from entering the U.S., he said, “That’s [banning Muslims] part of the entry/exit and tracking system that … really has no place in this current system, so it is necessary that we have that.” [CA-24 Congressional Candidate Debate, KEYT 3, 18:05, 5/21/16] 26 Would Not Say That He Opposed Comprehensive Immigration Reform And Said It Was A “Buzzword” And “Not A Solution” Would Not Say That He Opposed Comprehensive Immigration Reform And Said It Was A “Buzzword” And “Not A Solution.” In a May 2016 CA-24 congressional debate held by KEYT 3, when asked about whether he supported comprehensive immigration reform, Fareed responded, “Using terms like “comprehensive immigration reform” are buzzwords and talking points. It is not a solution. There has been no movement on this issue for decades. … We need a merit based system that benefits the economy.” [CA24 Congressional Candidate Debate, KEYT 3, 36:30, 5/21/16] Appeared To Say He Did Not Support Deporting The 11 Million Undocumented Immigrants In The U.S. Appeared To Say He Did Not Support Deporting The 11 Million Undocumented Immigrants In The U.S. “Fareed, 27, said the United States needs to secure its borders to find a long-term solution. ‘We need to handle it on a step-by-step basis,’ he said. Armendariz, who personally endorsed Fareed, pressed him. Again, Fareed emphasized secure borders. ‘You don’t want to answer the question,’ Armendariz challenged him, asking if he would support deporting the 11 million people in the country illegally. ‘There is no solution in that regard,’ Fareed said. ‘How many people in this room want taxpayer dollars spent to do something that does not solve a problem?’ One member of the audience chimed in: ‘We do that already.’ Fareed responded, ‘My point exactly.’” [Santa Barbara Independent, 3/24/16] Supported A Flat Tax Supported A Flat Tax. “Fareed also supports reforming the budget structure so there's more accountability for how taxpayer money is being spent, a flat tax rate for a simpler tax code and a guest worker program to help with immigration reform.” [KSBY, 2/02/16] 2016: Did Not Answer Question Whether He Would Sign Grover Norquist’s No Tax Pledge 2016: Did Not Answer Question Whether He Would Sign Grover Norquist’s No Tax Pledge. During a February 4, 2016 debate, when asked whether he would sign Grover Norquist’s No Tax Pledge, Justin Fareed pointedly dodged an answer to that question. Jeff Oshins: (1:11:08) What about you, Justin, are you going to sign that pledge? [Grover Norquist’s No Tax Pledge] J.F.: (1:11:09) Well I will say that it is an issue when we talk about our national debt. 40% of every single dollar that is spent is borrowed money 27 and the rest is an IOU to future generations. This is significant, We’ve seen a rapid expansion that can’t be paid for, regardless of whether you want to push this issue to the side, it’s something that’s going to affect all of us. And I look around and see some of the faces in this room; we have to figure out [initiatives] that are long range in how we’ll actually address these spending problems in Washington DC. [Speaker Off-Screen]: Answer the question. J.F.: (1:11:42) He gave me the opportunity to talk about what I think is the most significant issue facing not only this but the next generation. This is reflected in the revenues they’re trying to create in the government, through regulatory cuts, through taxes. This is an issue where this should be invested back in the future of our nation through infrastructure and other means that create jobs. [Mustang News, 2/04/16] Said He Would Prioritize Reducing National Debt, Job Growth, And Fewer Regulations Said He Would Prioritize Less Regulation, Smaller Government, Reducing Debt, And Job Growth. “My top priority is to promote policies that help create and foster an environment that leads to job creation, economic growth, fiscal sustainability and generational equity … government is instead saddling businesses with higher taxes, more burdensome regulations, and legislation we can't afford. The growing gap between federal spending and revenue means our country won’t be able to afford the promises it’s made in the past or pay for the investments needed for the future.” [San Luis Obispo Tribune, 4/19/14] 2016: Advocated Eliminating Regulations To Promote Economic Growth 2016: Advocated Eliminating Regulations To Promote Economic Growth. “Moving on to a question on how to stimulate economic growth in the district, Fareed called for abolishing regulations that stymie economic growth. ‘We need to get public bureaucrats out of the way,’ he said.” [San Luis Obispo Tribune, 