English for Speakers of Other Languages
English for Speakers of Other Languages (ESOL) is designed to meet
the needs of students with limited English proficiency who come from
homes in which the native language is not English. These students may
have difficulty understanding, speaking, reading and writing the
English language without additional support.
ESOL Goals
To help students attain English language arts and reading
content, so they can succeed in all of their classes.
To provide instruction that satisfies cultural as well as language
needs.
To promote an appreciation of different cultures and their
contributions to our society.
English language learners (ELLs) receive their language arts and
reading instruction from certified teachers using effective teaching
methods. In schools with significant numbers of limited English
proficient students, bilingual assistants provide additional support in
academic subject area classes and also help with home-school
communications.

Refugee Program

Services:
The program resettles refugees and provides specific services for
refugee families, Cuban/Haitian entrants, Visa Lottery winners and
asylees: pre-arrival planning and reception, locating and setting up
housing, orientation to community, tutoring, case management,
employment training and placement, etc.

Services:
All who are in need of immigration services regardless of their ability
to pay are eligible for services. Fees are nominal and are approved by
the Board of Immigration Appeals. The program provides assistance
with immigration questions and forms, such as affidavit of support,
adjustment of status, naturalization, replacement of immigration
documents, extension of non-immigrant visas, change of status,
petitions for family reunification, political asylum and other services.

Refugee Savings Plan Program

Services:
The Refugee Savings Plan, a program of Catholic Charities Friends In
Need – Refugee Services, helps refugees who meet the qualifying
guidelines reach their personal / financial goals and dreams. This is
achieved through a combination of an individual savings plan,
participation in a minimum of 8 hours of program classes regarding
financial topics. Participants who reach their goal are awarded the
match grant of $1 for each $1 saved up to the maximum allowed.

The Program serves children and youth:
- between the ages of 5 through 20, currently in grades K-12 or
need help enrolling
- refugees and asylees from all countries and Cuban/Haitian
entrants
- who have resided in the United States for three years or less
All of the services are free and include:
- Individual and group tutoring in school subjects and ESOL for 6th12th grade
- Structured social/recreational activities
- School liaison between parents, schools and youth (interpreters
povided if needed) provided
- Individualized career/education exploration for youth 16 and up
- Assistance in school-to-workforce transition
- Parenting classes, individual/group counseling and case
management
The immigration status of a child does not need to be known in order

Services:
This program helps eligible refugees/entrants (who have been in the
United States for less than five years) find employment and become
self-sufficient. Services include: employability skill training,

Helping refugees and immigrants with applications for green cards,

Services:
The Pinellas Refugee Education Program (PREP) offers free training
and classes for qualified refugees of all nationalities who have been in
the United States fewer than 5 years and who meet certain eligibility
criteria: Cuban/Haitian entrants, including parolees and asylum
applicants; asylees; Amerasians; Certified Victims of Trafficking;
lawful permanent residents who adjusted from prior refugee, entrant or
asylee status; and special immigrants of Iraqi or Afghan nationality.
The goal of the program is to help refugees learn English, get their
GED, and obtain the Pinellas Technical Education Centers (pTEC)
training necessary to develop marketable career skills. This program is
funded by a grant from the U.S. Department of Health and Human
Services, Office of Refugee Resettlement, and is administered by the
Florida Department of Children & Families.

Affordable vocational education for adults (at least 16 years of age and
not currently enrolled in a secondary education program in the Pinellas
County school system). Services include the career consultations,
testing, tuition waivers and scholarships based on eligibility criteria,

Services:
The Literacy Council of Upper Pinellas County, Inc. is an all-volunteer
organization committed to teaching adults (age 16 and older, both
ESOL and Basic) English reading, speaking and writing skills using an
individualized curriculum. The services of LCUP are offered to
residents of Pinellas County who live north of Ulmerton Road.
Tutoring is one-on-one and takes place at a location agreeable to both
student and tutor, with most students meeting in private teaching
spaces in north county public libraries. Tutors work to assist all adults
as they work toward their individual literacy goals. The council also
has tutors who assist adults as they study for the GED test and those
who are preparing for the citizenship test. The only cost to the student
is a nominal fee for workbooks.

Library membership cards are free. Public libraries provide books,
materials and magazines for all ages, to be read in the library or rented.
In addition, the members can use computer and Internet services,
attend literacy workshops, get help with English tutoring, and
participate in variety of activities for all ages.

Services:
The Family Nutrition Program (FNP) is the Florida component of the
USDA’s Supplemental Nutrition Assistance Program Education
(SNAP-Ed). It is a partnership between USDA’s Food and Nutrition
Services, Florida Department of Children and Families, UF/IFAS, and
Pinellas County Extension. FNP works with families and children,
teen parents, school-aged children, Head Start children and parents,
senior citizens, the homeless, battered women, and anyone else who
receives or is eligible for SNAP benefits.

