data, is also provided. During emergencies, these routine
broadcasts are interrupted to report specific warnings.
INTRODUCTION
Thank you for selecting the Oregon ScientificTM Portable
Public Alert Radio (WR108). This device operates on
the same radio frequencies used by the National
Weather Radio (NWR) and can send you NOAA alert
messages to warn you about weather and other
environmental dangers. This lightweight, splashproof
radio is constructed of durable materials and has a
reception range of up to 50 miles (64 km). It is also
equipped with a digital clock and daily alarm.

ABOUT THE NATIONAL WEATHER RADIO SYSTEMM
The National Weather Service (NWS) is an agency within
the National Oceanic & Atmospheric Administration
(NOAA) that operates a nationwide network of radio
stations known as the NOAA Weather Radio (NWR).
The NWR radio system broadcasts warning information
for all types of hazards, both natural and technological.
Working in conjunction with the Emergency Alert System
(EAS), NWR is an all-in-one hazards radio network and
is considered to be the single source of all
comprehensive weather and emergency information.
A nationwide network, the NWR consists of more than
800 stations in the United States, Puerto Rico, the US
Virgin Islands and US Pacific Territories. Broadcasts are
designed to meet local needs. Routine programming is

NECK STRAP
GETTING STARTED
BATTERIES
Rechargeable batteries are included and must be used
if you want to use the recharging cradle. However, the
unit can use 3 x UM-3 (AA) 1.5V batteries.
Insert the rechargeable battery by putting the piece at
the end of the wire into the indentation at the bottom
right of the battery compartment:
Insert batteries before first use, matching the polarity (+
and -) as shown in the battery compartment. Press
RESET after each battery change.

TURN THE RADIO ON / OFF
To switch between the radio status mode displays, press

When the unit is first connected to the battery pack or
reset, it will immediately enter the clock / language setting
mode (see Change Settings section). It is advisable to
set your preferred language English (E), French (F) or
Spanish (S) at this time, so you can read the NOAA
alert messages.
DISPLAY MODES
There are 2 display modes:
1. Clock mode
2. Radio status mode
To switch between the clock mode displays, press MENU.
NOTE Leaving the radio in NOAA ON mode will consume
substantially more power. To save power, set the unit to
NOAA Standby when you are not listening to radio
broadcasts.

CHANGE SETTINGS
To change clock, alarm, channel and location settings:
1. Press and hold MENU for 2 seconds to enter setting
mode.
NOAA ALERT MESSAGES
MESSAGE CODES USED BY THE NWR
When the NWR airs urgent warnings, a digital code
known as Specific Area Message Encoding (SAME) is
included as part of the message. This coding system
contains specific information including the localized
geographical area affected and the expiration time of
the message. The WR108 retrieves and interprets SAME
code messages and alerts the user. When SAME codes
for a specific region have been entered into the unit, the
unit alerts the user to relevant warning information for
the specified region. Once alerted, a voice broadcast
can be heard.

Turning the radio off by setting it to Standby, Mute or
OFF will help to save power.

appropriate, up-to-date NWR radio channels and SAME
codes for a specific county or region, from the contact
details listed below.

To contact the NWS by telephone:
1. Phone 1-888-NWR-SAME (1-888-697-7263).
2. Follow prompts through a simple voice menu.
NOTE Many counties have been subdivided into as
many as 9 smaller subsections. The numbers 1-9 in the
far left column of the SAME code identifies specific
subsections of a county. If a county has not been
subdivided, the first digit of the SAME code will be 0.
To obtain NWS radio channels and SAME codes on
the internet:
1. Locate www.nws.noaa.gov/nwr/indexnw.htm
2. Click the State for which information is needed.

ABOUT RADIO CHANNELS
The NWR radio channels work in the same way as a
regular radio channel. All of the NWR transmission
stations operate on 1 of 7 frequencies.

Auto – the unit will tune to the strongest
RF signal available
For example, clicking on “Montana” will give a list of
information relevant to the State of Montana including
the names of counties, SAME codes, NWR transmitter
locations, the frequency of the transmitter, the strength
of the signal in WATTS, and any remarks as applicable.

