Celebrating the 65th year of Horse of the Year Show, we are delighted to bring you an exceptional
line-up of elite competition and awe-inspiring displays. With so much going on, we are confident
that 2013 will be the best show yet!
There are new additions to the timetable, notably the Future Elite Dressage Championship. This
class will be held on Wednesday evening in the Andrews Bowen International Arena and will
feature exciting equestrian talent highlighting team horses of the future. Complementing this new
innovation is the Eilberg Dressage Master Class, as we welcome the Eilberg family as the
presenters of this year’s popular Friday feature.
Our International Show Jumping competitions, which boast a total prize-fund of £150,500, have
received a boost this year with the thrilling Take Your Own Line Jump Off class now being
approved for FEI Longines World Ranking Points.
Continuing with the development of our long-term goal to judge each Mountain and Moorland
breed individually, New Forest and Connemara Ponies have their own sections within the
NPS/Baileys Horse Feeds M&M Ridden Championship competitions. There has also been an
increase from three to four PRP Rescue Services M&M Working Hunter Pony Championship
sections, with the new height divisions taken into account the traits of each native breed.
Continuing from last year’s launch, the three HOYS Showing Award Series have been expanded.
The Leading Sire and Leading Breeder Awards now include separate sections for Hunters, Show
Horses, Coloureds, Riding Ponies and Hunter Ponies. The awards honour those who strive for
excellence during the year in their efforts to qualify for Horse of the Year Show. They are The
Breeders Guide Leading Breeder Awards, Kellythorpes Leading Sire Awards and the Tagg La
Liga Awards for consistency. See page 11 for more information.
Two displays are set to wow the audience. We are delighted to welcome The King’s Troop, Royal
Household Artillery for the first time in 15 years. Their Musical Drive and booming gun salute
certainly gets pulses racing. Luma the Lion, a popular display in Europe, will be making a British
debut at the show. The small pony ingeniously disguised as the king of the jungle combines
comedy, liberty work and some serious cute factor. Alongside the ever popular 3DWorming.co.uk
Pony Club Mounted Games and Osborne Refrigerators Double Harness Scurry Racing is our
world-famous Retail Village and our Parelli Interactive Feature area, while showing enthusiasts
will enjoy the return of The Showing Register Master Class on Wednesday in the Caldene Arena.

IMPORTANT INFORMATION
EQUINE INFLUENZA VACCINATION REQUIREMENTS
All horses and ponies will be inspected prior to entry to the showground. Any horse or pony
without a certificate that complies with the regulations set out below will be refused entry to the
showground. The Vaccination Requirements are applicable to every horse or pony at Horse of the
Year Show.
PLEASE NOTE: International Show Jumping horses must be vaccinated under the rules and
regulations of the FEI.
All horses and ponies must have a document that shows the identification of the horse or pony on
the same sheet of paper, or in the same document as a vaccination section endorsed by a
veterinarian, stating that it has received two injections for primary vaccination against equine
influenza given no less than 21 days and no more than 92 days apart. In addition, a booster
injection must be recorded as having been given within each succeeding 12 (twelve) months,
subsequent to the second injection of the primary vaccination. None of these injections must have
been given within the preceding 7 (seven) days including the day of the competition or of entry
into the competition stables. A DEFRA acceptable passport must be produced for every horse
entering the showground. It is understood that some horses whose primary vaccinations pre date
the official passport may still have these entered on a separate document; this document must
also have the identification of the horse or pony completed.

BREEDERS GUIDE, KELLYTHORPES STUD AND TAGG LA LIGA AWARDS
The Breeders Guide, Kellythorpes Stud and TAGG La Liga Overall Award winners will be
presented with their awards during Horse of the Year Show 2013. These awards are for showing
owners, breeders and exhibitors only. The awards have been decided from a points league run
across Horse of the Year Show qualifiers during the 2013 season. The points leagues do not take
the finals at Horse of the Year Show into account. A full list of the terms and conditions for these
awards can be found at www.hoys.co.uk
AWARD SERIES
TAGG La Liga Awards for Consistency
League table points accrued across all Horse of the Year Show qualifying sections (excluding
Shire Horse of the Year supported by the Shire Horse Society, Cuddy Supreme In-Hand and
Harness Horse of the Year qualifiers) with a points scale of five for first place, down to one for fifth
place.
A total of 53 awards, one for each of the qualifying sections.
Winners to receive a certificate and a branded rug. Winners will be notified before Horse of the
Year Show. Prizes to be collected from: Horse of the Year Show official merchandise stand S2A
in the Retail Village

CUPS AND TROPHIES
All winners of first and second prizes must compete for such Championships, Challenge Cups or
Trophies for which they are eligible as may be required by the Special Conditions applicable to the
competitions in which they have competed: in default of so doing, competition prizes will be
forfeited, at the Organiser’s discretion.
Competitors who become winners of Challenge Cups at the Show must give security to Horse of
the Year Show or the Organisers that the Cups will be forthcoming, and delivered to the Horse of
the Year Show Office in good and proper condition, whole, uninjured and un-defaced on or before

to the satisfaction of the Organisers.
Competitors who become winners of Challenge Cups at Horse of the Year Show should report to
the Equestrian Office where a Prize Card must be completed before cups can be collected.
Trophies which are not collected during the show may be collected afterwards from the Horse of
the Year Show office at Grandstand Media Ltd, Harpenden, provided prior arrangements have
been made. The Organisers will not undertake to forward trophies by post or carriers after the
Show to prize winners. Overseas competitors will not be allowed to remove any Cup(s) from Great
Britain.
PLAQUES
Red winners’ plaques will be awarded to the first prize winner ONLY in each SECTION of each
class. These plaques should be collected from the Equestrian Office at the show once given your
confirmation prize card. Purple commemorative competitor plaques may be purchased from the
Showing Declarations Office or the Horse of the Year Show Official Merchandise Stand (number
S2A) at a cost of £50.00 each including VAT.

TICKETS
General Public admittance tickets are available to competitors and the public from the Horse of
the Year Show box office on 0844 581 8282 or can be purchased online via www.hoys.co.uk. On
Wednesday, Thursday and Friday the ‘Gold Ticket’ covers both daytime and evening
performances and on Saturday and Sunday tickets are valid for either the daytime or the evening
performances. Adult ticket prices start from £28.00 and are subject to a booking fee. Concessions
are available for senior citizens and children under 15. For further details, please see a 2013

available.
GROUP DISCOUNTS
Groups of 12 or more purchasing tickets for the same performance in the same price band qualify

GENERAL RULES AND REGULATIONS
Every exhibitor, competitor, owner, rider, handler, driver and/or producer (hereinafter known as
“Competitor”) at Horse of the Year Show must make themselves conversant with these General
Rules and Regulations in addition to the Special Conditions applicable to the various Classes and
Competitions. Competitors may only compete on the understanding that they comply with, and
are bound by these Rules and Regulations and the Special Conditions relating to each Class or
Competition.
1. COMPETITOR PASSES
Each horse/pony entered for the show will be allocated three complimentary passes for the
day/s of its class/classes. These are intended for the Rider, the Owner and the Groom. These
passes, subject to capacity, will also entitle the wearer to enter the Stable Area, Andrews Bowen
International Arena, Caldene Arena, Indoor and Outdoor Collecting Rings and the Retail Village.
For security reasons, competitor wristlets will not be sent out before the show.
Competitor pass cards will be sent to each competitor prior to the show. Upon arrival at the show,
the pass cards should be exchanged for wristlets at the Passes Office. Horsebox passes will also
be sent out prior to the show. Should any of these passes be lost, mislaid or otherwise, they will
not be replaced.

Official competitor passes are ONLY sold and distributed from the Horse of the Year Show
Passes Office. If you are offered passes at any other location you may be buying forgeries, which
will NOT allow you access to the show. Competitors may purchase extra passes if they wish,
subject to availability. For postal applications, should a pass card be required in another name
or sent to another address then an additional form MUST be completed. We strongly recommend
that extra passes are booked as early as possible due to limited capacity and high demand.

2. ONSITE STABLING
ALL STABLING IS SUBJECT TO AVAILABILITY
Those competing on ONE DAY ONLY can book the night before and the night of their class/es.
Those competing on TWO NON-CONSECUTIVE DAYS can book for the period between their
classes. Those competing on THREE OR MORE DAYS can book stabling for the REST of the
show, but may only arrive on the day prior to their first class.

