The Tennessee Council for Exceptional Children (CEC) has accepted the proposal SIMplifying
Learning to Unleash Student Potential for Elementary Students in a K-6 District for the 2015
Tennessee CEC Fall Conference at Vanderbilt University.
Hobgood’s DeeDee Potter recently had two Hobgood art classes working with visiting Brooklyn,
New York artist Timothy Lee. Mr. Lee is the first place winner of “The Journey,” an exhibition
of artwork by an elite group of young emerging artists with disabilities. The John F. Kennedy
Center for the Performing Arts provided an art lesson plan and covered the costs of all materials
required to implement with the children in the Hobgood Library.
The State has awarded MCS $29,611.65 to implement the 2015-16 Family Resource Center
Program. This is a continuation of the program as a result of operating in compliance with
program guidelines and successfully serving students and their families.
The General Mills Foundation on behalf of the Murfreesboro Community Action Council has
awarded MCS and Coordinated School Health $10,000 for the Bike for Life program.

MISSION STATEMENT: To assure academic and personal success for each child.
Bike for Life
Murfreesboro City Schools
Childhood obesity is a serious public health threat, disproportionately affecting racial minorities
and low-income families, and increasing a child’s risk for disease. Between 2007 and 2013,
MCS saw a 5.6% reduction in overweight/obesity rates. This success was made possible in part
due to grant funded programs like Junior Chef and BAM! Body and Mind. As we look to the
future, we know schools and families continue to need cost-effective opportunities for physical
activity and nutritional education to help combat childhood obesity.
Biking represents fun, freedom and fresh air – everything that is great about being a kid. Kids of
all shapes, sizes, and ability can ride a bike and it’s a healthy outdoor activity that the whole
family can participate in. Other benefits of biking include: developing strength, balance, and
overall fitness, burning up calories, strengthening the heart, lungs, and lower-body muscles and
bones, and developing and strengthening the muscles surrounding the knees without impact.
Bike for Life will incorporate key educational curriculum, safety and family oriented fun. Bike
for Life will provide opportunities for safety and nutrition education classes to all Murfreesboro
City Schools students in grades 3-6. Through the Bike for Life program, participating schools
will:
 Teach children the skills necessary to safely navigate neighborhoods and routes to school.
 Help children improve their core, cardiovascular and nutritional health.
 Educate and instill in children positive, safe, and active lifelong habits.
 Enable children to master new skills and increase their self-confidence.
In addition to offering safety and nutrition education classes, Murfreesboro City Schools will
partner with Murfreesboro Police Department and Murfreesboro Parks and Recreation to host
community Bike for Life events. These events will offer information on safety, nutrition, and a
safe place for families to practice bike riding skills. Skills that will be emphasized are: starting
and stopping, riding in a straight line, looking over their shoulders, signaling to vehicles, as well
as crossing the street appropriately. Bikes, provided by the grant, will be available for children
without a bike to practice on. Community leaders, police, teachers, and parents all connect with
one another and with students during these bike events to help communicate the importance of a
healthy and safe lifestyle.
The Bike for Life Program will culminate in a celebration on May 4 by participating in National
Bike to School Day. All students, who are able, will be encouraged to ride their bikes to school
and encourage their families to participate as well.
The goal of Bike for Life is to engage children in physical activity to address the health and
emotional issues facing today’s under-active, often overweight, children. The expected
outcomes of this goal are:


To improve students core, cardiovascular, and nutritional health.
To increase the number of students who use bicycle's as a mode of transportation to and
from school.

To instill in students positive, safe, and active lifelong habits.
The Bike for Life Program will require 50 bikes, 50 helmets, and hanging storage racks. It is
essential that quality bikes be purchased to reduce the recurring cost and increase sustainability
of the program. Bikes will be stored at school locations for use by physical education teachers
during safety and nutrition education classes.
Bike for Life will provide students with the opportunity to learn a skill, coupled with nutrition
knowledge, which will provide an outlet for exercise for a lifetime. Once you learn to ride a
bike, you will always have the skills necessary to be physically active and lead a healthy life.

