They must be clear. Any team member found in breach of this clause shall at the entire discretion of RAC Spa be immediately removed from the Venue and as such prevented from taking any further part in the Event. In such circumstances RAC Spa shall not be liable to the Club and Promoter for any costs or refund of fees which the competitor may claim. As Landowners or leaseholders RAC Spa reserves the right at any time to evict any person or team from its Venue. RAC Spa will hold the Customer responsible at all times for ensuring that competitors are aware via the final regulations that any breach of this clause will result in the removal of team members from the Venue. In the event of a breach RAC Spa will notify the Customer of the team concerned and the Customer will then be responsible for removing the offending team member/s from the Venue. A team who commits such an offence on the evening after an Event may be restricted from practicing at the Venue where the offence was committed for a period of one year from the date of the offence. The Customer undertakes to ensure that all Nominated Areas are vacated immediately following the Event. The pit garages and front main paddock areas must be clear and unobstructed by 12 midnight on the final day of the Event, the back paddock and entire site must be vacated by 5pm on the day following the final day of the event. Any instance of non-compliance with the above that is deemed by RAC Spa to be in any way detrimental to its business shall result in the removal by RAC Spa of the obstructions(s) at the entire expense of the Customer and at the entire risk of the owner(s) of the obstruction(s). The Customer agrees that RAC Spa may levy a fee equal to € 1000 per hour or part thereof for any failure to comply with this Clause. You can affix advertising around the track (only rigid panels) or flags in the paddocks and above the pits but you must be aware that the local authorities of Stavelot and Malmedy enforce a tax of 0,1€ per dm² (i.e. 10€ per M²). If you decide to advertise your products anyway, the payment of this tax will be on your responsibility. If you wish to affix advertising around the track, you must use rigid boards and you need a written authorization of the organiser. 3. The timekeeping system selected by RAC Spa is AL KAMEL (www.alkamelsystems.com) will include a conventional manual system and an automatic system. Each vehicle will be equiped with a transmitter-receiver identification device (yellow or black box) provided by the organiser, if the car is not equipped with this appropriate equipment. Do not forget to provide a list with all cars equipped with transponders and their codes. Competitors are reminded that the holder must be secured with the utmost care. The latter must remain easily accessible during the whole event in order to enable the replacement of the transmitter. IMPORTANT: The borrowed transceiver must be given back to the organiser at the end of the meeting. A deposit of 450 € will be asked to the team. 4. For all the manufacturers and their teams : In these green times, we remind you that used oils must be transferred into special blue tanks forseen to that effect (marked with the acronym “oil”) and not in dust bins. The police will draw up a written statement against any offender. Teams who do not use a pit garage, with their substructure settled in the paddocks, will have to place a protection on the ground to avoid oil or fat stains, or other polluting substances on the asphalt for example. Plastic tiles are not enough, teams have to add a plastic tarpaulin. Each ground pollution noticed will be invoiced 100 €. Note that it is strictly forbidden to use the track outside the official timing. Any driver using the track in that case will be excluded from the event – remind it to your drivers! From Friday 07.00 and until Sunday evening, the circuit may only be used clockwise even if you are coming from Les Combes and that you want to enter the paddocks ! The Ster tunnel will be closed from Friday evening. Entry and exit will be matured by Blanchimont 24h/day and by La Source from 07.00 to 22.00. Please remind your teams that any test on the circuit (even with a private car) is forbidden before and after the official sesions. The Police is checking any infringement. Any Gas deposit is forbidden. 