Preface (with reference to the Green Flag Key Criteria) (Updated January 2012) The Council’s vision statement for Victoria Park encapsulates the holistic approach that has been taken in preparing this five year management plan for the park: We will build on the popularity and heritage of Victoria Park, a much-loved, local asset, by improving the quality of its facilities and developing more sustainable ways of managing the park to secure its benefits for future generations. The management plan takes a systematic approach to dealing with all of the elements that make up the park, beginning with descriptions of the site and a full consideration of the context of the site. The vision statement, aims and objectives for the site direct the management approach and form the central part of the plan, followed by detailed information on all the elements of the park:- staffing and management; park infrastructure (structures and hard landscape); park environment (soft landscape and nature conservation); physical and intellectual access; people and partners; information (communication, marketing and interpretation) and delivery. This is complemented by an Action Plan, structured to reflect the aims and objectives set within the Management Plan. The nine Green Flag criteria underpin the management aims and objectives and the issues arising from these are addressed within the plan itself as follows: Much of the generic detail concerning management of Cardiff’s parks has been gathered together into the Strategic Framework Document for Parks Management (2011) which can be supplied on request. A welcoming place Victoria Park is at the heart of the Canton community and the park is easily visible from the main A48 route into Cardiff city centre from the west. The main entrances to the park are on this road, highlighted with notice boards. Information on access to the site (Section 8) will be included in a range of new publicity materials for the site (Action Plan Appendix 7). The Action plan also sets out a number of targets for improving access for all in terms of both physical and intellectual access. Healthy, safe and secure Site supervision and lines of responsibility are outlined (Section 5) with specific information on dealing with emergencies (Section 5.2.5) and management of anti social behaviour (2.4). Inspection regimes are detailed in relation to Park Infrastructure (Section 6). Information on changes in relation to the management of dogs in parks is detailed in Section 2.4. Details are provided on the full range of built facilities within the park in Section 5 and how the quality and value of these is measured in Section 11. Clean and well maintained Details of staff roles are provided in Section 5 and full details of work programmes are provided in Appendix 1. Maintenance and management of individual facilities is provided in Section 6. Victoria Park Management Plan 2011-2016 January 2012 3 Sustainability The Council has achieved the Green Dragon level 2 standard and is currently working towards level 3 (Section 2). Specific mention is made of sustainable design, energy use and management (Section 6), timber recycling (Section 7.2.2). The Council has a pesticide policy is available upon request. The reduction of peat use is a service wide objective that is dealt with in the Parks and Green Spaces Strategy and described in more detail in the accompanying Strategic Framework Document (available on request) along with details of the sustainable procurement policy. Arboriculture is outlined in Section 7. Conservation and heritage Victoria Park has a well documented history and this has been outlined as a timeline within the plan (Section 2.1). Conservation and heritage significance are outlined in Section 2.2 and site designations are provided in Section 2.3. Specific mention is made of historic site features (Section 6.4.3). Community Involvement Community involvement and customer consultation are detailed in Section 9. Marketing Section 10 details the current and proposed marketing activities. Much of this work is linked to the implementation of the Parks and Green Spaces Strategy Action Plan. Management The Action plan (Appendix 7) indicates how the aspirations that have developed since the adoption of the Parks and Green Spaces Strategy will be delivered in the context of Victoria Park. Section 11 outlines how this plan will be driven forward and the results monitored. The management plan has evolved over the years and always been for a single year, it is only now that the plan has been revised to span a five year period and be limited to site specific information. 1.2 Purpose of Plan This has now been evolved into its current simplified format, as having been involved in the Group Award pilot scheme in 2010 and following the success of other Cardiff Council Service Areas in achieving Green Flag standard for greenspaces which they manage the decision was taken to create and overarching document which contained all the Council-wide policy, strategy – The Strategic Framework for Greenspace Management Plans which can be made available upon request. Its primary purpose is to direct and steer the development of this park whilst responding to the external influences and the effects of forthcoming cuts in local government funding. Its secondary purpose is to respond to the requirements of the Green Flag Award Scheme thus ensuring that this park continues to hold this award. 1.3 Scope and structure This document is been laid out to show in simple terms: Where are we now? Where would we like to get to? How are we going to get there? How do we know we are there? To ensure that this document does not become too weighty it was decided that it should only include the key elements involved in the management of this park, and then signpost additional or more detailed information. If this document is being viewed electronically it is important to note that it contains a number of links which take the reader directly to the full documents when they are available via the Council website. The scope and structure of this plan can be summarised as follows: • • To provide a brief description of the park including a summary of its history. To set out the vision for the park showing how these link back to the Council’s higher level objectives, and how the short, medium and long term Victoria Park Management Plan 2011-2016 January 2012 9 aims for the park are being delivered by the planned programme of work which is being carried out by the various operational teams. • To create a reference document that can be used by other members of the management teams or by senior management. • To make available to the frontline staff in a usable format key information such as the history of the site and a summary of the work programme. Thus allowing them to use the document for reference to answer questions from the public that they may be asked whilst carrying out their daily activities. • To effectively summarise the appropriate information in response to the criteria detailed in the Green Flag Award Scheme (summary provided in Preface (page 3) and updated annually. It has approximately 32 hectares of accessible open space (2.9m2/person). Site Description A simple site plan of the area is provided at Figure 1 opposite. 1.5.1 Brief Summary Description 1 2 In accordance with TAN 16 According to the Wales Index of Multiple Deprivation Victoria Park Management Plan 2011-2016 January 2012 10 This park appears in the CADW/ICOMOS register of Landscapes, Parks and Gardens of Special Historical Interest in Wales and is listed as a Grade II landscape. In the listing, the park is described as: ‘A small but intact Victorian public park retaining most of its original layout, a fine drinking fountain, some planting and one of Cardiff’s first (municipal) bowling greens.’3 Figure 1 – Simple Site Plan 3 Glamorgan Register of Landscapes, Parks and Gardens of Special historic Interest in Wales Part 1: Parks and Gardens, Cadw / ICOMOS UK (2000) Victoria Park Management Plan 2011-2016 January 2012 11 Since this entry was made in the late 1990s the park has benefited from considerable investment and many of these features have been restored. The park is fenced and comprises of over 20 acres, and includes the following features: • • • • • • • • • Ornamental bedding schemes An avenue and lawn of unusual trees Safety surfaced play areas for infant and junior age children A paddling pool An events area All weather tennis, basketball courts and multi-use games area A bowling green and pavilion A statue of Billy the Seal (who lived in the lake in the park during the first half of the twentieth century) Café serving hot and cold refreshments Victoria Park serves the communities of Canton, Victoria Park, Pencisely, Llandaff, Fairwater and Lower Ely. It was recently judged in an independent survey to be one of Britain's best used parks4. 1.5.2 Area by area description See map (Figure 2, overleaf) for area locations. a) The Central Area This area is dominated by the large bandstand set in a circular hard stand. The bandstand was restored to this location in the late 1990s as a result of a successful HLF bid as a direct replacement for the original which was demolished many years previously. This central area has a formal setting with a ring of chestnut trees and approached by a conifer avenue. Footpaths radiate out from the centre circle defining a series of irregular shaped lawns. In contrast to the formality of the tree lined circle and avenue, the lawns featured irregularly arranged island planting beds and free-standing specimen trees, providing horticultural interest and spatial sub-division. b) The Circle This area is laid out as a large flat disc of grass, the largest clear open space in the park. The space is encircled by a perimeter path. This is joined on the east and west by the main promenade around the park, and linked with secondary paths to the north-west entrance and the bandstand. The Circle was, originally, specifically allocated as a children’s play area and this is noted in the Committee report contemporary with the opening: ‘About two acres are set aside at the northern end of the park as a playground – a spot where people will not be requested to keep off the grass’. 5 School sports days, scout fetes etc. are still held in this area during the summer months, although dog walkers are the most consistent users, as the modern day playground located elsewhere in the park is the main attraction for children. 