Ladies and gentlemen,
I extend a warm welcome in our city to you. Salzburg
offers you a high quality of living, beautiful surroundings
and has much to offer for you and your family. Naturally,
the first steps in a new city or even in a new country are
often challenging and difficult. In order to make this
journey easier for you, we are providing you with this
booklet. On these pages, you will find a lot of useful
information which will help you quickly find your way
around Salzburg and manage your new life.

find many useful pointers and addresses and, of course,

1. Salzburg
1.1 A city worth living in
“I reckon the cities of Salzburg, Naples and Constantinople to be the most beautiful on
Earth”, international traveller Alexander von Humboldt said in 1804.
The city is shaped by the Salzach river and the city‘s hills such as the Kapuzinerberg
and the Mönchsberg. Salzburg is world-famous for its beauty and its cultural diversity.
Take the time soon to stroll through the old part of the city. But living in the city is
not just informed by Salzburg‘s beauty and its impressive history. As a successful
economical, educational and touristic location, Salzburg offers its residents many
opportunities.
1.2 Salzburg, the regional capital
The Austrian Republic with its over 8 million
citizens is made up of nine states.
You have taken up residence in the province of
Salzburg with its regional capital of the same name,
Salzburg. The city has about 150000 residents and
is Austria‘s fourth-largest city after Vienna, Graz
and Linz. The city‘s area has over 6500 hectare and
is subdivided into individual districts
(for example: Altstadt, Maxglan, Lehen,
Schallmoos, Gnigl, Aigen…).
The city of Salzburg is governed by the Magistrat,
the municipality. The individual Magistrat
departments ensure the best surrounding
conditions for the residents. This includes the
citizens‘ service centre, the registration office, the
passport issuance office, the lost-property office,
kindergartens, nurseries and schools as well as
the refuse collection service, the horticultural
office, retirement homes, welfare offices, a cultural
department and the municipal fire brigade.

2. Residence in Salzburg
The city of Salzburg is ruled by the mayor (directly
elected), two deputy mayors and two municipal
councillors who are elected from the 40-headed
municipal council. The municipal council and the
mayor are elected every five years.
The citizens‘ service centre at Mirabell palace
(Bürgerservice) is the central office and
informational hub of the municipality of Salzburg.
It offers information and advice on all matters
regarding urban administration. At the citizens‘
service centre, you can get the Salzburg family
card and the senior citizen card, and you can find
free-of-charge folders, booklets and publications
by the city of Salzburg as well as information on
numerous subject areas. A computer with a free
Internet connection is available for handling
administrative matters online.
All the booklets and folders which are mentioned
within these pages can be found in the citizens‘
service centre.
If you come to Austria from a country which is not part of the European economic
area (the EEA includes the EU countries, Norway, Iceland and Liechtenstein) or
Switzerland and wish to take up residence in the city of Salzburg, you will need a
visa (up to 6 months) or a residence permit (1 year or more) which are issued under
further conditions. EEA and Switzerland citizens need a certificate of registration for
a permanent residence (over three months). The residence must be registered at the
public administration office before the end of the three-month period.

1.3 History of the city of Salzburg
The oldest evidence of a settlement in the city‘s areas stems from the Stone Age.
The city of Salzburg has a long and fascinating history which can be read in the booklet

3. Learning German in Salzburg
4. Residing in Salzburg
A visit to the doctor, parent-teacher meetings or simply talking to your neighbours
can be very difficult without knowing the language. In order to find your way around
Salzburg and deal with everyday situations, it is advisable to learn the German
language and take German classes as quickly as possible. This will give you the
opportunity to quickly feel at home in Salzburg.
4.1 What is the obligation to register
(Meldepflicht)?
If you come from a foreign country and cannot speak German well, it is important –
even if you have not entered into an integration agreement – to take German classes.
 The booklet “Deutsch Lernen in Salzburg” (Learning German in Salzburg)
at www.stadtsalzburg.at will inform you where you can take German classes.
As soon as you move to Austria or relocate within
Austria, you need to register at the responsible
registration office. Registration/deregistration/new
registration is mandatory.
Deadline: Registration at the responsible offices
within three days after moving in the living quarters,
deregistration within three days before or after
moving out, and new registration within one month.

