WYOMISSING BOROUGH SIDEWALK REPLACEMENT PROGRAM Wyomissing Borough will continue the program to repair damaged public sidewalks. The Borough has thousands of street trees which help to make Wyomissing a beautiful place to live, but these same trees also cause sidewalk issues. Last year the Borough began implementing a 50/50 Sidewalk Replacement Program to improve the quality of our public sidewalk system. The program will be based off of a cooperative agreement between homeowners and the Borough, in which the Borough will contribute half the cost, up to $1,000, for voluntary repairs made to a public sidewalk, by the homeowner. Priority will be given to residents who have significant sidewalk damage due to Borough street trees. Annual funding for this program will be limited to $50,000 per year. Please contact Borough Hall at 610-376-7481 for more information and to receive an application. Information and applications will also be available on the Borough website, wyomissingboro.org. The deadline to apply is April 30, 2016, for this year. INFRASTRUCTURE PROJECTS The Borough is continually maintaining and upgrading our Infrastructure, whether it be replacing a 75 year old water main, lining a cracked or broken sewer main, or paving a street that is at the end of its life expectancy. Listed are the projects for the upcoming construction season. During construction there may be detours or other inconveniences, please be patient as we make these improvements. SEWER SYSTEM – We will continue cleaning, televising and lining pipe in some of the older parts of the Borough. WATER MAIN REPLACEMENT – We will be replacing older cast iron water main in Bluejay Drive and in a Right Of Way between Hummingbird Road and Farr Road. STREET PAVING – This year will be the most aggressive paving schedule we have had in a long time. As we pave streets, we also replace all handicap ramps and work with homeowners to replace broken curbs. The streets to be repaved in 2016 are: Parkside Drive North - Wyomissing Boulevard to Park Road Cheltenham Drive – Wellington Boulevard to Robert Road and a small portion of Downing Drive Wayne Avenue – Reading Boulevard to Trent Avenue SMOKE ALARMS, A SOUND YOU CAN LIVE WITH! Between 2009 and 2013, fires in homes with no smoke alarms caused an average of 94 deaths per year. An additional 510 people were fatally injured when smoke alarms were present but failed to operate. Power source failure was the leading cause of smoke alarm failures. The Wyomissing Fire Department and Township of Spring Fire Rescue are honored to introduce our “Smoke Alarm and Carbon Monoxide Detector” program. If you do not have a smoke alarm or carbon monoxide detector, we will install them at no cost to you. You can pick up pamphlets at the fire station or Borough Hall. Simply fill out the form and return it to the fire station. If you have smoke alarms or carbon monoxide detectors you can follow these tips to make sure they are ready and working. • Test your detectors monthly • Change the batteries twice a year when you change your clocks • Never borrow a battery from a smoke alarm or carbon monoxide detector In an effort to enhance your fire safety preparedness you should create a family escape plan and practice it. Your plan should identify at least two ways out of your house, and a designated meeting location away from your house. Be sure that your meeting location is in a location that will not have you crossing a road where emergency vehicles may be traveling. Finally, once a smoke alarm or carbon monoxide detector goes off, GET OUT AND STAY OUT. Meadowlark Road – Bluebird Drive to Verio Drive Forest Avenue – Reading Boulevard to Penn Avenue Wyoming Avenue – Parkside Drive North to Reading Boulevard Wyomissing Boulevard – Parkside Drive South to Museum Road and the southbound lane from Lincoln Avenue to Penn Avenue North Wyomissing Boulevard – Van Reed Road to Seventh Street COMMERCIAL FIRE PROTECTION ALARM SYSTEMS PROVIDE MORE THAN JUST LIFE SAVING BENEFITS Most commercial property owners are aware of the building code requirement for fire protection and fire alarm monitoring systems and have variations of these systems in their buildings. The Borough further requires annual testing and reporting of these systems. Some commercial property owners view the required annual testing, reporting and routine maintenance as yet another cost of doing business. While the systems can be expensive to purchase and maintain, their value far exceeds the common perception that their benefit is only for life safety. The Borough’s fire department recently responded to an alarm that was triggered by a smoke detector in an unoccupied area of a commercial building. The detector was part of an overall fire protection system that reports to a monitoring company when an alarm is activated by heat or smoke. The fire department was