Local context
The town of Piat is a rural area with a population of 20 000 in the Cagayan Valley
region.
It’s the smallest city of Cagayan Valley and the poorest. The local economy
depends on three resources :
-The tourism, in fact the city welcomes every weekend thousand of pilgrims who
come to pray «Our Lady of Piat ».
-The agriculture with the culture of cereals like corn and rice.
-The college CSU who welcome more or less 1000 students.
Every year, the town of Piat is crossed by many typhoons, the first damage is the
flooding of the river, who carries off several houses and let some families in
precarious situation.
The neighborhood Villa Pag-Asa
It’s in this perpetual threat environment for the population living by
the river bank that Kaloob and Piat mayor's office have realized
together after the typhoon Ondoy (2009), a new neighborhood for
the victims far from the river side.
In August 2014, four French scouts and Kaloob have realized a canal
in Villa Pag-Asa to allow the fight against the proliferation of Dengue
and water flooding.
This project led to have a reflection on a new project of 70 houses
with Piat mayor's office that has asked Kaloob to participate for the
potable water system for the new beneficiaries.