Due to limited space, any horse/pony that is not competing at Horse of the Year Show, including
travelling companions, will NOT be allowed on the showground. If stallion stables are required,
please indicate in the stallion box section on your application.
2.1 Emergency Contact Stable Cards (ECSC)
ECSCs must be obtained from the Stable Manager’s Office upon arrival at the show. It is the
responsibility of the owner/competitor to complete the card in full and affix to their horse’s stable
door for the duration of their stay at the show.
While every reasonable effort will be made to contact the owner/competitor of the animal, if
unsuccessful, the Veterinary Surgeon will treat the animal as he finds necessary.
2.2 Reception or Removal
Horses or ponies for which stable accommodation has been reserved will be received at the show

on or after (and not before) 11am on Tuesday 8 October 2013.
Horses and ponies will not be admitted prior to this time unless written permission has been
obtained in advance from the Show Secretary. All horses and ponies, upon arrival at the show,
will be subject to the rules and regulations of the show. All animals must be removed by 8am on

Monday 14 October 2013.
2.3 Bedding and Forage
Only SHAVINGS or similar products may be used. Eco ComfyBed Bedding, HorseHage Haylage
and Spillers Horse Feed can be purchased from the Passes Office.
DUE TO FIRE REGULATIONS ABSOLUTELY NO STRAW WILL BE ALLOWED ON THE
SHOWGROUND, INCLUDING IN HORSEBOXES.
2.4 Cancellation/Changes of Stabling and/or Competitor Passes
There will be NO REFUNDS for stabling or competitor passes and no changes/transfers of any
booked stables or competitor passes.
3.
LIVED IN HORSE BOXES
Bookings are subject to availability ONLY. Only competitors can book additional lived-in horsebox
spaces direct through the Horse of the Year Show Office. If stabling is booked, one lived-in
horsebox space will automatically be booked free of charge. Unlived-in horseboxes must not be
used for overnight accommodation while on the Showground but may be parked off site.
Those competing on ONE DAY ONLY can book the night before and the night of their class/es.
Those competing on TWO NON-CONSECUTIVE DAYS can book for the period between their
classes.
Those competing on THREE OR MORE DAYS can book for the REST of the show, but may only

Under no circumstances will a lived-in horsebox space be reserved for a competitor unless the

4. ON ARRIVAL AT THE SHOW
On arrival at the show, competitors must report to the Stable Manager's Office where their stable
booking will be confirmed and passes issued.
Please note that competitors with horses and/or ponies arriving for the first time at Horse of the
Year Show will not be admitted between the hours of 9.00pm and 5.00am.

Due to FIRE REGULATIONS and the licence issued by Solihull Borough Council, the following will
be strictly enforced:
a.
All lived-in horseboxes will be sited by Horse of the Year Show personnel at the required
distance and should not be moved before leaving the showground.
b.
All competitors/grooms living in horseboxes must ensure that they know the location of
the nearest fire point and fire-fighting equipment.
c.
All vehicles must be equipped with a fire extinguisher.
d.
Caravans which have to be transported on a trailer (i.e. mobile homes etc.) are NOT
allowed.
e.
Caravans, caravanettes and motor homes are not permitted in the Horse Box Park.
PLEASE NOTE: Competitors are not allowed to bring any form of caravan, caravanettes or
motor homes onsite.
5. LIVED-IN HORSE BOXES WITH PORT-A-LOOS
Occupants of lived-in horse boxes with their own toilet facilities may not use them on the
showground. Anyone found to be emptying Port-a-loos at the NEC will be removed from site and
liable to any charges imposed by the NEC. Toilet facilities will be provided adjacent to the stable
area.
6.
PAYMENTS AND VAT
Payments for entry fees can be made in various ways whether you enter online or manually,
including cash, cheque, debit cards, credit cards and postal orders. Cheques will not be accepted

after 18 September or onsite.
VAT is applicable to stabling, tickets/exhibitor passes and vehicle parking and has been included
in the quoted prices at 20%.
7. STABLE AREAS AND HORSE BOX PARK
7.1 Personal Belongings
Please note any items left within the stabling area and horsebox park is left at the owners own
risk. Grandstand Media Ltd. will not be held responsible for any items left unattended.
7.2 Unauthorised use of stables
Any competitor or his/her representative who enters or makes use of any stable that has not been
officially reserved for his/her use will be liable for the daily charge for that stable and/or additional
fines imposed by Grandstand Media Ltd. We reserve the right to deduct any charges from any
prize money due.
7.3 Entry Right to Showground and Stables
All competitors, owners, grooms and other persons must display relevant passes at all times,
otherwise entry will be refused.

7.4 Smoking and Fire Risks
No smoking will be permitted in or near the stable area.
No straw will be allowed on the showground, this includes straw in horseboxes and trailers.
No hay may be stored under or near to any vehicle in the Horsebox Park at any time.
No containers, recommended for the purpose or otherwise for the storage of fuel or gas will
be permitted in the Horsebox Park.
The use or possession of barbeques of any type will not be permitted at any time in the
Horsebox Park or elsewhere on the showground.

7.5 Electrical Hook Up and Generators
Electrical hook up is only available to International Riders. Due to NEC Health and Safety
regulations, generators are not permitted on the showground without certified authorisation.
7.6 Vehicles
Due to space restrictions, some vehicles may be parked approximately 15 minutes’ walk away
from the arenas. There will be a shuttle bus service running between the stable area and the
Caldene Arena daily from 6.45am until approximately 6.00pm each evening. There will be signs
around the stable area showing exact times or alternatively ask at the Stable Managers Office.
Horse of the Year Show does not provide any competitor car parking. Parking for competitors
cars will be in the NEC public car parks only and subject to their daily charges. No unauthorised
cars will be allowed in the stable area, caravan or lived-in horse box parks.
Vehicles must not be parked on the stable roadway or grass verges. Any car found in these areas
will be removed at the owner’s risk.
7.7 Motorised Vehicles
The use of electrical buggies, motor cycles, motor scooters and other internal combustion
machines is FORBIDDEN on the showground. Authorised vehicles ONLY.
Please note: Disability scooters are permitted for those who require.
7.8 Dogs
In accordance with NEC policy, STRICTLY NO DOGS are allowed on the showground. Any dogs
which are found in the stables or parking areas are liable to be impounded and subject to a
charge of £50 for their release.
No vehicle with a dog on board will be permitted past the vehicle check in point and on to the
showground. Any competitor found to have brought a dog on site will be asked to leave the
showground and forfeit any fees paid.

10.
ENTRIES
INCOMPLETE PAPER ENTRY FORMS WILL BE RETURNED. Competitors must be bona fide
owners (or such persons nominated by the owner to be their authorised agent to make the entry
on the owner’s behalf) at the closing date of entry of the horses/ponies which they are entering.
PLEASE NOTE: In the event of a horse/pony changing ownership after having been entered for
the Show, the details of the owner will remain unchanged unless official notification of change of
ownership is received by the Show Secretary from both parties concerned in writing prior to the
closing date of entries, as detailed in the Schedule. A form may be downloaded from
www.hoys.co.uk
The person who made the original entry will be considered as the owner (or their authorised
representative) and he/she alone will be recognised as being entitled to any cups or prize money
which may be won by the entries made by him/her. Entries must be made on the official Entry
Form or via the official Online Entry System at www.grandstandentries.com and must be duly
completed and authorised by the Competitor or their authorised agent.

It cannot be guaranteed that entries processed after 16 September will appear in the
programme. Entries are accepted subject to any unforeseen circumstances, including but not
limited to, military exigencies, strikes, or other civil disturbances, fire or other contingencies of any
description preventing or rendering it undesirable in the opinion of the organisers for the Show to
take place. All entries shall stand for any postponed Show unless withdrawn by written notice to
the Show Secretary within one week of notification or public announcement in the press of such
postponement. The postponement or abandonment of the Show either before the opening or at
any time during the course of the Show shall not give rise to any claim whatsoever against the
Show or the Organisers by the competitors or others except for refund of prepaid entries in
respect of classes or competitions not held. In the case of postponement a refund will only be
made in respect of entries duly withdrawn.
11. AUTHORISED AGENTS
Any Entry Form (manual or online), objection or other document required by these Rules to be
signed by a Competitor may be accepted if signed on behalf of the Competitor by an agent whom
the Organisers are satisfied is duly authorised to do so.
12. ENTRY FEES
No entry will be accepted without the appropriate fees. In the event of returned cheques or
otherwise, an administration fee of £45.00 will be charged and the entry refused until such time
that full settlement is made, which must be before close of entries.
13. SUBSTITUTIONS
No alterations or substitutions of any entry will be allowed after the closing date of entries without
permission of the Show Secretary. Entries must therefore be made in the appropriate
competition(s) or class (es) for which animals are eligible.

