Russian film company Central Partnership wrapped up shooting on 8-episode spy thriller Extrajuridicial commissioned by

Voronov is under investigation, being charged of kidnapping and

Russian film company Good Story media is preparing the third
season of sitcom Fizruk for TNT channel. Shooting takes place
in Moscow. The series will premiere this fall.
Synopsis: The security director of a major Russian businessman
was fired because of his old fashioned and violent work methods, and started a job as a sports teacher (‘fizruk’ in Russian)
in High school where the daughter of his ex-boss was studying.
But, trying to impress the girl and get his old job back he ended
up behind the bars. Now he has to find the way out.

Russian Dozhd channel in co-production with production centre
Ivan is working on new 4-episode political comedy with thriller
elements entitled Tomorrow. The producers are using the
crowdfunding platform to start filming.
Synopsis: Set in alternative Moscow in 2018 TV series show how
the opposition suddenly wins the presidential and parliamentary
elections. Now main heroes have to find a new Prime Minister,
form the Cabinet of Ministers, fight the corruption, implement
reforms in all the spheres of legislation and much else besides.

now she may be the only one person to put him behind the bars.

Drunken Firm.

methodology to stop binge drinking. He helped others and failed
with himself. But now he will get the chance to change as Anastasiya Grigoriyevna gets the seat of the chief doctor.

Russian film company Mediaprofsoyuz started working on
new TV-drama Once You Step Across The Line commissioned by Russia-1 channel. Shooting takes place in Belarus.
Synopsis: Lyudmila Kolesnikova works as a maid in a hotel,
while her son Pavel goes in for sports, studies well and wants
to make it into the university. Once several hooligans attack
and beat Lyudmila and Pavel so bad that they are taken to the
hospital. Mother recovers consciousness and finds out that her

30 years ago. On September 30, 1985, a group of gunmen

During the kidnapping right outside the embassy, Katkov was
wounded in the leg. The Shiite radicals demanded that Moscow
force Damascus to suspend the Tripoli offensive and close its
embassy in Beirut. To demonstrate that they meant business,
only two days after the kidnapping, Mugniyeh murdered the
wounded Katkov by riddling him with machine gun bullets and
left his body in a Beirut rubbish dump. But after the Russian missile threat against one of the holy cities of Shiism the surviving
three hostages were finally released.

Ukrainian TV channel 1+1 has acquired rights to the feature drama The
Tribe directed by Miroslav Slaboshpitsky. The film received 40 awards
and won Cannes’ Critics Week Grand Prix. The movie has already been
released in 40 territories, including USA, UK, Japan, France, Germany,
Switzerland and Romania.
The Tribe. Deaf mute Sergey enters a specialized boarding school for
deaf-and-dumb. In this new place, he needs to find his way through
the hierarchy of the school’s network dealing with crimes and prostitution, the Tribe. By taking part in several robberies, he gets propelled

Russian 24 Doc channel has acquired feature-length documentary
Last Days in Vietnam from PBS International, which is the sales division of USA public broadcaster PBS. The film was nominated for an
Academy Award. Its premiere is set for the 28th of April, commemorating the 40th anniversary of this complex and harrowing finale to the
conflict in Southeast Asia.
Last Days in Vietnam. Panic gripped Saigon on the 29th of April, 1975,
as thousands of Americans and Vietnamese scrambled to designated
departure points to flee a city about to fall to Communist forces. With
the airport in North Vietnamese hands, mobs swarmed the U.S. embassy, scaling the walls in an effort to get on one of the last choppers
out. Over the course of 18 hours, 70 U.S. helicopters flew 630 rescue
missions evacuating more than 1,300 Americans and almost 6,000
Vietnamese. But in the rush to get out, the U.S. government left behind
$5 billion in military hardware and thousands of Vietnamese loyal to the
United States, many of whom had reason to fear for their lives.