To set the location:
1. Navigate to “Set Location” setting mode as shown
in the Changing Settings section.
2. Select where you want to store the location e.g. C1.
3. Select the 6-digit number e.g. “000000”. (“----“ means
the location is disabled.)
4. Select “Name” or “FIPS”.
•
If you select “Name” you can select first the State
and then the County of your chosen location, then
press EXIT. (If you wish to receive State-wide NOAA
messages, press EXIT once you have selected the
State.)
•
If you select “FIPS” you need to enter the 6-digit
SAME code of your chosen location and then press
EXIT (see Finding Local Channels & SAME Codes
section for how to obtain a SAME code).
The channel number in use can be viewed on the top
left-hand corner of the LCD.
SETTING THE RADIO CHANNEL
To change the radio channel, navigate to “Set Channel”
setting mode and select the desired Channel, as shown
in the Changing Settings section.
LOCATIONS
SETTING THE LOCATION
You need to set the location so that you can receive
weather and environmental information for an area that
is relevant to you.
NOTE If at step 2 you select “C0:All” you will receive all
warnings within the unit’s reception range. This may
result in giving you information for regions that are not
relevant. The regions can be as large as 5,000 square
miles (13 sq km). If you select “CO:----” you will disable
the ALL option and will only receive warnings from
specified local areas.
You can choose the location by either the state and
county name, or FIPS code. Up to 9 locations (1-9) can
be stored.
NOTE Once the location name is selected, the
corresponding FIPS code will be set into the memory.
You cannot convert the code back to the location name.
(FIPS is the Federal Information Processing System
NOTE If you do not set a location, the radio will use the
default setting “CO:All” for all counties.

The unit labels each frequency as a channel (1-7 or
Auto). Once the radio frequency for a region has been
selected the unit will receive voice and code information
from that station.

A SAME code is broken into 6 fields of numbers.

State-county coding:
The 3 digits on the far right refer to the state county
coding. Each county within a state will have an
independent 3-digit code.
When a location is
deactivated, “----” can be
viewed in your stored
locations display.
NOTE To receive all of the alerts for a given state, insert
000 into the county section.
State codes:
Moving towards the left, the next 2 digits are for state
coding. Each of the 50 U.S. States has their own 2-digit
code.
County sub-section code:
The last digit on the extreme left is the county subsection. A county may be subdivided into nine subsection; each number between (1-9) represents a
specific county sub-section.
To switch between activated or deactivated location
status:
1. Navigate to “Set Location” setting mode as shown
in the Changing Settings section.
2. Select a stored location e.g. C4 and press MENU.
Then when “000000” or “----” is blinking, press
or
to activate or deactivate it and press EXIT
to confirm the setting.
NOTE If the county sub-section code is stated as 0, then
that county is not sub-divided and all alerts for that

county will be received. To receive all of the alerts for a
given county, insert 0 into the county sub-section.

INTERPRETING NOAA ALERT MESSAGES
This product is equipped to receive all required NOAA
and Emergency Alert System (EAS) events. When an
EAS event is sent by the NWS, any 1 of the following
NOAA alert messages will be displayed on your radio:
“WARNING”, “WATCH”, or “ADVISORY”. The unit can
store up to 8 NOAA alert messages.
Additionally, to help you check that your radio is set-up
and working properly, your local NOAA will release a
Test NOAA message every Wednesday between 10am
and noon, local time. To receive the Test message make
sure that your radio is set to NOAA ON, NOAA Standby
or NOAA Mute mode, that a Channel has been selected
and a SAME code programmed in. If you have any
questions regarding alarm tests or to verify if a test was
conducted, contact the programming office of your local
NOAA Weather Radio station.
HOME / TRAVEL MODE
When the unit is set to home mode, the NOAA radio will
lock on the channel according to the Channel settings.
To view NOAA alert messages, press
When the unit is set to travel mode, the NOAA radio will
lock on the channel according to the setting. If the signal
strength is weak, the unit will switch to another channel
that has a good signal. The location will be set to “C0:All”.
Therefore, in travel mode, you will not always receive
relevant NOAA alert messages, but it does mean that
you can receive warning information when you are
traveling outside your home area.

Messages below:

NOTE The 4 “Unrecognized” messages above will
appear when a new NOAA alert message is created and
broadcasted. The unit will not be able to recognize the
message as it is not in the software database.

CLOCK & CALENDAR
To set the time and date, navigate to “Set Clock” setting
mode as shown in the Changing Settings section. The
order of the settings is:
• 12 / 24 hour format, hour, minute, month / day format,
year, month, day and day of the week language
(English, French or Spanish).
To enable or disable the alarm:
• Press MENU until you reach alarm 1 or 2 display.

RADIO VOLUME
To set the radio volume:
1. In the clock display mode, set the radio to NOAA
ALARM
The unit has 2 alarms (alarm 1 and 2). They can be used
together or independently. Alarms 1 and 2 have different
sounds so that you can differentiate them. The alarm will
sound for 1 minute unless it is disabled.

