Welcome, Voter
This directory is compiled by the League of Women Voters of
Tacoma-Pierce County as a resource for citizens who wish to
engage with their representatives at any level of government.
The League also provides election information at
www.VOTE411. We encourage all to take advantage of these
resources to learn more about how to be engaged with their
government.
One of the first steps in getting involved is writing a Letter to the
Editor. On page 40, we have contact information for
publications in Pierce County and suggestions on how to get
your letter printed.
You can also write, phone, or e-mail any elected official in the
county, as well as state and federal government officials, using
the information on pages 4-34.
Your best chance of being heard is to stand in front of the
individual who represents you. Included in the directory are the
meeting times for all city/town councils, neighborhood/
community councils, school boards, and other groups in the
County. When you arrive, sign in and indicate by your name if
you would like to speak.
We’ve also included the office numbers in Olympia for all of our
State Representatives. Call to make an appointment if you wish
to visit with them. If there is a particular issue that you want to
pursue, we’ve included Making an Advocacy Plan on page 39.
This guide leads you through the process of working with others
on your issue of choice. A good starting point for issue information is the LWV of Washington website, www.lwvwa.org. This
comprehensive site has links to information about ballot issues,
political parties, campaign finance reform, and citizen watchdog
groups.
Finally, we have included information on how to support or
choose a candidate on page 40. The League does not endorse
any political party or candidate, but this information can help
YOU decide how to use your vote. Contact information for the
political parties is on page 38.
Our objectives are to ensure that you have the information you
need. The people listed in this booklet represent you. Let your
voice be heard.

About the League of Women Voters
of Tacoma-Pierce County
We are women and men of all ages and backgrounds who want
to make a difference in our communities, our
country, and our world. We encourage informed and active
participation in government. The League is
political, but nonpartisan; our organization does not rate,
endorse, or support political candidates , or any political party.
• Membership is open to all citizens of voting age, with
associate membership available for young people and
non-citizens.
• In order to increase understanding on major policy issues,
we research issues from many points of view and educate
ourselves, the public, and decision-makers.
• We are nonpartisan. We do not support, oppose, or rate
candidates.
• We do support (or oppose) issues and legislation, after
member study and agreement. We mobilize people to vote
and to have a say in the complex decisions which affect us
all.
• We sponsor and assist with candidates’ forums – on
television and in public places.
• Our other activities include free public forums on issues,
voter registration drives, and nonpartisan election guides.
• Current issues we are studying include Mental Health
Services in Pierce County andPierce County Funding.
We seek to increase League and citizen involvement in:
• local governments and boards,
• contributions to traditional and online publications,
• public service.
Involvement means:
voting,
paying attention to government meetings,
contacting (by phone, mail, e-mail, visit) elected officials,
joining citizen advisory commissions and task forces,
joining advocacy groups,
running for public office.

FORMS OF MUNICIPAL GOVERNMENT
Municipalities organized under Title 35 RCW (Revised Code of Washington, the
state’s set of adopted laws) may choose from the Council-Manager, Mayor-Council,
or Commissioner forms of government. Municipalities organized under Title 35A
RCW may choose from the Council-Manager or Mayor-Council form of government.
Council-Manager
The legislative body of council-manager cities is the city council. The mayor is the
ceremonial head of the city and chair of the council. The mayor is a member of the
city council and as such can vote on all matters before the city council. The city
manager is the administrative head of the city and is appointed by the council. In
most cities, the mayor is elected by the council, but may be elected directly by the
voters.
Mayor-Council
The legislative body of mayor-council cities and towns is the council. The mayor is
the chair of the council but is not a member of the council. The mayor is elected by a
vote of the people to be the administrative head of the city. The mayor can vote only
to break a tie vote of the council as long as the matter is other than the passage of any
ordinance, grant, or revocation of franchise or license, or any resolution for the payment of money. The mayor has the power to veto ordinances. The council may
override the veto by a majority vote plus one.