Ukrainian FILM.UA Distribution, part of FILM.UA Group, has sold a
package of titles to broadcasters in Europe and Asia. TV series The
Sniffer, The Bomber, The Werewolf Hunt and Black Sheep were
sold to Thailand. At the same time the first season of The Sniffer headed to Poland, Finland, Vietnam and Republic of Macedonia, and the
second one went to Bulgaria, France (all rights), Estonia, Lithuania and
Latvia (TV rights).
Docudrama Mystical Tales will now air in Latvia, whereas Lithuanian
broadcaster has acquired new seasons of the show. Earlier FILM.UA
Distribution has sold format Mystical Tales to Nova TV channel in Bulgaria while Belgian distributor Crazy Cow has picked up rights to Mystical Tales format for the territory of Benelux, Netherlands, Germany,
Austria, Scandinavia and French-speaking Switzerland.

The Werewolf Hunt. WW2. Nazi-occupied Ukraine. The Soviet High
Command receives intel according to which the Nazi’s are planning
on setting up a command center called Werewolf somewhere on the
territory of Ukraine. This Werewolf is of exceptional strategic importance. A Soviet reconnaissance unit, led by Major Sedov, is deployed
in the area and their assignment is to deliver information concerning
the location of the object and the enemy’s military strength. But it is
not until the group is actually lodged at the lair of the enemy that they
find out the actual aim pursued by the Soviet High Command. This was
nothing but a suicide mission from the start. Major Sedov realizes that
his people are but pawns in a bigger game. The pawns, however, do
sometimes become queens.

Black Sheep. The story is set during the World War II. Seven prisoners manage to escape from the penitentiary and hide in a small village

Distribution and production company Gaumont Animation, division of the France-based studio Gaumont, has licensed the new
version of animated series Calimero to the Russian kids channel TiJi. Being the remake of original 1963 TV series Calimero is
produced by French Gaumont Animation and Calidra with Italian
Studio Campedelli and Japanese TV Tokyo and Kodansha.

Theatrical releases of 99 films took place in Ukraine starting from January 1, 2015. Information on box-office of 57 films was disclosed
by local distributors. The gross box-office of these films totaled $18.16 million. About 7.18 million tickets were sold for these 57 titles.