4.2 Advantages of principal residence
Numerous services provided by the city depend on having a principal residence in
Salzburg:
Spots in schools, kindergartens, in retirement homes, help in social emergencies,
the voting right (council election also for EU citizens), many aids and parking
authorizations. Being eligible for a municipal rented apartment or cooperative housing
is dependent on having a principal residence here as well.

4.3 How do I find an apartment?
n Rented apartments
In the daily newspapers and the cost-free newspapers, you can find ads regarding
apartments which are rented out or sold. If you rent an apartment from a private
person, we advise you to have the leasing contract checked by a person who is familiar
with tenancy law since not everybody is familiar with the regulations. Please contact
the Mieterschutzverband (Tenant‘s Rights Association) for this.

4.4 Heating and electricity

There are four big housing cooperatives in the city of Salzburg where you can apply for
an apartment:
Most apartments in Salzburg are heated by district heating or domestic gas. Heating
and electricity must be registered by you at the Salzburg AG or a different provider.
To do so, you need to give e.g. the Salzburg AG your current meter reading.

4.5 Advice from the Salzburg AG on saving energy
Some examples:
nW
hen buying a refrigerator, a washing machine or a dishwasher, pay attention to
the energy class (class A is always more energy-saving than class C)
nW
ashing machine: Only wash if the washer drum is full. It is almost never necessary
to wash at 95°C which costs 40% more electricity compared to washing at 60°C.

n Lighting: The energy-saving bulb pays off. The energy-saving bulb has a lifetime of
8 times of the normal bulb and 5 times less consumption of electricity.

tandby function: Purchase a power strip with an off switch. This will noticeably
reduce the standby consumption of electricity.
n Heating: Lower the room temperature by one degree and you will save 5% of
annual costs. 20 degrees is enough in living spaces.

4.6 Radio and television
If you own a device with which you can receive radio and/or television programs, you
need to register this device and pay fees.
You can get the forms in all Raiffeisen banks, in all municipal offices (in the citizens‘
service centre in the city of Salzburg) or directly from the Gebühren Info Service (GIS,
Fee Information Service).

n Do you want to install a satellite dish at your home?
If you wish to receive TV programs via a satellite dish in a condominium, get in touch
with your landlord or the property management. Permission is required for installing
a satellite dish at a house.
Your landlord or your property management will surely help you.
4.7 Advice on living together
In Salzburg, there are people of all different ages, from
different countries and cultures, and they speak different
languages. In order to ensure comfortably living together,
Salzburg has some rules and habits.
Especially older people, babies and little children need
quiet. In order to avoid conflicts, you should pay attention

to the mandatory rest periods. These periods are posted at
children‘s playgrounds, and you can find mandatory house
rules in every house.
Generally, the quiet hours last from 10:00 p.m. to 6:00 a.m.,
during which, for example, no loud music may be played.
Garden work which may cause noise is regulated in terms
of time of day, which is compulsory for everybody including
janitors, caretakers, and companies.
The usage of motorised lawnmowers and other motorised
garden tools is ONLY permitted at the following hours:
On workdays: 8:00 a.m.–12:00 noon and 2:00 p.m.–7:00 p.m.
On Sundays and holidays: 10:00 a.m.–12:00 noon
without exception.
If you move into a house or an apartment, the neighbours will
surely be glad if you introduce yourself.
Even if you speak little or no German at all, everybody likes
a friendly “Guten Tag”.
If you want to have a party, inform your neighbours about it
and they are surely to understand.

