WESTERN AUSTRALIAN ROVER COUNCIL Minutes Sunday 13th March 2016 1. Welcome and Flag Break 2. Present and Apologies 2.1. Presentations and Guest Speakers 3.1 Presentation of Peel District RC to the WARC Table Wembley Downs RC Wembley Downs Rover Crew presents Peel District Rover Crew to the WARC table. Passed unanimously. 3.2 Red Cross Award C. Arcus WA Rovers were invited to the Red Cross Breakfast for 2015 donations where our donations were recognised and thanked. Caitlin Arcus, organiser of Red Rover Day, and Steph Williams, Vice Chairman, were presented on the day with a special award for the most donations given by a community group. Last year WA Rovers made 121 donations, saving 363 lives. Caitlin presented the award to WARC last night for display. 3.3 Ayden’s Secret Squirrel Business DCC Youth Program Ayden MacKenzie, Deputy Chief Commissioner – Youth Program, presents a Chief Commissioner’s Award to Rebecca Morse, the 2015 Chairman for “Services to the Growth to the Rover Section”. 3.4 Flag presentations Subiaco returns Canning’s flag. Waylen Bay returns Bibra Lake’s flag. WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 4. Acceptance of Previous Minutes One change reflecting the wording of The Moot Convoy at 7.14 at the request of the Chief Commissioner. This change being swapping the phrase “speed across to Moot” to “drive directly to Moot and take the tourist route back”. Motion: That the February minutes are a true and accurate record of the meeting. Moved by: Beldon Rover Crew Seconded by: Swan Districts Rover Crew Motion Passed 5. Reports 5.1. Chairman Tabled R. Collins 5.2. Vice Chairman S. Williams Tabled: o Crew Leaders need to jump onto training as this will help them achieve the Quality Rovering Award. o Steph will be changing the Quality Rovering Award form to make it more user friendly, however the requirements will remain the same. 5.3. Treasurer A. Housley Tabled: o We have seen a lot of Sandmoot payments. o Some outstanding accounts are reflected in the report, which have since been settled. o Payment from Queensland for Rover mugs is noted. 5.4. Public Relations Officer C. Cooper Tabled: o Sandmoot was great and we had some amazing photos so look out for them on the WA Rovers Facebook Page. o Congratulations to Caitlin for Rotto Swim, Red Cross Award and Sandmoot all of which are positive promotions for the WA Rover section. BVC Rep Report Still no BVC Representative elected. WARC representatives will be attending the upcoming BVC meeting. 6. Event Reports 6.1. Sandmoot Report C. Arcus No report this month. Will hopefully be submitted by next WARC. 7. Upcoming Events 7.1. ANZAC Vigil 24th-25th April Padbury R.C The roster for the evening has been posted on the Facebook page and the WARC website. It will also be included with the minutes. There is a budget for food so there will be some food items provided. Looking for equipment from WARC or Branch to help the event. Going smoothly. Please ensure your uniforms are of the correct standard, otherwise you will not be permitted to take part. 7.2. St George’s Day 24th April Warwick R.C Facebook event has been updated with more information. Information will be up on the WARC website this week. The Scouts WA newsletter will contain information in the next issue. Please encourage your Scout Groups and family members to come along to see the Ceremony and the start of ANZAC Vigil. Please ensure your uniforms are of the correct standard. WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 7.3. Gravelmoot (TENDERS CLOSE) 13th-15th May T. Batters 2 Tenders have been received; one from Mark Joslin and Nathan Lifford, and one from Wembley Downs Rover Crew. Mark and Nathan tender: o Nathan works a lot at Manjadel so is familiar with the logistics of the area and work needing done. o Mark will be in charge of the other events and evening activities. o Looking at $15-20 per person with Bishop Riley RC catering. o Not sure what projects are as yet. o Couple of construction and painting projects are on the cards as well as some cleaning up projects. o Mark and Nathan will be heading up a week before to ensure all projects are ready to roll and ensuring productivity and a Sunday early afternoon finish. Wembley Downs: o Over the last few years the Crew have been building up to running bigger events. o Idea for the camp will be a focus on training Rovers in a variety of things like using tools, setting up our larger tents, taking on and completing projects. o It will be run as a training camp so we no longer need to rely on the old hands to run such service events. This will ensure future proofing so future events will be more successful and more productive. o Will be sleeping at Gilwell and not the Youth Centre this year. o Bishop Riley will be catering at roughly $15 per person. o Possible BBQ dinner on Friday night from Branch as a thank you to the section. Bishop Riley: are Booted Rovers and Fellowship invited to attend? o Wembley Downs: Yes we need them to head up certain training teams. o Mark and