2/04/16] 2016: Reiterated Anti-Regulatory Platform 2016: Reiterated An Anti-Regulatory Platform. In a February 4, 2016 debate, Justin Fareed made the following comments about his belief in deregulation. “I’ve noticed that there are a lot of folks in Washington DC who talk about economic prosperity, but talking to people in our district, the job creators, they talk about how they are over taxed and over regulated. There are 4,000 new regulations that were created and proposed this last year, many of which were not subject to public review. It is necessary we get government bureaucrats out of the way so the real job creators and 28 innovators, like our entrepreneurs and small businesses, our farmers and ranchers here on the central coast can do what they do best and that’s create jobs, grow our economy, and provide the goods and services that we all rely upon because when they succeed, we succeed.” [Mustang News, 54:00, 2/04/16] Said He Would Stop Reckless Congressional Spending And Called For Federal Spending Caps 2013: Said He Would Stop “Reckless” Spending In Congress And Work For Generational Equity. “Fareed, 25, said he’s running to stop the ‘reckless’ fiscal behavior of Congress that particularly impacts his generation through an imbalance in spending and revenues and a growing debt. ‘Congress must come together to create solutions that achieve fiscal sustainability and generational equity,’ he said.” [San Luis Obispo Tribune, 12/7/13] 2014: Called For Federal Spending Caps. “We need to push for new federal spending caps to stop runaway spending so we can pay for future investments.” [Campaign Twitter, 5/23/14] 2014: Wanted To Cap Federal Spending Growth To Inflation Plus Population Growth. “To be free from debt, we need a federal spending limit that would cap annual growth in the federal budget to inflation plus pop. growth.” [Campaign Twitter, 5/08/14] This Type Of Spending Cap Was Implemented In Colorado, Causing It To Slash Education, Healthcare, And Infrastructure Funding So The State Now Ranks In The Bottom Of The Country. “Colorado’s national rankings on a number of public services plummeted under TABOR. For example: Colorado fell from 35th to 49th in the nation in K-12 spending as a percentage of personal income. College and university funding as a share of personal income declined from 35th in the nation to 48th. Colorado fell to near the bottom of national rankings in providing children with full, on-time vaccinations. The share of low-income children in the state who lacked health insurance doubled, making Colorado the worst in the nation by this measure.” [Center for Budget and Policy Priorities, 8/13/15] Appeared Open To Fracking Appeared Open To Fracking. “On energy/oil: “I am very much for a decarbonized future, but in the meantime, we’re dependent on hydrocarbon,” Fareed said. He encourages oil exploration and doesn’t think the country knows enough about hydraulic fracturing to tighten regulations or ban the practice.” [New Times, 5/21/14] Attended A Rally Seeking To Vote Down A Ballot Initiative That Would Ban Fracking. “In its quest to ban all new fracking, acidizing, and cyclicsteaming operations in the county's unincorporated areas, the measure [Measure P] has already attracted two legal threats against the county, one 29 from PetroRock LLC and one from ERG Operating Company, both of which run cyclic-steaming wells outside of Santa Maria. … The recently formed, industry-backed ‘No on P’ crowd turned out in full force and went commentto-comment with the blue-shirt-wearing and Measure P–spearheading Water Guardians. (A few politicos also attended the show, including former Sheriff’s candidate Sergeant Sandra Brown, now in charge of bailiffs; former congressional hopeful Justin Fareed; and Ron DeBlauw, who is challenging Assemblymember Das Williams — a Measure P spokesperson — for his seat.)” [Santa Barbara Independent, 7/31/14] Called For Implementation Of Pipeline Safety Act To Prevent Oil Spills In Santa Barbara County Called For Implementation Of Pipeline Safety Act To Prevent Oil Spills In Santa Barbara County. “We recently had an oil spill with the Plains AllAmerican Pipeline down in Santa Barbara. In 2011 Congress passed the Pipeline Safety Act, with mandatory requirements that needed to be implemented through the Department of Transportation, which is an agency under the executive branch and to date I think less than a third of those mandates have actually been enforced or implemented, which is I think a part of the reason why this actually happened and so it’s important that these things actually get implemented, that there