4 5 Britain’s Best Park, Wales Regional winner 2007 and 2008, Briggs & Stratton / Sun Newspaper South Wales District News, 17 June 1897 Victoria Park Management Plan 2011-2016 January 2012 12 c) The Western Lawns In the original layout this area was intended to feature very elaborate arrangements of bedding, orientated towards the western perimeter path, it is assumed from early illustrations of the park that this was never achieved and the area was laid to grass. d) The Paddling Pool Area The pool area has probably undergone the most significant changes since the park was opened. The original lake being replaced with attractions aimed at children and families, these include a café a paddling pool and play area, both of which are fenced off to exclude dogs. This area remains the focus of attention for a large number of summer visitors and is the noisiest area of the park. e) Southern Entrance Area This area contains the main points of entry to the Park off Cowbridge Road, the principle gates are in the south-east and south-west corners of the park. Two wide paths lead from the gates and converge onto a cartwheel pattern of narrower radiating paths and segmental seasonal planting beds. The centre-piece of this area is the MacFarlane drinking fountain canopy. f) The Eastern Lawn Area The present character of this area has altered significantly from the original. The area had a formal tree lined promenade which was probably a major attraction. The lawns path ways allowed people to admire the planting beds and of course walking on the grass was not allowed. Much of the open lawn has been subject to random planting of a variety of tree species. The north-south promenade is still a major footpath through Victoria Park. The grass area is used by dog walkers and for informal recreation, such as sunbathing. Parents are able to sit and relax here whilst being in sight of their children playing in the paddling pool. g) The Northern Boundary Area This area is occupied by formal sports facilities, the parks maintenance depot and a bungalow. Vehicles gain access to the park and the depot from the gates in the northeast corner; these are controlled with speed bumps. The sports facilities include a bowling green and bowls pavilion; tennis courts; basketball courts and a multi-use games area. Victoria Park Management Plan 2011-2016 January 2012 13 Figure 2 – Area locations relating to description Victoria Park Management Plan 2011-2016 January 2012 14 2.0 Context for Management and Maintenance 2.1 Victoria Park historic context The following gives a timeline for the development of Victoria Park: After 6th century AD The settlement of Canton (Canna’s ‘ton’ or homestead) was named after St Canna, the female founder of two Welsh churches and sister-in-law and disciple to St Illtud. 1800 The population of Cardiff was around 2,000, having changed little since medieval times 1832 Canton was assessed for a Parliamentary Boundary Review and described as being a hamlet with two roads and three lanes, population around 200. 1851 The population of Cardiff had swelled to 18,000 due to the development of the docks 1861 The population of the town was 33,000. 1875 Cardiff Corporation began in earnest to seek to provide open spaces or ‘walks’ to improve conditions for residents of the town. 1886 Two of Cardiff’s commons – at Canton and Ely - were compulsorily purchased to provide open spaces for the western part of the town, including Canton. 1887 The Parks and Open Spaces Committee was formed. 1891 Cardiff’s first Head Gardener, W. W. Pettigrew, was appointed. Cardiff Corporation Property Committee transferred part of Ely Common to the Parks Committee for the purpose of laying out a park (referred to as Ely Common Park, or Ely Park). Pettigrew and William Harpur (Borough Engineer) worked on the layout of the new park, producing versions with and without a lake. 1892 Roath Park, the first park laid out by the Parks and open Spaces Committee, was opened to the public. 1894 Work commenced on the installation of fencing for the new park 1895 The layout of the park was reconsidered by the Committee (apparently the original approved layout was the one without a lake). Objections were raised that the people of Canton should be denied a lake, so an alternative proposal was prepared and eventually approved. 16th June 1897 The new park was opened and named Victoria Park in honour of Queen Victoria’s Diamond Jubilee. The layout included the bandstand and shortly afterwards a Crimean War cannon was donated to the Parks committee Victoria Park Management Plan 2011-2016 January 2012 15 which was also displayed in the park. (See park layout plan and cannon in Plate 1, opposite) 1901 An aviary / animal cage was built on the western side of the park, initially occupied by a pair of Bantam Storks. 1900-1914 Victoria Park ‘zoo’ gradually expanded due to the donations of animals and birds by members of the public and became a major attraction for the city with a collection that included gazelles, parrots, armadillos, an ostrich a mongoose and an emu (see monkey cage in Plate 1 opposite). 1905 The first of Cardiff’s municipal bowling greens was opened in the park. 1906 Five lawn tennis courts were opened in the park 1908 Macfarlane drinking fountain presented by the Samuel family as a memorial to Lewin L. Samuel who died in 1893 (one of a number of canopies presented by the family to Cardiff parks – see fountain canopy in plate 1 opposite). 1912 ‘Billy the seal’, the zoo’s most famous resident was presented to the collection and housed in the lake in Victoria Park (see Plate 1 opposite). 1914 One new asphalt tennis court was provided After 1918 An army tank and two twenty five pounder guns were displayed on the Cowbridge Road boundary of the park to remind people of the war effort. 1920s Public conveniences built outside the west entrance of the park on Cowbridge Road probably to coincide with the tram terminus. 1921 Five additional grass tennis courts were constructed 1923 Five grass tennis courts were converted to asphalt 1939 Billy the seal died and his body was donated to the Cardiff Museum, where it was discovered that ‘he’ was in fact a ‘she’. 1939-1945 The Victoria Park zoo was eventually closed during the second world war and the remaining animals sent to Bristol Zoo. 1950s-60s Children’s playground was developed on the site of the former zoo. 1960 New tennis / bowling pavilion was opened, replacing the original bowls pavilion and reducing the number of tennis courts Early 1960s Park keepers bungalow constructed 1961-62 The lake was converted into a children’s paddling pool and ornamental pond Victoria Park Management Plan 2011-2016 January 2012 16 Plate 1: Montage of historic photos of Victoria Park, clockwise from top LH corner: Monkey House circa th th 1911; Lake and refreshment house, early 20 century; Billy the seal, early 20 century; Early view with th bandstand, circa 1899; Crimean war cannon, early 20 century; Macfarlane fountain in original location, circa 1920; Layout of the park, 1897. Victoria Park Management Plan 2011-2016 January 2012 17 1977-78 The ornamental pond was removed and in-filled. 1987 Macfarlane fountain refurbished and relocated to its current position 1988 A toddler’s play area was constructed on the site of the former pond. 1992 A new toilet block and Ranger Office was constructed in the park 1996 Heritage Lottery Funding awarded to the park. Bandstand restored and key historic features upgraded. 1997 A new refreshment kiosk reflecting the design of the original buildings in the park was constructed. 2003 Green Flag awarded to the park for the first time 2.2 Statement of significance related to Victoria Park This statement of significance is a summary of the cultural and natural heritage values that make Victoria Park and important part of Cardiff’s public parks heritage. 2.2.1 Primary Significance The primary significance of Victoria Park is summarised in the reasons for grading of the site as a Grade II registered historic garden in the Cadw register. These are: A small but intact Victoria public park retaining much of its original layout The original layout of Victoria Park is still very much in evidence and it is one of only a handful of Cardiff’s early parks that exhibit a relatively unaltered layout of that period. The park has not been extended or reduced in size through development and is still bounded by the same road layout that it had when it was first laid out. The fine drinking fountain The Macfarlane fountain canopy has been relocated within the park in recent years, but is also the only one of its kind to have survived in Cardiff’s parks. The fountain at Grange Gardens is a replica and the other installations at Llandaff Fields and Splott Park are no longer in existence. Cardiff’s first municipal bowling green Although this was not the first bowling green to be laid out in Cardiff, neither was it the first to be laid out by Cardiff Corporation, it was the first to be opened to the public as a municipal facility and it has remained in use since it’s opening in 1905. 2.2.2 Secondary Significance Victoria Park Management Plan 2011-2016 January 2012 18 Community Victoria Park has a special place in the hearts of the local Canton community and in the wider communities of western Cardiff, where it plays a similar role to Roath Park as the destination park of choice. It is one of the top three parks in Cardiff (the other two being Roath Park and Bute Park) in terms of visitor numbers. Recorded history The recorded history of Victoria Park provides a detailed account of the park’s inception and development in the late 1890s and first half of the twentieth century. This is a very valuable education resource, when set alongside the intact nature of the park’s layout, giving it a very high potential educational value. Paddling pool The paddling pool is unique in Cardiff, making the park an attractive destination on warm summer days. The features is extremely popular to the extent that access has to be restricted on busy days, with dedicated ‘in and out’ gates. 2.3 Site Designations, Leases and Covenants 2.3.1 Listed structures Victoria Park is registered as a Grade II historic park on the Cadw / ICOMOS Register of Historic Parks and Gardens in Wales, 2000. 2.3.2 Tenure, leases and licenses a) Tenure Victoria Park was compulsorily purchased in 1886, formerly it was part of Ely Common. The land is held as freehold. b) Leases There are four electricity sub-stations on the site, subject to leases as follows: • • • • Thompson Avenue (ref 04177): 99 years lease (1960–2059) Victoria Park Road East (ref 71018): 99 years lease (1961–2060) Victoria Park Rd West / Redcliffe Avenue (ref 579001): 99 years lease (1963–2062) Cowbridge Road East (ref 507901): 99 years lease (1948 – 2047) Victoria Park ice cream kiosk concession (ref tbc) Leased to Mrs Cardinale current agreement commenced 1/4/2005 with extension agreed until to 31/3/2016. Prior to this the catering was provided through a ice-cream van pitch, during the late 1990’s the concession was let preferentially with a commitment to design and build the current kiosk. The building’s ownership passed to the Council at the end of that agreement. 