Services:
If due to a loss of housing, you live in a shelter, motel, vehicle,
campground, on the street, in abandoned buildings, or doubled-up with
relatives or friends, then you are eligible to receive services provided
under the McKinney-Vento Act. If qualified, your child has the right
to free breakfast and lunch, continue in the school they last attended
before you became homeless, receive free transportation, receive a
school supply, and go to class field trips even if you are not able to
pay, etc.

Services:
It is a free pre-school/day-care program for income-eligible families
that have age eligible children. Families with unique social or other
needs are considered. There are many Head Start centers throughout
Pinellas.

Services:
Financial wellness for adult immigrants and refugees.
Project Prosper offers a holistic program to help integrate recent
immigrants into the financial and economic mainstream.
Financial Education: Based on the FDIC’s Money Smart
curriculum. Topics include: banking, budgeting, checking and savings,
credit reports, credit cards and loans.
Loans and Matched Savings: Project Prosper makes a small number
of loans to documented immigrants who have resided in the United
States for eight years or less, who live in Pinellas County (south of
Gulf-to-Bay Blvd.) and who have been employed continuously for at
least six months. Applicants are referred by partner organizations and
agencies.
Maximum loan amount: $1,500
Maximum loan term: 24 months
Loan purpose: Any one-time need
Interest rate: zero percent, but borrowers must pay 10 percent “selfinterest” which is held as savings for them.
Matched savings: Successful borrowers will have saved 10 percent of
their loan amount and upon repayment in full and completion of a
financial education program will have their savings matched dollarfor-dollar.
Mentoring: Each Project Prosper borrower is assigned a mentor who
stays in touch throughout the loan repayment period. For more details,

Who Is Eligible?
- Children with no insurance coverage or Medicaid up to 18 years

It is a state health insurance program that provides affordable health
care benefits for working families with uninsured children under the
age of 19. Children enrolled in the program receive regular doctor’s
visits, immunizations and routine vision and hearing screening. Most
families pay a premium of less than $20 a month. Children, birth to 18,
who have other health insurance may still qualify for one of the
programs. A representative is always available to answer any questions
that you might have and assist families in receiving one-on-one
application assistance (native language available).

It is an urgent care clinic for adults aged 18-64 without private
insurance, Medicare, Medicaid, and with no other health place to go.
Professional doctors and nurses volunteer their time and services to see
patients whose medical needs meet qualifying criteria. On a long-term
basis, patients who qualify are assisted with obtaining medications
through the pharmaceutical drug assistance programs (DAP). Other
services provided are: health screenings, physical therapy, a limited
number of work physicals, diabetic classes and support groups, overthe-counter medicines, medical equipment (such as crutches,

The program helps children and adults with disabilities focus on what
they can do and achieve the quality of life we all deserve. Services
include a preschool with early intervention from teachers, social
workers, nurses and therapists, which includes speech, physical and
occupational therapy; a family-focused program with early

respite program for children and families; and a technology center and

Immigrants that apply for a Florida driver’s license or ID card must

- Alien Registration receipt card (form I-551, Green card)

- Immigration judges order with the customers A-number granting
asylum.
- I-797 with the customers A-number stating the customer has been
granted asylum.
- I-797 or another form from the Bureau of Citizenship Immigration

Non Immigrants
Non-immigrants that apply for a Florida driver’s license or ID card
must provide one of the following:
- Employment authorization card issued by the U.S. Department of
Justice (form I688B or I-766).
- Proof of non-immigrant classification provided by the U.S.
Department of Justice (form I-94 with supporting attachments).
- I-94 must be accompanied by a passport.
Certain classifications required additional documentation.
Examples are:
- F-1 and M-1 classification must be accompanied by an I-20.
- J-1 or J-2 designation must be accompanied by an IAP-66.
- Refugee, asylee and parolee classifications must be accompanied
by additional documentation.

Free Drivers Education and Summer
Sessions for High School Students
Several Pinellas County high schools are offering free drivers
education session every summer for both public and private school
students. It is usually 10-12 half-day sessions. Students must be 15
years of age. To register, students will need to contact the schools

Mission: To promote and expand economic and asset-building
opportunities for low- and moderate-income households throughout
Pinellas County.
Services:
Promote community awareness of Earned Income Tax Credit (EITC);
provide community access to free income tax preparation at sites
throughout the county in partnership with the IRS Volunteer Income
Tax Assistance (VITA) program and local organizations. This
emphasizes and supports linkages to essential asset-building programs
for low- and moderate-households through financial education training
using the FDIC Money Smart curriculum and establishing banking
relationships through coalition members. Services are provided at no
cost.
The Wealth Building Coalition of Pinellas County/Pinellas Prosperity
Campaign is part of the national Prosperity Campaign initiative and is
supported by the JWB Children’s Services Council of Pinellas County,
United Way of Tampa Bay, Bank of America, Internal Revenue
Service, Federal Deposit Insurance Corporation and Pinellas County

Advancement of Retired Persons
The group offers free tax preparation to anyone over the age of 50 with
no income limits and to low-income individuals under 50. Services

