I. Introduction
1. Preface
The first 2016 Cheongju World Martial Arts Masterships will be held in
Cheongju Chungcheongbuk-do, Korea from 2 to 8 September 2016. The very
first edition of this event is under the theme “Harmony of the World Martial
Arts” which is expecting continuous growth to the best martial arts
competitions around the world traditional martial arts which will be
following Olympic movement.
The publications are made in both book and electronic file format which is
containing technical information of 2016 Cheongju World Martial Arts
Masterships in both Korean and English. Also, the publications contain
relevant services, brief introduction of Chungcheongbuk-do the contact
information of Martial Art organization.
It is such an honor to provide technical hand book prior to the opening of
2016 Cheongju World Martial Arts Masterships, hope this hand book would
perform important function for all participants in 2016 Cheongju World
Martial Arts Masterships.

1.2 Slogan

1.3 Emblem
A symbol of harmonized union site by gathering
in the hometown of martial arts, Cheongju-si,
Chungcheongbuk-do, the heart of the Republic
of Korea.

1.4 Mascots
Symbolize dynamic movements of martial arts
and the martial arts moves and articulate six
continents by hair color
Moodori & Yesoori come from Moo and Ye of
Moo Ye, which means martial arts.
Pose with brightness and confidence, pursuing
a global festival.
2. Accreditation and Approval
Participants, who submitted entries and paid entry fee, shall be given
approved Accreditation Card (AD Card). Every participant must possess the
AD Card all the time, and should show the AD Card in case of entering
Competition Venue and Athletes Village for the identification.
Accreditation Centre will be located in Cheongju Sports Stadium. To issue
new AD Card due to lost or damage, application form must be submitted.
Passport is essentially required for the identification to issue new AD Card.
3. Immigration and Visa
Exclusion to the entry without visa based on the agreement of visa
exemption, visa issuance to the concerned embassy or consulate at least 60
days before entry. Organizing committee will provide visa invitation letter to
the participants after receiving invitation application with confirmation of
the head of the association by 30 June 2016 for smooth progress.

4. Transportation Service
4.1 Arrival and Departure
Shuttle bus will be provided to martial artists and team officials according to
the information of arrival and departure flight schedule.
4.2 Competition Venue
Shuttle bus will be provided between accommodation and designated
competition venue for each event to martial artists and team officials
depending on the competition schedule.
4.3 Training Venue
Shuttle bus will be provided between accommodation and designated
competition venue for each event to martial artists and team officials
depending on the training schedule.
4.4 Observation
Shuttle bus will be provided to martial artists and team officials for game
observation as well. The members who wish to observe team game have
priority.
4.5 Luggage
Basically, the luggage should carry to the bus by each personnel. A
supplement bus to the destination will be dispatched in case out of the space
for an overloaded.

5. Accommodation
Martial artists and team officials will be stayed in designated accommodation
which is located in Cheongju-si surrounding area as Athletes Village. The day
of Check-in to the Athletes Village would be 2 days prior to the competition
check-out the day after competition. For safety security, an after access
accreditation procedure will be needed.
6. Media
6.1 Press centre
The press centre will be set up in the main stadium (Cheongju Sports Stadium)
to support interchanging between martial artists and media, interview
activity at site and control requests and providing convenient space.
6.2 Interview & Photo Zone
An interview and photo time with martial artist after awarding ceremony will
be provided. In case of any unexpected situation arises and the meeting with
media in awaiting room in right after awarding ceremony. The Interview will
be interpreted in English and Korean.
7. Medical Service
Medical room will be set up in all stadiums where medical experts & ambulance
stand by, and provides emergency evacuating service while a medical
treatment required or needed at site during the competition opens.