Nathan: Yes as we need experience for Gravelmoot. Swan Districts: To Wembley Downs, are we doing actual service to Manjadel as the tender sounds otherwise? o We will be focusing on maybe 5 or 6 jobs, and doing them well rather than rushing through. This will allow for proper training opportunities. The main idea being that if we take it easy this year and train properly then future events will be more productive. RSM President: Mark, as you are running activities what are the games planned for the evening? o The usual Gravelmoot activities, and possibly a Karaoke machine. WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 Bishop Riley: Both tenders have referenced costs, have you actually costed the menus yet? o Mark, yes we have looked at it based on last couple of Gravelmoots factoring in some inflation. o Wembley Downs, SpudShed is our friend. Voting: Majority vote for Wembley Downs Tender. Thanks to both groups for submitting a tender. 7.4. 2016 Rover Ball (TENDERS OPEN) 13th August T. Batters Tenders are now open for the 2016 Rover Ball. We currently have one tender in the works. The ball is one of the easier WARC events to run. The date is currently set at 13th August, however the date is changeable. Waylen Bay: When is cut off for tenders? o By the 27th March. To give enough time for the Executive to review the tender before voting takes place at the April WARC. 7.5. Red Rover Day C. Arcus st Next Red Rover Day is Monday 21 March in Fremantle, then the 20th April at the City donation centre. If you would like to donate please contact Caitlin via the Facebook event page or via Facebook message. 7.6. Multi Section Event Voting T. Batters Voting on the tender currently submitted. Dusk til’ Dawn: overnight challenge attempting to survive the hoards till dawn. o 3rd – 4th September 2016. o Saturday 10am arrive on site, event starting at 12pm. Teams will work through the night then arrive at home base the following morning at 7am, allowing for sleeping time before pack up. o Event is fully catered from Saturday lunch to Sunday lunch. o Open to Rovers, Venturers, Guides and Cadets. o 1-1 and 1/2 hours out of Perth. Location TBA o Cost $55 but hoping to maybe reduce that by having a fundraising team. o Vacant positions currently include logistics, admin, fundraising, PR, Base Staff. If interested please contact Harrison. PR to outside organisations? WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 o Delshard is in charge of this area, looking at contacting Guide House for newsletter and touching base with other organisation head offices. If you are scared of Zombies there are positions available on bases and on the committee as staff so you can still be involved. Methods of the game will be revealed before the event. What does the cost cover? o Logistics, catering, and badges. This event will be run through the Branch accounts, which means we will have to abide by the Branch Event Admin cut offs and so on. Will there be awards and prizes? o There will be awards and prizes revealed closer to the time. This is a brand new event and not to be compared with RoVenture and Mission Impossible. Are fellowship invited to be involved? o Not as participants but as base staff, as with Venturer Leaders. Wembley Downs: Mock exams are straight after what will this do re turnout? o It is our prime age group but the WARC Activities Officer will work with the team to assist. Kalamunda: The tender has referenced using Department of Parks and Wildlife land, is this an issue? o Generally no as we have used DPAW land in the past and they will assist us in ensuring we use it appropriately. Voting: Majority pass. Event passed subject to Branch Events Admin approval. The following would like their abstention noted: Wembley Downs, Steph Williams (Vice Chairman), Casey Cooper (PR Officer). 7.7. Badgi Bash (TENDERS CLOSE) 3rd-6th June T. Beaver We have not currently received any tenders for Badgi Bash. So Tom will take on the role of interim Chairman to give two weeks for Tom to find a Chairman or team. Are there any nominations off the floor? o Warwick Rover Crew o Kalamunda Rover Crew Tom will work with the two Crews to arrange an organising committee which will be announced at the April WARC. 7.8. RoverCon 2016 16th October R. Collins WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 Currently scheduled for 16th October 2016 so please keep that date free. Last year we had to cancel due to low numbers, even though the Council chose a date and a format. The purpose of the event is for the Branch Rover Youth Forum to take place, workshopping training ideas, workshopping WARC policies, and any other issues the Rover Section needs to discuss. If you have suggestions for topics to discuss please email Rebecca Collins. This will also be a chance to review our strategic plan for growth. These previous RoverCon goals will be sent out with the minutes for Crews to review. 7.9. The Moot Convoy December 2016 T. Beaver Keep it in your mind and start planning. Start looking at finding a group to travel across with as it will save some of the costs. 