2.4 Anti-social Behaviour Victoria Park is considered to have a low level of anti social behaviour with only 77 incidents being reported during the period 2007 - 2010, most of these incidents were linked to the control of dogs and dog fouling but the Police have had reason Victoria Park Management Plan 2011-2016 January 2012 19 to attend the site for more serious incidents including robbery and assault. The Council’s ASB Officer collates all the reports from Parks staff from across the city and links with the Police in planning operations where hotspots are identified, this approach has proven effective in reducing the level of ASB in locations across the city. This park, as all green spaces in Cardiff, is identified as a ‘Controlled Drinking Zone’ this has some way to reducing drink related ASB. These have been refined to respond to the site specific issues identified in the SWOT analysis for Victoria Park and other issues affecting general service provision. The aims are broad and the objectives have been developed as initial drivers to take this park in the right direction. It is anticipated that these will be subject to annual review to ensure they remain relevant and appropriate to achieve the desired aims. Aim 1: Quality To continue to develop, restore, adapt and improve Victoria Park to ensure that the quality of the horticulture, heritage and recreational experiences of users are not compromised by the popularity of the site and pressure of use. The following issues are incorporated into this aim: • • • Improved asset management Use of facilities Improved staff co-ordination 1. To improve accessibility throughout the site by provision of orientation information. 2. To identify areas of poor quality within the park and prioritise these within the overall asset renewal programme for Cardiff Parks. 3. To continually monitor maintenance and management activities within the park and make appropriate adjustments to maintain or improve the overall quality of the site. 4. To improve the availability of information about Victoria Park. Aim 2: Sustainability To make effective use of existing resources and pursue new resources to develop a sustainable approach to the ongoing improvement and management of Victoria Park Victoria Park Management Plan 2011-2016 January 2012 22 The following issues are incorporated into this aim: • • • • • • Adequate resourcing Site staffing Use of facilities Income generation Partnership working Sustainable development and operations 5. To investigate alternative and complementary uses for existing underused buildings and facilities in the park. 6. To engage in partnership with external bodies and community based organisations to provide opportunities for community service, volunteer activities and placement training within the park. 8. To develop a more flexible and customer orientated approach to the maintenance and management of the park through redefined roles for site staff. Aim 3: Community To actively engage with park users and the local community to create opportunities for involvement, investment and activities that meet local needs. The following issues are incorporated into this aim: • • • Partnership working Community consultation Improved communication 9. To engage with park users, the local community and stakeholders to determine what is needed in the park. 10. To work with Sport Cardiff, the Community Play team and others to develop a programme of community based events and activities in the park. 11. To forge closer links with local schools to encourage more structured use of the park for educational and sporting activities. 12. To develop effective methods of communicating ongoing activities, events and improvements with park users. Victoria Park Management Plan 2011-2016 January 2012 23 Victoria Park Management Plan 2011-2016 January 2012 24 4.0 Delivery Framework 4.1 Responding to the Aims of the Management Plan Victoria Park is a good example of a Victorian park, but this complex site is affected by some very difficult issues e.g. heavy use during the summer when the paddling pool is open. Fundamental to the success of the management plan is to understand and respond appropriately to change. Landscape is a dynamic environment which is constantly changing due to plant growth, animal intervention, the impact of weather/climate and (not least) as a result of human activity. It is therefore not possible to determine that a landscape is ever ‘complete’. Landscape design intentions may be achieved through construction, but they can only be sustained through continuous intervention and management. The impact of change on the park – environmental, social and economic, underpins the maintenance and management plan. The relevant issues are interpreted and addressed through a framework of 6 key themes which provide the basic structure for the rest of the Management Plan as follows: • • • • • • 4.2 Management structure and workforce Park infrastructure Park environment Movement and access People and partnerships Information Management approach Victoria Park is a historic park with a great many pressures bearing on it, mainly due to that fact that it is the largest multi-functional green-space in the western half of the city. The pressures are exacerbated during the summer through the popularity of the paddling pool, and the challenge remains to make appropriate provision for the local community, but the approach has been to try to do this within the context of a historic park layout and framework without being overly dictatorial about the use of the site. The initial restoration work was carried out at an early stage in the emergence of parks restoration, but the result of this work has been to restore the character of the park through the construction of the bandstand and fountain canopy. The challenge now is to ensure that the park, and in particular the bandstand, is brought into more effective use as a local community asset. The approach to this is outlined in Appendix 7: The Action Plan. 4.3 Adding to the Knowledge Base The history of Victoria Park has been fully recorded in A. A. Pettigrew’s unpublished work ‘The Public Parks and Recreation Grounds of Cardiff’, authored between 1922 and 1932. The Council has long held a wish to place this material in the public domain (currently copies are held in the Local Studies section of the Central Library Victoria Park Management Plan 2011-2016 January 2012 25 in Cardiff). An expanding archive of material about the park is held by the Parks Service with the purpose of using this to improve knowledge about the park and provide essential background information for future developments, research and educational materials. Plate 2: Green Flag flying over Victoria Park Victoria Park Management Plan 2011-2016 January 2012 26 5.0 Management Structure and Training 5.1 General Principals 5.1.1 Understanding Change It is important that those involved in the activity of maintaining and managing historic parks are aware of the history of and intentions for the park (historic elements, significance of the site as a whole, landscape structure etc.) and the potential impact on the park of external influences such as anti social behaviour changing use patterns, increased pressure of use from events and variations in weather patterns and climate. 5.1.2 Flexibility There needs to be a simple, flexible and robust management structure for the park in order to be able to withstand ongoing Council-wide changes of structure and respond to change within the park. Ultimately, a flexible approach to roles and responsibilities will also be encouraged within the site based staff structure in order to maximise the benefit of in house skills and expertise. 5.1.3 Management framework There needs to be a clear understanding of the management structure and delegated authority amongst all who have involvement in the park. This requires the designation of an overall Site Manager who will need to be aware of all issues related to the park and will have ultimate responsibility for delivery and development of the maintenance and management plan for the site. 5.2 Management structure 5.2.1 Current position The Parks Service employs around 206 staff, both within offices and working on the ground (2006 figures). This figure is supplemented by 62 seasonal staff during the summer months (April to September). The city is divided between 3 districts for horticultural maintenance and Victoria Park sits within the Western District, although this may change in 2011 as part of the necessary restructuring of the Operational team following the planned voluntary severance of some staff. This site benefits from having an operational depot on site which means that staff although not necessarily dedicated to the maintenance of this park, that there always staff onsite. The introduction of Compulsory Competitive Tendering between 1988 and 1992 saw a shift in emphasis from a multi-skilled, site based workforce to a largely peripatetic, less skilled, task orientated workforce. This drive for economic efficiency resulted in reduced costs during the 1990s, but at the expense of having a permanent site presence on most sites in the city, which is still the case today, where many sites are totally unmanned. The current management structure for Victoria Park (2010) is illustrated in Figure 2, overleaf. Victoria Park Management Plan 2011-2016 January 2012 27 Figure 3 - Basic management structure of Parks Services (2010) 5.2.2 Service Delivery Teams Figure 2 shows how the service delivery in Victoria Park is provided by a number of teams. The individual elements broadly being Ground Maintenance, Ranger Services, Outdoor Leisure, Operational Support and Tree Services. The current (January 2011) service delivery key teams are explained in the following sections. a) Park Operations Team The main duties carried out by these staff are: • • • • Grass cutting Seasonal bedding Fine turf maintenance Litter collection Victoria Park Management Plan 2011-2016 January 2012 28 • • • • • Footpaths sweeping Shrub and bulb planting Fence maintenance Minor infrastructure and improvements Park locking / unlocking (in conjunction with Park Ranger Service) The staff team is generally peripatetic, with the following staff being broadly responsible for maintaining the park: i) Horticultural team Area Horticultural Manager and Assistant Manager The Area Horticultural Manager and Assistant Manager for the Western District are based at Victoria Park as this is the main depot for the district. The role has overall responsibility for the maintenance of the park and operational standards achieved, staff recruitment and selection and the link between development, design and maintenance activities. Working Supervisors These two scale 5 gardeners have joint responsibility for day to day management of the maintenance of the outdoor horticultural features in all the parks in the district and would visit this site on daily basis to check on the standard of work. They also have responsibility for training and development of all permanent and seasonal temporary gardening staff. Gardeners A team of 5/6 gardeners under the supervision of a working supervisor would carry out most other maintenance duties in Victoria Park, along with the rest of the parks with in the western area of the city. Greenkeeper/Gardeners Two full time directly employed gardeners undertake the maintenance of the bowling green, which is cut 3 times a week during the playing season. They are also based in Victoria Park, but have other sites across the district which they maintain. The gardeners also have responsibility for litter picking as needed prior to undertaking any grass cutting work. ii) Litter collection team The litter crews are responsible for the routine programmed clearance