5. Pit garages For Supercar Challenge and Formula Renault 2.0 NEC : F1 pit garages at disposal. The key of your pit will be available at the paddocks office. You will be asked a deposit of 250 € for the key and for any possible dammages in the pit. This sum will be refund to you on Sunday 14.10.12 after the examination of your pit garage by a member of the organisation. The renting of the pit garage is included for Formula Renault 2.0 NEC. The renting of pit garages for Supercar Challenge is 265 € tax included. ATTENTION : return of the key and deposit following check-out hours, to be communicated later. However, if important damages are proved, and invoice for the repairs will be notified and deposit kept. 6. Endurance and F1 pits, as well as signalling walls, have connections with the internal cameras system covering the whole circuit and the timekeeping. 7. Tyres and fuel barrels Old tyres or empty fuel metallic barrels left in the paddocks by teams and their suppliers will be charged 10 € each. 12. Recommendations of the firemen Please follow the recommendations of the regional service of firemen of Stavelot. See appendix : fire precautions 13. Security Our security guards will be present in the paddocks during the whole meeting. Nevertheless, we do not guarantee the supervision of the pit garages and their contents. Teams are responsible for locking them. The organiser assumes no responsibility for loss or theft. 14. Noise restrictions Racing Festival® is a category B event, limited to 118db max (measurement taken in dynamic mode at 15 meters from the middle of the track). However, each serie must respect the noise limit of its own technical regulations. A warning will be given to the driver when the La, max (15m) indicator exceed the upper limits. After 5 times, the car will be excluded from the meeting and 250 € / car / session will be invoiced, on behalf of the Spa-Francorchamps circuit, to the relevant serie. A 30km/h speed limit is in force in all areas of the Venue, except the Paddock where a 10 Km/h speed limit is in force. Scooters are permitted on the venue, where the rider holds the appropriate licence. Mini Moto’s are NOT permitted on site. Passengers are not permitted to ride on quads, unless the quad bike is specifically designed to carry passengers. Riding on trailers is strictly prohibited. Tail lifts must be left either up or down. Unless competing, no persons under the age of sixteen are allowed in the pit lane at the Venue. Children must be accompanied by an adult at all times. The Customer must make every effort to ensure that all waste oil is placed in the bunded containers provided and not the refuse bins, and that all used tyres are removed from the site for safe and legal disposal. Should RAC Spa deem the efforts to a low standard, then RAC Spa shall be entitled to charge the Customer for any cost incurred in disposing of such items. The Customer will regularly monitor and check teams in the paddock and pits to ensure safe working practices in accordance with the Governing Bodies’ Regulations or guidance notes or any relevant statutory provision or published guidance which may be imposed from time to time and any directions from the Events Manager or her deputy. Particular attention should be given to team fire precautions and fuel storage and to the general safety of any person within the Nominated Areas, as well as the Paddock & Garage Rules, which are displayed in every garage. No marking of the Circuits or Nominated Area will be permitted and for the avoidance of doubt such surfaces shall include but not be limited to the circuits, the paddock and pit garage floors. The Customer agrees that it will use best endeavours to ensure that no hospitality, including the holding of barbecues, takes place in the Nominated Areas during the events without RAC Spa’s prior written consent. Race Teams found violating this condition will be subject to pay immediately liquidated damages of € 1,000 +VAT. No animals are permitted into the Venue (with the exception of guide, hearing or caring dogs by prior arrangement). The Customer shall not, without RAC Spa’s prior written consent, organise or permit firework displays, discos, concerts, other loud music or any other thing or event which could constitute a nuisance or annoyance to other persons at or near the Venue. It is an offence to smoke in enclosed public spaces, work places and company vehicles. As such the following areas are now No smoking. The Customer can be fined € 750 if they allow persons to smoke. Individuals will be fined € 450 if caught smoking. Racing Festival ® 2012 Règlementation Publicité La publicité (voiture et vêtements) doit respecter les règlementations du RACB Sport. Toute publicité ou action promotionnelle ou de relations publiques est sujette à un accord préalable du comité organisateur. Toutes les zones du paddock sont exclusivement destinées à une utilisation sportive et non à l’organisation de relations publiques, de lunches pour les sponsors, de réceptions d’invités, d’espaces réceptifs, etc. Toute infraction a cette règle sera passible d’une amende de 125 € / m². Seule une autorisation