14. AGE AND HEIGHT
All animals exhibited in competitions restricted in height require a valid Joint Measurement Board
annual or full height certificate and the JMB height certificate number MUST be stated on the
entry form. Competitors must carry their horse/pony’s height certificate at all times during
competition and must produce them immediately upon request.
The age and height of each horse/pony entered and any other specific particulars must be
accurately stated on the entry form if required by the conditions of the competition. A false
declaration or mis-statement of any kind, including change of name of a horse/pony, incorrect
description or false declaration of prizes won at horse shows, may at the discretion of the
Organisers; disqualify a competitor from the show and the horse/pony entered from any prize and
from entering or being entered again at the show.
In particular, a mis-statement as to the height will automatically render the animal ineligible for
any judging or prize. Competitors must be prepared to verify any statement made in a manner
required by the Organisers. All entries must be made in the name of the horse/pony under which it
is registered with the relevant association/society and must correspond with the name shown on
the Annual or Full JMB Certificate and National Passport at all times.
15. DECLINING ENTRIES
The Organisers may at their absolute discretion, decline any entry, exclude or remove any person
or animal from the Show or future Shows or return any entry fee without being required to assign
any reason or being liable for any compensation.
16. FORFEITURE OF FEES AND CHARGES
Failure to exhibit any animal entered will entail forfeiture of entry fees and charges for stabling,
passes and horsebox parking if appropriate. No refund will be made in any circumstances.
17. CANCELLATION OF CLASSES
Any competition for which there are not at least four entries under the ownership of different
competitors may be cancelled. Competitors in the cancelled competition will be notified and may,

at their option up to the 7 September 2013, transfer the entries originally made to other
competitions for which the animals originally entered may be eligible.
18. PRELIMINARY JUDGING
With the view of properly determining the respective merits of animals entered in the various
competitions, the Organisers may order preliminary judging to be held or competitions to be
judged on mornings during the Show, or on such other occasions, and at such places and times
and under such conditions, as they may consider necessary.
All animals which have been presented for preliminary judging are expected in the arena for the
final judging for awards unless otherwise directed by the Judge/s at a preliminary judging.
19. PROGRAMME AND CONDITIONS
The Organisers reserve to themselves the right to alter the timings, cancel, add to or amend any
of the competitions as necessities of the programme may require, increasing or reducing the
number of Sections, and amend the Prize Money in such cases. For International Show Jumping
competitions, this can only be done with the approval of the Ground Jury.
20. JUDGING
In all competitions, the judges will select such animals in each class as they consider eligible for
prizes of commendation. When they deem a veterinary examination necessary, such examination
will be made before the prizes are awarded. This veterinary examination will be conducted by the
show Veterinary Surgeons whose decisions shall be final and the result of such examination will

be considered as confidential. No second opinion may be given. The Veterinary Surgeons may
approach a judge to enable consultation over an animal’s soundness.
Further, the judges shall have power at their discretion to withhold any prize for want of merit or
any cause.
21. NO ADMISSION TO THE SHOW ARENA(S)
No person shall enter the Show Arena(s), which includes any space enclosed or set apart for
judging, or hold any communication with any Judge or examining Veterinary Surgeon without the
signed permission of the Organisers or one of the Show Officials.
22. EXERCISE IN THE SHOW ARENA(S)
No horse or pony will be allowed into the Andrews Bowen International Arena, the Caldene Arena
or the external Exercise Areas, except at such times as are announced or posted, or as stated in
the timetable and then only in the presence of, or as directed by, an authorised Show Official.
If the outside exercise arena is closed, or there is no official present, then under no circumstances
is anyone on the showground permitted to use any arena for exercise. Grandstand Media Ltd will
accept no liability for any accident or injury for any party failing to adhere to the rules as set out in
this schedule.
23. COLLECTING RING
The Stewards in charge of the Collecting Ring will have sole control of the entrance and exits to
the Show Arena. All competitors must present their horses and ponies at the Collecting Ring prior
to admission to the Show Ring. Each horse/pony must be in the Collecting Ring ready to enter the
Show Arena at least 30 minutes before the time specified on the daily programme for the
judging of the competition in which it is entered, otherwise it will forfeit the right to compete in that
competition. This rule will be strictly enforced and horses/ponies arriving late will not be permitted
to enter the Show Arena.
24. DRESS
Protective headgear must be worn by anybody riding a horse for any reason unless service
uniform is being worn. Showing: Due to the early hours of some competitions, any form of
traditional, approved and safe riding dress (including body protectors) may be worn, but must
include a riding jacket, shirt, tie or stock, breeches or jodhpurs and suitable footwear. Where
grooms or attendants are permitted to enter the arena during preliminary or final judging they must
be correctly dressed. Coats, collars and ties must be worn.
25. NUMBERS
Bridle numbers will not be sent out prior to the show. All competitors must show the certificate,
given and signed by the Veterinary Surgeon on arrival of the horse at the event, to Declarations
before being allowed to compete. After declaration, no substitution will be permitted unless the
Duty Veterinary Surgeon certifies that the declared horse has become unfit to compete since the
time of declaration.
25.1 Show Jumping
Bridle numbers must be worn by horses/ponies at all times when out of the horsebox or stable,
during competition and exercise times.

26. DECORATIONS
No animal may, except in Championships, be decorated with any prize rosettes until after it has
been judged. Rosettes will not be duplicated if lost or mislaid except at the expense of the
competitor, and should, therefore, be carefully preserved.
27. PUBLIC RETIREMENTS
Public retirements of horses are not allowed unless prior arrangement has been made with
Grandstand Media Ltd. before the show of that current year.
28. PARADING
All animals must be paraded whenever so ordered by the Organisers or an authorised Show
Official. Any failure to comply with this rule may result in disqualification from competing and
forfeiture of prizes.
29. VETERINARY SURGEONS, DOCTORS AND FARRIER
Under no circumstances will any Veterinary Surgeon other than the Veterinary Commission be
allowed to treat any horse or pony at the Show, unless permission has been received from a
member of the Veterinary Commission; if permission is granted the Veterinary Surgeon concerned
will be accompanied by a member of the Veterinary Commission.
The services of a Veterinary Surgeon, Medical Personnel and Farrier will be available on the
showground or on call, day and night. All costs will be the responsibility of the
rider/driver/owner/handler.
30. MEDICATION CONTROL
For national show jumping and showing competitions, the Organisers reserve the right to instruct
a Veterinary Surgeon or Chief Steward to take random tests on horses and ponies in any
competition at the Show.
For national show jumping events these tests will be carried out in accordance with the Rules and
Regulations of British Showjumping. For International Show Jumping competitions, horses for
dope testing are selected by the Ground Jury and the FEI Veterinary Delegate and tests will be
carried out in accordance with the Rules and Regulations of the FEI.
For showing competitions Horse of the Year Show rules will prevail. Any dope tests that may be
carried out on any Mountain & Moorland Ponies in Pure Bred Ridden, Working Hunter, Lead Rein
and First Ridden classes, and also in Children’s Riding Ponies, Show Hunter Ponies, Working
Hunter Ponies, Lead Rein Ponies, First Ridden Ponies, Intermediate Working Hunter Ponies,
Intermediate Riding Types and Intermediate Show Hunter Types will be carried out under the
dope testing rules and regulations of Horse of the Year Show.
Should Horse of the Year Show subsequently, at any time, be advised by a governing body that a
positive dope test carried out at Horse of the Year Show 2013 has been recorded against an
animal competing at the show, Horse of the Year Show will automatically disqualify the animal
concerned.

