Terms of Reference for NJCs and RJC Workshop on National and Regional Joint Trade and Transport p Facilitation Committees Ulaan Baatar, Baatar, Mongolia 26 May 2009 Mr. Ying Qian East Asia Regional Department Background g • Two separate and distinct committees implementing distinct strategies – the Customs Cooperation Committee (CCC) and the Transport Sector Coordinating Committee (TSCC). • The Action Plan of the TTFS proposed that national joint transport and trade facilitation coordinating committees (NJCs) and a regional joint transport and trade facilitation coordinating committee (RJC) be formally established established. 2 National Joint Committees • Main objectives: j − promote transport development and integrated g trade facilitation efforts at the national level p interinter-agency g y collaboration and − deepen enhance partnerships between the public and private sectors − address broader issues of transport and trade facilitation. 3 NJC Composition • Representatives p of all government g agencies g in charge of transport, trade, and borderborder-crossing activities (e.g., Ministry of Transport, Ministry of T d Ministry Trade, Mi i t off Economy, E customs t authority, th it and agencies responsible for quarantine, sanitary and phyto phyto--sanitary, sanitary product quality standards, standards security, and immigration) groups p such as freight g forwarders • Private sector g and road carriers associations and logistics service providers 4 NJC Scope p of Work • Ownership − development of national joint transport and trade facilitation action plan − enhance skills of NJC member agencies and stakeholders to plan, implement p e e and a d evaluate e a ua e p projects ojec s • Coordination − coordinate publicpublic-private sector efforts to develop integrated national action plan consistent with the approved TTFS Action Plan; − coordinate with multimulti-lateral organizations to mobilize resources for investments identified in national action plan; • Implementation − supervise and monitor implementation of CAREC transport and trade facilitation projects 5 Tasks: Ownership p • Enhancing country’s ownership − Develop p a national joint j transport p and trade facilitation action plan with measurable outputs and timelines; − Report to the Regional Joint Transport and Trade Facilitation Committee on the status of national action plan implementation − Enhance skills of NJC member agencies and stakeholders t plan, to l implement i l t and d evaluate l t projects j t − Adopt international best practices and recommendations p the design g and conduct of capacity p y building g − Supervise programs (training, seminars, knowledge sharing, and workshops) to strengthen capabilities of involved agencies 6 Tasks: Coordination • Serve as focal point for − Promoting P ti iinterinter t -agency cooperation ti among the th various i public and private sector agencies involved in transport and trade facilitation; − Creating working groups if and as necessary to study particular concerns and/or take charge of specific projects and activities;; − Liaising with development partners and identify possible sources of funds for investment projects and technical assistance. assistance 7 Tasks: Implementation • Implement major CAREC Projects − Supervise, monitor and evaluate implementation of the TTFS Action Plan and take necessary measures to t address dd identified id tifi d constraints t i t and d issues; ∗ corridor performance measurement and monitoring; g window development p ∗ single 8 Regional g Joint Committee • Objectives of RJC: − Provide regional leadership in the design and implementation of the CAREC joint transport and trade facilitation strategy/action plan (TTFS) − Serve as a regional forum to raise, discuss, and resolve issues relating to barriers to trade and development that are of common interest to its members • RJC will be comprised of representatives of NJCs and d regional i l groupings i such h as CCC, CCC TSCC and d private sector groups such as regional association of transport and trade logistics (RATTL) 9 RJC Scope p of Work • Ownership − Overseeing implementation of CAREC TTFS Action Plan − Support the implementation of corresponding national action plans by sharing experiences learned and best practices − Enhance NJCs’ ownership of programs and projects − Promote P t organization i ti off regional i l groupings i • Coordination − Coordinate with CCC, TSCC, Trade Policy Committee and with regionall cooperation mechanisms h such h as Shanghai h h Cooperation Organization, European Asian Economic Cooperation and others in the implementation of the TTFS and its Action Plan;