du comité organisateur peut être prise en considération. Toute publicité aérienne, toute action publicitaire ou promotionnelle ayant lieu dans l’espace aérien situé au-dessus du périmètre du circuit est aussi strictement interdite sans une autorisation préalable du comité organisateur et, le cas échéant, sujet à l’autorisation expresse des autorités locales concernées et de la Direction Générale Aéronautique. Toute prise d’images de la course parmi et/ou en dehors des voitures participantes sont soumises à l’accord préalable de l’organisateur. De même, toutes les images prises et/ou produites lors de l’événement sont et resteront la propriété de l’organisateur, sauf accord préalable de l’organisateur. Les productions d’images, retransmission, copies sur internet sont interdites, sauf accord préalable de l’organisateur. Tout film télé, photos et similaires pris par les journalistes, photographes et cameramen resteront la propriété exclusive de l’organisateur/promoteur, sans tenir compte de leur auteur. L’organisateur/promoteur de la course et ses sponsors institutionnels se réservent le droit d’utiliser les noms, portraits (photo et télé) et les résultats des pilotes participants au meeting, aussi bien en Belgique qu’à l’étranger, à des fins promotionnelles et publicitaires, sans avertissement ou paiement. Les concurrents, leurs représentants et leurs sponsors sont avertis que la loi Belge interdisant la publicité et le sponsoring sur les produits de tabacs, comme déterminé par le roi le 10.02.1998, est d’application stricte. Ils doivent donc s’y conformer parfaitement. L’organisateur, le promoteur, ainsi que chaque personne touchant de près ou de loin à l’organisation de l’événement déclinent toute responsabilité quant à l’application de ceci comme résultat du premier nommé et des sanctions qu’il pourrait causer. Racing Festival ® 2012 Advertising Regulations The advertising (cars and clothes) must respect the RACB Sport regulations. Any advertising and promotional action or of public relations must be the subject of a written prior agreement from the Organising Committee. All the places allocated in the paddocks are only of sporting vocation, to the exclusion of the organisation of public relations, sponsors lunches, guests’ reception, hospitality units, etc. Any infraction of this rule leads to a fine of 125 € per m². Only a dispensation of the Organising Committee can be taken into consideration. Any aerial advertising, any advertising or promotional action taking place in the air space located above the circuit perimeter, is also strictly forbidden without prior agreement of the Organising Committee and is, in any case, subject to express authorisation of the concerned Local Authorities and the Aeronautics General Direction. Any pictures picking up of the race in and/or outside the participating cars are subjected to a prior agreement from the Organiser. Just as, all the pictures picked up and/or produced on the event are and will remain property of the Organiser, except prior agreement from this one. The person in charge of podium ceremonies of each serie can meet him to discuss the procedure of the ceremony. Podium ornament A) Rostrum & dais The RAC Spa will set a podium background. The RAC Spa will provide a board with the name of the serie, if the serie does not have its own board. It will be hung up at the fence in front of the rostrum. The serie can place a podium background, but it must be made in accordance with the RAC Spa. Holes are totally forbidden. Trophies and champagne will be laid out on a single table on one side of the podium. B) Flags Olympic games style “flat flags” will be used. There must be a minimum space of 50 cm behind the podium structure for the flag men. C) Floor The podium and steps will be covered with green carpet. D) Storage room A storage room will be at the series’ disposal to store the trophies. Anthems A suitable sound system will be installed so that national anthems (initiated by the master of ceremony) are clearly heard. When the champagne shower begins, music will be played. This won’t start until the trophies presenters have left the podium. A commentary of the podium ceremony will be broadcasted to the general public. Trophies The trophies will be provided by the series coordinator and must show: - the name of the series; - the official name of the event; - the driver’s position Scenario Only three persons should be on the podium to present the trophies. Exceptional circumstances could lead to the master of ceremonies increasing this to four. No police, bodyguards or non-authorized (by the master of ceremonies) persons are allowed on the podium. The masters of ceremonies will inform the TV and public address commentator of the names