of litter and emptying of bins in all the parks in Cardiff. The litter clearance programme is detailed in Table 2, overleaf. They also deal with incidences of fly-tipping. b) Activities and Community Involvement Team i) Park Rangers The role of the Park Ranger Service is to be the public face of Cardiff Council in the City’s parks and open spaces whilst undertaking the day to day tasks required to maintain the parks in good condition. Duties are undertaken citywide, with both Victoria Park Management Plan 2011-2016 January 2012 29 static and mobile patrols. There are 14 Assistant Park Rangers supervised by 3 Park Rangers who all work on a rota system this means that two thirds are on duty at any one time. The main duties carried out by the staff when the site is visited are: • • • • • • • • • • • • Litter picking and emptying bins Patrolling the park Checking all park structures for damage Park locking (pm) and some park unlocking (am) Enforcement of the Dogs (Fouling of Land) Act (9 staff are currently authorised) Enforcement of by-laws Dealing reactively with youth annoyance Issues Reacting to complaints from the public Assisting with events Reacting to vandalism Removing graffiti Visual inspection of the children’s play area (All staff have undertaken a suitable RoSPA accredited training course) In April 2006 the ranger staff changed their uniform from a predominantly green appearance to a very visible red. This was implemented to satisfy both a public and Council wish for the staff to be more easily identifiable in the park. Victoria Park has a permanent Ranger presence on this site, based in the ranger office. The Community rangers also work with individual Park Friends groups to provide a consistent link with the council for these groups. As with the Park Ranger Service, the teams work a shift pattern spread over a 3 weekly rota system with two thirds of the team in work at any given time. This team undertakes a range of outreach or community work using this park, this usually takes the form of events, see Appendix 2. iii) Events team This team manages the booking for the events that take place in the city’s parks each year, including walking for health, wedding photographs and filming. This team works with event organizers to assist the safe and effective delivery of their event. This team works with the Community Rangers to produce the parks events programme which includes guided walks and Ranger led activities advertised through the Parks Guided Walks leaflet, Council website and Capital Times. A number of parks events and Music in the Park take place in Victoria Park, the events which took place in 2010 are included in Appendix 1. iv) Playground Inspection and Maintenance Team The maintenance team, consisting of 2 operatives and one supervisor, are responsible for all the maintenance issues that are raised by any of the inspection regimes. They have all undertaken a suitable RoSPA accredited training course for the routine visual inspection of play areas. An annual inspection is also carried out by an Independent RPII Annual Inspector. Inspection Regime: Daily Visual Inspection (Assistant Park Rangers – RoSPA trained) Weekly Visual Inspection (Playground Litter Operative – RoSPA trained) Fortnightly Operational Inspection (Playground Inspection – RPII Operational Inspector) Annual Independent Inspection (RPII Annual Inspector) In addition to this dedicated team, every member of Park Services staff has a responsibility to ensure the safety of the public when using the City’s parks and will report any vandalism or damage to play equipment to the Playground Inspector should they encounter it. v) Outdoor Leisure Management This team is responsible for management of a range of facilities include bowling, tennis, basketball, outdoor parks pitches, changing rooms, pitch and putt, fishing, pavilions, deck chair hire, various public toilets, the boatstage at Roath Park and the paddling pool at Victoria Park. A high percentage of these are seasonal staff and employed just for the season. These undergo an induction and training programme full details of which are available upon request. Victoria Park Management Plan 2011-2016 January 2012 31 In Victoria Park there are up to a maximum of 7 (6 on the pool and 1 on the bowls pavilion) staff delivering these service during the summer on a shift pattern to cover the hours the park is open. A high percentage of these are seasonal staff and employed short term contracts. These undergo an induction and training programme full details of which are available upon request. This attendant is responsible for:• The issue and hire of equipment • General supervision of users of the facility. Management of persons found to be behaving in an unacceptable manner. • Distribution of information to users or potential users of all facilities at the site. • The co-ordination of bowls bookings, the allocation of bowling rinks, collection of fees and issue of tickets. The setting out of bowling green markers (bowls) and flags (golf) and the removal of same to storage each evening. • The opening and closing of dressing rooms, pavilions and ticket offices at the detailed times. • Ensuring facilities on site are cleaned to the highest standard at all times (inclusive of litter picking, leaf sweeping on tennis courts and other OLM associated areas). • Reporting damage to facilities and the infrastructure items such as the fences, gates, seats and bins, this is done using a duplicate book which are passed to the supervisor to action or add to the appropriate asset renewal list. • Life saving (pool only) c) Park Services Arboricultural team The Arboricultural team provides a pro-active arboricultural service incorporating a full range of tree surgery operations including felling, pruning, planting and callout provision for the ornamental park. In addition the team is also involved in woodland management operations in conjunction with the Woodlands Biodiversity team, assisted with grant aid where available. The Arboricultural Officer is responsible for the production of tree management plans, individual tree inspections, surveys, recommendations and advice all with the aim of providing a well managed, healthy tree stock. These surveys are recorded on the Council’s Arbortrack system and this allows work to be prioritized across the city’s extensive tree stock with priority being given to issues of health and safety which can mean that routine pruning can be delayed. d) Strategy, design and land management This team of officers is based in the Head Office in Heath Park and has responsibility for i) Operational support • Identifying and implementing the repair programme for parks infrastructure • Provision of the memorial bench service (leaflet available upon request) • Processing insurance claims • Undertaking site surveys and maintaining the parks inventory database • Supervising the weed control contractor Victoria Park Management Plan 2011-2016 January 2012 32 ii) Landscape design • Policy and strategy development • Preparation of management plans • Project development • Landscape design • Implementation of projects • Contract preparation and supervision (including service contracts like weed control) • Sponsorship and funding applications 5.2.3 Developing an appropriate management structure An indicative management structure was developed as part of the Bute Park Restoration proposals in March 1995, which worked within the existing structure, but provided a nominated Park Manager with a co-ordinating role within the remit of the park. This would not be an additional post within the structure, but instead would be a task allocated to an existing member of staff with an existing level of management responsibility within the park. It is proposed that a similar system be adopted for Victoria Park, with the existing Western District Manager taking on the park manager role for the park. The work programme for the park is provided in Appendix 1. 5.2.4 Dealing with emergencies Routine problem reporting and responses will be handled through normal health and safety procedures, all staff on site have either a phone or radio and can call for help or the emergency services if required. Under the Health and Safety at Work Act the Council is required to undertake risk assessments for operations which staff routinely undertake in the park. These are kept on the Council’s intranet site and reviewed and updated annually. On site emergency contact information is provided on the notice boards and when the site is staffed the customers can call for help using the telephone in the either the OLM office or ranger office or the staff can contact the required emergency services by phone or radio. Victoria Park Management Plan 2011-2016 January 2012 33 Victoria Park Management Plan 2011-2016 January 2012 34 6 Park infrastructure 6.1 General principles The park’s infrastructure includes its buildings and other structures, artworks, hard surfaces, fencing and furniture. The principles for the management and maintenance of infrastructure will be to: • • • Protect and conserve the character of infrastructure and its contribution to the historic landscape and setting of the park Maintain features to the highest possible standard. Ensure that the site functions efficiently and fulfils the needs of its users 6.1.1 Sustainable Design Sustainable development and operation are two key principles of the Parks and Green Spaces Strategy therefore ensuring that site infrastructure is sustainable will be a key objective in the design and management of all buildings and hard landscaping in Grange Gardens. The following principles will be applied, within the overarching constraints of the park’s historic character and the project budget: • • • • The Council will pursue standards of excellence in design Recycled and locally sources materials will be used wherever practical Materials will be durable to maximise their lifespan Opportunities to conserve energy consumption and minimise carbon emissions will be maximised within the design and management of buildings and other on site features. 6.1.2 Inspection Regime Daily inspections are undertaken cursorily by site based staff to identify obvious problems and damage and to ensure that repairs can be carried out as swiftly as possible following their detection. General inspections are undertaken annually to monitor condition. Detailed inspections are undertaken once every five years. 