The prospects of
Ukrainian formats

A significant event for Ukrainian TV industry - conference and screening FORMAT SHOW Spring Edition
was held on the 27th of March in Kiev. Representatives of TV channels and prodcos from Ukraine and
abroad gathered together at the largest Ukrainian private film studio FILM.UA to share their experience
and discuss the current situation on TV content production market, listen to the opinions of their foreign
colleagues as well as to see the latest titles of international formats and learn trends of the industry.
During the opening panel discussion TV Production in Ukraine: Challenges, Features, Opportunities moderated by Ed Waller (C21 Media editorial director), Ukrainian TV market specialists (Olga Zakharova, Director of Strategic Marketing at Media Group Ukraine; Viktoria Liezina-Masliana, Producer of the production
department of Ukrainian holding 1+1 Media; Dmitriy Kitsay, Head of Creative department of STB channel;
Igor Storchak, Head of FILM.UA Distribution; Aleksey Goncharenko, Head of Friends Production) talked
about trends of local and international format industry. The cornerstone of the discussion was the question whether Ukraine is able to change its status of one of Europe’s largest importers of TV formats into a
significant exporter of its own content.
The first word on the rights of the moderator took Ed Waller, who noted that at the present time there has
been some decline in the volume of new television formats acquisitions both in Central and Eastern Europe
and in the whole world. Ukraine is not an exception. Furthermore inner economic and political problems
caused large scale depreciation of the national currency. It influenced a lot the financial strength of Ukrainian TV channels that were forced to diminish their programming budgets and dramatically cut the quantity
of content acquisitions (including non-scripted TV-formats licenses).
General producer of the production department of Ukrainian holding 1+1 Media Viktoria Liezina-Masliana
insisted that the best strategy for Ukrainian TV channels and production companies now is to start developing their own formats. This is the line which in fact 1+1 Media started with their own experience.
The head of creative department of STB channel Dmitriy Kitsay sustained this point of view and said that
Ukrainian channels gained good experience from the last five year period of adaptation of TV formats and
now understand the format business peculiarities and are ready to create the new ones by themselves.
In turn, Igor Storchak, the head of FILM.UA Distribution, said that Ukraine has already got the experience of selling its local formats. Ukrainian emerging format market has already gained an ambitious goal:
for the first time the local format series (The Sniffer, produced by FILM.UA) had been sold to European
broadcaster TF1 (France) and its production has already launched, as well as Mystical Tales (FILM.UA’s
docudrama) was also bought to Hungary and Bulgaria as a format. Storchak also mentioned the successful deals on Star Media`s format Go Dance and the international success of Crack Them Up produced
by Studio Kvartal 95. Moreover we should not also forget the reality format Daddy’s House (Ukr. Hata na
Tata) that was sold to Poland, and original format of the most successful Ukrainian TV show Take the Mike
(Ukr. Karaoke na Maidani) was picked up for international distribution by Eccho Rights after UA Formats
catalogue was presented at KIEV MEDIA WEEK in 2014. Ukrainian original formats have been also sold to
Russia and other countries of the region.
At the same time, according to Storchak, there are two main trends in Ukrainian TV business – decrease in
demand for foreign formats and reduction of budget for foreign content acquisitions in favor of developing
local stories.
Following the opening panel discussion Anne Kirsipuu, FremantleMedia format sales director CIS & Baltic
States, presented Global Format Industry Trends Report to FORMAT SHOW Spring Edition attendees. One
of the most remarkable trends of 2014 was the decrease of the quantity of the so-called ‘travelling’ nonscripted formats, i.e. the whole number of the formats, which had been sold for adaptation to at least two
new territories. The sales peaked in 2011 when there were 119 travelling formats, comparing with the 88
in 2014 (just as in 2008-2009).

Switching the focus of discussion back to Ukraine, Media Resources Management analytics counted that
totally 141 new non-scripted formats have been acquired and adapted during last 10 years by 6 major
Ukrainian TV channels (Inter, STB, 1+1, Ukraine, ICTV and Novy Channel). The notable increase in the
quantity of formats’ acquisition was observed in 2006, the peak of format adaptations was reached in
2011, followed by the recession period.

The recession period is caused by the self-identification of Ukrainian TV channels — they finally defined
their line-ups structures and found demands of their target audience, so many purchased formats were
prolonged for further seasons as well as broadcasters started experimenting with their own original TV
shows creation.
Game-shows, reality and talent-shows are among the most frequent adapted non-scripted formats by
TOP-6 Ukrainian TV channels.

International format hits lead the TOP-10 of the most successful shows of Ukrainian TV: The Voice, XFactor, Got Talent, Wife Swap, The Bachelor, etc. These shows were aired with 5 and more seasons, performing the highest TV ratings.
Ukrainian Television industry faced the new challenge: the audience became more demanding, being offered the whole variety of new formats simultaneously. Format adaptations decreased their life period to

