Final Product of the Project: Policy recommendations for APEC economies as to how to overcome the impediments to tourism growth and how to take advantage of the potential business opportunities tourism growth presents. UNDERSTANDING the BIGGER PICTURE 1 Project Scope • Review previous impediments reports p p p • Assess OECD, UNWTO, World Bank, World Economic Forum data • Engage with economies and private sector to assess growth and constraints to that growth • Identify priority areas for action • Recommend a path for action by APEC TWG and R d th f ti b APEC TWG d economies UNDERSTANDING the BIGGER PICTURE Our Approach • • • • • • We have reviewed previous impediments reports We are assessing existing data on APEC tourism We have surveyed APEC economies This workshop will engage the TWG We will then interview private sector interests We will prepare a draft report for the TWG reference group • We will finalise the report for acceptance and implementation by the TWG UNDERSTANDING the BIGGER PICTURE 2 Previous Impediments Work • Three in depth studies carried out: 2003‐2008 • Key findings: y g – Visa programmes, Business development constraints, Labour market issues, Aviation issues ( lack of open skies policies) Foreign investment restrictions , taxes and insurance issues. – Low importance within governments, investment restrictions, safety and security, biosecurity ( post September 11 2001, SARS, BSE, Avian Influenza), low infrastructure investment, taxes, environmental issues, travel advisories. – Work visa issues, safety and security, infrastructure investment, cultural exploitation, natural environment in policy making. Use a programme approach to build the blocks of APEC wide skills APEC wide skills development and training. As partners to implement common information base for tourism information in all APEC economies – can we help others and coordinate to get better knowledge, e.g WTTC 10 year forecasts? • TSA’s – support and training • Tourism Flows information • Regional forecasting ‐ leading to individual economies forecasting • TWG to drive this as a core of its policy programme.