6.1.3 Asset Repair and Renewal The maintenance budgets of all the parks buildings, not subject to a lease agreement, are held by the Park Ranger and Outdoor Leisure Service Teams respectively, these budgets are used for all running repairs. The Operational Support team undertakes inspections of all other items of infrastructure and implements any repairs from a city wide budget, health and safety issues taking priority. Any major works required for a site requires submission into a bidding process for Capital contributions. Repair and renewal work is undertaken in accordance with the following principles: • Repair and renewal work will be undertaken using only approved materials and methods. Victoria Park Management Plan 2011-2016 January 2012 35 • • 6.2 Payment for repair and renewal work will only be made following an inspection of the works by a qualified member of staff and confirmation that they meet the required standards. Repair work will only be carried out by Council Staff or appointed contractors with proven expertise and capability. Buildings The section details all existing built structures/facilities contained in the park and the numbers in brackets relate to the preceding site plans indicating their location in the park. Some buildings are managed by external parties through concessions agreements and are staffed during official opening times that will be specified within concessions contracts, the Council retains ownership of these buildings and therefore responsibility for the capital works which these buildings may require. 6.2.1 Building Management a) Bowling Pavilion The single storey tennis and bowling pavilion was erected in 1960 on the western side of the bowling green. This is used by the bowls club and shared with the tennis club to meet and store equipment. Plate 2: Bowling and tennis pavilion b) Ice-cream Kiosk This single story building in the middle of the park adjacent to the pool is run as a concession to provide hot and cold food to the public all year round. This was constructed by the concession holder in 1997. Victoria Park Management Plan 2011-2016 January 2012 36 Plate 3: Victoria Park Kiosk Plate 4: Victoria Park Kiosk c) Ranger Office and pool plant building This brick built single story building was constructed in 1992 and is located adjacent to the pool. It houses the plant equipment used to maintain the paddling pool and provides office space to the rangers along with first aid and access to an emergency phone. Plate 5: Ranger Office and pool plant building d) Ranger Bungalow This building was constructed in the 1960s as a Park Keeper’s lodge and is located inside the park boundary in the north eastern corner. It is currently occupied by a park ranger on a tenancy arrangement. As part of this agreement the ranger is obliged to be available to manage issues affecting the park after hours. Victoria Park Management Plan 2011-2016 January 2012 37 Plate 6: Ranger’s bungalow e) Toilet Block (Cowbridge Rd) This public toilet is situated on the southern boundary of the site and is accessed from outside the park. Built in the 1920s, it was transferred to parks from cleansing several years ago but will be closing this year due as part of the cuts which are being made to make the necessary savings. Plate 7: Public toilet on Cowbridge Road Victoria Park Management Plan 2011-2016 January 2012 38 f) Operational Depot This is situated in the north east corner of the park and has road access; this area is not open to the public and is only recorded here for completeness of the record. The site provides an operational base for the parks operational teams which operate in the western district of Cardiff and it was established in the park in the 1960s around the same time as the park Keeper’s bungalow was built. 6.2.2 Security The park is locked to vehicles and pedestrians at dusk each day. 6.2.3 Maintenance of building fabric The maintenance of buildings involves the following types of activities: • • • • Routine maintenance works (programmed operations undertaken one or more times per year). Periodic maintenance works - programmed operations undertaken at regular intervals as determined by inspection. Non programmed works – done reactively in response to urgent requirements. Non programmed works - responding to developing circumstances. These inspections are undertaken by the respective team staff and specialist building surveyors as required. Other inspections include • • • • • • • • • • • Asbestos log Fire Risk Assessment Legionella Inspection and Monitoring Boiler Testing/Inspection ( Annual) Fire Extinguisher Inspection (Annual) Shutter Testing and Maintained (Annually) Portable Appliance Tests Fire Alarm and Security Testing (Annual) Energy Efficiency Monitoring Lifting Equipment Test COSHH Assessment 6.2.4 Concessions The park currently has one concession - a kiosk to sell hot and cold refreshments which was built by the current lessee in return for a 10 year preferential agreement. The lease for this facility has been extended until 2016 and brings in £3200 / annum into the Council. 6.3 Water features (Paddling pool) Victoria Park paddling pool is a seasonal facility which opens in May each year, a few days prior to the bank holiday and closes again during the second week in September following the return of children to school. The paddling pool is drained during the close season for ‘health & safety’ reasons and this then empty pool sits securely surrounded by an ‘inner fence’ within the main park. Victoria Park Management Plan 2011-2016 January 2012 39 Maintenance Programme Pre Season (late April onwards ) • Staff attend site in April and remove any excess rain water, leaves and other physical debris from inside the pool and surrounding areas. The pool is swept out and scrubbed clean. A visual survey is undertaken to determine if the concrete pool lining is fit for use and if required, repairs and remedial works are carried out to help prevent minor injuries through any sharp edges causing cuts to toes / feet. • Leading up to the opening date, the pool lining is painted using specialised anti chlorine paint to help ensure a smoother, safer pool lining plus help enhance the visual look of the paddling pool when pool is filled. • Mains water (raw) is used to fill the pool. When the depth reaches a sufficient point, preparation is made to introduce both circulation and chlorine to the water. • The boiler / filter house is re-opened and the chlorine and filtration plant is dewinterised and prepared for operational use. All circulating pumps are primed and the water drawn through the external supply pipe completing the circulation loop. • Pre –mixed chlorine chemicals are introduced to the circulation system for the pool and the required chemical balance is determined to the required levels. These are monitored over a 48 hour period and if the relevant readings are sustained then the pool is allowed open for public use. Daily Maintenance • A ‘broken glass’ check is carried out daily and the pool bottom is swept prior to opening. The surface is skimmed using a surface net for leaf and litter debris. • All chemical readings are taken / recorded before users may use the paddling pool. Readings are then taken at periodic times (every 3 hours) through out opening times to ensure correct levels of required chemicals are present. Pool Closure (end of season) • Following the end of the season, the pool is closed and the water emptied from the pool to mains waste. The circulation system is drained down and all valves closed and isolated for the winter period. 6.4 External hard landscaping All hard structures excluding buildings are inspected at least once a year by the Operational Support team and their condition is assessed and recorded. This information is recorded on a database which is then used to develop a programme of work to keep them in a safe and serviceable condition, as funding is always limited this data is used to prioritise the work and to more effectively utilise addition funding sources when they become available. Also this information Victoria Park Management Plan 2011-2016 January 2012 40 is also use to respond to any accident/insurance claims which may occur. This is in addition to the unprogrammed visual inspections carried out by all staff and the public who report defects informally. Graffiti removal is undertaken by the Ranger Team who are equipped with removal kits, larger problems are dealt with by the Council Graffiti Team and Probation Service. 6.4.1 Roadways paths and surfaces The park contains a range of pathways with a limited range of surfaces: • • • • Tarmacadam Slabs Resin bound gravel Wet pour Maintenance of formal pathways and hard surfaces is limited to: • • • • Programmed periodic repair Programmed renewal Non-programmed repair/renewal Non-programmed cleansing 6.4.2 Fences and gates The park is fully encompassed by railings and has seven access points. There is also a variety of internal fences. Fences • Steel boundary railings which also surround the bungalow (1.8m) • Chain link fencing (jumbo) – tennis court (3m) • Bowtop – bowling green (1.2m) • Pallisade fence – depot (2m) • Bow-top - play area and pool area (1.2m) • Bow-top – seasonal bedding display (800mm) Gates • Steel park entrance gates • Jumbo fence gates • Bow-top gates • Self closing play area gates • Turnstiles (pool) Pergola This is located on the south-side of the pool and is a 2m high metal structure to support a number of climbing roses. Maintenance of fences and gates Where maintenance of fence lines takes place, this primarily involves: • Cleaning to remove stains and graffiti • Treatment of timber and metal elements to maintain appearance and prevent decay • Tightening of bolts on timber structures Victoria Park Management Plan 2011-2016 January 2012 41 • • Oiling and greasing of moving parts Painting and staining as required 6.4.3 Historic site features The main historic features in the park are: a) Bandstand The original bandstand was the largest structure in the park and provided an architectural focus at its centre. It was probably produced by the Walter M. & Co. MacFarlane Saracen Foundry is Glasgow and is very similar to examples illustrated in their catalogue design sheets. The bandstand was raised on a low plinth and bounded by a 3m wide flower bed. It was octagonal in plan and approximately 7m wide with fluted cast-iron columns on each corner. The columns and spandrels bore the cast-iron frieze girders that supported the roof structure at a height of about 4.5m from the stage. The beams were pierced with a repetitive design. The roof was an eight sided, convex cupola divided by an ornamental cast-iron grill will cresting separating the lower, deeper part of the roof from the shallow peak, surmounted by a weather vane and terminal. The roof was made of sheet metal, with several of the columns doubling up as down pipes and the underside enclosed with sound boards. The stage was enclosed with ornamental iron railings attached to the columns. The bandstand provided entertainment in the park on Sunday afternoons and bank holidays up until the late 1920s early 1930s. By the 1950s it had degenerated and it was eventually removed before 1955. In the late 1990s, the award of a Heritage Lottery Fund grant a new bandstand was erected on the original location of the former structure (see Plate 8 below). The new structure is based on the photographs of the original and appropriate examples from the McFarlane & Co. design sheets. The new structure has been made using appropriate materials for the castings and roof and although traditional in design it has modern features such as sound amplification, lighting, and components designed to resist vandalism. The bandstand was officially reopened in October 2000. Plate 8 - Bandstand Victoria Park Management Plan 2011-2016 January 2012 42 b) McFarlane Fountain The McFarlane