7.10. The Moot December 2016 S. Williams Please keep signing up and ensure your applications are ready. Ensure you have selected your expeditions by April as that is when they will be allocated and you don’t want to miss out. There are lots of expeditions to pick from, some are in different states too. We now have some promo merchandise including coasters and business cards. Platinum off site activities will be released around Easter, date TBA. Chat to your Venturers who will be old enough and encourage them to come, same with members of your Crew. Fee due dates are coming up fast, please remember that some late fees will apply to payments made after due dates. 8. Training 8.1. April Basic 15th-17th April S. Williams Crew Leaders need to complete training as a requirement of the Quality Rovering Award so this is a perfect time to sign up. This will be our first Rover only Basic Training, so it will be tailored specifically for the Rover program. We will hopefully complete the Bushwalking training requirements on the same weekend. Allowing the whole Basic program to be covered in the one weekend. E-Learning will need to be completed prior to attending the weekend. WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 This training course is a trial, running Rover training away from Gilwell to ensure it is tailored specifically to Rovers. So if it works we can look into continuing it in the future. Possibly 15-20 people signed up, which will make this the largest Basic Training course we have run in recent history. The Rover Training Team have some new Rover presenters for the weekend, and are looking at adding to the team, so we will hopefully have an engaging and varied weekend for those attending. E-learning needs to be completed by the 28th of March. Forms also need to be in by 28th of March. If you need to Rebecca and Steph can arrange for night e-learning times at Branch. Any questions contact Steph Williams vicechairman@warovers.com.au 8.2. July Basic 29th-31st July S. Williams Will be run at Gilwell with the other sections’ training. This weekend will be good for University Students as it is during the University study break. We need 6 people minimum to run the course. 8.3. Advanced 19th-21st Aug/16th-18th Sep S. Williams Earlier Advanced course was cancelled due to lack of numbers. We need 4 people to run the course. You need to have completed Basic Training before you can attend an Advanced course. SAIT and Scout Training have changed recently, so if you would still like to complete a VET Certificate III in Business or Certificate IV in Frontline Management you will need to let your trainers know before the course so they can set you up with the correct paperwork. This change was made as a lot of Leaders were finding completing the Certificate work unnecessary for their Scouting role. However for Rovers, completing the VET qualifications can be a valuable asset to your start in the workforce. 8.4. October Basic 21st-23rd October S. Williams WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 Another course at Gilwell which will be run if needed. 8.5. Child Safe E-Learning S. Williams This e-learning must be done or you will be de-registered. From the time you register as a Rover you have 6 months to complete the Child Safe e-learning. WHS modules do not need to be completed, as otherwise advertised. WA has not signed on to the national requirements for completing WHS. However feel free to do this module as it could be useful and could be made compulsory in future. 9. General Business 9.1. Rover Service Awards R. Collins Applications have now closed for recommending someone for an Adult Recognition Award, such as the Rover Service Award. A Rover is needed to sit on the committee for Adult Recognition Awards who review all ARA recommendations, including the Rover Service Award. If you are interested in this position, please contact Rebecca Collins chairman@warovers.com.au If more than one person is interested the WARC Executive will make an executive decision as the ARA Committee needs the position filled ASAP as the current Rover sitting on the committee is now 26. There are no requirements to sit on the ARA Committee other than being a Rover, however we would preferably want someone who will be able to articulate their decision regarding Award recommendations. If you have nominated someone for an Award then you cannot sit in while the ARA Committee reviews their recommendation. 9.2. Constitutional Changes R. Collins These changes were talked about last meeting, please see 9.7 of the February Minutes. The motion passed in 9.7 of the February Minutes recommended the WARC Executive look into the Constitution points regarding quorum at WARC meetings. In doing this the Executive have identified several other issues within the two documents, the Constitution and Standing Orders. WESTERN AUSTRALIAN ROVER COUNCIL Agenda Sunday 13th March 2016 As none of these points are pressing issues, we will discuss them at RoverCon and then vote on them after RoverCon. So in regards to the Motion put forward last WARC, we will suspend the outcome of the motion until RoverCon. RoverCon will be a more appropriate forum for discussion of any Constitutional and Standing Order changes and will allow for a wider variety of Rovers to have input in the decisions. 