31. INCIVILITY
Any act of discourtesy or disobedience to any Judge, Steward or to any Show Official
on the part of the competitor, groom, rider, driver or agent of an animal, will, at the
discretion of such Official disqualify that animal from being judged, in which case
entry fees, prizes and charges will be forfeited.
Incivility, at any stage, towards a Show Official is unacceptable and, at the complete
discretion of the Show Organises, may result in the offender being asked to leave the
Show or made subject to sanctions including, but not limited to, a fine, suspension or
exclusion from any part of the Show. In this connection, exhibitors and competitors

are reminded of their responsibility for the actions of others, in accordance with the
terms of Rule 31.
32. OBJECTIONS (Art 168 - 171)
Any objection or protest is to be lodged by obtaining a printed Objection Form from the Show
Secretary at the Show which must be completed by and signed by the Objector and delivered to
the Show Secretary for national competitions and to the President of the Ground Jury for
International competitions accompanied by a deposit of £250.00 in cash within an hour after the
results have been announced in the arena, in respect of which the objection is lodged.
Horse of the Year Show is unable to accept objections involving Joint Measurement Board (JMB)
certificates. Objections will be dealt with under the Rules and Regulations of Horse of the Year
Show. The objection shall be determined by the Appeals Committee who may require and receive
such evidence as they think fit and in particular may require the Objector or the Competitor in
respect of which such objection was lodged to make a statutory declaration upon any question of
fact concerning the matter of such objection.
With the exception of appeals concerning International Show Jumping Competitions, the decision
of the Appeal Committee who determines the objection shall be final and binding and that no
appeal there from shall lie upon any ground whatever. If the objection shall be determined against
the Objector his deposit shall be forfeited unless in the opinion of the Organisers who determine
the objection there existed good and reasonable grounds for the objection, when they may order
to the contrary.
If the objection shall be determined against the Objector he shall also be liable to the Show for the
amount of costs and expenses occasioned by the objection and the determination thereof, unless
in the opinion of the Organisers who determine the objection there existed good and reasonable
grounds for the objection, when they may order to the contrary.
33. DISQUALIFICATION
In the event of any animal being disqualified whether as the result of any objection or otherwise,
the winner of the next succeeding prize in that competition shall take the prize awarded to such
disqualified animal. The result of the class will be reset as if the disqualified animal had not taken
part in the competition.
34. RESPONSIBILITY
The Organisers (including their employees, representatives and show officials) will not be
responsible for any accident, injury or damage that may occur to, or any illness or disease which
may be contracted by any animal entered at the Show howsoever occurring, and the Competitors
shall keep the Organisers indemnified against all liability whatever arising from any accident,
injury, damage, illness or disease.
The Organisers will not be in any way liable for anything that may happen (from any cause or
circumstances whatever) to property brought into the Show or for any other loss, claim, matter,
circumstance or event whatever in connection with, or arising out of, or attributable to the actions
of the Organisers (including their employees, representatives and show officials) or any of their
Officers, or Agents or these or any other Rules or Regulations or Special Conditions prescribed by
the Show.
All children under the age of fourteen must be accompanied by a responsible adult at all times
while on the showground.
Each competitor will be considered responsible in all aspects for the attendants in charge of their
animals and for any other servants or agents of theirs for the consequences of any infringement
by any such persons of these Rules and Regulations.

35. INSURANCES
All exhibitors, competitors, owners, riders, handlers, drivers and/or producers, members of
displays etc. at Horse of the Year Show are personally responsible for damages to any building,
land, equipment or otherwise on the Showground or other areas of the NEC or to any third
persons caused by themselves, their employees, their agents or their horses. It is a requirement
that they have in force third-party insurance providing full coverage for participation in or at Horse
of the Year Show. Such insurance cover for third party liability should be for no less than £2
million.
36. DECISIONS
The decision of the Organisers (including their employees, representatives and show officials) the
Veterinary Surgeons and any Judges upon any of the matters required by the foregoing Rules to
be decided or directed by any such persons or bodies including any question of height or
soundness or want of merit or exclusion from final judging or granting of any permission or
otherwise shall be final and binding in all respects and no objection shall be made on account
thereof nor shall any appeal lie there from on any ground whatever.
37. ORGANISERS POWERS
Subject hereinafter provided the organisers shall have power:

To interpret these Rules and Regulations and the Special Conditions applicable to the
competitions and to appoint Stewards and Officials for the enforcement thereof and for the
purposes of the Show generally and such persons shall have full power accordingly.
II.
The right to make amendments to the Schedule, the General Rules and Regulations of
Horse of the Year Show or any of the Show’s classes and their associated rules as
necessary at any time and use reasonable endeavours to notify such changes to each
entered competitor. Any such change will be displayed in the Stable Manager’s office at the
show.
III.
In addition to the provisions relating to Objections to determine any matter, question or
difference whatever arising out of or connected with or incident to the Show or to these
Rules and Regulations and the Special Conditions and the decisions of such Stewards and
Officials shall be final and binding and no appeal shall lie there from, and shall also have
power in case of emergency or expediency to suspend or relax any Rule or Regulation for
such period and to such extent and in such manner as they think fit.
N.B. This regulation does not apply to International Show Jumping Competitions which are
otherwise governed by the Rule and Regulations of the FEI.
38. RULES
Provided always that when a competition is held under National Rules such National Rules of an
affiliated association or society as are appropriate to the type and class of competition shall apply
and shall have effect throughout such competition until immediately after the announcement of the
results thereof. Should there be a conflict between such association or society rules and the
‘General Rules & Regulations’ of Horse of the Year Show as printed in this schedule, the latter will
prevail.
39. PLACARDS AND NOTICES
No placard or notice of any description shall be placed on any stall, vehicle or circulated in the
Show without the signed permission of the Organisers.
40. PHOTOGRAPHY AND VIDEO CAMERAS
The use of cameras and video cameras or such other photographic or filming equipment is strictly
prohibited in the Arenas.

41. TELEVISION/ VIDEO/ FILMING
It is a condition of participation at Horse of the Year Show that all participants agree to allow
official filming and recording of themselves and their property during any part of Horse of the Year
Show. It is a further condition of participation that all participants allow all such filmed and
recorded materials to be used, at the Organiser's discretion, for broadcasting, future promotion
and/or publicity in respect of Horse of the Year Show.
Your details will be passed to the official photographers and the shows official video producer in
order that they may contact you after the event. Should you not wish for this information to be
passed please advise the Show Secretary accordingly at the time of entry.
42. HEALTH AND SAFETY
Competitors must adhere to any Health & Safety policies issued to them from time to time by the
Organisers. These will be displayed in the Stable Manager’s Office and the Show Office on the
showground.
43. HEALTH AND SAFETY POLICY
The Organiser has the overall responsibility for Health and Safety. The show is organised in
accordance with Health and Safety Legislation and all who have (to any extent) control of
premises or site at the show are responsible for ensuring that:

Everything reasonably practicable is done to ensure the health and safety and welfare of
those attending the show
They conduct themselves so that they do not put themselves or anyone else at risk.
Access to and egress from the site is safe.
Members of the public and competitors are equally responsible for ensuring that they do
not put other persons at risk and that they co-operate with the organisers in compliance
with Health & Safety legislation.
43.1
Emergencies
Emergency services must have access to all parts of the show site at all times and
members of the public must not park vehicles so as to obstruct access.
First Aid points are clearly marked.
In the case of an emergency, members of the public should contact the nearest official or
NEC steward.
43.2
Horses
Horses can easily be frightened and can be dangerous. Members of the public are requested to
keep clear from horse areas and to avoid behaviour that might alarm horses. Children must be
supervised by parents/guardians at all times.
44. NOISE CURFEW
For residents living adjacent to the NEC, the organisers are imposing a noise curfew on the
showground (including the stable area and horse box parking area) between the hours of
11.30pm and 6.30am on each day. Accordingly, every competitor must use their best endeavours
to ensure that noise generated in these areas is kept to an absolute minimum, so as not to cause
a nuisance to neighbouring residents.

SPECIAL RULES RELATING TO NATIONAL SHOW JUMPING CHAMPIONSHIPS
COMPETITORS PLEASE NOTE: There will be a shuttle bus service running between the stable
area and the Caldene Arena daily 15 minutes prior to the start of the first class to approximately

The following Vaccination Requirements are applicable to every horse/pony at Horse of the Year
Show EXCEPT International Show Jumping horses which must be vaccinated under FEI rules
and regulations.
EQUINE INFLUENZA VACCINATION REQUIREMENTS
All horses and ponies will be inspected prior to entry to the showground. Any horse or pony
without a certificate, which complies with the regulations set out below will be refused entry to the
showground. The Vaccination Requirements are applicable to every horse or pony at Horse of the
Year Show.
All horses and ponies must have a document that shows the identification of the horse or pony on
the same sheet of paper or in the same document as a vaccination section endorsed by a
veterinarian, stating that it has received two injections for primary vaccination against equine
influenza, given no less than 21 days and no more than 92 days apart. In addition, a booster
injection must be recorded as having been given within each succeeding 12 (twelve) months,
subsequent to the second injection of the primary vaccination. None of these injections must have
been given within the preceding 7 (seven) days including the day of the competition or of entry
into the competition stables.
A DEFRA acceptable passport must be produced for every horse entering the showground. It is
understood that some horses whose primary vaccinations pre date the official passport may still
have these entered on a separate document; this document must also have the identification of
the horse or pony completed.