MUNICIPAL CLASSIFICATIONS
First Class Municipalities and Charter Cities
A first class city is one having at least ten thousand (10,000) inhabitants
at the time of its organization or reorganization. The form of government and the manner and mode in which these cities exercise the
powers, functions, and duties conferred upon them by law is decided by
the citizens through the adoption of a local charter. They operate under
chapter 35.22 RCW.
Tacoma is the only first class city in Pierce County.
Initiative and Referendum: First Class cities have the authority to
adopt the powers of initiative and referendum in their charters. The
citizens of Tacoma have adopted these powers in their charter.
Second Class Cities
Second class cities have over 1,500 residents at the time of
organization. They do not have a home rule charter. There are no
second class cities in Pierce County.
Optional Municipal Code Cities
The Optional Municipal Code was designed to provide broad statutory
home rule in matters of local concern. Any unincorporated area with a
population of at least 1,500 may incorporate as an optional municipal
code city. Those with over 10,000 residents may adopt a charter.
Those with charters may adopt the powers of initiative and
referendum. Those without charters may be granted such powers by
the Legislature. There are 16 code cities in Pierce County.
Towns
A municipal corporation of the fourth class, which shall be known as a
town, is one having not less than three hundred (300) and not more
than fifteen hundred (1,500) inhabitants at the time of organization.
Towns operate under chapter 35.27 RCW. The general powers of
initiative and referendum are not available to towns. There are six
towns in Pierce County.
Further Information
The authority to incorporate into cities is found only in the state
constitution. “…the legislature, by general laws, shall provide for
the incorporation, organization and classification in proportion to
population,…” of all cities and towns (Article XI, Section 10
Washington State Constitution).
The general laws of the state of Washington are found in the Revised
Code of Washington (RCW). How these laws are administered and
implemented is found in the Washington Administrative Code (WAC).
Copies of both the RCW and WAC are available in local libraries, from
the State of Washington, and on the web at access.wa.gov.
The municipal classifications identified in state law are first class,
second class, towns, code. They are defined in chapter 35.01 RCW and
chapter 35A.01 RCW.

Often, any resident, business owner, employee, property owner, or
member of an existing neighborhood group within each Neighborhood
Association or Council area is considered a member. To get involved,
show up at a meeting, meet your neighbors, and roll up your sleeves to

MAKE AN ADVOCACY PLAN
Goal: Set your objectives in a few brief sentences.
• Identify the problem.
• Describe your favored solution.

• Who can be recruited to support your solution?

LETTERS TO THE EDITOR: Let your voice be heard!
You must include your full name, address, and phone number for
verification purposes. Your address and phone number will not be
printed. Check with the publication(s) of your choice for word
limitations (frequently 250 words), and how often they will publish a
letter from the same person.
Part of civil discourse is letter writing. A well-crafted letter with
supportive facts can help shape community opinion. Letter writers are
most persuasive when they have done their homework. Do not rely only
on your common sense and generalized knowledge; do some research, as
well. Before you send that letter, contact agencies involved with your
issue to make sure that you have not been misinformed.
When you have personal experience and expertise to bring to a hot issue,
don’t hesitate to share it. Choose one or more of these publications—
some are online and some are print − according to what audience you
wish to reach. Be timely, be civil, be brief – and keep trying!
When sending a letter by e-mail, include “Letter to the Editor” in the
subject line to call attention to your note’s importance.

VOTING AND VOTER REGISTRATION
You are eligible to register to vote if you are:
A citizen of the United States,
A legal resident of the state of Washington, and
18 years old or older by the date of the next election.
When registering to vote, voters need to provide either their driver’s
license number or the last four digits of their Social Security Number.
You can register to vote online by going to www.vote.wa.gov and
clicking on the online voter registration icon, in person at the Elections
Center, or by picking up a mail-in form at the League of Women
Voters’ office, city or town clerk’s office, libraries, public schools,
most fire stations (call first), and state offices. Pierce County Elections
will mail a registration from if you call and request one
(253-798-VOTE). You must register at least 29 days before an
election, or at least 8 days before at the Auditor’s office.
VOTE-BY-MAIL
Polling places are no longer open in Washington State. A ballot will be
mailed to all registered voters 18 days prior to each election in which
they are eligible to vote.
VOTING CENTERS
Pierce County has six Voting Centers, open from 7 a.m. to 8 p.m. on
Election Day. Voting Centers provide accessible voting options using
touch-screen voting machines. Staff is available to answer questions
about replacement ballots or provide provisional ballots, and voter
registration. Photo ID is required to vote.
BALLOT DEPOSIT SITES
Ballot drop boxes allow you to deposit your ballot without a stamp.
There are 27 sites throughout Pierce County. Locations are listed on
the Pierce County Auditor's website, as well as in the local Voters’
Pamphlet.
MOVING:
Within Pierce County: Notify Pierce County Elections in person, by
mail, or by phone. Supply old and new addresses and date of birth.
This action must be taken 29 days prior to an election to be eligible to
vote in that election.
To another County or State: You must register in your new county or
state. Voter registrations are not transferable county to county or state
to state.
CHANGING NAMES:
If you change your name, you must complete a new registration form.

FELONS’ RIGHT TO VOTE
If you were convicted in Washington State of a felony, your right to
vote is restored when your community supervision ends.
If you were convicted in another state or in federal court, your right to
vote is restored when you are no longer incarcerated.
Once your right to vote is restored, you must register to vote again in
order to receive a ballot.