8.2 Chungcheongbuk-do in Brief
Chungcheongbuk-do Introduction
The only inland city in Korea, the Taebaek mountain is located at its northern
side, Sobaek mountain is located at its eastern side, Charyeong mountain is
located at its northwestern side, those all pass through Chungcheongbuk-do
and its west side is hill land and plain; Chungcheongbuk-do is south high
north low type basin region.
It is located in between Seoul and Honam District, the national highway,
Gyeongbu Expressway and Jungbu Expressway are all passing through
Chungbuk, Gyeongbu line is passing through its west side, centerline railroad
passing through its northeastern side, and Chungbuk line is running from
northeast to southwest, therefore, it is located at the place with importance
of transportation.
It is warm temperate climate where it is hot and humid during the summer, it
is cold and dry during the winter. Each 4 seasons are quite clear and shows
features of continental climate which are not easy to see. Average
temperature of the year is 13.6℃, the lowest temperature is -5.3℃, the highest
temperature is 29.7℃, and annual average precipitation is 1,100mm.
The brand slogan of Chungcheongbuk-do " Chungcheongbuk-do, the land of
life and the sun" not only represents the future growth engines of
Chungcheongbuk-do which are Bio Valley composition and Sola Vally
composition, but also creates the brand value, as well as to become the center
city of Korea.

Transportation
Cheongju-si is a district of well-developed transportation, like Gyeongbu
Expressway, Jungbu Expressway are passing through, gyeongbu line is
running at southwestern side, centerline railroad is running at northeastern
side, and Chungbuk line railroad is running from northeastern side to
southwestern side. There are Cheongju International Airport which opened
at 28th April 1997, KTX Osong station is a domestic unique high-speed
railway junction station.

127°28'∼128°28', latitude 36°1'∼37°20'.

As of February 2016, 843,586 (including registered foreigners) people and
337,349 household live in Cheongju-si. As a provincial capital, Cheongju-si is
not only hub of administration but also hub of politic·economy·education
·culture.
Tourism Resources
Various attraction and famous tourist site; like CheongNamDae, Unbo’s
house, Cheongju National Museum, Nangae traditional instrument Museum,
Wine Korea, Songnisan National Park, Beobjyusa temple, Suanbo spa,

8.3 Cheongju-si in Brief
Cheongju-si Introduction
Cheongju was the land of Mahan during Samhan period, it had been called
Sangdanghyeon(Nangbiseong or Nangjagog) during Baekjae period. Because
of geographical importance it became the center of district administration. It
started to be called as Cheongju in Taejo of Goryeo 23 years (940 years), and
the world oldest Metal type-printed book (Jikji) was published at King Woo of
Goryeo 3years (1377 years).

Transportation
Gyeongbu and Jungbu expressway and Chungbuk line railroad, and is a
well-developed in transportation where possess Cheongju International
Airport which opened at 28th April 1997, KTX Osong station which is

Cheongju-si is inland city located in the middle of Korea. Area of Cheongju-si
is 940.3㎢. Cheongju-si is located at longitude 127°29' 24", latitude 36°38'
14", to the south 128km away from Seoul. Daejeon, Cheonan, Goesan, Boeun
are located within a 40km radius.

9. Weather Condition
Geographically, Korea is located at Far Eastern area on the northern
hemisphere with temperate climate which shows 4 seasons - Spring,
Summer, Fall, Winter-clearly. The climatic condition of Cheongju is the
following.
Cheongju-si has temperate continental climate, therefore during the summer
hot and humid southeast and southwest wind blows, during the winter cold
and dry northwest wind blows. Average temperature for the year is 12.7℃,
annual average precipitation is 1387mm, and dry season and rainy season
are quite clear.

The Tong-Il Moo-Do competition will consist of 11 events such as 6 men
events, 3 women events and 2 mixed events. (Combat &Demonstration)
Each National Federation or Association can enter 9 martial artists such as 6
men martial artists and 3 women martial artists (no weight category).
1 men or women martial artist can participate in Demonstration (Poomsae)
individual event, and 3 martial artists can participate in team event. Martial
artists who participate in Combat can also participate in Demonstration
(Poomsae) and additionally, a martial artist can also participate only in
Demonstration (Poomsae) event.