Owners of qualified horses must enter this competition and the completed entry form must be
received by the Horse of the Year Show Office by the official close of entries. Confirmation of
qualification will be made by British Showjumping through the Horse of the Year Show Office.
The following closing dates will be strictly adhered to and the organisers reserve the right to not
accept entries received after the relevant closing date. Correct entry fees and stabling charges
must be submitted at time of entry or the entry will not be processed.

DECLARATIONS
No horse will be permitted to compete in any jumping competition unless the declaration
has been made within the specified time. Competitors will be required to declare before their
competition at the Declarations Office next to the Stable Manager and Equestrian Offices or online
declaration.
Declarations must be made by the competitor or his/her agent and may be made in writing, by
telephone, by text, by email, by fax or in person, by 8pm on the evening prior to the competition
entered. No double declarations will be accepted. You can declare online at

Please Note: All competitors must show the certificate, given and signed by the Veterinary
Surgeon on arrival of the horse at the event, to Declarations before being allowed to jump. After

Horses must jump in the order they appear on the start list unless special permission has
been obtained from the Organisers.
During the competition, three competitors must always be ready to enter the arena. If a
competitor does not respond when his/her "order number" is called, the competitor will lose
his/her turn and the horse bearing the number called may be eliminated from the
competition in progress.
Should entries in any jumping competition be excessive, in order that the timetable may be
adhered to, the Organisers/Judges reserve the right to request that competitors leave the
arena when they have been penalised by a number of faults which, in the opinion of the
judges, gives the competitor no chance of being placed for any award.
The Organisers themselves reserve the right to cancel or add to any of the conditions of this
schedule or amend the conditions of any competition, dividing classes into sections, or
cancelling sections, and to amend prize money as the necessity of the programme may
require. Also to hold any competition in the morning or on any such occasion or time, or at
any such place as they may deem necessary.
The first three prize winners in each competition may be asked to make themselves
available to meet the Sponsors and/or the Press after the completion of their class
Competitors are authorised to carry the logo of their personal sponsor on the saddlecloth in
accordance with British Showjumping Rule 102.9
Rule 82.21 “No member shall allow a stallion for which he/she is responsible as owner,
lessee, authorised agent or rider to attend a show compete or be prepared to compete, in
any show jumping competition without taking adequate precautions to ensure other
horses/ponies, competitors and members of the public are not put at risk of injury” Also refer
to Rule 102.11.

THE FEI CODE OF CONDUCT
FOR THE WELFARE OF THE HORSE
The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian
sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the
welfare of the horse must be paramount and must never be subordinated to competitive or
commercial influences.
1. At all stages during the preparation and training of competition horses, welfare must take
precedence over all other demands. This includes good horse management, training methods,
farriery and tack, and transportation.
2. Horses and Athletes must be fit, competent and in good health before they are allowed to
compete. This encompasses medication use, surgical procedures that threaten welfare or safety,
pregnancy in mares and the misuse of aids.
3. Events must not prejudice horse welfare. This involves paying careful attention to the
competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the
horse for onward travel after the event.
4. Every effort must be made to ensure that horses receive proper attention after they have
competed and that they are treated humanely when their competition careers are over. This
covers proper veterinary care, competition injuries, euthanasia and retirement.
5. The FEI urges all involved with the sport to attain the highest levels of education in their areas
of expertise.

To qualify for the Leading Show Jumper of the Year (Grand Prix) it is open to the top 22 riders who
have received points from one or more of the following Horse of the Year Show International Classes
12, 13, 14, 15, 17, 18, and 19. Points allocated as below table:

PLEASE NOTE: The following classes will carry points to ascertain the Leading Lady Rider, the
Leading Gentleman Rider and the Leading British Rider. Class 16 (Section 2), Class 21 (Section
1) and Class 22 (Section 1); Points given for these classes are in addition to the points given for
the previous classes.
In the case of divided prizes the total sum of points available will be split equally between each of
the horses dividing the prizes, disregarding any points below one hundredth of a decimal point.
VI.
INVITATIONS
The only riders eligible to compete in the International Show Jumping competitions will be those
officially invited by the OC, to include but not limited to the following:
a) The five members of the British Olympic Team 2012 and the highest ranked top 7 British Riders
from the BS Rider Ranking List No. 375 as at 31st July, 2013, subject only to (d) and (e) below.
b) The two riders who have qualified as a result of the special qualifying competition held at Arena
UK Festival (17th – 23rd September 2013) and Bury Farm (10th – 12th September 2013) and
subject only to (d) below.
c) A Wild Card is awarded to the winner of the International Stairway League subject only to (d)
below.
d) Any horse competed by British riders in the International Show Jumping Competitions at the
Horse of the Year Show must have achieved Grade A status by 31st July 2013. Horses in Grade
B may only compete with written prior approval from British Show Jumping.
e) Those riders invited in accordance with (a), (b) or (c) above will be entitled to bring three horses
and subject only to (f) & (g) below, they will be permitted to jump their horses as follows:
One horse in section one competitions, one horse in section two competitions and one horse in
section three competitions each day. Riders must nominate which horse they wish to compete in
each section on each day, prior to the close of declarations the previous day. (i.e. it is permissible,
if desired, to jump each horse in a different section each day).
f) No horse may compete in more than one International Show Jumping competition per day
except the Puissance and, if required, the Osborne Refrigerators Hurry Scurry.
g) No rider may ride more than one horse in each section, each day.
h) Any of the above riders invited by the OC to compete in the International Competitions at the
Horse of the Year Show may also bring one additional horse for the Puissance.

4. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS
Transport to and from the hotel and venue will be provided if required but the venue is within easy
walking distance.
5. WELCOME
The time and date of arrival of athletes and horses and their means of transport must be given to
the OC in order to assist them on arrival. Stables will be available from 1800hrs on Tuesday 8th
October to 8:00 on Monday 14th October. Horses may only arrive during these times; any special
requirements need to be agreed by prior arrangement with the show secretary.
The times and dates of arrival of athletes, grooms and horses including their means of transport
must be forward to the show secretary in order to assist them on arrival.
Emergency Contact Stable Cards (ECSC) must be obtained from the Stable Manager’s Office
upon arrival on site, completed and attached to the relevant stable door. All Foreign riders
competing in International classes will be required to parade in the Finale on Sunday 13th
October. Any International rider found illegally sourcing event power (i.e. connected to the
Organisers power distribution network and "not" displaying the correct "Power Pass" clearly in the
windscreen of their lorry) will be liable to pay full cost of the hook up and an additional
administration charge of £75.00.