9.3. MyScout Formation Details R. Collins There is a section on MyScout where you can search for your nearest Rover Crew. Some Crews do not have up to date meeting locations and times saved into MyScout so please talk to your Group Leader and ensure they have correct information saved for your Crew. 9.4. Crew Emails R. Collins Included in the agenda pack is a how-to for logging into the WARC Crew email addresses. These will be the contact email addresses used in the Crew blurbs on the website and all promotional correspondence, rather than personal emails. This ensures that we do not have to constantly change contact details. Please remember that these are public Rover email addresses, so you are acting as a representative of the Section when communicating through them. 9.5. Quality Rovering Award S. Williams Already been talked about in 9.1 of the agenda. Sorry for the double up. 9.6. Agenda Items R. Morse Please have Agenda items to secretary@warovers.com.au by Friday directly before WARC. This allows for the agenda to be finalised and sent out before the meeting, also will ensure printed copies supplied at the meeting are accurate. If you have an urgent agenda item that needs to be discussed at WARC, which is not submitted by the Friday cut off, then it will be considered by the Chairman for inclusion if submitted by 6pm on the Sunday of WARC. So if there are late additions to the agenda they will be discussed at the end of the agenda only if there is time. 10. Workplace Health and Safety 10.1. Current WHS Issues R. Collins 10.1.1. WARC Printer Printer has been moved to the Training room for use at the present time. However, the Branch IT systems are being updated so hopefully by next WARC we will be able to print to the Branch printer downstairs. This will mean we can store our printer in the long term for use during events only. 10.1.2. Tables This month the tables were in the meeting room, so hopefully it will continue that way. 10.2. What happened to Feb? It’s all going too fast! They do say time flies when you’re having fun… This past month has been a busy one with big pushes to get the year started properly, our first WARC event of the year, adding a new crew to the table, and another new crew coming out of the woodwork to get started… My month has flown by. This next month will be focusing on keeping projects running (including the Constitution/Standing Orders and policy reviewing and getting Geraldton RC squired this week), setting up a couple of new projects and organising the RoverCon 2016. RoverCon is the opportunity for all rovers in WA to help workshop out ideas and form a plan for the next 3 years, the current date we have in our calendar is the 16th of October (two weeks after the AFL finals finish, not to repeat last year). For us to successfully run this meeting of minds we need a couple of things from you; a commitment to attend, and ideas you want to discuss. What do I need from you guys to make that a “we WILL be running the April Basic Course”? Well, I need TR1 forms filled out by you ASAP and your E-Learning done by the 28th of March. So get to it, as the course looks fantastic. We have really been pushing the envelope with this course and I am extremely excited to see how it runs. CREW LEADERS! Please be aware that you must have completed or attended Rover Basic Training for you Crew to be eligible for the Quality Rovering Award, and since I challenged you all to attain that award, I expect you all to attend training this year. Only exception is if you have already completed training as some of you have. Crew Leaders remember, “To be a leader means to be able to move the masses” and you can achieve this by coming to training and being given the resources and developing the skills required to do this. Quality Rovering Award forms will be changing this year to be more relevant to current rovers. The form was developed a number of years ago and has not been updated since. It will not be changing drastically so please keep working on your logbooks and program activities that cover SPICES. There is a fair amount of work going on behind the scenes on the training and membership side of things, so I will announce things in due course or you may notice it yourself if you come to training. Crew Leaders could you please ensure that all new members to the crew fill out the A1 form, as they will not be registered as a Rover if they have not done this. And as always, Please ensure that all members have completed the Child-safe E-learning module. First for completing the Rottnest Channel Swim, the second is for all her hard work with the Red Rover Days which was recognised last week by the Australian Red