Press an organizedlabor apologist to explain, and the response is likely to be an assertion that union membership creates workplaces where safety, job security, better pay and so forth are a greater priority. Yet throwing ice water on this warm and fuzzy claim is a recent Gallup poll showing union members may be the most disgruntled workers in America. The survey, released in September, asked nearly 3,000 workers to rate their workplace satisfaction based on 13 criteria. The poll's sample was weighted, based on the percentages of unionized workers in the nation, and the general findings are summed up by Gallup's Web headline: "Union Members Less Content With Safety, Recognition at Work." Asked to rate the "physical safety conditions" of their workplaces, 73 percent of nonunion workers responded they were "completely satisfied," versus just 57 percent for union workers. It probably goes without saying, but Gallup notes the 16point gap is considered "statistically significant." For example, the U.S. Bureau of Labor Statistics reports 89.5 percent of manufacturing workers have no union representation, nor do 94.1 percent of "mining, quarrying and oil and natural gas extraction" employees, or 85.3 percent of construction workers. Only 35 percent of unionized workers report being "completely satisfied" with the "recognition you receive at work for your accomplishments," versus 50 percent for nonunion workers. Likewise, complete satisfaction with the boss was much higher at nonunion workplaces (58 percent) versus union workplaces (45 percent.) Work without a union, and there's at least half a chance you'll like the boss and feel appreciated. Work union ... not so much. And for all the reported extra aggravation, only 44 percent of union workers are completely satisfied with job security, as opposed to 54 percent of nonunion respondents. Both groups report almost identical low satisfaction with their paychecks (31 percent for union and 30 percent for nonunion). The irony is that the median annual income for union jobs is more than $10,000 higher than for nonunion workers. With so much more, union members are equally unhappy. Complete satisfaction with health coverage was higher for union workers (46 percent) than nonunion (35 percent), making it the only statistically significant criteria where union members were happier. Here it's important to remember that nearly half of the nation's 14.6 million union workers are government employees. Give them what are often goldplated health benefits in comparison to what is enjoyed by the taxpayers paying the bills, and union members will be noticeably more satisfied. Otherwise, the presence of a Big Labor Boss correlates highly with less workplace satisfaction. Learn More Only 11.1 percent of us are unionized today, down by more than half from 40 years ago, and the number of right to work states has grown as well. Take those heavily unionized government employees out of the equation, and just 6.6 percent of the nation's private sector workers are unionized. The Gallup answers show why unions are on the decline. Given a choice, nobody wants to be an unhappy worker, and no employer wants to hire one. It is my understanding that Council had questions regarding the upcoming 2015 PCHS Homecoming Parade. It is my hope that this memo will make all of you aware of the arrangements that have been made for this event, and answer any question you may have had. I have had the opportunity to speak with Ted Krol form the high school, who is coordinating the event from their end. Like last year, the parade will stage from two locations. One will be the People’s Church lot, where PCHS bands and dignitaries will stage. The other will be in the new DDA lot with overflow using Marion St and Livingston St. We will cordon off the western portion of the DDA lot, so that there is still some parking for the Diner and La Vita Bistro, as well as allowing for traffic to flow around the two businesses. The parade will begin at People’s Church and proceed east on Main St. As the first group passes Marion St, the second group will begin to file out of Marion St and follow eastbound. As usual, the parade will end at the PCHS. The parade begins staging at 3:30 pm. My personnel will arrive at 3:00 pm for briefing. The parade is scheduled to kick-off at 4:40 pm with an estimated completion time of around 5:30 pm. All of the permit applications for road closures have been completed (MDOT and LCRC). Currently, I have 10 personnel scheduled for the event – 5 sworn officers and 5 reserve officers. I don’t believe the new police car will be ready in time for this event, so I am planning on borrowing a car from Unadilla Twp PD, and asking the LCSD for assistance in closing DexterPinckney at Darwin, and a Hamburg Twp PD car to assist at E. Main St and Mann St. This is our standard procedure. Other than children and adults throwing candy, I don’t anticipate any problems. Sgt Mike Randall will supervise the event. Our priority is to provide mandated services which may be enhanced and supplemented to improve the quality of life for all who work, reside, and recreate in Livingston County.” The Courthouse Amphitheater is undergoing renovations with new brick pavers, retaining walls, railing updates, electrical work, and other improvements. The renovations will make the space safer and more usable. The first phase of renovations has begun and includes removal of deteriorated concrete, sod in the amphitheater bowl, new brick pavers, installation of a two-tiered retaining wall, and underground electrical service. The second phase of renovations will begin in the spring and include a revamp of the top of the amphitheater with more brick pavers. Renovation work will be completed by Evergreen Outdoor Services of Howell and the county’s facility services. Lindhout & Associates will be providing architectural and construction management service. Right: Renovation plans. New brick pavers can be seen at the top and bottom of the amphitheater. The two-tiered retaining walls can be seen on the side of the amphitheater. The Livingston County Department of Planning will be providing professional planning services to the City of