IX. ADDITIONAL INFORMATION
1. ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES:
The Athletes are authorised to carry the logo of their personal sponsor in accordance with Art.
256.3 and 257.3 of the FEI Rules for Jumping. The Chief Steward will check that the advertising
and publicity on Athletes and horses complies with these Articles.
2. GENERAL CLASSIFICATION AT THE END OF THE COMPETITIONS
Leading athlete award – Leading Gentleman and Leading Lady Riders HOYS Spurs will be
awarded to the leading lady and gentleman riders on ONE horse in the International Competitions.
The points system will be used as under Additional Qualification Requirements (6. Draw)for all
sections, excluding the Puissance.
Points will be awarded for the International classes taking place on Sunday. In the case of
equality, the highest placed rider in the Grand Prix will be deemed the winner.
A.
Best foreign athlete - N/A
Best home athlete – The Penwood Forge Mill Trophy will be awarded to the leading British Rider
on all horses in the International Competitions, with the exception of the Puissance. The points
system used will be the same as for the HOYS Spurs. Team awards – N/A
B. PRIZE - CLASSIFICATION
. To determine the leading Lady rider, the leading Gentleman rider and the leading British rider,
the points as awarded in the ‘Additional Requirements’ above will be used.
3. PRIZE GIVING CEREMONY
The owner of the winning horse is invited to the prize giving ceremony for the Grand Prix.
The number of athletes required to present themselves for the prize-giving ceremony of each
competition is will be determined by the Organisers and communicated to the riders via the
Collecting Ring PA, during the competition. Riders must present themselves for the prize giving
ceremony of each competition as required.
4. INSURANCES
It is a specific condition of this event that all riders have in force third-party insurance, providing
full coverage for participation in or at HOYS.
All owners and athletes are personally responsible for damages to third parties caused by
themselves, their employees, their agents or their horses. They are therefore strongly advised to
take out third-party insurance providing full coverage for participation in equestrian events at
home and abroad, and to keep the policy up to date.
The FEI insures all FEI Officials, whose names are published in the FEI Officials lists, against third
party liability including Judges, Course Designers, Technical Delegates, FEI Stewards, FEI
Veterinary Delegates, Para Classifiers, Members of the Judges’ Supervisory Panel and FEI
Coaches (FEI MCP Veterinarians are covered under a different policy):
- Who are acting for or on behalf of the FEI as stated in the approved schedule of the Event or
who are acting in the scope and course of the FEI’s Business as described in the final approved
schedule; and
- Who have received the status of FEI Officials at FEI Events through a qualification process.
The FEI will NOT insure:
- National officials officiating at FEI Events; and/or
- FEI Officials, who have no official function at the Event.
The insurance extended is for any liability that the FEI Official incurs to a third party, and for the
costs of defending any such claim arising as a result of actions undertaken by the FEI Official in
good faith (including errors and omissions) on behalf of the FEI. However, the insurance for
obvious reasons does not extend to any liabilities incurred as a result of an FEI Official’s
dishonest, fraudulent, malicious, and/or illegal act.

Should an FEI Official become aware of an incident that he or she believes might result in a claim,
that FEI Official should notify the FEI immediately and provide all of the facts known to the FEI
Official. The FEI cannot guarantee the insurance coverage described above in circumstances
where the FEI Official has good cause to believe that there might be a claim and does not provide
such timely notice directly to the FEI.
5. ENTRY RIGHT TO SHOWGROUNDS/ACCREDITED PERSONS
Each horse entered for the show will be entitled to three complimentary international passes for
the week. These are intended for the Rider, the Owner and the Groom. These passes, subject to
capacity, will also entitle the wearer to enter the International Stable Area, the International Arena,
the Showing Arenas, the Inner and Outdoor Collecting Rings and The Retail Village.
For security reasons, competitor wristlets will not be sent out before the show.
Competitor pass cards will be sent to each competitor prior to the show that enters via paper.
Overseas riders can collect these on arrival with their welcome pack. The pass cards should be
exchanged for wristlets at the Passes Office. Horsebox passes will also be sent out prior to the
show. Should any of these passes be lost, mislaid or otherwise, they will not be replaced.
All passes are non-transferable and non-refundable
If a competitor requires additional accreditation a limited number are available @ £75.00 inc VAT
per day or £310.00 inc VAT for the week. All horses competing at the event must be stabled on
the showground and are not to be removed between the dates of 09/10/13 and the last
competition 13/10/13. All horses will be issued with a bridle number on arrival at the event. This
number must be clearly displayed on the horse at all times when it is out of the stable during the
event. In addition all competitors (or person responsible) will be issued with ECSCs must be
obtained from the Stable Manager’s Office upon arrival at the show. It is the responsibility of the
owner/competitor to complete the card in full and affix to their horse’s stable door for the duration
of their stay at the show.
Whilst every reasonable effort will be made to contact the owner/competitor of the animal, if
unsuccessful the Veterinary Surgeon will treat the animal as he finds necessary.
All participants must check in at the Showjumping Declarations Office immediately upon arrival at
the showground.

9. EVENT'S ORGANISATION
In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury the
OC reserves the right to modify the schedule in order to clarify any matter or matters arising from
an omission or due to unforeseen circumstances. Unforeseen circumstances do not include
situations arising as a results of the OC altering the approved Schedule without FEI’s
authorisation. Any such changes must be notified to all competitors and officials as soon as
possible and they must be reported to the FEI Secretary General by the Foreign Judge.
10. SCHOOLING DURING COMPETITIONS
Riders wishing to school during speed competitions (Table A and Table C) must inform the OC
before these competitions begin. These riders will start first in these competitions.

11. DISPUTES
In the event of any discussion concerning the interpretation of the schedule (in translated
languages), the English version will be decisive.

In order to proceed with the results publication and for qualification purposes the FEI requires
results to be sent in immediately after the conclusion of the event.

2. HEALTH REQUIREMENTS
GENERAL
In accordance with the FEI Code of Conduct it is imperative that all Horses at FEI Events are
physically fit and free from infectious disease before being allowed to compete.
ENTRY OF HORSES On arrival each horse must be accompanied by its FEI Passport and a
Health Certificate valid for EU inter-community travel. All horses will require an export licence and
health certification to leave Great Britain. These will be obtained by Shelley Ashman International
provided that the following information is sent to them by fax or letter at least 14 days prior to the
commencement of the Show.
a. Name, age, colour, sex and passport number of each horse travelling
b. Name and address of owner
c. The date and port where the horses will arrive
d. The address where the horses will return to at the end of the show
e. The port of departure from the United Kingdom
f. The registration number and length of the vehicle the horses will travel in
The cost of health certificates or licences issued at HOYS for the return of the horses to their
country of origin will be the responsibility of the competitor. HOYS will not be responsible for any
customs fines or duties levied on any horse that does not return to its country of origin at the end
of the show.
HOYS will not be liable for any costs incurred by extra horses or other goods being carried in
horseboxes. It is hoped that it may be possible to obtain special ferry prices travelling to and from
Dover. Please contact Shelley Ashman International when planning your journey for details. The
importation of dogs and cats into Great Britain is strictly controlled.
All riders coming to the show from outside the Community (EU) must contact Shelley Ashman
International 28 days prior to their arrival date to obtain details of the correct health certification

HOYS from non-EU countries must travel with ATA carnets.

4. TRANSPORT OF HORSES
Horses must be fit to travel and be transported in vehicles suitable for the transport of horses. Any
government requirements for disease testing and control must be requested well in advance, and
the Horse be in compliance by the time of arrival at the border of the country where the Event is
taking place. Athletes, or their representatives, have a responsibility to be in compliance of
national legislation in both the country of origin, return, and the host nation of the Event; where
necessary Athletes must contact local government authorities or veterinary advisors for
information regarding animal health requirements and transport legislation. Within the European
Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the protection of
animals during transport within the Member States of the EU.

Athletes whose Horse’s Passport and/or Recognition Card is not correctly validated, or failing to
meet other requirements for vaccination and Equine Anti-Doping and Controlled Medication
control (Veterinary Regulations Article 1030) will be subject to Sanctions in accordance with
Annex II of the Veterinary Regulations.
Athletes will be required to write their name and counter sign next to any passport irregularity
entry noted, as an acknowledgement, prior to receiving the passport and leaving the show ground.
Following a warning being issued for such an irregularity the Athlete will have 30 days to correct
this, failure to correct such irregularities within 30 days will result in a sanction being imposed.
Note for Horses permanently resident in a Member State of the European Union, all Horses must
have a national EU passport in compliance with EU Regulations, to which a FEI Recognition card
is applied. The exception to this being Horses in possession of an FEI passport which has been
continually revalidated without interruption.