drinking fountain canopy is the main visible built structure in the southern part of the park (see plate 9, opposite). It was donated to the Parks Committee, along with three other identical structures, by the Samuel family, in memory of their brother Lewin L. Samuel who had died in 1893. It was first installed in the northern part of the park, near to the Circle, but was moved to it’s current location after restoration in the 1980s. The original drinking fountains has been lost, but the canopy is the restored original – the only one of the four to have survived. The fountain canopy comprises an ornate cast iron pinnacle dome of open scrollwork supported by eight slender columns arranged in an octagon, linked at the top with round arches. Above the arches are roundels with the inscriptions ‘The Pavement’ and ‘Keep Dry’, alternating with depictions of storks. A plaque records that the structure is a memorial to Lewin L. Samuel. Plate 9: McFarlane fountain canopy c) Bowling Green The bowling green was originally constructed in 1905 and opened on 10th June in that year. It was Cardiff’s first operational municipal green and was originally served by a refreshment tent, before a timber refreshments hut was constructed in the 1920s. The edges and channels to the bowling green were upgraded in 1994 together with the installation of a fully automated irrigation system, which includes a rain sensor. The green is open from the last week end in April to the last week end in September and is home to the Victoria Park Bowls club , who have both men’s and lady’s teams. It is also available for casual use. Details of the maintenance of the green are contained in section 7.5.2 on page 52. The signs on buildings are managed by the respective building manager/concession holder. 6.4.5 Furniture Victoria Park Management Plan 2011-2016 January 2012 44 The park contains a range of types of furniture including: • • • Seats/benches Litter bins Recycling bins There is currently no standard type of furniture used within the park, and a number of types are currently in use on this site. Many of the seats are memorialised (see Plates 16 and 17, below). All staff are responsible for monitoring their condition and reporting repairs to their respective line manager, who will advise the Operational Support Team who will prioritise and implement repair work subject to funding being available. The timber is treated with a preservative to prolong its life and metal components are painted only when additional funding is available. All the seats and bins are checked annually and their condition recorded on a database by the Operational Support Team. Dog Bins There are no specific dog bins in the park, when dog waste was declassified as toxic waste the decision was taken to introduce biodegradable bags and allow the disposal of dog waste in any litter bin on a citywide basis. Victoria Park Management Plan 2011-2016 January 2012 45 6.4.6 Artwork The park contains one piece of artwork, a bronze sculpture of ‘Billy the Seal’ – a former resident of the now redundant ‘zoo’. This was created by sculptor David Peterson as part of the Heritage Lottery Funded improvements in the park and unveiled in 1997. Plate 20: Billy the Seal sculpture 6.5 Services The buildings in the park have the following services: a) Bowls Pavilion Connected to water, gas, electricity, mains sewerage and telephone. b) Cafe Connected to water, gas, electricity, mains sewerage and telephone. c) Bandstand Connected to electricity. d) Ranger/Pool Plant Building Connected to water, gas, electricity, mains sewerage and telephone. e) Ranger Bungalow Connected to water, gas, electricity, mains sewerage and telephone. 6.6 Play area The Circle lawn was originally allocated for children’s play when the park was first opened. Equipment was installed on the tarmacadam area adjacent to this when the ‘zoo’ cages were removed in the 1950s and further equipment was installed for younger children on the in-filled ornamental pond site adjacent to the paddling pool in 1988. In 1995, the playground was extended around the toddlers play area to provide new equipment for older children and the equipment adjacent to the circle lawn was removed. In 2009, the play area was refurbished under the SMP Partnership Contract as part of the programme of playground improvements being delivered under this partnership (see Plate 21, opposite). Victoria Park Management Plan 2011-2016 January 2012 46 Plate 21: Children’s play area 6.7 Outdoor leisure facilities 6.7.1 Formal facilities The park has a bowling green and tennis courts which are open during the summer season (May to September). The paddling pool is open from May to August (12:00 – 19:30 each day) and there is no charge for use. There is a turnstile to control numbers and lifeguards patrol when the features is open, a separate document detailing the management of this facility as available on request. 6.7.2 Informal facilities A number of free informal facilities are available for use all year round. These include: • Mini football / kickabout Goal posts have been installed on the circular lawn in the north of the site for informal use. • SCANSIS unit This facility is located at one end of the area fenced for tennis (see Plate 20, below) • Basket Ball One tennis court has been taken out of service and remarked for basketball. Plate 22: Victoria Park Scansis unit Victoria Park Management Plan 2011-2016 January 2012 47 Victoria Park Management Plan 2011-2016 January 2012 48 7.0 Park environment 7.1 General principles 7.1.1 Managing the changing landscape The complexity of the park landscape is such that a holistic approach to maintenance and management is required in order to achieve the full aims of the restoration and development project. Effective management of the trees in particular will ultimately define spaces, provide transition between spaces, create vistas and scenes and define the characteristics of different spaces – creating balance unity, harmony, variety, scale and contrast in the landscape. Effective vegetation management will only be achieved if there is a thorough understanding of the dynamics of the site. The juxtaposition of equally significant features creates a tension that will require time, patience and long term vision to achieve a satisfactory result. 7.1.2 The influence of a changing climate The Parks and Green Spaces Strategy has addressed for the first time, the issues facing the parks service in dealing with a changing climate. In Victoria Park, the long term effects could be devastating because the longevity of trees makes them particularly vulnerable to climatic change. However, this can also make the park an obvious location to observe the impact of climate change. In the future, plant selection, management practice and habitat creation and management will all need to be reviewed to ensure that the future of the park is safeguarded. 7.2 Tree management 7.2.1 Maintenance and management of trees There is currently a full survey record of all the trees in Victoria Park (see Appendix 4) which is held in the Council’s Arbotrack system, which is used to plot and record all the trees within Cardiff’s parks, to establish a base line for the condition and future maintenance of all the sites trees, together with regular and on going monitoring and reviews. This ensures that there is a full and robust system for dealing with any maintenance requirements which will underpin and set clear objective and time scale for dealing with any issues and will provide a coherent and effective Tree Management Policy. The following operations will be carried out routinely in order to improve the quality of the planted areas: • • • • • • Weed control around base of trees (appropriate to location) Removal of dead and diseased plants Removal to be followed by quick replacement Formative pruning as required to achieve the desired shape Removal of any basal shoots Annual checks to newly planted trees until establishment to inspect and replace any trees ties and the eventual removal of stakes Victoria Park Management Plan 2011-2016 January 2012 49 • • Reporting of any tree issues to the Arboricultural Officer for further inspections and resolution Trees identified for removal are assessed for suitability for either replacement or recycling of the trunk as in situ art work There are around 486 trees on this site, no recorded champion trees or notable species are present, but the listing mentions the perimeter belt of mixed trees including sycamore, horse chestnut, cherries, Acers and a large tulip tree. 7.2.2 Timber Recycling All timber generated as a result of any further tree work in the park is recycled at either the point the work took place or taken to Forest Farm where the timber is used to create a number of products which used in the parks by our staff or sold at a nominal fee to help local groups with their environmental projects. The products include: • • • • • Play bark/chip Signs Bollards Fence panels Charcoal Anything not used in this way is sent the green recycling centre at Lamby Way to be composted. 7.2.3 Hedges The following hedges exist within the park: • • Berberis hedge (around bowling green) Variegated holly hedge (in front of operational depot) These hedges are cut annually to retain their shape and this operation is timed to avoid bird nesting season. 7.3 Ornamental planting 7.3.1 General principles This management plans seeks to continue to widen horticultural interest within the park without significantly altering the structure or appearance of the landscape, through: • • • • • Appropriate arboricultural management to redefine the structure of the site Extending the variety and extent of the permanent plantings Reintroducing the character and style of the Victorian plantings in appropriate locations where these can be seen in the context of the restored original layout Developing and extending the seasonal bulb displays Continue to provide and develop effective seasonal bedding displays. Victoria Park Management Plan 2011-2016 January 2012 50 7.3.2 Permanent Planting The existing shrub planted areas had deteriorated over the many years due to the introduction of Compulsory Competitive Tendering, due in full to the short comings of addressing any form of regeneration and replanting within the specification and the removal of site based staff from the site. In general, the areas of permanent shrub planting have been reduced over the years to make the site more manageable. In general, where planting is undertaken, all shrub planted areas are designed for low input, routine maintenance schedules. New plantings need to be: • • • Appropriate to the location Of the largest size possible to deter theft Fenced in vulnerable locations The following operations will be carried out routinely in order to improve the quality of the planted areas: • • • • • 7.4 Weed control (appropriate to location) Edged regularly (in lawned areas) through trimming reformation and realignment Removal of dead and diseased plants Removal to be followed by quick replacement Formative pruning as required to achieve the desired shape Bulb planted areas The following bulb types are