of the persons presenting the trophies. The master of ceremonies will be aside the podium, where the trophies are located. The persons presenting the trophies will be on the other side. The master of ceremonies will hand the trophies to those presenting them. Television The ideal position for the TV camera is immediately opposite to the podium and at the same height. There must not be any TV cameraman on the podium, and this, whatever the circumstances are. Podium protocol No one meant to be present on the podium should be missing.The persons have to come behind the podium about 5 laps before the end of the race. As soon as the race is finished, they will have to take position on the podium. When the drivers are on position, the national anthem of the winner will be played in full. At the same time, the flags of the first, second and third drivers will be lifted. Drivers cannot be congratulated before the beginning of the ceremony. After the national anthem, the prize-delivery will begin immediately, with: - Mr………….delivering the prize to the winner; - Mr………….delivering the prize to the second driver of the race; - Mr………….delivering the prize to the third driver of the race. Each delivery cannot exceed 10 seconds. To let place for the champagne shower, everyone must leave the podium. INTERNAL REGULATIONS FOR THE SPA-FRANCORCHAMPS CIRCUIT 1 To be attached to any agreement for the provision of circuit facilities I. FIELD OF APPLICATION 1.1. The purpose of these internal regulations, which relate to the operation of the SpaFrancorchamps circuit, is to: 1° set the dates and hours during which the circuit is available; 2° set the maximum noise limits not to be exceeded by automobiles and motorbikes using the Spa-Francorchamps circuit; 3° define how respect for these limits is to assured; 4° define the penalties to be applied in the event of any breach. 1.2. They shall apply to any physical person or legal entity having obtained authorisation to use the facilities of the circuit, by the very fact of such use. 1.3. They may be amended, without prejudice to the laws and regulations in force and the provisions of the single permit, required under the terms of the Decree of 11 March 1999 relating to environmental permits. II. DEFINITIONS As understood by these regulations, the following definitions shall apply: LA,eq,part,1hr: the equivalent A-weighted continuous sound pressure level of the noise associated with the circuit, in decibels, calculated for a time period of one hour. Corrections for tonal or impulsive noise do not apply to the levels measured within the framework of these special conditions. Lden (1 year): Indicator of day-evening-night noise level (one year) as defined in annex 1 of Directive 2002/49/CE of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise. LA,max(15m): Maximum individual sound level of vehicles circulating on the track, measured at 15 metres from the middle of the track. Measurements are taken in Laeq,1s. • National or International competition: competitive car or motorbike race featuring in the FIA, ASN, FIM or FMB official calenders • Event: Race, including a succession of qualification and training laps taking place over a period of three days maximum, either Thursday, Friday and Saturday or Friday, Saturday, Sunday, with the exception of one annual event taking place over four days. • Incentive: activities not referred to within the 1st and 2nd bullet points, which take place over a day or several consecutive days. FIA: Fédération Internationale de l’Automobile (International Automobile Federation). FIM: Fédération Internationale de Motocyclisme (International Motorcycling Federation). ASN: Autorité Sportive Nationale (National Sporting Authority). The Management: the Management of the Spa-Francorchamps circuit or its delegate. The Organiser: any physical person or legal entity having obtained authorisation from the Management to use the facilities of the circuit in a direct manner. The Promoter: any physical person or legal entity having obtained authorisation from the Management to use the facilities of the circuit whether in a direct or indirect manner. III. HOURS AND LIMITS OF OPERATIONAL USE 3.1. Operational use of the circuit is authorised from 15 March to 14 November on condition of respect for the authorisations obtained. Between 15 June and 15 September, no activity is to be organised over two weekends. No motor sports activity is authorised during the two weeks before the annual Formula 1 event and until the following weekend, inclusive. By derogation to the aforesaid, if the Formula 1 Grand Prix must be organised outside the period between June 15 and September 15, a single weekend of this period shall be exempt from all activity. 