is strict oversight. We need to have emergency shutoff valves. We have to make sure stuff like this does not happen. I grew up in Santa Barbara where we really do appreciate our beaches and those throughout the central coast, but there’s also a need for energy. So approaching this in a very safe and environmentally appropriate manner but also recognizing that there is a demand for energy and we need to continue exploring all opportunities as we move forward.” [KCBX Radio, 1/25/16] Stated That Nuclear Energy “Is Actually The Cleanest Energy You Can Have” Stated That Nuclear Energy “Is Actually The Cleanest Energy You Can Have.” “JF [Justin Fareed]: I think it’s important to listen to both sides. I think again, the most important thing to note is that it is safe, that at the end of the day recognizing that nuclear energy is actually the cleanest energy you can have, from my understanding— “RW [Randol White]: In terms of what, like being carbon-free? “JF [Justin Fareed]: Sure. But the most important thing is that it is safe and that’s the determination that we’ll have to make.” [KCBX Radio, 1/25/16] 30 2016: Called For An “All Of The Above” Approach To Energy Production 2016: Called For An “All Of The Above” Approach To Energy Production. On his campaign website, Fareed stated, “Growing our economy starts with an all of the above energy policy that will reduce costs and allow us to be less dependent on foreign oil. We are blessed with an abundance of natural resources, and American innovators and ingenuity, over time, can lead us toward a more decarbonized future. New technologies are opening the door to environmentally responsible solutions to meet our energy demands. I support a balanced approach, including the use of renewable resources, to enable our great nation to become more energy independent that in turn allows for a stronger economy.” [Justin Fareed for Congress, accessed 6/13/16] 2014: Supported Developing Domestic Energy Resources 2014: Supported Developing Domestic Energy Resources. “We have tremendous viable energy resources within our Country deserving of exploration and development, in an environmentally sensitive manner.” [Justin Fareed For Congress, accessed 4/27/15] 2016: Opposed More Federal Funding For Water Conservation Efforts And Advocated Eliminating Regulations Which He Views Hinders Development Of Desalination Plants – But Then In February 2016, Called For More “Investments” For Water Infrastructure 2016: Opposed More Funding For Water Conservation Efforts And Advocated Eliminating Regulations Which He Views Hinders Development Of Desalination Plants. “Carbajal and Schneider said the federal government should step in to provide more funding to state and local governments for conservation, storage and aquifer recharging efforts. That idea was rejected by the Republicans, with Fareed again suggesting the end of regulations that he said hinders development of desalination plants and other alternative technologies.” [San Luis Obispo Tribune, 2/04/16] 2016: Called For More Investments In Water Infrastructure To Address The Drought. “In a February 4, 2016 debate, Fareed called for increasing investment in water infrastructure. “This current drought has exposed what little foresight current and past politicians have had, and their failure to invest in our infrastructure. We see that roads and bridges are deteriorating and we’ve seen very little investment in our water infrastructure. Conservation is an effort that all of us have made, but we see that there has been a rise in fees and fines. These are penalties; these are not solutions to the problem. We have seen that they have circumvented investing in creating new water supplies like desalinization, investing in dredgers where economically feasible and increasing capacity in current reservoirs. Our farmers and our ranchers, our entire local economy depends on water. If our farmers and ranchers aren’t getting the water that are necessary for our community, that’s going to reflect the cost in the grocery store. So the people 31 that are struggling to make ends meet for that loaf of bread or for that gallon of milk, they are going to feel that. It’s going to increase the cost. So the way to solve this problem is by reinvesting in dredging during dry years where economically feasible, increasing capacity in current reservoirs, creating more water treatment facilities, and removing barriers for new technologies like desalinization.” [Mustang News, 1:16:03, 2/04/16] 2014: Said Environmental Conservation Efforts Should Not Come At The Expense Of The Agricultural Industry 2014: Said