5.1 Are you looking for work?
If you are looking for work or are interested in
schooling or advanced training, you can contact

If you are an Austrian, Swiss or EEA citizen

6. Children and adolescents
6.1 How do I register the birth of my child?
The registration of the birth can be made directly
from St. Johannspital (St. Johann hospital) or from
the Diakonissenkrankenhaus (Deaconess hospital).
To do so, the parents of the newborn simply need
to fill out the application for the issuance of a birth
certificate (which is available at these hospitals)
and hand it in together with the necessary
documents. The parents can also handle the police
registration via the residence registration form
directly through the hospital, just like the issuance
of proof of citizenship for Austrian children. The
first issuance of a birth certificate and proof of
citizenship following a birth are free of charge for
children up to 2 years of age. Subsequent birth
certificates are excluded.
For children with a different citizenship and those
who have been nationalized after their birth, the
birth certificate is chargeable.
The registration of the child is always free of charge.

city itself, partly by the province or by private organisations. There are toddler groups
(care for children of up to 3 years of age), kindergartens (children of 3–6 years of age)
and several forms of all-day care for school-aged children (e.g. nurseries).

6.2 Childcare
When can my child visit the municipal kindergarten or nursery?
The following requirements must be met before your child can visit one of the
municipal childcare institutions:
n Residence of the child and of the parent(s) within the city of Salzburg

How do I enrol my child?
Enrolment is usually done from mid-January to the end of March for the following
autumn.
The enrolment of your child must be made personally by you together with your child
at the institution of your choice during regular opening hours.
In the process, the director of the municipal childcare institution handles all the
formalities and can get an impression of your child‘s stage of development. Apart from
that, you and your child can get to know the respective institution and the personnel.
It is preferable to make an appointment by phone so that the director of the childcare
institution of your choice can make enough time for you and your child.
The following documents are required for enrolment:
n Vaccination card for the child or mother-child booklet
n Employment certificate of the parent(s)
n Certificate of registration for the child and the parent(s)
n Birth certificate for the child

What is the price of childcare?
For all children who have completed their 5th year of age before September 1 of the
respective year, the half-day kindergarten attendance is free of charge
(20 hours per week).
Note: This kindergarten year is mandatory – every child has to attend a kindergarten!
For the other kindergarten years, an attendance fee must be paid. If you want your
child to have lunch, you also need to pay a lunch fee.

How do I pay the fee?
With the exception of the summer months, your fee is stipulated monthly (starting
September 15 until July 15) and has to be paid in advance. The fee also has to be paid
for those times where the kindergarten or nursery was closed as scheduled in the
kindergarten or nursery rules, or where your child was absent.
If, however, the kindergarten/nursery needs to close for more than a week outside of
the scheduled hours of operation, your fee is reduced accordingly.
During the summer holidays, the attendance fee and the lunch fee are paid by
attended weeks. All payments have to be made via debit order (payment by payment
form only in exceptions).
Note: In case of late payments/outstanding payments, a legal debt collection can result
in high additional charges for you (legal costs etc.)!
Who is eligible for a reduction?
Reductions of or exemptions from the attendance fee can be applied for based on
financial circumstances, income and/or family background. No reductions can be
granted for handicraft contributions and lunch fees.
If a reduction is granted, it starts the month where the application was made.
Changes in the family income must be immediately reported to the educational
authority for a corresponding recalculation.

Project “Rucksack” in many municipal kindergartens
The project “Rucksack” is carried out by the integration
office and the educational authority and office for child care
facilities in many municipal kindergartens. In this project,
parents and kindergarten educationalists work together
to support children in their linguistic development. The
project furthers the development of the mother tongue and
the German language. Ask at your kindergarten whether
they have the project “Rucksack”. If you have time for the
project (one hour for a meeting with other parents in the
kindergarten/week and 20 minutes/day for your child), you
are welcome to participate in the project.