EXAMINATION ON ARRIVAL
2013 Veterinary Regulations Article 1032
On arrival at an Event venue all Horses must undergo an examination by a veterinarian to confirm
their identification from their passport, their vaccination status and general health. To protect all
horses attending events, any Horse with a questionable health status, with regards to vaccination,
disease or other concerns, must be stabled within the isolation facilities provided by the
Organising Committee pending a decision on entering the venue.
HORSE INSPECTIONS
2013 Veterinary Regulations Article 1033
All Horses will be assessed for their orthopaedic fitness to compete during the Horse Inspection.
Any Horse demonstrating questionable fitness may be referred to the Holding Box for further
veterinary examination. Horses not deemed fit not to compete will be eliminated by the Ground
Jury and not be permitted to continue in the competition.
LIMB SENSITIVITY EXAMINATION
All Horses competing at the Event are subject throughout the Period of the Event to Examination
under Article 1034 of the Veterinary Regulations, the Limb Sensitivity Protocol. The objectives of

the Protocol are to: (i) safeguard the welfare of the horse, according to the principles outlined in
the Code of Conduct for the Horse, and (ii) to ensure a level playing field for all Athletes. Horses
are not eligible to compete when a limb, or part of a limb, is hyposensitive or hypersensitive.
Hypersensitive limbs have an excessive or abnormal reaction to palpation. Hyposensitive limbs
include any alteration in sensitivity induced by a neurectomy or chemical desensitisation for as
long as the alteration in sensitivity persists.
Horses may be examined under the Protocol at any time during the Period of the Event, including,
but not limited to, between rounds and before the Jump Off and they may be examined once or on
multiple occasions. All Horses selected to be tested must submit promptly to the Examination or
are subject to immediate Disqualification. There is no obligation to examine any specific number
of Horses during the Event.
6. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION
2013 Veterinary Regulations, Chapter VI
EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)
Within FEI Groups I & II, the Organising Committee should charge competitors the equivalent of
CHF 12.50 towards the cost of the EADCMP, which is affected by the FEI Veterinary Department.
SAMPLING
All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine
Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication
Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory
testing, targeted or random sampling procedures (2013 Veterinary Regulations Article 1058).
CLEAN SPORT INFORMATION
The current FEI Equine Prohibited Substances List of Banned Substances and Controlled
Medications is available on the FEI Clean Sport website: www.FEICleanSport.org as a PDF
document, database or smart phone app. Detection times are also provided for a limited number
of Controlled Medication substances where available.
Elective Testing may be carried out, by Competitors for their Horses, prior to an Event to check for
the presence of prohibited substances (please refer to www.FEI.org/veterinary for information and
details).

GROUPS I & II ONLY – FEI CENTRAL LABORATORY
Under Veterinary Regulations Chapter VI, Article 1057 within some geographical regions, as
determined by the FEI Bureau, the Equine Anti-Doping Controlled Medication Programme
(EADCMP) and procedure is administered by the FEI Veterinary Department. Therefore all
samples collected in Groups I and II, must be analysed by the FEI Central Laboratory, currently

7. VETERINARY TREATMENTS, SUPPORTIVE AND OTHER THERAPIES 2013 Veterinary
Regulations Chapter V
Veterinary treatment or supportive therapy required during an Event is under the control of the FEI
Veterinary Official (Veterinary Delegate) and only permitted when:
a) authorised using the appropriate Veterinary Form (see table below, or VRs article 1047-1051),
either prior to the competition or prior to administration once the competition has begun;
b) conducted within the designated Treatment Boxes and
c) administered by an FEI Veterinarian (VRs article 1003) or Other Treating Professional (VRs
article 1021).
Heated or magnetic blankets, physical therapy, ice and cold water, non-prohibited, authorised
substances that are administered orally or by nebulisation, or those treatments exceptionally
authorised by the Veterinary Delegate are allowed in the Horse’s own stable.

facilities required for an FEI Event. The VSM must ensure sufficient numbers of treating
veterinarians are available for the type of Event and the number of Horses attending. The VSM
may be the event treating veterinarian themselves.
FEI VETERINARIANS
All veterinarians treating Horses during FEI Events, including Team Veterinarians, Athlete’s
Private Veterinarians and Treating Veterinarians must be registered with the FEI as FEI
Veterinarians – either Permitted Treating or Official Veterinarians. Veterinarians must carry their
FEI ID Card with them at all times when in attendance at Events and must present this on the
request of FEI Stewards or Officials. Athletes are advised to ensure that any veterinarian they
wish to treat their Horse during an Event is registered in the correct way with the FEI. Registering
as an FEI Veterinarian does not give any automatic right to having accreditation which is issued
by the event Organising Committee.
9. NOTES TO ORGANISING COMMITTEES
FEI Veterinary Delegates must verify that adequate facilities and services are provided by the
Organising Committee prior to the start of the Event, and ensure that FEI Stewards are aware of
the requirements for the authorisation of Veterinary Forms, other treatments and the FEI
Veterinarian ID Card during Events.
Organising Committees must also ensure that there are adequately trained stewards or
designated individuals who will liaise with FEI Veterinary Officials to assist with the supervision of
treatment areas.The Veterinary Forms 1-4 must be kept by the FEI Veterinary Delegate,
referenced and submitted in their report to the FEI within 72 hours.

10. PONIES
For all Pony Events, Ponies must be available for Pony Measurement prior to the Horse
Inspection (2013 Veterinary Regulations, Chapter IV).
XI. HUMAN ANTI-DOPING
At a minimum, and pursuant to the ADRHAs, Organisers must provide the following at Events
where human anti-doping testing is scheduled to take place at least 2 months prior to the Event:
1. One (1) staff member able to act as point of contact and coordinator for the Doping Control
Officers (DCOs) with the contact name and details of this staff member to be communicated to the
FEI at least two (2) weeks prior to the starting date of the Event.
2. Human anti-doping facilities reasonably separated from public activity, consisting of:
- one (1) private room exclusively dedicated for use by the DCOs with one (1) table, two (2)
chairs, pens and paper and one (1) lockable fridge; and
- a waiting room/area with a suitable number of chairs as well as an appropriate amount of
individually sealed, non-caffeinated and non-alcoholic beverages, which includes a mix of natural
mineral water and soft drinks ; and
- one (1) private and clean bathroom/toilet, adjacent or as near as possible to the DCO room and
waiting area.
3. Staff members (or volunteers) of both genders, able to act as Chaperones. The number of
Chaperones available to the OC must be communicated to the FEI as early as possible following
receipt by the OC of the Testing plan for the Event. Please see the qualifications for Chaperones
in the ADRHAs.

DEDUCTIONS FROM PRIZE MONEY AT COMPETITIONS
Full details of any deductions from prize money must be outlined in the schedule. This includes
government taxes. If it is necessary for OCs to deduct such taxes, they must provide participants
with an official form indicating the amount of tax deducted. Any fees owing for and relating to
HOYS will be deducted from any prize money or billed at the end of the Show. Prize money won
by overseas riders might be subject to deductions of UK taxation in accordance with Inland
Revenue regulations.
The tax form must be provided to the athletes upon arrival and returned to the OC prior to
departing.

First Round: The best eight scores,or all clear rounds, will go forward to the second round. In the
event of equality, faults and time will decide i.e. the faster four faulters will qualify. All faults in the
first round will be converted into seconds by using a multiplying factor of 0.5 (i.e 4 faults x 0.5 =
2secs) and carried forward to the second round. Competitors in the second round will start in the
reverse order of merit or the slowest four faulters will go first, the fastest clear last. If necessary
those who do not reach the second round, faults and time in the first round will determine their
placings.
If a competitor withdraws from the second round he /she will not be replaced and he/ she will
receive the placing from the first round, however he/she will be placed after those who compete in

No rider may ride more than one horse in this competition and he/she may nominate the horse of
his/her choice.
In the event of a rider not starting, additional qualifiers will be taken in descending order up to a
maximum of 22 horses. In the event of equality for the lower qualifying places the highest placed
rider in Horse of the Year Show classes 14, 17 & 19 will qualify.
The best six scores, or all of the clear rounds and in any case at least 25% will go forward to the
second round, which will be against the clock. In the event of equality, faults and time will decide,
i.e. the fastest four faulters will qualify. All scores in the first round will be carried forward to the

The following Vaccination Requirements are applicable to every horse/pony at Horse of the Year
Show EXCEPT International Show Jumping horses which must be vaccinated under FEI rules
and regulations
EQUINE INFLUENZA VACCINATION REQUIREMENTS
All horses and ponies will be inspected prior to entry to the showground. Any horse or pony
without a certificate, complying with the regulations set out below will be refused entry to the
showground. The Vaccination Requirements are applicable to every horse or pony at Horse of the
Year Show.
All horses and ponies must have a document that shows the identification of the horse or pony on
the same sheet of paper or in the same document as a vaccination section endorsed by a
veterinarian, stating that it has received two injections for primary vaccination against equine
influenza, given no less than 21 days and no more than 92 days apart. In addition, a booster
injection must be recorded as having been given within each succeeding 12 (twelve) months,
subsequent to the second injection of the primary vaccination. None of these injections must have
been given within the preceding 7 (seven) days including the day of the competition or of entry
into the competition stables.
A DEFRA acceptable passport must be produced for every horse entering the showground. It is
understood that some horses whose primary vaccinations pre date the official passport may still
have these entered on a separate document; this document must also have the identification of
the horse or pony completed.