6. Competition Rules
The Tong-Il-Moo-Do Competition shall be conducted in accordance with the
rules and regulations of World Tong-Il Moo-Do Federation (WTMF). In case
of any disagreement in the interpretation of the rules and regulations, the
English version shall prevail. Any unforeseen cases not covered by the
regulations and rules shall be resolved in accordance with the rules and
regulations of WTMF.
7. Competition Format
7.1 Competition Method
The Combat event will proceed with using elimination round system and the
Demonstration (Poomsae) event will proceed according to only one
performance and make a result.
7.2 Duration of Match
The Combat match shall be 2 rounds of 2 minutes and there will be 1 minute
of rest between rounds.
The Demonstration (Poomsae) match shall be within 3 minutes for individual
event, within 5 minutes for team event.
8. Sport Entries
8.1 Eligibility
- The martial artist who is commensurate with rules of WTMF is eligible to
participate in the 2016 Cheongju World Martial Arts Masterships.
- The participating martial artist must be affiliated member of WTMF.
8.2 Entry Timeline
- Entry by Number - Deadline: 24:00 22 July, 2016. (Korea Time, GMT +9)
- Entry by Name - Deadline: 24:00 30 July, 2016. (Korea Time, GMT +9)

8.3 Entry Policy
- Individual: Each National Federation or Association can enter 1 martial
artist for Demonstration (Poomsae) individual event, and 3 martial
artists for Demonstration (Poomsae) team event.
- Total: Each National Federation or Association can enter maximum of 13
martial artists. 6 men martial artists and 3 women martial artists
for Combat event. 1 martial artist for Demonstration (Poomsae)
individual event, 3 martial artists for Demonstration (Poomsae)
team event. There is no limitation on weight category.
※ Martial artist who is at least 16 years old is able to participate.
※ The number of officials per each National Federation or Association is
not
able to over 50% of the number of martial artists.

9. Technical Officials
9.1 Technical Delegate
Technical delegates for 2016 Cheongju World Martial Arts shall be appointed
by World Tong-Il Moo-Do Federation and approved by 2016 Cheongju World
Martial Arts Masterships Organizing Committee.

9.2 Jury & Appeal Commission
The necessary Technical Officials (Chairman, Umpires, judges etc.) and
Appeal Commission shall be appointed by World Tong-Il Moo-Do Federation
and approved by 2016 Cheongju World Martial Arts Masterships Organizing
Committee.

11. Protests and Appeals
Protest and Appeals shall be conducted in accordance with the regulations
for the 2016 Cheongju World Martial Arts Masterships’ Technical
Commission.
Any disagreement on decision of judge or appeal regarding other issues shall
be submitted by representative of National Federation or Association.
Objection shall be made within 30 minutes after occurrence of case. Appeals

commission shall make a decision after investigation, and once the decision
is made, it cannot be reversed. However, the disqualification of individual or
team caused by violation of the rules & regulations is an exceptional case. In
this case, Court of Appeal shall make decision. All protest and appeals must
be submitted as the document format.
Protest shall be deal with in accordance with the rules and regulations of
WTMF. For all protests 100 USD or its equivalent are required as a deposit.
Any protest without deposit will not be accepted.
12. Equipment and Clothing
Competition equipment shall comply with the International Standard in
accordance with the Rules and Regulations of WTMF. Martial artists are
required to use his/her equipment (gum-shield and shin-foot protector) and
clothing with the International Standard. Martial artists are required to wear
the clothing of National Federation and Association.
13. Victory Ceremony
The Gold, Silver and Bronze medals are awarded to the top 3 martial artists.
Bronze medal shall be awarded to two martial artists of Combat and one
team of Demonstration (Poomsae).
Fifteen minutes before the victory ceremony, the medalists shall be escorted to
the waiting area to for the ceremony. Medalists must wear the uniform of
National Federation or Association. Korean and English simultaneous
interpretation will be conducted.
14. Media Interview
At the match, martial artists must exit through the Mixed Zone. All martial
artists must pass through the Mixed Zone before exiting the range. Martial
artists should attend press conference or interview upon requests.

15. Sport Information Centre
Detailed information for each event shall be available at the Sport
Information Centre (SIC). The SIC shall be located in the venue and the
Athletes Village.
16. Technical Handbook Approval
All information contained in this Technical Handbook was correct at the time
of publication on 12th August 2016. However, please note that these details
may change between now and the Martial Arts Competitions. Each nation
team is advised to check from the Competition Manager or TD for important
updates on topics such as the qualification criteria and the competition
schedule.