The external speaker jack allows you to connect the radio
with an external speaker system so that braodcasts can
be announced in public areas i.e. schools, hotels, train

VUE D’ENSEMBLE DU PRODUIT
Merci d’avoir choisi la radio portable d’alerte publique de
Oregon ScientificTM (WR 108). Cet appareil fonctionne sur
les mêmes fréquences radios utilisées par Radiométéo
Canada et peut envoyer des messages d’alerte de la NOAA
pour vous prévenir des risques météorologiques et d’autres
dangers environnementaux. Cette radio légère et étanche
aux projections est fabriquée avec des matériaux durables
et sa portée de réception atteint les 64 km (50 miles). Elle
est également équipée d’une horloge numérique et d’une
alarme quotidienne.

Des piles rechargeables sont fournies et peuvent être

terminaison du fil dans l’enfoncement situé en bas à droite

MESSAGES D’ALERTE de la NOAA
CODES UTILISES PAR RADIOMÉTÉO CANADA
Si la Radiométéo Canada émet des avertissements urgents,
un code numérique connu sous le nom d’Encodage de
Message Spécifique à une Zone (SAME) est inclus dans le
message. Ce système de code se compose d’informations
spécifiques incluant la zone géographique concernée et
l’heure d’expiration du message. Le WR108 récupère
et interprète les messages relatifs aux codes SAME et
alerte l’utilisateur. Lorsque les codes SAME d’une région
spécifique ont été entrés dans l’appareil, celui-ci alerte
l’utilisateur des avertissements afférents à la région
spécifiée. Une fois alerté, vous entendrez un message
vocal.
Appuyez sur EXIT pour sortir du mode réglage à tout moment.

A PROPOS DES CANAUX RADIOS
Les canaux de la Radiométéo Canada fonctionnent de
la même manière qu’un canal radio habituel. Toutes les
stations de diffusion de la radio d’alerte météorologique
utilisent une des sept fréquences.
Désactiver la radio en la réglant sur le mode Attente,
Sourdine ou OFF permettra d’économiser de l’énergie.

REGLER LE CANAL RADIO
Pour modifier le canal radio, naviguez dans le mode
réglages « Réglez le canal » et choisissez le canal désiré,
comme indiqué dans la section « modifier les réglages ».
REMARQUE Si à l’étape 2 vous sélectionnez « CO
: All », vous recevrez l’ensemble des mises en garde
correspondant à la portée de réception de l’appareil. Par
conséquent, ceci peut fournir des informations relatives à
des régions qui ne vous concernent pas. La superficie des
régions peut atteindre les 13 km2 (5000 miles2). Si vous
sélectionnez « CO:----», vous désactiverez l’option « ALL »
et recevrez uniquement les mises en garde correspondant
aux régions locales spécifiées.
EMPLACEMENTS
REGLER L’EMPLACEMENT
Vous devez régler l’emplacement de façon à pouvoir recevoir
des informations météorologiques et environnementales
relatives à une région qui vous intéresse.
Vous pouvez choisir l’emplacement en sélectionnant le
code FIPS. Plus de 9 emplacements (1-9) peuvent être
enregistrés.
REMARQUE Une fois que le nom de l’emplacement
est sélectionné, le code FIPS correspondant pourra être
enregistré en mémoire. Vous ne pouvez pas reconvertir le
code correspondant au nom de l’emplacement.
REMARQUE Si vous ne réglez pas un emplacement, la
radio utilisera le mode par défaut « CO : All » pour tous les
comtés.
ACTIVER / DESACTIVER L’EMPLACEMENT
Pour régler l’emplacement :
1.
Naviguez dans le mode de réglages « Réglez
l’emplacement », comme indiqué dans la section « Modifiez
les réglages ».
2.
Choisissez l’endroit où vous souhaitez enregistrer
l’emplacement exemple : C1.
3.
Choisissez un nombre à 6 chiffres exemple : « 000000 ».
(“----“ signifie que l’emplacement est désactivé).
4.
Sélectionnez « FIPS ».
Quand vous sélectionnez « FIPS », vous devez entrer le
code SAME à 6 chiffres correspondant à l’emplacement
que vous avez choisi et appuyez ensuite sur EXIT (voir
la section « Trouver les canaux locaux et les codes
SAME » pour savoir comment obtenir un code SAME).
Vous pouvez activer / désactiver 1, plusieurs ou tous les
emplacements enregistrés.