onsite at the property within one minute of dispatch, with additional units from surrounding areas responding within three to seven minutes. Due to the quick notification and response times, damage to the building, which contains several commercial and residential tenants, was limited to $20,000.00. When compared to the estimated value of the structure at $500,000.00, $20,000.00 is a very small figure. Since the fire was contained so quickly and prevented from spreading to the occupied areas of the building, neither the commercial or residential occupants suffered any loss. This saved the property owner from losing thousands of dollars in monthly rental income. Additional damages in the form of lost revenue for the commercial tenants and out of pocket expenses for residential tenants that did not have renter’s insurance could have totaled well over an additional $100,000.00. The bottom line is that fire protection systems save lives and first and foremost that is their most important function. As proven by this incident, they can also save a property owner’s investment, resources and financial bottom line. SPRING FIRE SAFETY TIPS South Park Road – Wayne Avenue to Penn Avenue Timberline Drive – Greenwood Mall to Pinewood Road 2 The Wyomissing Fire Dept. and the Spring Township Fire Dept. have worked together to provide fire service for the residents of both municipalities for many years. In September 2015 an agreement was reached for Spring Township to provide administrative and operational management services for the Borough of Wyomissing Fire Department. What this means in a nutshell to the residents of Wyomissing is that when there is a fire, at least 6 firefighters will respond to put it out instead of 3. Spring Township Fire Commissioner Pat Brandenburg and Fire Chief Colin Hackman have done an excellent job getting the two departments to work together seamlessly. They share leadership, procedures, equipment, training, and of course fire calls. In addition to this, The firefighters have all been trained in the QRS, (Quick Response Service), to respond to medical emergencies, often before the ambulance arrives. With warmer weather approaching many of our thoughts tend towards cleaning up from winter, doing repairs around the home, and enjoying the outdoors. To help make the warmer weather more enjoyable you can follow some of these tips. INSIDE: OUTSIDE: •Check your smoke alarms and carbon monoxide detectors •Make sure your address numbers are visible from the street •Check your fire extinguishers •Clean up any debris from winter •Prepare for possible storm related power outages •Check outdoor electrical outlets and appliances for damage •Practice your family escape plan •Check your grill and gas cylinder for damages before use For more information, contact the Wyomissing Fire Department by calling (610) 375-4436. 7 WYOMISSING BOROUGH RECYCLE CONTAINERS ARE STILL AVAILABLE FOR FREE! Each Borough residence is entitled to a new recycle container that was purchased from the Section 902 Recycling Equipment Collection Grant that the Borough was awarded. If you haven’t already picked one up, please stop by Borough Hall to choose between a new 20 gallon can with a lid or a larger 32 gallon container with a lid. WYOMISSING BOROUGH RECYCLES! RETIREMENT SOLVED! Criminal Investigator George R. Bell, Jr. was honored at a retirement party and received a plaque on January 26th commemorating his 43 years of dedicated service to the Borough of Wyomissing. He joined the police department in 1972. He has been a criminal investigator since 1984. As a criminal investigator, CI Bell worked tirelessly as an advocate for victims of crime by solving their crimes. Congratulations to CI Bell! WYOMISSING CREEK The Wyomissing Creek is a big asset to our community. It is the focal point of our Parkland and enjoyed by many residents as they walk through the area. As scenic as it is, you may not be aware of the stress it is under due to our urban environment. The vast majority of storm water runoff drains directly into the creek. Fertilizer, pet waste and dripping oil from your car all eventually get to the creek via curb lines, inlets and pipes. The Borough was able to purchase 11 of these combination containers with the 902 Equipment Collection Grant. Please do your part to keep the creek clean by following of these simple objectives. • lean up after your pet and do not put pet waste down storm C drain. • If you must fertilize, follow application guidelines and clean loose material off your driveway and sidewalks. • Wash your car in the grass, not in the street or driveway. • If you do spill oil or antifreeze, clean up with a towel or rag. Do not hose it off • Report anything unusual you may see that would get into storm sewers. NEW THIS YEAR! PLAYGROUND REGISTRATION FOR 2016 New this year! Pre-registration is required.