Rutherford County Farmers Co-Op for a $5,000 donation to the Backpack Food Program
Farm Credit Services for their donation of a copy machine, table, and chairs
MCS Appreciates Girl Scout Troop 540 for collecting 18 book bags filled with school supplies for Hobgood
Elementary.
Ms. Smith gave a brief presentation about the Confucius Institute. She said the McPhees (MTSU) spearheaded
the project, and that this year the group came back with 38 students, a few parents, and a few teachers. Scales
Elementary hosted them in the science lab at MTSU with some of their science fair winners. She said the group
was overwhelmed by the size of Overall Creek. Ms. Smith praised the opportunity for exchange for some of our

elementary students to go over there and them to come over here. Dr. Gilbert added that MCS will be receiving
two teachers from the Confucius Institute who will be coming over here.

Minutes: June 9, 2015 Meeting
Mr. Barrett moved to approve the minutes. Mr. King seconded the motion, and all approved by saying aye.

REPORTS/INFORMATION
Report on Summer Camps and Activities
Mr. Lyles presented a video and information about the Community Outreach summer camps and activities. He
stated that camps are only possible with community partnerships who are eager to step up to the plate when
called as well as the faculty, volunteers, and administrators, who participate. Mr. Lyles recognized the activities
of Club Marvel, Boys2Men, GEMS Camp, Camp Prism, and Camp Boost as well as camp partners such as
MTSU, Stones River Mall, Olive Branch Church, and St. Paul’s Episcopal Church. He said that Franklin
Heights had a number of camps going on at a number of sites. Overall, Mr. Lyles stated that about 400 kids
were serviced over the summer.
Ms. Phillips said she appreciated the opportunity to visit the last day of the GEMS Camp for the tea party and
see what it meant to those kids and their parents.
Construction and Maintenance Updates
Mr. Anderson gave the construction and maintenance updates for the schools. Bradley school was repainted on
the inside. Northfield had a major catastrophic breakdown with HVAC right before school started. Hobgood’s
new addition contracts have been signed, and construction is getting ready to start. Scales’ ductwork started to
peel, and had to be redone. The school was also repainted, and a brick firewall was built around the kiln. Cason
Lane had 31 thermal pane windows that were replaced. Discovery School had electrical panel that had to be
replaced. A thermal scan was performed and a safety team inspected to make sure they are all good. Bleacher
inspections were performed by a professional company. As a result of our energy initiative, the state approved
$1.5 million loan to do new lighting for Cason Lane, Black Fox, and Bradley. Mr. Anderson said he approached
them about putting in LED lights instead of T8 bulbs. As a result, we are receiving an additional $2.1 million
because of the new technology.
Ms. Rainier asked which room was being divided at Bradley. Dr. Gilbert said it is the old library on the right as
you go down the hall. She said we have been delayed in completing the rooms because we had to special order
the sink. Ms. Rainier asked if Reeves-Rogers would still have to use the portable. Mr. Anderson said he does
not believe they intend to use it as a classroom at this time because of numbers.
Ms. Rainier asked about custodial issues of buildings not being cleaned. Ms. Smith said she was concerned as
well. Mr. Anderson said we have switched from GCA to our own custodial services, and we have had issues
with getting enough staff to work the night shift. He explained the shortage of about 20 to 22 employees at
night. We are trying to interview as many as apply, but we are not getting applicants. Mr. Anderson gave a brief
explanation of the processes that are in place in the buildings, noting that efforts would be increased to meet the
need.

Enrollment Updates
Mr. Anderson reported said he added an item to the PTR sheet, which is the yellow box at the bottom showing
growth over the previous year. He said the original projection was 8419, and we are really close to that now. He
noted a four percent growth rate over the end of last year. Ms. Phillips said that is a little over 17 classrooms at
that growth, and that is a lot of classrooms. Dr. Gilbert said she is still looking at numbers, and there may be
some shifts in the classrooms. Discussion was also held about capacities of the school buildings and potential
changes due to the Franklin Heights housing removal. Dr. Gilbert said she has spoken to Mr. Rowe at the
Housing Authority and a second group of residents will be displaced by the end of December. Dr. Gilbert said
there were about 80 students on that list, and it is unknown where they may end up at this time. Ms. Phillips
noted that, while there is a pupil teacher ratio by what the law allows, she hopes we will consider what is the
most optimum for student learning. Dr. Gilbert said they have been discussing the use of the CHOW bus for
something like tutoring on wheels, adding that Mr. Lyles is staying in close contact with our community
partners to meet the needs where they are.
Update on Growth Funds for 2014-15 School Year
Mr. Anderson said MCS received $818,000 in growth money from the State in January but that money went
toward hiring teachers because of the extended growth.

A request was made for a report from Mr. Marlin at an upcoming meeting about the special needs population.