The city of Salzburg provides many offers of after-school care for students. Currently,
25 compulsory schools provide this offer which can be (regularly) booked on a daily
basis and which includes lunch suitable for children and learning aids. The current

Enrolments need to be made no later than the end of September at the educational
authority and office for child care facilities. Grants (for after-school care, but also for
learning aids or contribution payments for school events) are only available for students of municipal compulsory schools who have their primary residence in the city of

6.3 School attendance – School system
Education and schooling is the best way to ensure a secure future for your child.
Austria has nine years of compulsory school attendance. It starts with the first day
of September which follows the completion of the 6th year of age and ends with the
last (ninth) school year on the day before the beginning of the summer holidays. Use
the opportunities which the schools offer to your child. It is recommendable to visit
parent-teacher meetings, teacher‘s consultation hours and school events. Here, you
can learn how your child is doing in school and how you can support it. If you do not
have sufficient German language skills, please have a trusted adult who can interpret

Mother tongue tuition
Being able to speak at least one foreign language is part of general education these days.
Many jobs cannot be handled without foreign language skills due to growing
economical cooperation. Therefore, schools set a high value on the acquisition of
foreign language skills.
About 10% of all boys and girls in Austria speak another language in addition to
German in their everyday life. This means they can communicate, if not always errorfree, in two languages. But reading, writing and many new words (especially technical
terms) are not learned in the family or when talking to peers, but in school. Apart
from that, it is scientifically proven that good skills in terms of the mother tongue are
helpful when learning the German language and also have a positive effect in terms of
achievements in other areas. This is why it makes sense to develop the already existing
bilingualism of these students in school. Therefore, all the general compulsory schools
offer native-language classes in all languages.
The city of Salzburg offers native-language classes in the following languages:
Bosnian-Croatian-Serbian, Turkish, Albanian, Chechen and Arabic.
Classes in other native languages are offered starting in autumn, under the condition
that there are at least ten school children for one native language in all compulsory
schools in the city of Salzburg and that the province of Salzburg agrees to offer classes
in another native language.
The period for these enrolments is different for the individual schools and is set to
a certain week between February 15 and the end of March.
In order not to miss the deadline, parents should definitely ask at their children‘s
school when the enrolment is possible.
It is recommended to enrol your child in native language classes. On the one hand,
it serves to enhance the native language skills, while on the other hand it also makes
learning the German language much easier.

Religious education
Religious education in Austria is regulated by the religious education law from 1949
(BGBl. Nr. 190 (Federal Law Gazette No. 190), Version 1993). Religious education is
a mandatory class for every student who is a member of a legally recognised church
or religious community.
The religious education classes are organised, held and supervised by the respective
legally recognised church or religious community. Deregistration from religious
education can be done within the first five calendar days of a school year: up to the
14th year of age by the parents, then by the student him- or herself.

6.6 Youth protection
The youth representative organises and coordinates diversified leisure time activities
for youths for the city of Salzburg. Events such as the youth congress set a recreational
course and bring fun into everyday life in Salzburg. Cooperation with many different
partner organizations ensures the success of youth work. Apart from that, many
districts of Salzburg have youth and children‘s centres which serve as a contact point
for youths and offer great leisure time facilities.
With the youth law, Salzburg wants to contribute to keeping youths from
inappropriate influences so that their development is not impaired. The youth
law regulations provide mandatory codes of behaviour for children, youths,
their guardians and for businessmen. It is important to shield children from an
endangerment to their physical, intellectual, moral or social development. They should
be made familiar with their new freedom step by step through the youth law so that
they can confidently and independently live their own lives at the age of 18.

n Curfew 12–14 years of age: Weekdays 22h, before Sundays and holidays 23h
n Curfew 14–16 years of age: Weekdays 23h, before Sundays and holidays 24h
n Curfew over 16 years of age: No limitations, but the parents/guardians may set
other curfews within the legal regulations.
n Overnight stays: 12- to 16-year-olds may only stay overnight at accommodation
facilities and camping sites when accompanied by a guardian (person of at least
18 years of age).
n Obligatory identification: In case of doubt, the age must be proven with
a respective document.
n Nicotine and alcohol are forbidden under 16 years of age.
n Spirits such as tequila, gin, vodka and whiskey are forbidden under 18 years
of age. These limitations also apply to the purchase of liquor in shops. Youths
under 18 years of age are not allowed to enter nightclubs, facilities with gaming
machines, sex shops and dram shops. Breaking the youth law may result in fines of
up to 220 euro.