Environmental Conservation Efforts Should Not Come At The Expense Of The Agricultural Industry. “The great natural beauty of California’s Central Coast needs to be conserved without jeopardizing the economic vitality of the Central Coast’s most important industry: Agriculture.” [Justin Fareed For Congress, accessed 4/27/15] 32 Methodology DATABASE OR SEARCH AREA Personal News Coverage – Nexis News Coverage – Newsbank News Coverage – Other Real Property History (Ownership, Assessment, and Tax Payments) Personal Property (e.g., boat) Voter Registration & History Legal – Bankruptcy, Judgments, Liens (Federal & State) Legal – Civil Cases (Federal, State, & Local) Legal – Criminal Cases (Federal, State, & Local) Legal – Law Enforcement Interactions (State & Local) Marriage & Divorce Records Spousal & Notable Family Records Google Search Media – YouTube Media – Internet TV Archives Social Media Presence (Facebook, Twitter, LinkedIn, Instagram, etc.) Published Materials Political (Federal, State, & Local) Campaign Finance Personal Contributions Current & Archived Campaign Websites OFFICES, DATABASES TERMS, & DATES SEARCHED All English Language News: “Justin w/2 Fareed” Santa Barbara County, California Register of Deeds (2010 – present) Votebuilder Nexis PACER Santa Barbara Superior Court – Civil Records Search California Supreme Court PACER Santa Barbara County Sheriff Santa Barbara Police Department LAPD “Justin Fareed” Facebook: JustinForCongress Twitter: @JustinFareed LinkedIn: https://www.linkedin.com/in/justin-fareed1425a5b2 FEC FEC Follow the Money Justinfareed.com 33 OUTSTANDING NOTHING NOTHING NOTHING Professional – Legislative Office (Federal, State, & Local) Legislative Journals Vote History (Full Chamber & Committees) Vote History (Committee) Committee Hearing Attendance Minutes (City Council) Current Official Website Archived Official Website Office Budget Office Salaries Office Expenditures Privately-Funded Travel Official (Including Foreign) Travel Per Diems and Reimbursements Sponsorships & Cosponsorships Schedules Correspondence Personal Financial Disclosures Floor Statements Franked Mail Ethics Commission Gifts Per Diems Earmarks (State and Old Federal) Interest Group Ratings, Scorecards, & Surveys Vote Studies & Rankings Lobbying Disclosures (Federal, State, & Foreign Agents) Staff Revolving Door Records Current & Archived Campaign Websites Professional – Business Professional Licenses Property History California Supreme Court State & Federal Court Records California Secretary of State [Pro Band Corporate Filings – Secretary of Sports Industries, Inc.] State Business News Search Building Code Violations Business Taxes Farm Subsidies Government Contracts or Grants (Federal, State, & Local) PACER Santa Barbara Superior Court Dun and Broadstreet – “ProBand” 34 Government Subsidies (Federal, State, & Local) SEC Filings Better Business Bureau ProBand (Santa Barbara and Los Angeles) http://www.bbb.org/santabarbara/business-reviews/orthopedicappliances/pro-band-sports-industriesinc-in-santa-barbara-ca-92017773 Enviro Enforcement Records Workplace Safety Violations (OSHA on federal level) Trade Adjustment Assistance Current Website Archived Website Immigration (ICE) Trade Assistance Consumer Complaints Building Code Violations Health Code Violations 990 Filings (non-profit) Official Military Personnel File ProBand and Pro Band (OSHA and Cal/OSHA) Proband.com 35 Key Moments on Video/Audio Stated, “There Is No Question Money In Politics Is A Serious Issue” Stated, “There Is No Question Money In Politics Is A Serious Issue.” In a March 3, 2016 debate at UC Santa Barbara, Fareed stated, “I think there is no question money in politics is a serious issue. We are getting it from all across the country.” [CA-24 Candidate Forum, Santa Barbara County Taxpayer Association, 1:13:30, 3/22/16] Opposed Raising The Federal Minimum Wage Opposed Raising The Federal Minimum Wage. During a KEYT3 debate for CA-24 congressional candidates, when asked whether he would support raising the federal minimum wage, Fareed answered, “I would not and this is why. Artificially inflating nationally would only undermine that.” [CA-24 Congressional Candidate Debate, KEYT 3, 27:35, 5/21/16] Stated That The Private Sector Is The “Best Driver For Wage” And Not The Minimum Wage Stated That The Private Sector Is The “Best Driver For Wage” And Not The Minimum Wage. “RW [Randol White]: Finally, as the vice president of a business on the central coast, what are your thoughts about the current minimum wage in California, and nationally? “JF [Justin Fareed]: I’m a big believer that the private