City of Cerritos
Honored As “Most
Business Friendly City”
The Los Angeles County Economic Development Corporation (LAEDC)
honored the City of Cerritos with the “Most Business-Friendly City” Eddy
Award at a ceremony held on November 10th at the Beverly Hilton Hotel.
Cerritos won in the category for cities with a population of fewer than
60,000 residents.
LAEDC Chair Maura B. O’Connor presented the award to Cerritos Mayor
Joseph Cho and Council Members Carol Chen and Jim Edwards.
O’Connor said, “Cerritos offers businesses a strategic location in a
community with a solid fiscal position, exceptional services and a tradition
of strong city leadership.”
O’Connor also announced that Cerritos was selected as a winner due to its
demonstrated commitment to economic development and excellence in
programs and services designed to facilitate business entry, expansion and
retention, including providing a Business Ombudsman. She noted Cerritos
has competitive business tax rates and fee structures and is effectively
implementing its Economic Development Strategic Plan. Cerritos also
offers a streamlined permit process and is known as a “no-or-low property
tax city.”
Cerritos Mayor Joseph Cho said, “The City of Cerritos values and
appreciates businesses and is greatly honored to be named a ‘Most
Business Friendly City.’”
Bill Allen, LAEDC President and CEO said, “The City of Cerritos best
represents what can be achieved when our city governments work side by
side with the business community to create business-friendly
environments where quality jobs can grow.”
On behalf of the Cerritos Regional Chamber of Commerce Board of
Directors, we want to congratulate the City of Cerritos for being honored
as the 2010 Most Business Friendly City in Los Angeles County. Kudos to
Mayor Joseph Cho, Mayor Pro Tem Laura Lee, Council Member Jim
Edwards, Council Member Carol Chen, and Council Member Bruce
Barrows as well as to the amazing staff at the City, under the leadership of
City Manager Art Gallucci. This award is so very well deserved.
Cerritos truly is a great place to live, work, visit, and do business.
Congratulations Cerritos!

President’s Report
In November, I had the distinct pleasure of visiting Japan to commemorate the tenth anniversary of ABC Unified School District’s
partnership with the City of Kakamigahara. The City of Kakamigahara is located in the Gifu Prefecture in the central part of Honshu. In Gifu, our time was spent visiting a new community college
focusing on health science, an assisted senior living facility and a
facility for the disabled where they were able to work in an adjoining restaurant.
It was enlightening to observe how the Japanese education system
has changed over the decade since we started our exchange pro2010-2011
grams. In addition to celebrating with our friends in reunion events,
Chamber President
we found our time engrossed in learning more about their
educational system which is modeled after America’s. We did “learning walks” through a
preschool, several elementary schools and a middle school. There are major differences in
our educational systems such as the number of school days students are required to attend
(210 days vs. 175 currently in CA), the teacher centers in each building and who is responsible for cleaning the classrooms in the schools (students are). What my colleagues and I also
learned was that there are common issues that we share regardless of which side of the Pacific we reside in. Issues such as bullying and computer addiction are of concerns to the educators in Japan.
Dr. Mary Sieu
During my visit, I also met with Mr. Tetsuo Hoshino, the President of the Chamber of Commerce with the City of Kakamigahara. He is also Chairman of the Board with the Gifu Auto
Body Industry Co. The Chamber of Commerce’s Office is located in the same building as
the Board of Education Office in the City of Kakamighara. Our discussions focused on the
global economic challenges our countries both faced such as the outsourcing of work, the
graying population and a growing immigrant labor force. They were impressed that our
Chamber of Commerce works closely with the neighboring school districts and that there is
a connection between school and work. Expanding our global understanding of how other
systems work has benefited us tremendously. Hopefully, in the future, there will be opportunities for the Cerritos Regional Chamber of Commerce to visit the City of Kakamigahara
in Japan to learn about the mutual concerns and interests we share along the Pacific Rim.
Wishing you all a wonderful holiday season!