7. Health
7.1 What is social insurance?
In Austria, there is a public social insurance (SV) with a legal obligation to insure.
If you are a wage earner and earn more than the marginal earnings threshold,
you have health, accident and retirement pension insurance. The marginal
earnings threshold can be inquired at your social insurance agency (such as the
Gebietskrankenkasse GKK) or at: www.help.gv.at
If you are an employee, the social insurance fee is directly subtracted by your employer
when your wages are paid. Your employer must give you a copy of the social security
registration. Your family members and children can be co-insured free-of-charge. If
you are married and have no children, your spouse pays a low fee. For non-wage earners as well as students and others, there is an option of insuring yourself. Please ask
at the social security institution.
7.2 e-card
For visiting a doctor, you or your co-insured family
members will need the e-card.
With the e-card, you and your family members can
use the services of doctors or hospitals which have
a contract with the health insurance company.

The city of Salzburg signed the “European charter for the protection of human
rights in the city” as the first Austrian city in December 2008. This means that the
municipal politics and administration are obligated to ensure the human rights for all
of the city‘s residents and to eliminate all discriminations.

administration and politics both work on implementing the obligations at the
“Round Table for Human Rights” which is installed at the representative centre.

Violence against women and children
Violence by men against women in relationships and against children is not a private
matter.
If you or your children are subjected to violence, you should contact a specialised
help organisation (see below) where you can learn more about your rights as well as
housing and support options. If you are in a situation where you are in immediate
danger, you should call the police under 133 and ask for protection. The police are
obligated to come immediately in any case.
Depending on the crisis situation, the policemen and –women have the following

10. Getting around in Salzburg
10.1 Public transport – Stadtbus (City bus)
The city of Salzburg has a dense network of trolley buses
(O-Busse), municipal railways (S-Bahnen) and motorbuses.
Public transport in Salzburg is environmentally friendly and
contributes to a better quality of life for all residents. If you
use public transport, you protect the environment!
Naturally, you will need a valid ticket. You can buy tickets for the municipal railways
at the pay desk or at the automat at the station or S-Bahn stops. Bus tickets can be
bought in the bus, but this is the most expensive solution. There are several different
advance sale tickets (ticket machines, tobacconists, customer centres of the Salzburg
transport association) which are cheaper. Ask at a tobacconist‘s or at the Salzburg
transport association for day tickets, weekly, monthly or annual tickets, which are
much cheaper in comparison to a one-way ticket.
There are for instance special offers for families and pensioners. With the Salzburg
Family Pass (“Familienpass”) children up to 14 years go free, registered persons like
parents, legal guardians or grandparents pay about half the price. The discount to the
minimum fare is granted on combi-tickets for single rides, day passes and 24-hour
tickets if at least one registered adult is traveling with at least one child registered in
the Family Pass.
If you use public transportation without a valid ticket, you are liable to prosecution.
On inspection, this may cost you 65 euro or more.

Cycling is part of Salzburg‘s everyday life. The citizens of

10.3 Motoring
For reasons of safety, the usage of seatbelts, adult
responsibility for children using child seats and seatbelts,
and winter tires (from November 1 to April 15 in wintery
conditions) are legally required in Austria. Details on these
and other regulations such as the obligation to buy a tax
vignette for freeways can be found under www.help.gv.at
in the section “Freizeit und Mobilität” (Leisure time and mobility).
Children under 14 years of age who are under 150cm in height must be transported in
appropriate restraint systems (child seats). The seats must be appropriate for the size
and weight of the child. Children who are taller than 150cm can sit on the passenger
seat or the rear seats with fastened seat belts.
If you do not follow these regulations, there may be fines of up to 5,000 euro.
An accident in which a child is hurt due to insufficient protection results in a judicial
criminal procedure. The use of seat belts is also mandatory for the driver and the other
passengers (fine for non-compliance: 35 euro).
Driver‘s licence
After registering their primary residence in Austria, EEA citizens can use their foreign
driver‘s licence without exception.
You can also exchange it for an Austrian driver‘s licence, if you want. There is no
exchange deadline unless the foreign driver‘s licence itself has an expiration date or
has become invalid due to damage or an old photograph.
Non-EEA citizens can use their foreign driver‘s licence for six months after setting up
their primary residence in Austria provided that your country of origin has entered
one of the three international agreements. After these six months, a non-EEA citizen
must have an Austrian driver‘s licence in order to drive cars.

because of inter-state agreements:

the application before the expiration date. Please note that each driver‘s licence is
investigated forensically before the exchange, which takes two to three weeks.