sector is the best driver for wage. I think right now with the regulatory burdens, the complexities within the tax code, it makes it very, very difficult, plus the number of other rules that have been implemented on top of small businesses it makes it very difficult to do business and to employ people and to grow your business. I think it’s very important, and this is another thing, when you talk about reform in Congress, there’s a number of rules and regulations that are being issued from the bureaucracies within the executive branch that I believe need to come back for review and see how it’s having an economic impact on certain communities and whether it’s actually worthwhile or not, and so that’s another reform that I would approach, and so again, I believe that the best 36 way to improve the wage gap is through those types of efforts.” [Fareed Interview, KCBX Radio, 1/25/16] When Discussing Investigating Planned Parenthood, Fareed Stated, “It’s Necessary That We Have An Investigation” When Asked Whether Planned Parenthood Should Be Investigated, Fareed Stated, “It’s Necessary That We Have An Investigation.” During a debate hosted on KEYT 3, when asked about whether Planned Parenthood should be investigated, Fareed said, “It’s necessary that we have an investigation.” [CA-24 Congressional Candidate Debate, KEYT 3, 15:35, 5/21/16] 2016: Stated When Asked About The ACA, “We Need To Repeal And Replace This” 2016: Stated When Asked About The ACA, “We Need To Repeal And Replace This.” In A February 4, 2016 debate, he stated, “What we saw with the Affordable Care Act is it really epitomized what’s wrong with the polarization in politics today, and why Congress isn’t functional. When you have a spending bill that starts in the House that’s a Military Housing Bill that gets gutted in the Senate and turned into the Patient Protection and Affordable Care Act and gets passed back to the house where the Majority Leader at the time, Nancy Pelosi, then says let’s pass this to find out what’s in it, that’s not legislating. … So if we aim to govern in Congress the way it was supposed to be governed, we have to repeal and replace this. So the question you initially asked was what would you do to fix or replace it with? We need to make sure that we have, we are allowing people to purchase insurance across state lines, we need to increase portability of insurance. We could allow small businesses to pool their resources. There are a number of approaches to take on this that could happen in a bipartisan fashion and isn’t just slammed through Congress.” [Mustang News, 1:58:49, 2/04/16] 37 Biography This section provides background information on Justin Fareed’s personal life, including education, personal finances, criminal and civil record, and other areas. Times article Fareed loaned his campaign $200,000, forgave the loan, but made less than $100,000 during that period … according to a Fareed campaign spokesperson, disbursements from an “intergenerational trust fund” were allegedly used to forgive the loan Greka Energy founder, chairman and CEO Randeep Grewal donated $5,400 to Fareed – in 2008, Greka was responsible for a number of major oil spills in Santa Barbara County, later paid a $2 million fine to Santa Barbara County, and was sued by the federal government in a $2.4 million lawsuit Murray Energy Corporation donated $100,000 to New Generation PAC, a proFareed Super PAC; its corporate PAC and its founder, Robert Murray, donated $12,700 to the Fareed campaign; Murray Energy is one of the largest coal companies in the U.S. New Generation PAC transferred all of its money to Citizen Super PAC, described as a “for-hire group with no clear objective except to provide a super PAC shell for donors to fund ads without their names on them” Citizen Super PAC has accepted $64,000 from employees and family members of Arena Energy, an offshore oil driller Citizen Super PAC has accepted $50,000 from Lewis Energy, a fracking company Citizens Super PAC has accepted $400,000 from “Citizens for a Sound Government,” described by both the Washington Post and Huffington Post as a dark money group that does not have to disclose its donors In 2015, Justin Fareed and his mother, Linda Fareed, contributed $3,500 to Rep. Ed Whitfield’s leadership PAC, and the leadership PAC made a $5,000 contribution to Fareed’s campaign During the 2014 campaign cycle, Justin Fareed and his mother contributed $5,500 to Rep. Ed Whitfield’s leadership PAC, and the PAC, in turn, contributed $5,000 to Justin Fareed’s campaign 48 Justin Fareed has been criticized for his campaign fundraising practices. 