3.2. Events are limited to : - 19 days per year for category AE ; - 36 days per year for category BE ; - 15 days per year for category CE. 3.3. Where an activity of category AE, BE, AI or BI takes place on at least three consecutive days, the following day of activity is a category CI incentive day. 3.4. Category AI and BI incentives are limited to 30 days per year including a maximum of 15 days for category AI. 3.5. Activities must respect the following timetable: Cat. By derogation to the aforesaid timetable, the passage of tourist buses and of parades of authorised and licensed vehicles on public roads, and driving very slowly behind a safety car, may also be authorised by the Circuit, at its complete discretion, outside type AI, BI and CI days between 12noon and 1pm (the ‘’noise’’ conditions set by the Walloon Government of July 4, 2002 which fixed the general conditions of use by the establishments to whom the ruling applies of 11 March 1999, relative to the environmental permit in application during this period). 3.6. A request for exemption from the events timetable shown in point 3.5 may be submitted to the Management along with the request for use of the circuit. It must include due reasons and mention particularly and expressly, the type of vehicle and its level of noise. At its own discretion and conditions, the Management shall allow or refuse the request for derogation, taking into account the fact that only 10 events per year may be organised during the timetable of use specified in section 3.5.,of which 5 events must finish by 10pm. No event may continue longer than 6pm on Sundays. In all cases, the derogation is solely for one specific event and is only valid for the race of which it is the subject, as well as the associated free trials and qualification laps of this race alone. IV. LIMITATION OF NOISE DISRUPTION Events and incentives are each divided into three categories, defined according to the LA,max(15m) of the vehicles in motion: 4.1. Events: - Category AT : at least 1 vehicle whose max LA (15m) is above 118 dB(A). - Category BT : at least 1 vehicle whose max LA (15m) is above 107 dB(A) and below or equal to 118 dB(A). - Category CT : exclusively vehicles whose max LA (15m) is below or equal to 107 dB(A). Without prejudice to the aforesaid, event organisers and promoters of the series in which they participate must guarantee, in the matter of noise level, the application of the series technical regulation to which they are aligned. 4.2. Incentives : - Category AI : at least 1 vehicle whose LA, max (15m) is above 110 dB(A). - Category BI : at least 1 vehicle whose LA, max (15m) is above 103 dB(A) and below or equal to 110 dB(A). - Category CI: exclusively vehicles whose LA, max (15m) is equal or inferior to vehicles authorised to drive on public roads and, in all cases, below or equal to 103 dB(A). By derogation to the preceding subsection, the LA, max (15m) indicator of category CI incentives for which motorbikes are running is set at a legal maximum equal to 101 dB(A). V. CONTROLS Respect for the noise limits set out in point IV is to be assured according to the following procedures: 5.1 Persons designated to carry out the controls (in static and dynamic) : a) For events: The technicians designated by the Sporting Authority (static control). The Race Director(s) designated by the Organiser of the event (dynamic control). b) For incentives : The persons designated by the Organiser (static control). The circuit’s ‘Security’ Staff or any other person designated by the management of the Circuit (static and dynamic control). 5.2. When do the controls take place? a) For events: At the time of the technical inspection of the automobile or motorbike (static control). During each lap of the circuit by the automobile or motorbike in free trials, official trials and races (dynamic control). b) For incentives : Before the automobile or motorbike takes to the track of the circuit (static control). During each lap of the circuit by the automobile or motorbike (dynamic control). 