Both the quantity and quality of band rooms were inadequate to support this popular program. Through a series of additions over many years, the District’s two original buildings, a high school and an elementary school, are now one large complex. The density of this building and a very constrained site established several constraints on the design team. By reworking the bus loop, Wendel architects were able to create room for a multifaceted fine arts addition. While the stadium, named after a revered coach and community figure, was dear to the hearts of the community, it was not eligible to receive building aid from the State Education Department. So in 2011, District voters decided to rebuild the stadium on the grounds of the High School/Middle School. The project included a 1,500 seat stadium with a synthetic turf field and all-weather track, as well as revamped soccer and softball diamonds. Other site improvements included a new bus loop and expanded parking. The project also addressed the needs of the District’s growing fine and performing arts programs. Virtually every school in the district will receive facility improvements. Improvements such as a redesigned main entrance to address the unsafe conditions posed by crumbling steps and corroded railings at the Middle School. Various interior renovations like sever room upgrades and interactive white boards to accommodate the districts evolving programs and needs, will affect all schools. Unsafe and deteriorating conditions were identified at an elementary school which will result in the reconstruction of the main parking lot to include a designated student drop-off lot in an effort to gain control of the currently unsafe roadside pick-up and drop off arrangement. This same school now has a new front entrance constructed to relate to the main parking lot and parent drop-off lot. At a different elementary school, serious drainage issues will be resolved through a combination repairs and supplemental drainage infrastructure. This project will also include a number of recreational improvements in support of active, outdoor recreation. All recreational facilities are available to the general public when not programmed for use by the district. Improvements including fitness trail, trailhead parking, confidence course, synthetic track surface and a playground. In addition, a number of support facilities were constructed to replace existing facilities were old, dilapidated or not in conformance with current ADA standards. The support facilities include a concession stand, restrooms, locker rooms, bleachers, press-box, storage facility and various ADA accessibility upgrades. The primary project goal was to convert undersized and outdated classrooms into state-of-the-art facilities for 21st century education. Additionally, all building mechanical and electrical systems were slated for replacement The design intent was to restore the majority of the building to its original 1923 splendor. Working within the context of a symmetrical, classical brick structure, Wendel’s team added two identical nineclassroom additions at the back of the building. Original architectural details were continued throughout the façade of the addition. Inside the original building, all existing corridor walls were retained. Original doors were reused if at all possible, and replacement of original windows was needed. Partitions between classrooms were demolished to allow for the creation of larger, more functional rooms. Wherever possible, casework and molding were saved and incorporated into the renovated classrooms. The fourth floor cafeteria, which was a nondescript, characterless space, was the sole space in the building given a modern treatment. All the electrical systems were replaced, which included the services distribution, all panels and branch circuit wiring, and all the technology systems and lighting. Creation of a new sports pavilion and football field. Complete electrical upgrade The design intent was to restore the majority of the building to its original 1926 splendor. Working within the context of a symmetrical, classical structure, Wendel’s team introduced a new public entrance to facilitate after hours access to the Entrepreneurial facilities on the ground floor. A new sports pavilion, added off the back of the building, created the ambiance of an historic stadium, giving the school and its sports team a presence that was not part of the original structure. Wendel put together a large team of experienced engineers and architects to physically inspect each of forty (40) buildings throughout five (5) school districts. Our team also collected additional condition information to be used by the District’s buildings and grounds personnel. Designed an Access Database to organize the collected information. Presented a comprehensive report to each district which included the collected data, photos of each building (outside-façade, roof, parking lots, playfields; inside-classrooms, offices, cafeterias, gymnasiums, boiler rooms, etc.; a GIS aerial view of each building along with floor plans, site plans and a printout of the completed NYS Education Department’s website report. Identified the remaining useful life of building systems and estimated the replacement costs for each system on a yearly basis for the next five (5) years. Team members average over 20 years experience. This team has completed Building Condition Surveys for five school districts; beyond this specific experience. CAPITAL FACILITIES PLANNING While BOCES has requested that our proposal respond to SED’s requirements for a BCS, we believe greater value to BOCES and the participating Districts can be provided by fully integrating the data collected into an interactive database that would be the basis of an ongoing capital planning document. This is the approach Wendel has taken in the vast majority of the 100+ Building Condition Surveys we have done over the past decade. To accomplish this end, we would propose to prepare our inventory sheets in a format that will facilitate the transfer of the data collected to both SED’s limited format, and to a more elaborate, and data driven database format. That enhanced approach is elaborated as follows: The development of these reports would integrate information obtained from the individual building administrators and facilities staff, and on-site surveys performed by our team of in-house architects and engineers. We will evaluate your buildings for compliance with current life safety, fire prevention and building codes, handicapped accessibility (ADA) guidelines, educational requirements, and where needed, develop strategies for bringing buildings into compliance. We will also assist the district to identify energy saving opportunities and develop strategies to implement cost-effective energy programs. We shall develop a capital replacement program to identify all components that will exceed their estimated useful life (EUL) in the next twenty years. When components are expected to fail, the cost and frequency of replacement will be calculated to determine capital replacement needs. In some cases, the installation of an entirely new system where none existed previously will be recommended. Using a format that we have specifically developed, the program for major repair and capital replacement could include a detailed schedule that lays out annual estimated repair and replacement costs for each system in the building over the next twenty years. An accompanying narrative explains the inspection team’s findings and recommendations for the repair and upgrade of the property. Regularly performed maintenance work is not included in the development of the program. Items such as painting, housekeeping, minor plumbing and electrical repairs, grounds work, snow removal, etc. are considered part of operations for the project and are included under operating expenditures. MILESTONES/SCHEDULE Upon award of a contract, Wendel‘s core team of Tracy Conhiser-Uy, Jen Hill, and Peter vom Scheidt will visit the district to become generally familiar with any substantive changes since the last Building Condition Survey, and to glean any insights into anticipated changes the District may foresee. During this visit, it is anticipated that Ms. Conhiser-Uy and Mr. vom Scheidt will meet with Building and Grounds Superintendent and the Superintendent. Project Approach Section 4 At the conclusion of this preliminary visit, Wendel’s entire team will review the 2010 Building Conditions survey reports, to familiarize themselves with previously observed conditions. The team will then schedule a site visit during daylight hours and observations will be made on the conditions that exist at that time. This visit will include a meeting with the Building Engineer, where the team will become familiar with the buildings maintenance and repair history, the state of previous problems and operation and maintenance practices. The site visit will utilize the following methodology: Develop inventory sheets covering all building systems, equipment and spaces (both building and site). Inventory sheets will be sub-categorized by element and materials/finishes (for example, floor/wall/window/doors etc.) Digital photos will be taken to document representative or unique situations. Where appropriate, construction drawings will be reviewed to ascertain more detailed information than what might be apparent upon visual inspection. The duration of the SED Required BCS is approximately 45 days from initial site visit, this is based on a single building. Multiple building may take additional time depending on number and complexity. CALCULATION OF PROBABLE COSTS Baseline costs for all recommendations will be estimated using 2014 prices and then escalated to the current cost at the time of replacement. Prices will be calculated using outside contractors’ rates. Actual costs may vary and will be affected by design solutions chosen, materials selected and contractors used. All estimates will be developed using standardized estimating sources such as R.S. Means, Inc.; National Construction Estimator; manufacturers; local suppliers and others. USING THE REPORT The findings of the Building Condition Survey will be summarized in the narrative sections of the report. Further details on recommendations, costs and proposed scheduling will be found in spreadsheet form, or entered directly on the SED website, depending on the option selected by the District.
