“Gournes Property” in Crete Island - Greece September 2014 Introduction As part of the privatization program of the Hellenic Republic, Hellenic Republic Asset Development Fund (“HRADF”) seeks to explore potential interest for a property in Gournes, municipality of Hersonissos, in the Island of Crete, Greece. Crete, the largest island of Greece, is one of the most popular Greek tourist destinations, best known for its famous beaches, its great cultural heritage (e.g. Knossos of Minoan Civilization, Phaistos, Malia Palace), the impressive mountainscapes, the fertile valleys and the steep gorges, as well as its rich gastronomic culture. Gournes Property The district of Gournes is 16 km away from Crete’s capital, Heraklion, which is a tourist and commercial center. A unique combination of urban scenery and natural wealth makes the region of Heraklion an appealing all-year-round destination. The Airport “Nikos Kazantzakis” is the second busiest airport in Greece, with passengers arrivals amounting to 2.5 mill in 2013. In 2013, traffic in the port of Heraklion amounted to almost 8 mill. passengers, among which 270,000 were cruise passengers. A new airport will be constructed by 2019 in Kastelli, which is located c.20km from the Properties. This airport will replace the existing one and would handle about 7 mn passengers a year. In addition, the region of Heraklion has a high capacity of hotels of very high standards, exceeding 68,000 beds, out of which 41,000 refer to 4* and 5* hotels (as of year 2012). The Exploitable Area is approx. 346,000 sq.m. consisting of two plots: Plot A of c. 30,000 sq.m. in the south and Plot B a beachfront plot of c. 316,000 sq.m. in the north (the “Properties”). The Properties are located in a very privileged position, by the side of the national road, 16 km away from Heraklion city and the port and 12 km from the International Airport "Nikos Kazantzakis’’. Hersonissos and Malia, Crete's largest resorts, are located to the east of the Properties, whereas the tourist resorts of Kokkini Hani and Amnisos, are to the west. The Properties have direct proximity to the International Exhibition Center and the Cretaquarium and are located 10 km from “Crete Golf Club”. Hellenic Republic Asset Development Fund www.hradf.com 4 Exploitation Concept The exploitation concept includes the sale of ownership rights over the Properties (“Freehold”). The Properties will be developed in accordance with the procedures for urbanplanning maturity, prescribed in the provisions of L. 3986/2011, as in force and the relative Special Town Planning Development Plan (ESCHADA). In particular, the properties may be developed under the “Mixed Use” including the “Theme Parks – Retail” and “Touristic Village” town planning regime: Plot A: Regional business/exhibition/convention and shopping center Maximum buildable area: c.12,000 sq.m. Plot B: Beachfront tourist residential complex (vacation homes) with hospitality/leisure facilities. Maximum buildable area: c.25,000 sq.m. Plot B: An alternative development scenario may include a 9-hole golf course. Maximum buildable area for the “Touristic Village”: c.9,000 sq.m. HRADF has initiated two separate single-phase tender processes for the two plots. Interested investors may submit separate offers for each property, whereas they have the option to submit an offer only for one of the two properties. No financial or technical criteria are required.