5.3. How are the controls carried out?: Measurements of sound levels produced by automobiles and motorbikes shall be taken as follows : - The sound meter measuring system must comply with the requirements set by standards CEI651 and CEI804 for class I machines. - The measuring system is calibrated at regular intervals using a certified calibrator, and discrepancies must never exceed 0.5 dB. - The noise measurement must always be performed outside the automobiles. - When the noise measurement is taken in static mode, i.e. before the automobile or motorbike takes to the track of the circuit, it must be carried out in compliance with standard ISO 5130. The microphone must always be placed at a distance of one metre from the exhaust pipe at a 45° angle, with the engine running at 75 % maximum authorised rpm. It must always be fitted with its class 1 weather shield. - When the noise measurement is taken in dynamic mode, i.e. at the edge of the track of the circuit, while the automobiles or motorbikes pass by, it is to be performed according to the procedures set out in the single permit of October 4, 2011. The sound meter may be moved by the Management, and there may be several sound meters. During incentives, a number must always be placed, at the responsibility of the promoter, on the right door of the automobile (in 40 X 20 cm numbers) or on the right of the frame or tank of the motorbike (in 15 cm x 7 cm numbers). VI. WARNING AND EXCLUSION 6.1. Events: 6.1.1 If, during the static control referred to in point 5.2.a), the officials referred to in point 5.1.a) observe that the maximum noise levels not to be exceeded referred to in point 4.1. (as much because of category type as of technical regulations) have not been respected, they shall prevent the automobile or motorbike gaining access to the track. The vehicle or motorbike is authorised to take a second inspection. If noise limits are not respected, the vehicle or motorbike shall be definitively banned from taking part in the event. 6.1.2. If, during the dynamic control referred to in point 5.2.a), the automobile or motorbike fails three consecutive times to respect the maximum noise levels not to be exceeded referred to in point 4.1, (as much because of category type as of technical regulations) the Director(s) of the race referred to in point 5.1.a) shall exclude the automobile or motorbike from free or official trials or from the race. This shall be recorded in the event log as referred to in point 8.2, kept by the Organiser and forwarded to the Management directly after the event. 6.2. Incentives : 6.2.1. If, during the static control referred to in point 5.2.b), the persons referred to in point 5.1.b) observe that the maximum noise levels not to be exceeded referred to in point 4.1. have not been respected, they shall prevent the automobile or motorbike gaining access to the track. The vehicle or motorbike is authorised to take a second inspection. If noise limits are not respected, the vehicle or motorbike shall be definitively banned from taking part in the event. 6.2.2. If, during the static control referred to in point 5.2.b), the persons referred to in point 5.1.b) observe that the maximum noise levels not to be exceeded referred to in point 4.1. have been respected, they shall affix a special sticker to the windscreen of the vehicle or motorbike enabling identification of the vehicles having successfully passed the control. 6.2.3 If, during the static control referred to in point 5.2.b), performed during category BI or CI incentives, the persons referred to in point 5.1.b) observe that the maximum noise levels referred to in point 4.2. have been exceeded, they shall stop the automobile or motorbike and carry out a static control. If the automobile or motorbike meets the required standards during the static control, it shall be authorised to return to the track. However, should it be observed that the automobile or motorbike exceeds, on three consecutive occasions, the upper noise indicator thresholds for the category in question during the dynamic control, it shall be excluded from the activity. This shall be recorded in the log referred to in point 8.1 VII. FINES 7.1. Events: 7.1.1. The Management shall communicate by registered letter, to the Organiser who does not respect the event timetable defined in point 3.5. or the derogation referred to in point 3.6., the amount of the fine due which is fixed at 500 euros per minute of surplus time. The payment must be made within a period of thirty calender days dating from the aforesaid notification referred to. Non-payment in the time period shall mean incurring compulsory interest for late payment calculated at legal rate. 7.1.2. in the case of an infraction duly stated by the Circuit, in respect to the maximum noise level of the technical regulation of a series, and after three warnings, where the organiser/promoter shall not have taken the necessary measures to stop the contraventions, the Circuit shall retain from the deposit (total: €5.000), the amount of €250 ex-Vat/car in excess per training, lap, or race, without prejudice for the Circuit to exclude the vehicle in such breach. 