substitution will be permitted unless the Duty Veterinary Surgeon certifies that the declared horse
has become unfit to compete since the time of declaration.
3. RULES ON JUDGING OF SHOW CLASSES
Showing classes will be judged under the rules of the association/society to which Horse of the
Year Show is affiliated. In the case that a specific competition is not affiliated to an
association/society, that competition will be judged under The Showing Rules of Horse of the Year
Show, see 3 (iii). In the event of any conflict between the rules of any association/society and the
‘General Rules & Regulations’ of Horse of the Year Show as published in this schedule, the latter
will prevail.
4. JUDGES
The Organisers reserve the right to vary or add to the names of the judges listed anywhere in this
schedule as they deem necessary. Please note: Competitors must not exhibit any horse/pony in
circumstances that would constitute a conflict of interest by that judge as laid down in the rules of
the relevant association/society or ‘The Showing Rules of Horse of the Year Show’, whichever

5. ELIGIBILITY & ENTRY FEES
All entries must be made in accordance with the General Rules and Regulations and in
accordance with the additional conditions of the specific competition. Entry Fees are as stated
in the conditions of each individual competition. No entry will be accepted without the
appropriate fee and no refunds will be made.
ii) All animals exhibited in competitions restricted in height require a valid Joint Measurement
Board annual or full height certificate and the JMB height certificate number MUST be stated

iii) All entries must be made in the name of the horse/pony under which it is registered with the
relevant association/society and must correspond with the name shown on the Annual or Full
JMB Certificate and National Passport at all times.
iv) The age and height of each horse/pony entered and any other specific particulars must be
accurately stated on the entry form if required by the conditions of the competition. A false
declaration or mis-statement of any kind, including change of name of a horse/pony, incorrect
description or false declaration of prizes won at horse shows, may at the discretion of the
Organisers; disqualify a competitor from the show and the horse/pony entered from any prize
and from entering or being entered again at the show. Competitors must be prepared to verify
any statement made in a manner required by the Organisers.
i)
6. DRESS, SADDLERY & ACCESSORIES
Hard hats must be worn to the current approved BSI standard by riders 18 years and under,
riders competing in intermediate, Mountain and Moorlandclasses and riders in the jumping
phase of the working hunter.
ii) Due to the early hours of some competitions, any form of traditional, approved and safe riding
dress may be worn, but must include a riding jacket, shirt, tie or stock, breeches or jodhpurs
and suitable footwear. Where grooms or attendants are permitted to enter the arena during
preliminary or final judging they must be correctly dressed. Coats, collars and ties must be
worn.
iii) For classes run under ‘The Showing Rules of Horse of the Year Show’, the following will be
implemented and must be adhered to.

SPURS
Spurs may not be worn in any pony classes run under ‘The Showing Rules of Horse of the Year
Show’, except in the Supreme Horse of the Year Championship where competitors who are
permitted to wear spurs in their individual Championship will also be permitted to wear spurs in
the Supreme Championship.
WHIPS AND CANES
Whips and canes must not exceed 75cm (30inches) in length, hunting crops are allowed. In lead
rein classes, plain or leather covered canes only may be carried.
BRIDLES
For classes run under ‘The Showing Rules of Horse of the Year Show’, the following will be
implemented and must be adhered to:

Ponies competing in the Underwood Working Hunter Pony of the Year classes and horses
competing in the Underwood Intermediate Working Hunter may wear suitable bridles and
running martingales.
Horses/Ponies competing in the Supreme Horse of the Year and the Supreme Pony of the
Year Championships may be shown in the same bridles specified for their initial
competition.
Bitless bridles and Running Gags are not permitted.
Boots, bandages or protective pads are not permitted to be worn by horses/ponies in any
competition with the exception of the first phase of Working Hunter competitions.
A change of tack during the judging of a class is not permitted except as specified above.
The judge’s decision on suitable bridles will be final.
7. JUDGING & CONDUCT
No horse or pony may enter the show arena after the judging process has begun and the
Steward has closed the arena. In the event of a handler/rider having to leave the show
arena during the judging of a competition, this can only be allowed with the permission of
the judge(s) officiating and is conditional on that handler/rider returning to the show arena
for the final assessment and presentation of awards.
II)
In all riding competitions, with the exception of children’s pony competitions, the judges may
ride the exhibits if they consider it necessary to determine their respective merits. In the
harness classes the exhibits will not be driven by the judges.
III)
In all hunter and cob classes, judges are requested to satisfy themselves that the horses
exhibited are up to, and do not exceed, the weights laid down in the conditions of the class.
IV) Any rider falling off within the show arena during the course of a competition will be
disqualified and asked to leave the arena dismounted.
V)
The Organisers reserve the right to display or announce the marks as they occur and to
make public commentary during each class, which may be increased, for public information
and enjoyment. This may include declaring the competitors/breeders/owners names and
any other information it feels necessary.
VI) It is the responsibility of the competitor to ensure they enter the show arena in their correct
section for the class entered. Any competitor found to be exhibiting in a section for which
they are not entered must leave the ring immediately and will be automatically disqualified
from any other section of that class.

The height and width of fences for the PRP Rescue Services Mountain & Moorland Working
Hunter Pony & Underwood Working Hunter Pony classes may be increased by approximately

split into two, one half will leave the arena, while the other trot and canter before both

Open to qualified ponies and drivers. Ponies must be 4 years old or over and be driven to a four
wheeled vehicle. Vehicles must have a track width of 130cm or more. Any competitor whose
vehicle track width does not measure 130cm or more will be disqualified. Wire spoked wheels
and/or pneumatic tyres are not allowed.Animals competing in this competition must be registered
with The Osborne Scurry Group. Drivers, Owners and Sponsors must be members of The
Osborne Scurry Group. This is a double harness time competition to be judged under The
Osborne Scurry Group Rules for Scurry Driving 2013.
Grooms must be aged 14 years or over. The groom must sit behind the driver and must not stand
during the competition. Grooms may balance the vehicle but bouncing to move the vehicle is
forbidden and will be penalised with elimination. Competitors and grooms must be properly
dressed in the arenas.The classification will be decided by adding any penalty seconds to the time
taken by the competitor to complete the course. The winner will be the competitor with the lowest
score. In the event of equality for first place the result will be decided by the lowest number of
penalty seconds incurred. Once an entry has been accepted from a competitor they are deemed
to compete unless they declare their intention to withdraw at the Show Secretary’s Office by 12

noon on Monday 7 October 2013.

Hack Class at one of the qualifying shows listed in the BSHA Show Dates List 2013. If the first
has already qualified then the second will go forward. If the first and second have qualified then
the third will go forward and so on down to fifth place. No Horse placed lower than fifth will qualify,
unless special dispensation is given by the BSHA.

for a Star criteria, as set out in their rules, and will only be allowed at the discretion of South Essex
Insurance Brokers. The owner must remain the same as when qualifying.
This class will be judged under the rules of South Essex Insurance Brokers. However, should

METHOD OF JUDGING
1. The whole class will enter the arena for a short period, all on the same rein.
2. The class will be split into two sections, half will remain for one Judge to ride the
exhibits, while at the same time the other half will be judged for conformation, action in
hand and soundness of limb. The halves will then change places until all have been
judged in both phases.
3. The whole class will then appear before both Judges. If time allows the Judges may ask
certain competitors to give a show.
If being judged for individual shows the competitors will be asked to give a show not exceeding 1
minute in which they are to incorporate the movements of a riding horse as laid down by the
BSHA. These are walk, trot, canter, simple change of canter, rein back (optional), strike off on
required leg, gallop on, halt & stand still.

split into two, one half will leave the arena, while the other trots and canter before both
judges and then leave the arena to prepare for the conformation phase.

Open to members of the Pony Club of the six qualified Pony Club Mounted Games teams in 2013.
The six teams will compete on Wednesday, (two performances), and on Thursday afternoon (one
performance) for the 3DWorming.co.uk Cup. The six teams will then compete for The Prince Philip
Cup which will run during each performance from Thursday evening until the Final on Sunday
evening. The top four teams after the Sunday afternoon performance will contest the final. Entries
must be made on the appropriate entry form by the Team Trainer.
The winners of the Prince Philip Cup final on Sunday will be presented with a medal each and the
Prince Philip Cup perpetual Trophy.