Vehicle registration
If you come to Salzburg from a foreign country to set up primary residence in Austria
and you bring your foreign vehicle, you may only use the foreign licence plate for one
month.
Then, registration in Austria is necessary. In order to apply for it, you need to contact
the following offices:

vehicle documents and
n the tax office for evaluation of the fees which have to be paid.
If these provisions are met, you can apply for vehicle registration at the insurance of

The insurance also takes care of registering your vehicle.
Getting a motor third party liability insurance is the main condition for the receipt of
an Austrian licence plate.

Where can I park my car?
Parking in the short-term parking zones is chargeable throughout Salzburg‘s inner
city. Salzburg‘s short-term parking zones are marked by corresponding signs at all
entries and exits of these areas. The blue ground markings (which are not legally
required) only show possible parking spaces. Signs at the beginning and end of the
respective short-term parking zone include information on the time of day in which
parking is chargeable. The duration which may be up to 180 minutes is also included.
At a ticket automat, you can pay either with coins or with a card with a QuickCard
function. Cell phone parking is also possible in Salzburg after previous registration
with a provider.

In the inner city, there are numerous underground garages and parking garages in
addition to the short-term parking zones.
Under certain conditions, the city grants exception permits for short-term parking

11.2 Water
In the city of Salzburg, tap water is drinkable water. You can safely drink water from
the tap or use it for cooking. Water is a precious resource, please use it sparingly!
12. Leisure activities
Nature
Salzburg has four hills within the city. The
Mönchsberg, Kapuzinerberg, Nonnberg and Rainberg
are all attractive for walkers, especially in the
summer. In the wintertime, some of the meadows on
the hills are used by children for sledding.
The Gaisberg is Salzburg‘s local mountain. Being the
highest elevation within the city area, the Gaisberg is
popular amongst people enjoying recreational sports,
hiking and nature.
The city of Salzburg has been conducting a program for the development of an
environmental-friendly recreational use of the mountain for years. It can be easily
reached with the city buses and is an excellent excursion destination in the wintertime
as well as in the summertime.
South of the city of Salzburg lies the mighty and myth-enshrouded Untersberg as
the most Northern spur of the Berchtesgaden limestone alps. One of Salzburg‘s most
popular nearby recreational areas, the Untersberg offers not only a beautiful view, but
is also a paradise for hikers, sun worshippers and, in the wintertime, for skiers.
Furthermore, there are several parks in Salzburg which mostly feature children‘s
playgrounds as well. 15 district parks and about 30 small parks are maintained by the
horticultural office.
In the wintertime, if the temperature is low enough for a sufficiently long time, it is
possible to ice-skate on the ponds (Leopoldskroner Weiher and Salzachsee).

Outdoor swimming pools
In the summer, it can get very hot in Salzburg. Feel
free to use one of the municipal outdoor swimming
pools.
About 27,865 m² of water area with a pleasant water
temperature of 23° C is open to Salzburg‘s citizens
every day from 9:00 a.m. to 7:00 p.m. (8:00 p.m. in
case of beach weather). Modern technology results in
perfect water quality, while pool supervisors trained in First Aid ensure the safety of

Clubs are an important part of social life in Austria.
Many Austrians are members in at least one sports
or cultural club. They are an important basis for
common leisure time activities since they organise
many meetings, events and parties. Membership is

In the city library in Lehen, 150,000 media items (books, magazines, CDs, MCs,
videos, CD-ROMs, DVDs) and language courses are available for lending free of
charge. The generous lounge and reading areas offer, among other things, an
opportunity to browse the Internet free of charge and to play CDs and DVDs.
Feel free to make use of the children‘s library as well, which also offers many books in
languages such as English, Serbian, Croatian or Turkish for your children.
