Report
Well, I do believe that summer has arrived and what a welcome time.
Everyone has been anxious to get out in the gardens and especially out
on their boats. We will be out there shortly too.
Sounds like the Gorge Harbour getaway was a success. Unfortunately
we weren’t able to make it, but I hear that there were about 20-24 people
there, from the squadron. That is great. The Seafood Festival was great
too. Lots of food, fun, and of course some door prizes are the added
bonus when you are among friends.
Here’s to a great summer and fall of boating. Have a great season of fun,
but most of all, be safe.
Lots of fun things coming up in the fall, I believe. From slide shows to a
fall gathering, it will be a busy season. Take care and will see you out on
the waters.

Commander’s Report
Spring, 2015
It is Spring and boating has begun again for yet another year! By the time you
read this the annual trip to Gorge Harbour will be over and we will all be cruising
for the summer. Many thanks to all who served on last year’s Bridge and who
have continued on for another year. Thanks too Vicky! For all your efforts to
make our social activities such a success. Congratulations to Larry Seeley for
his National Commander’s Award for his lifesaving efforts on Maui last February.
Congratulations as well to Lionel and Lee for the District Commander’s Citations
they received for all of their volunteer work.
The Safe Boating Week project went off very well with many restaurants, marinas, stores, coffee shops,
and schools taking part. Thanks to Anne and Grant and the rest of the Bridge for helping to make that
happen. Look for newspaper information in July about the upcoming “Discovery Passage Passage”
event. The turnout the last several years has been very good and I expect we will be asked to help
with safety boats again this year.
Courses went well this year and Howard is planning to advertise in August and offer courses to start
in September. We will also be looking at putting on at least one member’s night per month to keep
people active and involved. So far the plans call for a rope splicing and knot night, a couple of slide
shows, a Navigation review, a”putting the boat to bed for the winter” session, and a VHF radio review
in the Spring. Let a Bridge member know any other suggestions you have for evening sessions.
Have a great summer everyone and we’ll see you on the water!

Introduction to Charts - Capt Geoff
Charts have always fascinated me. There is the sense of exploring new territory, wondering
about a secluded bay, or what it will actually look like when you enter an unvisited channel.
One of the big draws for me is wondering about the people who did the surveying. Most of
the original surveying was done with sextant and hand lead line by crews under oars or sail.
Even now, outside of the main commercial routes, some of the information still comes from
those original surveys.
Charts contain so much useful information, not just the water depths, but bottom type,
currents, restricted areas and the like. Above the surface, aids to navigation, coastline type
and much more information is available. To fit this all onto a chart, most of the information has
to be condensed, using symbols, or abbreviations. The key to interpreting this information
is contained in a booklet known as Chart No. 1.
Of course things change: docks are built or removed, occasionally new underwater dangers
are found or created, such as a vessel sinking in shallow water. This information is generally
first given out to the marine community in a “Notice to Shipping”. Many notices to shipping
are fairly short lived, such as a navigation buoy temporarily out of position, with the notice
cancelled when the buoy is returned to position. Others are permanent, such as a new
breakwater and become “Notices to Mariners”.
Charts must be kept up to date by entering the permanent changes onto them. Sometimes
it is also useful to enter the temporary changes that you should remain aware of, such as a
temporary underwater hazard.
So where do you find these Notices to Shipping and Notice to Mariners? Current Notships
are broadcast on Marine Radio. They can also be found on the Internet. Notices to Mariners
can also be found on the internet. If you don’t have internet access, you can arrange to
have both NotShips and Notices to Mariners mailed to you.
While Notship lists cover the whole coast, for Notices to Mariners, you can look up corrections
for a particular chart on the internet, a real timesaver. The first thing to check when updating
your chart is that the edition is current (Web site will show chart number, name and edition
date, which must be the same date as shown below the bottom left margin of your chart).
New chart editions are not created very often, and only if major changes have occurred.
Having confirmed we have the current edition, how do we know which corrections we need
to make?
When you buy a chart, Canadian Hydrographics Services (CHS - the group that does
surveys and maintains charts and most other publications) will likely have put some of the
corrections on the latest reprint. These will be shown below chart edition date. There may
also be a green stamp indicating further corrections along the lines of “Updated to June
2010”. Any newer corrections need to be entered on the chart. The CHS website where you
find the Notice to Mariners has instructions on how to make and record these corrections.