found in the park: • • • • • • 7.5 Narcissus ‘Tete a Tete’ Narcissus ‘February Gold’ Narcissus ‘Cardiff’ Narcissus ‘Jet Fire’ Snowdrops Crocus (var.) Grass management 7.5.1 General grass areas The grassed areas are all defined as general landscape lawns. Localised and individualised mowing regimes are used to define different areas within the park. Specific grass management regimes will be adopted for the following: • • • • • General lawn areas – Cut and collect by rotary machine 16 times a year Naturalised bulb areas – strimming and raked off 12 weeks after flowering Control of grass around obstacles – herbicide control Mowing around individual trees – herbicide control Reinstatement of damaged or worn areas – over seeding with general hard wearing grass mix Victoria Park Management Plan 2011-2016 January 2012 51 7.5.2 Fine turf management (bowling green) The green is maintained as follows - 7.6 • Mowing: During the season, the green is box mown three times a week, Monday, Wednesday and Friday. The green is brushed or switched before cutting, and the grips raked and cleaned out. During the closed season (between October and early March) the grass is be kept at a manageable height. • Edging: During the season (April to September), the green is edged up once a week. • Fertiliser applications: Fertiliser is applied once before the start of the season, during the season a spring/summer liquid feed is applied in mid June and an autumn/winter feed is applied in the autumn after the season has finished. • Scarification works: Before the season starts, the green is scarified in 2 passes. During the playing season a light scarification is undertaken on 3 or 4 occasions during May, June and July. At the close of the season the green is scarified in 4 passes. • Spiking: During the season the green is spiked on 5 or 6 occasions at regular intervals. • Top dressing: The green is top dressed at the end of the season. This is undertaken simultaneously with either solid or hollow tining. • Pesticide application: Fungicide, insecticide , moss killer and wormicide applications are applied as required. • Drainage ditches: During November to early March, the ditches are cleaned out and all leaves removed twice a month during the autumn. Biodiversity In addition to human visitors the park is frequented by domestic pets such as cats. The busy nature of the site limits the possibilities for wildlife but also brings sources of food for opportunist species such as grey squirrel which are present in high numbers. Garden birds seen at the site include: • Blackbird • Song thrush • Blue tit • Coal tit • Great tit • Pied wagtail • Collar dove Victoria Park Management Plan 2011-2016 January 2012 52 • • • • • • • Green woodpecker Treecreeper Blackcap (summer migrant) House martin (summer migrant) Swallow (summer migrant) Fieldfare (berry eating winter migrant) Redwing (berry eating winter migrant) Other bird visitors include foraging species such as: • Gulls (various types) • Jackdaw • Starling • Rook • Carrion crow • Magpie • Raven (occasional visitor) Nesting birds are protected by law. During the breeding season (April – September) trees should be checked for nesting birds before any works are undertaken. The only bat species recorded is common pipistrelle. It is fairly successful in the area because of the numerous potential roost sites that exist in the Victorian buildings surrounding the park. All Bats are protected by law. Bats may roost in the trees in the site. Trees should be assessed for their likelihood for bat roosts before any works are undertaken. The park was developed in an area of poorly drained marshland, although virtually none of the original flora exists today. The present grass maintenance regime is limited to high frequency mowing but there are opportunities to increase diversity in small sections of the park and introduce some native flora. In recent years, some of the grassland areas have been planted with over 3000 bulbs including Narcissi cultivars Tete a Tete and February Gold, and Anemone blanda and snowdrops. In addition to providing early colour and interest, this also helps to modify the pattern of intensive mowing and provide additional opportunities for nectar-feeding insects at a time of year when nectar and pollen is in short supply. Another recent planting is a variegated holly hedge beside the operational depot boundary fence, and new planting of lavender is proposed in front of the existing Berberis hedge surrounding the southern boundary of the bowling green. Although this is not native, it increases nectar feeding opportunities for butterflies and moths. Victoria Park Management Plan 2011-2016 January 2012 53 Victoria Park Management Plan 2011-2016 January 2012 54 8.0 Movement and use 8.1 Access to the park 8.1.1 Sustainable access Victoria Park is very well serviced by public transport connections. By bus: The park is served by a range of bus services stopping on Cowbridge Road, outside the park. These include: • 1/2 City circular (Butetown, Cardiff Bay, Victoria Park, Heath, Tremorfa, central Station) • 11/12/13 East- west (Tremorfa – Ely via city centre and Victoria park) • 17/18 Capital Red ‘Bendi Bus’ (City Centre – Ely via Victoria Park) • 60/62 Danescourt (City Centre – Danescourt via Victoria Park and Fairwater) In addition to the above, a number of services between Cardiff and the Vale of Glamorgan also stop at the park. Bus stops are of the raised kerb design giving easy access to able bodied and disabled access. By train – The nearest train station is at Waungron Park, approximately 900 metres from Victoria Park, with regular services running to Danescourt and central Cardiff, . 8.1.2 Pedestrian access The main gates into the park are on Cowbridge Road East to the south east and south west and on Victoria Park Road West / Thompson Avenue to the north east (double service access gates), with subsidiary accesses from Thompsons Avenue (north), Victoria Park Road West (2 gates to the west), and Victoria Park Road East (east), all single gates. Pedestrian Circulation The footpath system comprises a circuit walk parallel to the perimeter railings, approximately 30m inside the fence line linking all the gateways, separated from this by planted borders and mixed trees. Radial paths lead from the two main central features, the bandstand in the north and the fountain canopy in the south, connecting to the circuit path and additional cross paths serve the playground. The main circuit path was originally broad, approximately 4m wide as was the fashion of the day, presumably to allow ladies, in particular, to promenade in their wide skirts in comfort, with narrower radial paths, between 2-3m in width. All the paths were originally surfaced in gravel. 8.1.3 Vehicle access In line with many parks constructed during the Victorian era car parking was not considered when the park was open, so there is no designated parking space either within the park or in the immediate location. However there is much unrestricted parking in the surrounding streets. Vehicular Circulation Victoria Park Management Plan 2011-2016 January 2012 55 The whole park is surrounded by roads intersecting with Cowbridge Road East at two points on the southern side. This provision for traffic in the original layout ensured that the total area of the park would always remain intact. 8.1.4 Emergency vehicle access Emergency vehicles can access the main park via the park entrance from Victoria Park East / Thompsons Avenue (north eastern access). 8.2 Internal orientation 8.2.1 Visual There is no directional signage in the park. 8.2.2 Orientation plan There is currently no orientation signage at the park entrances. This is area that will need to be addressed within the Action Plan in Appendix 7. Victoria Park Management Plan 2011-2016 January 2012 56 9.0 People and partners 9.1 Park use A number of park use surveys have been carried out on Victoria Park. These are described below: 9.1.1 Comedia Demos study (1994) Victoria Park was the focus of one of twelve studies carried out in 1994 by Comedia / Demos researchers Ken Worpole and John Newton as part of a national study into urban parks which provided the basis for the setting up of the Urban Parks Programme funding stream, administered by the Heritage Lottery Fund. The focus of the study was to provide an understanding of the whole park cost of providing a park like Victoria Park and the value for money this represented in comparison to other Council services 6. The study of the park included three use surveys – observational site use (more than 2,000 park users observed over two days – a Thursday and a Sunday in September 1994 (unfortunately the weather was poor on both occasions), park user interviews (250 face to face interviews with users) and a local household survey (134 returned questionnaires). The boad conclusions of the user surveys were that the park was very well used by local people. It is an important place for children’s play and the most popular activity was cited as walking. The overwhelming attraction of the park was its flowers and tree, green spaces and play facilities (this survey predates the HLF funded park restoration work). The study concluded that the park provided excellent value for money for Cardiff’s residents and recognised the need for parks to adapt to continue to provide relevant facilities for local people into the future. 9.1.2 Capital Times Park use survey (2002) A survey of parks use in Cardiff was carried out by the council’s research centre, via the Capital Times in 2002, which had 1,694 responses. This survey used a statistical analysis of responses to predict an annual number of visits to various parks. Victoria Park was estimated to have approximately 600,000 visits per annum, with nearly 60% of users reporting that they used the site for children’s play. The report also discovered that 38% of users visited the park daily during the summer month and 33% of users reported they used the park most frequently as part of a family group. Roath Park was the most popular park in Cardiff (33% of the all the responses), but in an analysis of responses from different areas of Cardiff, the west sector of Cardiff was the only area not to nominate Roath Park as the most frequently used –Victoria Park was nominated by 29% of the local population instead (Roath Park dropped to fifth place with only 4% of the nominations from the west of the city). 9.1.3 Cardiff Parks Questionnaire (2004) A second survey carried out in 2004, this time using 3,000 randomly targeted postal questionnaires, elicited 796 responses. In the first question, respondents were asked to say which park was their local park or green space – 8% of respondents cited Victoria Park, second only to Roath Park. 6 Ken Worpole and John Newton, Victoria Park, Cardiff a report by Comedia / Demos, June 1995 Victoria Park Management Plan 2011-2016 January 2012 57 Victoria Park was also named as the fourth most popular park visited, behind Roath Park, Bute Park and Llandaff Fields / Pontcanna Fields, with 7% of respondents stating that they used the park more often than any other park and 6% stating it was their favourite park in the city. 9.1.4 Caravan consultation (2006) In spring 2006, as part of the consultation programme for the Parks and Green Spaces Strategy, a caravan consultation was carried out across eight sites in Cardiff, including Victoria Park. Including the 47 that were Victoria Park Management Plan 2011-2016 January 2012 58 interviewed in the park, it was mentioned at 6 of the other 7 sites which indicates that the park has a relatively wide catchment across Cardiff. 