INTERPRETER LES MESSAGES D’ALERTE
DE LA NOAA
Ce produit est équipé pour recevoir tous les évènements requis
de NOAA. orsqu’un événement EAS est envoyé par le Service
National de Météorologie (NWS), l’un des messages d’alerte de
la NOAA suivants s’affichera sur votre radio : “WARNING” (MISE
EN GARDE), “WATCH” (SURVEILLANCE) ou “ADVISORY”
(CONSULTATIF). L’appareil peut enregistrer jusqu’à 8 messages
d’alerte de la NOAA.
Pour alterner entre le statut de l’emplacement activé
ou désactivé:
1. Naviguez dans le mode de réglages « Réglez l’emplacement »,
comme indiqué dans la section « Modifiez les réglages ».
2. Sélectionnez un emplacement enregistré exemple : C4
et appuyez sur MENU. Puis, lorsque « 000000 » ou «
---- » clignote, appuyez sur
ou
pour l’activer
ou le désactiver et appuyez sur EXIT pour confirmer le
réglage.
En outre, pour vous aider à vérifier si votre radio est réglée et
si elle fonctionne correctement, votre NOAA locale diffusera
un message test chaque mercredi entre 10h et midi, heure
locale. Pour recevoir le message test, veillez à ce que votre
radio soit réglée en mode ON NOAA, en mode Attente NOAA
ou en mode Sourdine NOAA, qu’un canal a été sélectionné
et qu’un code SAME a été programmé. Si vous avez des
questions concernant les tests d’alarme ou si vous voulez
vérifier que l’on a procédé à un test, contactez le Bureau de
la programmation de votre station de radio météorologique
locale NOAA.
MODE MAISON / VOYAGE
Lorsque l’appareil est réglé en mode « maison », la radio
de la NOAA sera bloquée sur le canal correspondant aux
réglages du canal.
Lorsque l’appareil est réglé en mode « voyage », la radio
de la NOAA sera bloquée sur le canal correspondant
aux réglages. Si la force du signal est faible, l’appareil
passera sur un autre canal qui dispose d’un bon signal.
L’emplacement doit être réglé sur « CO : All » (tous).
Ainsi, en mode voyage, vous ne recevrez pas toujours les
messages d’alerte de la NOAA appropriés mais il vous sera
possible de recevoir des informations d’alerte lorsque vous
voyagez en dehors de votre région.

Pour couper le son de l’alarme :
REMARQUE Les messages 4 « non reconnus » cidessus apparaîtront lorsqu’un nouveau message d’alerte
de la NOAA sera créé et diffusé. L’appareil ne pourra pas
reconnaître le message à partir du moment où il n’est pas
répertorié dans la base de données du logiciel.

HORLOGE ET CALENDRIER
Pour régler l’heure et la date, naviguez dans le mode de
réglages « Réglez l’horloge », comme indiqué dans la
section « Modifiez les réglages ». L’ordre du réglage est :

VOLUME DE LA RADIO
Régler le volume de la radio :

L’appareil est équipé de 2 alarmes (Alarme 1 et Alarme 2).
Vous pouvez les utiliser ensemble ou séparément. L’alarme
1 et l’alarme 2 émettent des sons différents de façon à
ce que vous puissiez les différencier. L’alarme sonnera
pendant 1 minute à moins qu’elle ne soit désactivée.
Dans le mode d’affichage de la radio, réglez la radio

(Le volume maximal est 7 / le volume minimal est 1).
CONNECTEUR DU HAUT-PARLEUR EXTERNE
Le connecteur du haut-parleur externe vous permet de
connecter la radio à un système d’amplification externe
de façon à ce que les programmes radio puissent être
annoncés dans des lieux publics, comme par exemple des
écoles, des hôtels, des gares, etc.
Pour régler l’alarme :
Naviguez dans le mode de réglages « Réglez l’alarme »,
comme indiqué dans la section « Modifiez les réglages ».

RETRO ECLAIRAGE

REINITIALISER LE SYSTEME
Le bouton RESET est situé dans le compartiment des piles
de l’appareil. Appuyez sur RESET lorsque vous changez
les piles et lorsque le niveau de performance n’est pas celui
escompté.
• Ne pas jeter les piles usagées dans les containers
municipaux non adaptés. Veuillez effectuer le tri de ces
ordures pour un traitement adapté si nécessaire.
• Veuillez remarquer que certains appareils sont équipés
d’une bande de sécurité. Retirez la bande ducompartiment
des piles avant la première utilisation.
PRECAUTIONS
• Ne pas soumettre le produit à une force excessive, au
choc, à la poussière, aux changements de température ou
à l’humidité.
• Ne pas couvrir les trous de ventilation avec des
journaux, rideaux etc.
• Ne pas immerger le produit dans l’eau. Si vous
renversez du liquide sur l’appareil, séchez-le
immédiatement avec un tissu doux.
• Ne pas nettoyer l’appareil avec des matériaux
corrosifs ou abrasifs.
• Ne pas trafiquer les composants internes. Cela
invalidera votre garantie.
• N’utilisez que des piles neuves. Ne pas mélanger des
piles neuves et usagées.