Continued on pg 5
When using your up-to-date chart, you need to know more than what the abbreviations,
symbols and colours mean. You also need to know how tide height affects the values you
see for depths. (For example the symbols for a dangerous rock and a rock awash are
quite similar, but the extra few feet of depth at datum may allow you to pass over one, but
certainly not the other.) You also need to know how to find true and magnetic north, and how
to plot a course. Once you have set your course, you need to know how to verify you are
staying on track. If the terms above are confusing, you may want to consider a chartwork
course or book.
For links to the Notices to Shipping and Notices to Mariners (which also includes a reminder
that carriage and use of CHS’s paper charts is a legal requirement), and other Boating
Safety information, including details of Power Squadron’s boating essentials course, where
basic chartwork is taught, please visit our website at www.ripplerocksquadron.com

Centimeter-accurate GPS-based positioning system
Researchers in the Cockrell School of Engineering at The University of Texas at Austin have developed a
centimeter-accurate GPS-based positioning system that could revolutionize geolocation on virtual reality
headsets, cellphones and other technologies, making global positioning and orientation far more precise
than what is currently available on a mobile device.
Todd
Humphreys, assistant professor in the Department of Aerospace Engineering and Engineering Mechanics,
and his team in the Radio navigation Lab have built a low-cost system that reduces location errors from
the size of a large car to the size of a nickel -- a more than 100 times increase in accuracy. Humphreys
collaborated with Professor Robert W. Heath from the Department of Electrical and Computer Engineering
and graduate students on the new technology, which they describe in a recent issue of GPS World.
Centimeter-accurate positioning systems are already used in geology, surveying and mapping, but the
survey-grade antennas these systems employ are too large and costly for use in mobile devices. The
breakthrough by Humphreys and his team is a powerful and sensitive software-defined GPS receiver that
can extract centimeter accuracies from the inexpensive antennas found in mobile devices -- such precise
measurements were not previously possible. The researchers anticipate that their software’s ability to
leverage low-cost antennas will reduce the overall cost of centimeter accuracy, making it economically
feasible for mobile devices.
Humphreys and his team have spent six years building a specialized receiver, called GRID, to extract socalled carrier phase measurements from low-cost antennas. GRID currently operates outside the phone, but
it will eventually run on the phone’s internal processor.
To further develop this technology, Humphreys and his students recently co-founded a startup, called
Radiosense. Humphreys and his team are working with Samsung to develop a snap-on accessory that will
tell smartphones, tablets and virtual reality headsets their precise position and orientation.

Renewing a CPS Membership
It may seem like I’m preaching to the converted. The vast majority of people reading the Ripples are current,
paid up members of Ripple Rock Squadron. That’s great. If you completed the course in the last year,
membership will have been included in the price. After the first year you will have gotten a renewal notice
in the mail or by email and either sent a cheque to “National” or logged in online and purchased your
membership that way.
This article is intended for situations when someone comes up and says, “I used to be a member but it
lapsed because ....., how can I rejoin?”
The easiest way is to go to the CPS National site at:
http://www.cps-ecp.ca/
Go to the “Membership” tab in the toolbar and select “Rejoin” from the dropdown menu and from there follow
the instructions.
There is a “Quick Membership Rejoin” (No Login required) for those whose membership has lapsed recently.
If the membership lapsed many years ago, or you cannot remember your membership number or past
postal code, fill out the “rejoin form” or contact Membership at 1-888-CPS-BOAT.
National may need to research your file in their archives. A membership agent will contact you to complete
the transaction and ask for a credit card number to pay the appropriate dues.
Like most situations where spending money is involved, it’s probably easier than you think.