Brighton. Examples of planning services include review of site plans, rezoning applications, zoning and planning text amendments, land use permits and Zoning Board of Appeals cases. The new month-to-month agreement was authorized on September 15th. The Planning Department looks forward to this opportunity to advance coordinated planning within Livingston County. Livingston County Update October 2015 www.livgov.com As a result of the votes cast by the Board of The Juvenile Court has entered into a three Commissioners, the following appointments have been designated for the Livingston County Board of Canvassers: year contract with Livingston County Catholic Charities to provide a Substance Abuse Treatment Program to work with at-risk youth to prevent out-of-home placements. Democrat: Jim Wonk Republican: Carla Chapman The PATH Program is a partnership Michigan Works! agencies (MWAs), Michigan Department of Human Services (DHS), and Workforce Development Agency (WDA) to connect Michigan’s families with the kind of employability services that will help them achieve self-sufficiency and meet the workforce and skill needs of Michigan’s businesses. The emphasis of the program is on helping welfare applicants/recipients and other at-risk workers address employment barriers, stay employed, gain skills, and advance in their professions rather than only emphasizing initial placement. The PATH Plan was approved on September 14th. The Juvenile Court has entered into a three year contract with Livingston County Catholic Charities, Livingston Family Center, Karen Bergower & Associates, and Nicole Schingeck from Interactive Counseling to provide intensive in-home counseling services to work with at-risk youth to prevent out-ofhome placements and to provide youth and their families with conflict resolution skills. On September 14th the Board of Commissioners authorized the submission of the Juvenile Court’s 2015 / 2016 Child Care Fund Budget to the State of Michigan. The Building Department currently operates The Drain Office is requesting participation in with approximately half the staffing level of the previous high growth years of 2005 and 2006, and the department activities for 2015 are at an unprecedented level in the history of the department. Due to the increased efficiency, the department is recommending a lowering of the building permit fees. A public hearing to consider revising/reducing the fees will be held on October 5th at 7:30 p.m. before the Livingston County Board of Commissioners. a collaborative effort with the State of Michigan and the National Resources Conservation Service to update digital elevation model data that is essential to the management of drain infrastructure. The Jail is requesting an increase in medical staffing. Additional nursing and mental health professional hours will maximize efficiency within the medical department while meeting the needs of the future and current inmate population. He will also take the buried tires out of his yard. (Looking at the tires, I am not sure that he buried them – they look like they have been there for a while, but either way he can’t just leave them there). Part of the fence plan is to level the ground and to plant grass to prevent erosion. We will re-address the parking lot in the spring. This was my idea, because it 1. Won’t get done before the snow flies if we start now, and 2. If he indeed DOES want to do some major structural changes to the building then there will need to be a change in the parking lot plan. We are going to get together to discuss what the plan for both things are in the spring. The other thing punting the parking lot question does is it gives me a little time to figure out exactly what is required under the technical standards. It looks like Dustin told them at some point that they need a concrete parking lot. I can’t find in the technical standards or ordinances where a concrete lot would be required. I did brief the Council at the very end of the Village Council meeting last night, under the Trustee Forum agenda item. This is just a section where trustees can update Council on community things they have been doing. None of it results in any actions. So, no need for you to be there. I indicated to the Council that I think the Youth Council is a great idea. We look forward to a presentation from area youth regarding their desire for a Youth Council, and what they think its objectives would be. However, there are several things that continue to trouble me from the meeting. I think everyone felt a little ambushed by the presentation, the call for action, the push for a response in a room full of people, especially students, where we would have all looked like ungrateful idiots if we disagreed with the concept. I am also concerned with the apparent deception used in getting the students there and putting them on the spot as well regarding their interest in being involved. At my table alone, every single kid was a leader, involved in multiple activities, and were all discussing the reading they did this summer for their AP English class. These kids don't need a youth center, or "something to do", or even yet another activity that requires their leadership and participation. They also had no idea why they were really there, other than they had been "nominated" to participate. I tend to agree with Pat Hohl of Hamburg Township - if, as was presented, this Youth Council is "owned" by the youth, then the local municipalities need to hear from them regarding the need for it, the reasoning behind it, and what THEY see as the role of such a Council being. What are THEIR expectations of such a thing? Once you assist a group with that focus, then you will have something to bring to the local boards for discussion. If such a thing is to happen, I still maintain that it would need to be a multi-jurisdictional effort for best effectiveness, and that will require a few meetings with the various supervisors/presidents. 1 Also, despite the assurances from Farmington (a larger, wealthier, more urban community that even has a special events/rec department that can manage a Youth Council as part of their budget and departmental tasks), ordinances DO cost money...