Cross for the most donations within a community group, and finally for running another successful Sandmoot. I hope everyone had a great time at Sandmoot, and that everyone has seen the great photos that have appeared on Facebook in the last week, if you haven’t don’t worry they’ll be on the WARC Facebook and Instagram pages this week. I hope you have all recovered and unpacked from the wonderful shenanigans of Sandmoot – Moot Ahoy! This year we had over 90 participants – the largest Sandmoot that I have seen since I have been in Rovers, so a massive thankyou to everyone who attended, I’m sure you all had amazing weekend. I also want to say a HUGE thankyou to those who helped organise and run the event. Our next upcoming events are St Georges Day (24th April) and the ANZAC Day Vigil (24th – 25th April). Both of these events require you to have your Full Uniform – so make sure everything is spotless and perfect (aka, don’t pull a Jack Bannister and sew your badges on with tooth floss). The Vigil Roster has been sent out – you can check your Crews time slots on the WA Rovers Facebook Page. Tonight we will be voting on tenders for Gravelmoot and also for the Venture/Rover Event. I’m certainly excited to see what the outcome will be! Tenders are also now open for running the 2016 Rover Ball – this is the one night of the year where Rovers truly let their hair down. It’s also one of the easiest events to run – so if you are a new crew or your crew hasn’t run an event in a while – this is a great one for you to tender for! Remember tenders need to be submitted by Sunday 27th March for them to be presented at April WARC. Nominations are also open for Badgi Bash Chairman – this is a super fun event. I look forward to joining you virtually along with some of our regional Rover Crews. What an inspiring month it has been with some great events and some amazing individual activities that people have been up to. Make sure you congratulate the event organisers and people that have inspired you. Have a chat with them, see how they got to where they and use those ideas to work through to some goals that you would like to achieve. Congratulations must also go to our BPSA Awardees Rebecca and Adele on getting their awards presented at the Youth Awards. My challenge to you all this month is to look at how we can improve things. Are we doing the review bit of the plan, do, review that YPR is talking about? After we have done an activity we should be thinking how can we do that better. What can we improve upon, learning from our mistakes? What did we do well that we would like to ensure that we do again next time? What other or new ideas could we try to make it even better? As much as this applies to activities and events it can also apply to the way we do things. Are we leading by example? Do we have the best structures, processes and policies in place? This are some of the things I would encourage you to thinking about at your crew and also more holistically as a part of WA Rovers. Be the change you want to see or at least bring it up for discussion at WARC. A 2 day, overnight event was held at the Society for Crippled Children’s camp at Point Peron, Rockingham. Session topics were agreed with the WARC Executive and facilitated by WA Leaders and commissioners. While a number of suggestions were made about the future of WA Rovers, further work needs to be done to fashion this into a strategic plan. Date Place & Time & Attendance RoverCon 2014 was held from 10am on Saturday 25 October to 3pm on Sunday 26 October at the Alfred Hines Camp for Crippled Children near Rockingham. 29 Rovers and 5 RAs applied to attend RoverCon. 2 of the Rovers attended part time and 3 failed to show up. 4 of the RAs attended primarily to provide catering support and participated as advisers during the discussions when these duties permitted. RoverCon Discussions and Conclusions The following suggestions were made during the conference and are presented here without censorship. Venturer/Rover Interactions – Crew Level Participants discussed what works best at a Crew level. The following suggestions were made: Group Camps Crew/Unit joint activities Linking Ceremonies Have patience around exam time The use of multiple paths of communication was recommended: Email Facebook Text Face to Face Send Crew program to the Venturer Unit PR videos and Crew information pack (could have Crew profiles on WARC website) Phone calls Target Venturer Leaders Interaction opportunities: Service at the Scout section Attend Group linking ceremonies Sailing Annual activities with them (may be Group specific – sailing, Baja cars etc) Non-alcohol events (colour coded program – Red = Rovers only, Green = Linking Venturers) Have a great program of activities Best Practice Ideas: Challenge activities (team based, mixed teams, provide food) Minute to Win it Quiz night Laser tag Scavenger Hunt Bring food Service What do the Venturers get out of it? They need a purpose to participate. Learning about Rovers is a bonus, not the main event.