2-3 seasons on air and were closed, being considered unsuccessful. To keep the viewers involved, TV
channels are challenged to surprise them with new content of exceptional quality. Ukrainian adaptations
of The Voice and X-Factor are acknowledged as the most successful ones in the world.
But Ukrainian television is well-known not just for international formats’ adaptations. The original Ukrainian formats have been launched successfully and aired for number of seasons in a competitive environment. Of course, any show has to be unique and extra-creative to be aired by Ukrainian TV channel in the
present market context. So, if original ideas lived that long - they are worth to be discovered by the world.
This exact idea became the fundamental reason for UA Formats catalogue appearance. Moreover, despite
several cases of successful formats sales, format distribution market in Ukraine has not been developed.
There are at list 20 original formats created in Ukraine, which have been mostly sold to post-Soviet territories and have never been presented to the international media market. Ukrainian formats have never been
collected, organized and presented to international audience at global market level before.
Iryna Kostyuk (producer, FILM.UA Group) was the initiator of UA Formats catalogue creation. The largest
players of the Ukrainian media market supported this idea and for the first time in Ukrainian history their
shows had been united ‘under one roof’, in the first united catalogue of the most successful Ukrainian
formats.
Fresh ideas
The important part of FORMAT SHOW Spring Edition conference was the final round of SMALL WORLD.
BIG IDEAS contest. Its Judging panel, consisting of Ukrainian and international TV industry experts, have
selected five Finalists. The TOP 5 was defined among more than 70 submitted ideas of non-scripted entertainment TV formats. The Judging panel choice was made according to the contest main selection
criteria: innovation, creativity/originality, potential to develop multiple series, potential to travel around the
world as a format, potential to become cross-media and multiplatform format.
SMALL WORLD. BIG IDEAS Finalist were:
Tasty Adventures (by Aleks Komarovskii, Ukraine). The show host arrives in one of the grocery supermarkets and chooses two characters of the show from supermarket visitors, who are going to celebrate
something and have a dinner or party. The host proposes them to spend only 2 hours not investing a cent
to get an opportunity to win the grand prize – a delicious menu for the celebration and drinks for 20 persons. The sponsor’s cookery (supermarket chain) will prepare all the dishes from the characters’ menu,
besides the winner will get several more valuable prizes for their kitchen. To that end, they are to get into
5 specific Tasty Adventures. The characters will have to learn how to quickly sell the goods to passers-by,
taste things with their eyes closed, prepare meals within a limited time, look for alcoholic beverages in cars
on parking etc.
The Maze (by Olena Sibiriakova, Ukraine). It is a global quest in a huge Transformer Maze with 16 teams
involved. Each maze has a Sacred Room. Will a team of players be able to reach it in due time? From now
on the victory depends on their dexterity, intuition and TV viewers. Each episode consists of a competition
between two teams (4 players in each) and two consecutive peculiar quest routes. Each route consists of
three rooms styled in a unique way, which have 3 doors, but only one of them will show the team the right
way. Together with TV players the teams undergo tests, solve riddles hidden in the room and guess which
one of 3 doors is the right one. With every next room, tests become more and more difficult…
Holiday Exchange (by Nadezhda Dyagileva and Victoria El-Muallya, Russia). Two persons from different
countries and cities exchange their houses for the time of holidays. The first character is local, he/she is
from the country where the program is broadcast. The second one is a foreigner. Over two days they live
each other’s lives: meet friends and relatives of the one, whose apartment is used, learn their habits and
try favorite leisure activities. And, for sure, they do a lot of sightseeing. Each new episode involves new
characters and new cities.
Marriage 3.0 (by Yana Chernukha, Russia). By drawing lots three couples that are going to get married
receive one of the three budgets: small, mid-sized and big. During a week they should invent and organize
a unique wedding party, staying within the budget, and at the final show in the studio to present in the form
of a storyline what they have managed to do. The programme psychologist helps the couples understand
their relations and solve conflict situations. The comments of relatives and friends help to get known better