7.2. The incentives : 7,2,1. The Management shall communicate, by registered letter, to the Organiser who does not respect the timetable hours for incentives as defined in point 3.5., the amount of the penalty owed which is fixed at 500 euros per minute in excess 7.2.2. Within thirty calender days from the end of the incentive, the Management shall communicate to the Organiser, by registered letter, a copy of the log referred to in point 8.1. wherein are stated the date, hour, circumstances and levels of noise in excess which have justified an exclusion of the automobile or motorbike along with an invitation to pay the amount of penalty imposed. The amount of the financial penalty is fixed as following: 1. The excess leads to the passage of the day from category C to category B or from category B to category A: 2.500 euros ; 2 The excess leads to the passage from C to category A : 5.000 euros. The penalty is applied, for incentives, when 10 exclusions on the day have been recorded in the log referred to in point 8.2. 7.2.3. The payment of the aforesaid amounts must be made within thirty calender days. The non-payment in the aforesaid period incurs the Clculated at legal rate. compulsory payabilty of a late interest fee VIII. LOG 8.1. A log is to be kept in the circuit’s ‘Race Control’ offices. A template for this log is given in Appendix 1. Details are to be recorded in this log of all incentives, and all breaches of authorised noise levels during dynamic controls of automobiles or motorbikes using the track of the circuit. This log is to include: - the date, the type of incentives, the name and contact details of the promoter, the name and contact details of the person having carried out the static and dynamic controls, details of each vehicle having been excluded: vehicle make and/or number assigned, which must be shown on the right door of the vehicle (in 40 X 20 cm numbers) or on the body or tank of the motorbike (in 15 cm x 7 cm numbers), the name of the driver, all breaches of authorised noise levels observed during dynamic controls over the course of the day, any breach of the hours of use. This log must be completed in all cases, and exclusively by the Security Staff of the Circuit or by any other person designated by them. 8.2. An event log, a template for which is given in Appendix 2 of these regulations, is to be kept by all Organisers of sports events. It is to be forwarded to the Management at the end of the event. This document must include: - the date, the type of events, the name and contact details of the Organiser, the name and contact details of the person having carried out the static and dynamic controls, details of each vehicle having been excluded: vehicle make and/or number assigned, the name of the driver, any breach of the hours of use. IX. MISCELLANEOUS PROVISIONS 9.1. The Spa-Francorchamps Circuit Association wishes to meet the request from our neighbours for reduction of noise pollution and under all circumstances to reach, for category CI incentives, an equivalent A-weighted continuous sound level for noise specific to the circuit, over a full period of one hour (sliding hour) LA,eq,part,1h, below or equal to 55 dB(A) on the measurement scale set by Article 15 of the unique permit of October 4, 2011. In collaboration with the Internal Federations, the National Sporting Authorities, and the Organisers, the objective is to move towards gradual reduction in noise emitted by the various types of heat, occurring in the course of events. With this in mind, the Organisers of events must present their draft schedule for trials and races to the management at least one month before the event. They will take care to organise the heats in a harmonious manner according to their level of noise, and will avoid holding the loudest heat at 9.00 am. Along with the draft schedule, they shall provide, for each heat in the event schedule, the declaration whose template is to be found in Appendix 3 of these regulations, and which is an integral part thereof. The declaration shall be signed by the Organiser himself if he is organising the heat, or by the promoter if the series is being organised by a third party. 9.2. The Management reserves the right to stop any training, trial, race or incentive during which vehicles exceed the contractually agreed noise level. 9.3. Without prejudice to local regulations in this regard, the use of fireworks and the organisation of outdoor concerts must be authorised by the Management of the circuit. These are not permitted except as part of national or international events and are forbidden after 11.00 pm. 9.4.in respect to the prevention of pollution due to the run-off of oil, grease, and other pollutant products on the paddock tarmac, a state of repair report of these places shall be made before and after each event. Each soil pollution observed in an irrefutable manner (with supporting photo evidence), shall be recorded in an exit report and shall be the subject of a compensation penalty bill of €100 ex-VAT.
