European Parliament & Mobility AOUADI Fakhreddine Directorate-General for Innovation and Technological Support ICT in the European Parliament ICT in the European Parliament (DG ITEC) needs to meet two objectives: – Establish and maintain sustainable and highquality service – Deliver ICT products that are in line with the recommendations of the new Lisbon Treaty ICT in the European Parliament DG ITEC is establishing all the necessary initiatives/solutions in view of empowering Members to exercise their mandate. Enhancing mobile communication, connectivity, mobility and interoperability is the key objective of all these solutions. Initiatives supporting Mobility WI-FI This service offer has been designed to provide users with: • Comfort – – – • use of personal or work terminals according to preference a very wide wireless coverage increased mobility, such as the possibility of roaming from zone to zone Optimum service quality – 'helpdesk' assistance in real time • Simplicity – – of use access with automatic authentication for 'internal users' access with manual authentication via a pop-up login • Access to a multitude of information, such as – – access to public EU sites (without authentication) internet access Remote access EPNet portal Terminal Server Mobile Office Username/password Token Token (One Time Password) (One Time Password) (token also possible) + Username/Password + Username/Password Web-based only Any application running on TS Any EP application Client requirements Common web browser Citrix light ICA client + web browser EP Laptop in ‘standard config’ mode Security at the client side Low: few/no control of the Medium to high: no local High : same level as remote browser inside EP Authentication method Type of applications Transport Encryption SSL 128 bits (HTTPS) data at the browser side ; virtual desktop mode ICA 128 bits IPSEC 3DES What about cloud computing ? We are looking beyond the hype and seeing what opportunities and challenges lie in the cloud • Main Drivers: • Efficiency • Agility • Scalability • Business continuity • Pricing • Concerns: • Privacy • Liability (SLA) • Security • Pricing Cloud perspectives Take advantage of different initiatives • CII (Inter-institutional Comity for IT) • UK Parliament Pilot Project Continue to develop on the Cloud Model (Private / Public / Hybrid) • Several services exist today in EP as private cloud model (i.e: Server Virtualisation ) • New services in the context of the mobility • Define rules and governance for Cloud Public usage • Take opportunity of changes to analyse Cloud solutions (i.e.: When Datacenter need to be replaced) Paperless program as a Mobility case Paperless program • Cost savings are only a small part of overall value that a Paperless environment can offer. • Mobility is the intangible benefit from the Paperless program. seeks to replace “theThisfilesprogram drawn up for group and committee meetings by electronic files available for consultation by means of individual mobile device for consulting information in all the language versions available • By automating the business records and documents, these information can be accessed anytime, anywhere from any computer, laptop or mobile device ” Paperless component: eCommittee 1/2 Generic and configurable working tool for committees. Paperless component: eCommittee 2/2 sharing of resources to achieve coherence and economies of scale Paperless component: eMeeting 1/2 A “solution” to enable the following of committee meetings by means of any mobile device. Paperless component: eMeeting 2/2 eMeeting is available for “Any Device” : • Focusing on usage more than on devices • Minimizing cost of implementation • Preserving the native user experience * Beyond technical aspects Even if all technical aspects are covered, User adoption remains a challenge. (every type of users focuses on different aspects) eMeeting pilot phase helped us to establish an adoption maturity model. It now allows us to devise an appropriate adoption action plan, depending on user maturity. Beyond technical aspects Where to put the focus ? (goal: to favor adoption ) Along a Maturity Model Most tablet programs focus on the device (BYOD, security policies) We prefer to focus on usage, on value added to the user and consider the BYOT Conclusion In order to enhance mobility we need to: • Consider the mobility macrosystem. • Progress incrementally and use cloud computing concept as an accelerator. • Serve users to better control devices. • Remember that users well served will spread adoption.