the characters. At the second stage the same couples raffle 3 budgets and this time they make renovation
in their bedrooms. The result of interior makeover in the form of a storyline they also present to the audience in the studio, that assesses the couples based on three criteria: idea, implementation and relations.
The points of two stages are summed up. The couple that wins receives a wedding journey as a prize.
SMALL WORLD.
BIG Ideas winners
Star Races (by Pavel Peleshok and Nana Suhanova, Ukraine). The participants of this show are celebrities, who step out to a racing track. They fight for a prize and find out who is in fact the star in driving among
them. They learn how to drive professionally, overcome obstacles and make fresh gains – they become
car racers. In the course of 10 episodes the contestants should learn car racing nuances from scratch.
6 contestants take part in the show: 3 males and 3 females. All contestants are trained by their coaches,
who are indisputable car racing professionals. The participants are not eliminated after each round. All
contestants collect points in every episode race, passing through all stages. This makes it possible for a
team to get better results in the next episode and catch up with a competitor.
It stands to mention that celebrity reality format Star Races (working title) became the winner of SMALL
WORLD. BIG IDEAS contest, and its creators were granted a very special prize from the project partners
– MIPTV (participants’ badges to attend MIPTV and MIPFormats 2015) and Small World IFT (worldwide
distribution of the winning format, presenting it at all major television markets globally).
Taking into consideration all the aforesaid as well as challenging circumstances that Ukrainian TV business is currently facing with, it’s quite obvious that Ukrainian television and content markets are in the eve
of great changes. And who knows – quite possible that the boost of local creativity and its international
recognition are around the corner.

This year Kazakh National Television News Agency ‘Khabar’ celebrated its 20th anniversary. In an exclusive interview to CIS: Content Report its programming director Sandugash Rakhimzhanova told about
the Khabar achievements, local production volume increase, acquired content value formation and the
geography of broadcasted programs.
How would you characterize the present state of Kazakhstan TV market (not its technical infrastructure or advertising aspect, but rather in the context of content)?
Considering the viewing ratings the best performing is Kazakh-produced and Kazakh-speaking content.
Locally produced programs are the most-searched – people love talk shows devoted to real problems and
characters, who speak the same language with the audience. As for musical-entertaining shows viewers
prefer Kazakh stars instead of those from Russia or abroad. And I think that this trend will be one of the
dominants in future. If you recall the Russian experience, than the content replacement from the imported
to locally-produced one is unavoidable. Within the last 2-3 years we have replaced the most of foreign
line-up. Actually, more than 80% of content is locally-produced now – TV series, factual, entertaining and
news programs.
What content is the most popular with Kazakh viewer? What genre preferences? And which programs prevail on Khabar? How does your broadcasting schedule is formed?
You won’t be surprised, obviously, if I say that the viewer has become more selective – if he/she doesn’t
like some program then quickly switches it. The person in front of the screen definitely understands the
content, chooses the suitable time, orients on the picture quality.
The target audience of our channel is adults aged 30+, coupled, socially active. Men prefer news programs and feature films, women – TV series, concerts, talk shows. But everyone likes music-entertaining
and comic genre content. Of course, if there is a demand for entertaining programs, we put them in prime.
The line-up is horizontal on working days and vertical on the weekends.
Who is the one that conducts the ‘genre policy’? Who should approve the content to put it on air?
As long as Khabar is the government-owned channel, we have to work on the public communications
policy. Still, the viewer is in the first place and we offer content of different genres. General producer and
programming director are responsible for TV program launch, and we base our conclusions on research
data and the sixth sense. It refers to everything – the program concept, in-house projects, content licensing etc. All projects are reviewed by the creative committee.
Do you produce original programs by yourself or commission them from the contractors? What
prodcos do you work with?
For several years we’ve worked with different production companies, and most programs are made by the
third parties. But news programs are too important for the channel, so we produce them in-house. They
take about 6 hours of daily broadcasting time.
Tell us about your production base – stages, shooting equipment, dubbing and editing studios…

Several years ago Khabar started broadcasting from Kazmedia Center – modern business and technological complex for the full cycle of works in the sphere of digital media. Khabar takes on lease its stages
and editing rooms to produce news programs and talk shows. At the same time the channel has its own
dub studios, as well as filming and lightning equipment.
Talking about your in-house produced programs, what does prevail – foreign formats adaptations or original ideas?
They are mostly original shows because you have to take into account the market conditions – viewers’
mentality, their preferences. But we do cooperate with foreign format distributors – some formats we have
successfully launched already, and soon we will make another big hit.