74% of Fareed’s campaign contributions come from out of district, with 25% of his money coming from 90 donors living in West Los Angeles. In particular, Fareed’s campaign has accepted nearly $200,000 from campaign contributions bundled by two of the state’s most prominent nursing home operators, Lawrence Feigen and Shlomo Rechnitz. Lawrence Feigen is an executive for SnF Management, one of the largest nursing home companies in California. Not only did Feigen make maximum contributions, but he also bundled $108,000 for Fareed’s campaign. The Santa Barbara Independent published an article questioning the propriety of Feigen soliciting his employees for campaign contributions. On the other hand, Shlomo Rechnitz, who bundled $74,000 for Fareed’s campaign, had one of his retirement homes raided by federal agents and has had employees charged with involuntary manslaughter and elder abuse. Another contributor, Uri Mandelbaum, who owned a pharmacy business that services nursing homes, was convicted of tax evasion in 2008, and sentenced to 6 months in prison and paid $1.5 million in restitution. Interestingly, many of Fareed’s contributors had never heard of him when asked about their contributions, although a Rechnitz employee recalled she was told Fareed “was a good, up-and-coming person to support our industry.” Fareed’s campaign also accepted maximum contributions from Randeep Grewal and his wife. Grewal is the founder and CEO of Greka Energy, which was responsible for a number of major oil spills in Santa Barbara County. The company later paid a $2 million fine to the County and was sued by the federal government in a $2.4 million lawsuit. Robert Murray, the founder of one of the largest coal companies in the United States, donated $2,700 to the Fareed campaign while Murray Energy Corporation’s PAC donated an additional $10,000. Hundreds of thousands of dollars in special interest money has been given to Super PACs associated with Justin Fareed. His first Super PAC, New Generation PAC, accepted $25,000 from SnF Managmeent and Lawrence Feigen’s family trust. It also accepted $10,000 from Ramat Medical, a medical company in which Shlomo Rechnitz is the CFO. Murray Energy Corporation, one of the largest coal companies in the U.S., also contributed $100,000 to New Generation PAC. New Generation PAC then transferred all of its funds to Citizens Super PAC, which is described as “a for-hire group with no clear objective except to provide a super PAC shell for donors to fund ads without their names on them.” As of June 2016, Citizens Super PAC has made $286,100 worth of independent expenditures on Fareed’s behalf. Citizens Super PAC has also accepted large contributions from employees of an offshore drilling company ($64,000), a fracking company ($50,000), a “dark money” 501(c)(4) nonprofit that does not have to disclose its donors ($400,000), and a hedge fund investor ($1,000,000). There is a troubling pattern of contributions between Justin Fareed, his mother, Linda Fareed, and Rep. Ed Whitfield’s leadership PAC (Thoroughbred PAC). In the 2014 campaign cycle, Justin Fareed and his mother donated $5,500 to Thoroughbred PAC. In turn, Thoroughbred PAC donated $5,000 to Justin Fareed’s campaign. In 2015, Justin 49 Fareed and his mother donated $3,500 to Thoroughbred PAC, while Thoroughbred PAC donated $5,000 to Justin Fareed’s campaign. Finally, Fareed had loaned his 2014 campaign $200,000. He later forgave the loan, but during that time period, he made less than $100,000 and barely had enough assets to cover the loan. According to a Fareed campaign spokesperson, disbursements from an “intergenerational trust fund” were used to forgive the loan. “Take, for example, the case of 27-year-old congressional candidate Justin Fareed. After loaning himself the money, Fareed reported in 2015 that his assets had appreciated to between $217,006 and $581,000. “I am not a rocket scientist, but something does not add up when over two-thirds of your donations are from outside interests. As a voter in the 24th District, I will not let outsiders decide what is best for my family and me. Now, with its checkered past and financially lucrative connections to former and current county supervisors laid bare, all eyes-including the national media-are on Greka. But even as everyone works to make sure this type of chronic polluting doesn’t happen again, one can’t help but wonder, in a community that so rightly and righteously hangs its hat on a celebrated environmental legacy, what took us so long to wake up?” [Santa Barbara Independent, 4/17/08] Carbajal Attempted To Begin A Discussion During A Santa Barbara County Board Of Supervisors Meeting To Address The Oil Spills Caused By Greka. Specifically, the suit seeks just over $2.4 million for the feds to recoup response and cleanup costs as well as the possibility for 58 millions more in civic penalties. There has been no movement on this issue for decades. … We need a merit based system that benefits the economy.” [CA-24 Congressional Candidate Debate, KEYT 3, 36:30, 5/21/16] 82 Appeared To Say He Did Not Support Deporting The 11 Million Undocumented Immigrants In The U.S. ‘How many people in this room want taxpayer dollars spent to do something that does not solve a problem?’ One member of the audience chimed in: ‘We do that already.’ Fareed responded, ‘My point exactly.’” [Santa Barbara Independent, 3/24/16] 83 Labor and Working Family Issues Significant Findings Opposed raising the minimum wage Fareed has stated he opposed raising the minimum wage. He has explained in the past that he believes the market is the best driver of wages and not the government. Opposed Raising The Federal Minimum Wage Opposed Raising The Federal Minimum Wage. During a KEYT3 debate for CA-24 congressional candidates, when asked whether he would support raising the federal minimum wage, Fareed answered, “I would not and this is why. I think it’s very important, and this is another thing, when you talk about reform in Congress, there’s a number of rules and regulations that are being issued from the bureaucracies within the executive branch that I believe need to come back for review and see how it’s having an economic impact on certain communities and whether it’s actually worthwhile or not, and so that’s another reform that I would approach, and so again, I believe that the best way to improve the wage gap is through those types of efforts.” [Fareed Interview, KCBX Radio, 1/25/16] Said He Would Prioritize Reducing National Debt, Job Growth, And Fewer Regulations Said He Would Prioritize Less Regulation, Smaller Government, Reducing Debt, And Job Growth. “My top priority is to promote policies that help create and foster an environment that leads to job creation, economic growth, fiscal sustainability and generational equity … government is instead saddling 84 businesses with higher taxes, more burdensome regulations, and legislation we can't afford. It is necessary we get government bureaucrats out of the way so the real job creators and innovators, like our entrepreneurs and small businesses, our farmers and ranchers here on the central coast can do what they do best and that’s create jobs, grow our economy, and provide the goods and services that we all rely upon because when they succeed, we succeed.” [Mustang News, 54:00, 2/04/16] Campaign Website: Supported Deregulation To Build Jobs Campaign Website: Supported Deregulation To Build Jobs. “It’s time for Washington to get out of the way of job creators, innovators and entrepreneurs. They have contributed to this system their entire working years and are entitled to the benefits promised to them. This isn’t a Republican or Democrat issue. It’s about keeping a promise and Congress needs to have an honest discussion on how to save a program that provides our seniors and disabled the security they deserve, and keep it solvent for future generations.” [Fareed for Congress Website, accessed 6/13/16] 86 Tax Issues Significant Findings Supported a flat tax Did not answer a question whether he would sign Grover Norquist’s No Tax Pledge. 40% of every single dollar that is spent is borrowed money and the rest is an IOU to future generations. Asked about imposing tariffs on China, Achadjian, who owns a few profitable gas stations in San Luis Obispo, said ‘I believe in free trade but not so quick.’ He said it is not fair that farmers work so hard but that we can import strawberries from Mexico where there are ‘no regulations.’ ‘That’s not fair,’ he said. "I don’t support that kind of trade.’ This time, Armendariz pressed Achadjian: ‘Would you support higher tariffs?’ Achadjian replied: ‘We have to treat other countries the same as ours. If that means higher tariffs, so be it.’ Fareed who is the vice president of his family's medical device company, agreed. ‘To an extent, yes,’ he said of higher tariffs. ‘I support free trade,’ he added, because ‘lower costs allow people to thrive.’ ‘We also need to make America more competitive,’ he said.” [Santa Barbara Independent, 3/24/16] 90 Veterans’ Issues Significant Findings Supported maintaining veterans’ benefits and promoting job placement for veterans Fareed has stated he supported maintaining veterans’ benefits.