Family Center-CAP, etc. Dates and time of services changes from year

Spanish-speaking parents have a brand new resource where they can
get answers to their questions about the school district. This gives
Spanish-speaking families an opportunity to talk directly with
someone who speaks their language and can answer questions about

New Student Registration
STEP 1: Find Your Zoned School
Parents will first need to find their child’s zoned school by using the
Zoned School Locator or calling Student Assignment, (727) 588-6210.
STEP 2: Reserve a Seat
To reserve a seat at a zoned school, use the online Student Reservation
System (SRS) located on the district website, www.pcsb.org. You can
use any computer, including a school computer, to reserve a seat.
To use the Student Reservation System, you will need a PCS Portal
User ID and password. To get a new PCS Portal User ID and
password, visit any school. Make sure to bring a valid ID (Driver's
License, State ID card, Passport/Visa, Military ID or Green Card). If
you already have a User ID and password for another child, you do not
have to obtain new ones.
STEP 3: Register
The final step is to visit the assigned school and deliver the Required
Documents: Birth certificate or other proof of identity/age, proof of
residency, Florida Certificate of Immunization, physical examination
certificate, child’s most recent report card (for students in grades 112), Individual Education Plan (if your child participates in
exceptional student education) and Social Security number (optional).

PTEC Dual Enrollment Program
for High School Students

Services:
Free vocational programs for eligible high school students, 16 years
and older, included in their high school schedules. Transportation may
be available, but it depends on the student’s address and bus
availability. Tuition, lab fee and books are free to dual enrolled
students. Some items such as uniforms (medical and construction),
cosmetology kits, and some tools and equipment (such as a
professional camera for photography class) have to be purchased by
the student. It provides the opportunity to earn a high school diploma
and vocational certificate at the same time. Available vocational
programs are: accounting, applied welding, automotive,
cabinetmaking, culinary art, cosmetology, electronics, Web design,
jewelry making, plumbing, several medical programs, etc. Talk to your
school guidance counselor about this opportunity; call PTEC centers
or ESOL Family Outreach at (727) 588-6415.
Florida Virtual School
It is a free online school that includes more than 80 courses, including
most graduation requirements, electives, test prep, honors and
advanced placement. If interested in independent learning and taking a
few classes online to make your school day shorter, talk to your school
counselor.

AVID Program

AVID stands for Advancement Via Individual Determination. It is a
program designed to prepare any capable student to participate in a
college preparatory curriculum through tutoring, mentoring, study
skills and peer group support. If you are a high school student in need
of community service hours for Bright Futures scholarship, your
AVID volunteer work as a tutor-helper for younger students will
count. For college students, AVID tutoring pays $11.36/hr.

Bright Futures Scholarship Facts
What is it?
This scholarship provides funding for students who meet the
requirements of the program and attend eligible Florida postsecondary
institutions.
What kinds of awards are available?
All awards have the following general requirements:
Be a Florida resident and a U.S. citizen or eligible non-citizen,
as determined by the student's postsecondary institution.
Complete the Florida Financial Aid Application by high school
graduation.
Earn a standard Florida high school diploma or its equivalent.
NEW - Be accepted by, enroll in, and be funded at an eligible
Florida public or independent postsecondary education institution
within the specified timeframe (2 years or 3 years) from the
student’s year of high school graduation. If a student enlists
directly into the military after graduation, the 2-year or 3-year
period begins on the date the student is separated from active duty.
Not have been found guilty of, or pled nolo contendere to, a
felony charge, unless the student has been granted clemency by
the Governor and Cabinet sitting as the Executive Office of
Clemency.
Be enrolled for at least 6 semester credit hours (or the
equivalent in quarter or clock hours).
Meet the Community Service requirement for the desired
award level, as described on the next page.

Students’community services placements must be approved by

1. Hours logged prior to the high school community service
designee's approval and signature.
2. Court mandated community service.
3. An activity for which a student benefited financially or
materially for the community service work.
4. All forms of duty within the family. The student's family to
include: parents (including step), siblings (including step), any of
their grandchildren (including step) and any of their spouses.
5. Religious devotion or any activity which can be interpreted
primarily as proselytizing.
6. An activity where there is no leader or responsible adult on site
to evaluate and confirm student performance.

Doorways Scholarship Facts
What is it?
Provided through the Pinellas Education Foundation, it offers financial
assistance and support for Pinellas County students to continue their
education after they graduate from high school. In addition, this
comprehensive program offers mentors who provide inspiration and
guidance and school-based ambassadors who monitor student progress
and enhance student learning through enrichment activities
Who can be nominated?
Students may be nominated for a TSIC/Doorways Scholarship in
grades 6 - 10. If awarded, they will receive the opportunity for a twoyear college tuition scholarship or technical school training by
fulfilling a contractual obligation to attend school regularly, maintain
at least a "C" in all classes, study for tests, complete homework
assignments and remain crime and drug free.