9.2 Volunteers and park friends The Parks and Green Spaces Strategy has committed the Parks Service to work in partnership with local communities and to extend the number of Park Friends Groups within the city. There is currently no Friends Group in Victoria Park, but the Council works closely with other groups in the park and in the local community. A number of volunteer activities have taken place with local community groups including tree and bulb planting, and there are good working relations with local schools. 9.3 Community involvement Whilst there has been no ongoing formal community involvement in Victoria Park, the park has been used over the years for activities by various groups including: • • • Local Scout Groups (fund raising fetes) HCPT, The Pilgrimage trust (fund raising fetes) Local schools (school sports days) The parks also features widely in the parks events programme with a range of walks and demonstrations held in the park each year. Most of these are free, but some have a small charge to cover the cost of materials. Details of the events programme from 2010 is provided in Appendix 2. 9.4 Funding partners 9.4.1 Memorials and donations a) Memorial Trees There are some memorial trees in the park and the opportunity remains available for future memorial trees. b) Memorial benches There are many memorial benches in this park. Opportunities for further memorialisation exist and this is being carefully managed to ensure that new seats are placed to replace older or damaged benches. 9.4.2 Grant funding a) Heritage Lottery Fund The park benefitted from £82,500 of Heritage Lottery Funding awarded in 1996. This funding contributed towards a £137,500 restoration of the bandstand the renewal of footpaths, the ‘Billy the Seal’ sculpture, planting restoration, dog control measures, new litter bins and information boards. The work was completed in 1997 in time for the parks centenary that year. It was one of the first parks in the UK to receive funding under the HLF’s Urban Parks Programme. At present there are no plans to seek funding for any further restoration work. b) Scansis Unit Cardiff Council were recipients of a Scansis unit donated by the Football association of Wales in association with UEFA and the Foundation for Sports and the Arts. The Victoria Park Management Plan 2011-2016 January 2012 59 unit was valued at £13,000 and installed at a total cost of £59,000 (including reinstatement of surfacing and provision of new fencing and bins) in 2007. c) Small grants The Action plan identifies a number of projects that could be funded through external grants, subject to appropriate application / partnership working through local community groups. This area of work will need to be explored further in order to progress these works. 9.5 Non funding partners The following organisations have been involved in or contributed towards the ongoing management and development of the park: • • Victoria Park Bowling Club Victoria Park Tennis Club Victoria Park Management Plan 2011-2016 January 2012 60 10.0 Information 10.1 Information management Ensuring that the park is properly maintained and becomes a successful visitor facility will require effective management of information. This will include communications within the Council, with external partners and with the wide audience of park users. 10.2 Internal information management Information flow internally will be determined largely by the new management structure for the park. This will need to define: • • • • 10.3 Roles and responsibilities of key personnel in respect of different maintenance and management operations including events Lines of reporting and briefing on all operational issues, programmed and non programmed works Procedures for problem resolution Procedures for responding to customer feedback External information management Information for external audiences will be managed to fulfill the following objectives: • • • • 10.4 to attract people to the park – from the local area and further afield to enable people to travel to the site and physically access it to enable people to move around the site with ease and enjoy their time there to enable people to understand and appreciate the various features of interest and the stories behind them Marketing The park is not actively marketed but is highlighted in the Council’s web pages. It is intended that more detailed information will be provided on the history of the site to increase its appeal for educational purposes. • • • • Parks Events Guide : Published on the council’s website and distributed to a mailing list and the Tourist Information Centre The Capital Times : This monthly publication is used to raise awareness of the events in the park and site developments when appropriate Council website : This has a page on green flag and pages on each green flag site, it also allows users to search for their local park and parks anywhere in the city with specific facilities Site Notice Boards: These are used to promote events and activities which will be taking place during the year Marketing of educational visits to schools in Cardiff will be undertaken through Cardiff Council Schools Advisory Service. At present most of the active marketing for education relates to Bute Park and Roath Park, but is anticipated that as interest in use of parks for educational purposes increases, the range of educational materials will increase and the areas visited will be extended. Victoria Park Management Plan 2011-2016 January 2012 61 10.5 Parks style In general, all media produced within the Parks Service follows the following guidelines whilst also responding to the Corporate guidelines. A layered approach is applied across all forms of interpretation media, printed, web-based and event based, incorporating the following principles: • • • • 10.6 Simple, non technical language and a direct, active style A minimum of text Colourful visual material (with consistent use of colour theme), including photographs, illustrations, graphics and symbols A coordinated approach to graphics The Parks and Plants web site Specific specialist information about the plants in Cardiff parks, can be found in the Councils web-based plant database which can be accessed at: http://apps.cardiff.gov.uk/plantguide/parksandplants.php 10.7 Web sites and blogs There are a number of external websites which mention Grange Gardens; some of these specifically mention visits to the park and other actively advertise the gardens to other users. A list of these sites is included as Appendix 3. Victoria Park Management Plan 2011-2016 January 2012 62 11.0 Achieving the goal 11.1 Cost of managing the park In the previous management plans an outline budget was calculated based on the figures which were extracted from city-wide budgets and approximate numbers of hours worked. Through necessity this is still included as Table 3 but it is anticipated it will be replaced shortly with a more accurate outline budget, once the exercise to gather the necessary information has been completed and has been entered into the formula which has been developed for this purpose. This budget outline is based primarily on 2006 figures and therefore it is important to realize that this can only be considered as a guide to the expenditure needed to deliver the services in this park. A scatter graph has been included as Appendix 5 showing the quality and value scores for parks and gardens in the city. The council’s other Green Flag Parks are also highlighted on the graph, and a score sheet is included for the Victoria Park assessment. A programme of annual re-assessment of Green Flag parks will be implemented to show how works undertaken in each park have changed its assessment score. 11.3 Customer consultation The Parks Service is committed to ongoing customer consultation, offering a friendly caring and professional service to customers. A service area review is currently being undertaken to improve customer feedback across the service, including improvement of the parks web pages to allow customers easier feedback. 11.4 Achievements A list of the achievements and completed major projects for Victoria Park since 2000 is given in Appendix 6. It was founded in 1897 and contains a mixture of traditional flower beds, mature trees, a paddling pool, bandstand, children's playground, tennis courts, a 5a-side football pitch, and open lawns. There's a cafe, toilets and a parkkeeper's lodge - one of the few left in the UK where the keeper lives on site. The park used to have animals in a small zoo (my mother used to visit them in the early 1930s), most famously Billy the Seal; caught accidentally by a local fishing boat in 1912, he was donated to the park, living there until 1939. After he died, he was found to be female! She is commemorated by a life-size statue in the park. A great place for families and children, as well as for a quiet stroll. If you remember Roath Park for it's lake and Bute Park for the castle - you definitely remember Victoria Park (if you've been there) for its flowers in bloom. They are a visual delight in their colour, variety and display. This is a Victorian park and even though it has been modernised and well maintained it still has a Victorian splendour about it from the wrought iron bandstand to the neat little railings that surround the displays. If you're not a fan of flowers then there are some lovely green areas to play or picnic on, swings, slides and roundabout plus a paddling pool and a cafe. If you're not sold on it yet then maybe this will convince you - the park has recently been awarded the prestigious Green Flag Award due to its very high quality. Work is taken from the infrastructure repair priority list which includes painting of railings and retreating benches/seats. There have been attempts to grow the grow and increase the length of the walk but to no avail. The project is working to set up new groups in other parks. This action is now closed. This does not include this park although there has been an amalgamation of clubs to increase usage. Decision on the closures will be made in February when the full Council meets to agree the budget for 13/14 Feb 2014: Bowling green closure is back on the list of proposals for 14/15 budget cuts and this and other bowling greens will close unless the club take on the responsibility for the maintenance costs Feb 2015: Following a merger of clubs in 2014 on on these has now folded and the residual members have decided to move to Fairwater Recreation Ground. This has left this site with no club for 2015. Officers will continue to undertake minimum maintenance while work is doen to find another use for the area. Jan 2016: The bowling club has now moved.
